About this file

This is a Statement of Objectives (SOO) for the acquisition of F-35 Weight and Balance Roll-on Aircraft Scales at Misawa Air Base, Japan. The Air Force seeks to purchase two (2) AC30-60 RFX 4-120 Platform Scale Systems to support 35 MXG operations. These scales are essential tools for ensuring F-35 aircraft safety, regulatory compliance, and operational efficiency through accurate weight and balance measurements.

The technical specifications require scales meeting or exceeding Intercomp Platform Scale System Item #140042-RFX standards, including four 30,000 lbs. capacity load cells with ±0.1% accuracy, safe overload accuracy at 150% of capacity, and dimensions of 34"x34"x4" (non-low profile). Critical requirements include intrinsic safety certification for hazardous environments per NEC Article 500/513 and OSHA 1910.307, with NRTL certification required for Class I, Division 1&2, Group C&D environments. Additional specifications mandate fully electronic stainless steel shear beam load cells with temperature compensation (0-130°F), built-in wireless communication up to 100m line of sight, auto-leveling for uneven surfaces up to 2 degrees, 1-inch LCD six-digit display, battery operation (up to 200 hours on four alkaline C batteries), 3-point calibration capability within 30 minutes, and one-year calibration intervals. The kit must include four platform scales, four ramps, four tire stops, and one transport cart. Delivery is required no later than 90 days after order, with direct shipment to Misawa Air Base. Contractors unable to meet delivery timeframes must notify the Contracting Officer within two business days or immediately under Emergency/War Tempo operations.
