About this file
This file is a Questions and Answers document dated 20 February 2026 addressing clarifications for a federal contract solicitation regarding the procurement of shelving units. Payment terms are NET 30, payable upon acceptance. Racks may be shipped either fully assembled or disassembled, with assembly responsibility falling to the bidder rather than the government. Foam lining must be permanently installed by the bidder and should be deep and firm enough to prevent components from contacting metal surfaces while remaining durable against panel corner damage; no specific foam composition or density is mandated. Shelves should be flat without lips, accessible from all angles, measuring 96"-98" wide by 40"-45" deep, with no specified height requirement for the first shelf.
The units must include wheels on the bottom and have a maximum height of 85 inches. No specific material preference exists provided the shelves meet weight requirements and specifications. No palletization requirements apply. Foam should be permanently affixed to shelving units but does not require additional casing or covering. Reference drawings are provided in Attachment 2 dated 20 February 2026. The government does not require information on actual placement locations or specific dimensions for site preparation.

Attachment 3- RFI’s
20 February 2026
1. Are we correct to assume payment terms are NET 30, payable upon acceptance?
Yes
2. Are racks required to be shipped fully assembled, or can they be shipped disassembled and:
a. Will the government assemble IAW manufacturer specification upon receipt or: Government does not want to be responsible for assembly
b. Will the bidder be responsible for supplying personnel to assemble on site?
Yes, or ship assembled.
3. Is the foam lining required to be installed by the rack manufacturer, or is it acceptable to purchase separately and install upon rack assembly/installation?
a. If the latter, will assembly be conducted by the government, or will the bidder be required to supply personnel? Assembly should not be on the government.
4. Are the shelves required to have a lip, or are flat shelves acceptable? Flat shelves are acceptable. No lip is preferred as we want components to rest on foam and not come in contact with the metal.
5. Are the shelves required to be accessible from all angles (open), or enclosed on three sides with access from the front? Accessible from all angles
6. Are we correct to interpret from the Statement of Objectives that the intended depth of the shelves is 40”-45” and the intended width of the shelves is to be 96”-98" Correct
7. Should the racks include a shelf at floor level, or should the first shelf be elevated to a specified height? No specific height of the first shelf
8. Is there a specified density and composition for the foam lining the shelves? No, just deep and firm enough so that components on shelving do not contact metal. Additionally, this foam needs to be durable for panel corners being drug across and potentially damaging the foam material.
9. Are there any palletization requirements we should be aware of when preparing our quote for shipment? No
10. Should there be wheels on the bottom of the carts? Yes
11. Is there a drawing or image of the units required? Please see Attachment 2 Dated 20 Feb 26
12.Can you provide pictures of where the units will be placed? No
13.Should the foam be permanently installed on the shelving units? Yes
14.What kind of foam is acceptable? No specific foam required
15.Should the foam be encased in any form of covering? Not necessary
16. The maximum height does not work with the wheels and shelving space, can we reduce the shelving space? No, the maximum height has been increased to 85 inches.
17.Does the user have a preference for the materials used? No, as long as the shelves can meet the weight requirements and specifications.
