SECTION 01 11 00

SPECIAL CONTRACT REQUIREMENTS

PART 1 - GENERAL

1.1 GENERAL DESCRIPTION: This is an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract, Roads/Pavements IDIQ Contract, Misawa AB, Japan. This project is to repair, maintain or construct roads, parking lots and/or other pavements, with their associated incidental works, such as, but not limited to, curb, gutter, U-ditch, drainage pipe, manhole, utility line, street light, sign post, fence, guardrail, traffic striping, earth work, sodding, planting, and related work on Misawa AB, Japan, and its remote areas including any U.S. Government facility within 150 KM of Misawa AB, except for Airfield at Misawa AB and Hachinohe POL. This is an IDIQ contract wherein work will be accomplished through issuance of the task order(s) on DD Form 1155 (DD 1155). The task order consists of work elements which are to be performed by the contractor to achieve specific construction requirements in the Scope of Work (SOW). In the task order, the contractor shall furnishing all labor, equipment, materials, and services including temporary work, overhead, and management necessary to perform all operations required to complete the construction for use, in accordance with the specifications and drawings, within the terms and conditions of the contract. The contractor must thoroughly understand the requirements of each Contract Line Item Number (CLIN) and its corresponding Exhibit Line Item Numbers (ELINs) and SubELINs described in this specification section to satisfy themselves of the required scope of work to be completed under the respective line items.

1.1.1 Contract Line Items/Exhibit Line Items:

1.1.1.1 GENERAL: Pricing schedule of this contract is structured in the Section B with its corresponding Exhibits A thru C. CLIN 0001, 1001, and 2001 specified in the pricing schedule, Section B of solicitation/contract are for basic year, option year one (1), and option year two (2), respectively. ELIN A001, B001 and C001 listed in the Exhibit A, B and C correspond to CLIN 0001, 1001 and 2001, respectively.

The ELINs are further broken into SubELINs (or simply called as “Line Item(s)” hereunder), which describe specific work to be furnished. Work to be performed under this contract will be composed by an aggregate of applicable Line Items listed in the Pricing Schedule. The principal features of the work to be included under the Line Items are noted herein. Work required by the drawings, specification and not particularly mentioned shall be included in the contract prices for the Line Items to which the work applies.

LINE ITEMS: The items listed hereinafter are the respective SubELINs and are also listed in the Pricing Schedule.

1.1.1.2 SURVEY AND TEST

SubELIN A001AA, B001 AA, and C001 AA, Quantity Survey and Report, 2,000 SM Area

A survey to identify/verify required items of work and quantities per the scope of work for the Task Order (DD 1155) in the unit of 2,000 Square Meter, as a Lot (LOT). This item shall consist of supplemental physical measuring based on a topographic survey data, including the locations and elevations of existing features, inverts, pipe sizes, etc. described in the Task Order. The report shall consist of a report per area, identifying quantity, unit price, and amount for individual proposal items and total price to complete the work. This item shall be exercised in quantities of 2,000 SM increments, appropriate to the scope of the Subject Task Order. This item does not contain topographic survey.

SubELIN A001AB, B001AB, and C001AB, Topographic Survey including Road Profile and Sections at 20 m intervals and Provide Survey Map, 2,000 SM Area

Provide a topographic survey to identify/verify required items of work and quantities per the scope of work for the Task Order (DD 1155) in the unit of 2,000 Square Meter, as a Lot (LOT). The survey shall consist of professional survey by registered surveyor, including the locations and elevations of existing natural features, inverts, pipe sizes, etc. of man-made features described in the Task Order. The report shall consist of a topographic survey map (Auto CAD File), road profile and sections at intervals of 20 meter centerline, and identifying quantity data for individual proposal items, respectively to complete the work.

This item shall be exercised in quantities of 2,000 SM increments, appropriate to the scope of the Subject Task Order.

SubELIN A001AC, B001AC, and C001AC, Quantity Survey and Report, Underground Utility Lines and Manholes

SubELIN A001AD, B001AD, and C001AD, Quantity Survey and Report, Pavement Cracks or Curbs or Markings

A survey to identify/verify required items of utility lines, pavement cracks, concrete curbs or stripe markings, and quantities shall be per linear meter (LM) described in the Task Order (DD 1155) by physically measuring. The report shall consist of a report per each required item, identifying quantity, unit price, and amount for individual utility or pavement proposal items, respectively, and total cost to complete the work. This item does not contain topographic survey.

SubELIN A001AE, B001AE, and C001AE. Field CBR and Lab Tests of Roads, Parking Lots and Other Surfaces

Field CBR (California Bearing Ratio) and laboratory test of roads, parking lots and other surfaces shall be per each (EA) test completed, including and not limited to saw cutting a 1 meter by 2 meter rectangle, removal of Asphalt Concrete (AC), performing a field CBR test and in-place density test, determining the thickness, sampling and testing in-place base/Sub-base course, backfilling and compacting, reconstruction of pavement structure, performing certified

laboratory tests for base course, Sub base course, and Sub-grade, and Submitting certified results of all tests in triplicate.

SubELIN A001AF, B001AF, and C001AF. Core Drilling and Sampling of AC or PCC Pavements of Roads, Parking Lots, and Other Surfaces

Core drilling and sampling of AC or Portland Cement Concrete (PCC) pavements of roads, parking lots and other surfaces shall be per each (EA.) test completed, including and not limited to coring completely through the AC or PCC pavement with a coring machine, sampling of the AC or PCC core, reconstruction of the pavement surface, and Submitting certified results of all sample measurements in triplicate, and one set of recovered and identified samples.

SubELIN A001AG, B001AG, and C001AG, Test Digging of AC Pavement, not exceed 1m x 1m x 1m including temporary pavement restoration

Test digging of AC Pavement, not to exceed 1m x 1m x 1m including temporary pavement restoration shall be per each (EA) of AC Pavement area tested, including but not limited to, AC saw cutting, excavation, backfill, temporary asphalt pavement restoration, and site cleanup.

1.1.1.3 ASPHALT CONCRETE SURFACES

SubELIN A001AH, B001AH, and C001AH, Remove & Reconstruct 50mm Thick AC Surface, including Fine Grade and Compaction

Remove & reconstruct 50mm thick AC surface, including fine grade and compaction shall be per compacted square meter (SM.) of AC pavement, including and not limited to fine grade preparation of aggregate base course, edge preparation, compaction, AC placement, compaction and testing. Milling, removal of existing AC pavement, fine grading, and compacting existing base course necessary for this work are included. Application of prime coat is not included in this line item.

SubELIN A001AJ, B001AJ, and C001AJ, 30 mm Thick AC Overlay of Paved Surfaces, including Edge Preparation & Restoration

SubELIN A001AK, B001AK, and C001AK, 50 mm Thick AC Overlay of Paved Surfaces, including Edge Preparation & Restoration

30mm, or 50 mm thick AC overlay, respectively, of existing paved surfaces, including edge preparation & restoration shall be per compacted square meter (SM.) of AC overlay, including but not limited to edge preparation & restoration, surface cleaning, AC overlay placement, compaction and testing. Application of crack sealing, prime coat or tack coat is not included in this line item.

SubELIN A001AL, B001AL, and C001AL, 50 mm Thick AC Surface, including Fine Grade and Compaction

50 mm thick AC surface, including fine grade and compaction shall be per compacted square meter (SM.) of AC pavement, including but not limited to fine grade preparation of aggregate base course, edge preparation, compaction, AC placement, compaction and testing. Application of prime coat or tack coat is not

SubELIN A001AM, B001AM, and C001AM, Place AC Intermediate Leveling Course

Place AC intermediate leveling course shall be per metric ton (MTON.) of AC intermediate course, including but not limited to fine grade preparation, edge preparation & restoration, placement of variable thickness AC intermediate leveling course, compaction and testing. Application of prime coat or tack coat is not included in this line item.

SubELIN A001AN, B001AN, and C001AN, Construct Base Course (Mixtured Stone M30-0)

SubELIN A001AP, B001AP, and C001AP, Construct Sub-base Course (Crushed Stone C40-0)

SubELIN A001AQ, B001AQ, and C001AQ, Construct Granular Material (Mountain Sand)

Construct base course, sub-base course or granular material, respectively, shall be per cubic meter (CM.) of compacted material in-place and ready for use, including but not limited to preparatory work, spreading and compaction to required density in 150mm lifts, fine grading, final compaction, testing and clean-

up. Application of prime coat or tack coat is not included in this line item.

SubELIN A001AR, B001AR, and C001AR, Apply Soil-Cement Stabilization of Existing or New Sub-base (200mm Thick)

Apply soil-cement stabilization of existing or new Sub-base (200mm Thick) shall be per square meter (SM.) of compacted material in-place and ready for use, including but not limited to preparatory work, spreading, water application, mixing, compaction to required density, fine grading, final compaction, testing and clean-up.

SubELIN A001AS, B001AS, and C001AS, Remix and Repave with Heating Stabilization of Existing AC Pavement, Cement and Asphalt Mixtures In-place (100mm Thick)

Remix and repave with heating stabilization of existing AC pavement, cement and asphalt mixtures in-place (100mm Thick) shall be per square meter (SM.) of compacted material in-place and ready for use, including but not limited to preparatory work, scraping/stabilizing, mixture application, heating/mixing, spreading, grading, compaction to required density, testing and clean-up.

1.1.1.4 ADDITIONAL MINOR PAVEMENT WORK

SubELIN A001AT, B001AT, and C001AT, Furnish & Apply Asphalt Prime Coat SubELIN A001AU, B001AU, and C001AU, Furnish & Apply Asphalt Tack Coat Furnish & apply asphalt prime coat, or tack coat, respectively, shall be per square meter (SM.) of new coating applied on approved base course or AC

surfaces, including but not limited to surface preparation, cleaning, application of new coating, protection from traffic until cured or covered by pavement, and clean-up.

SubELIN A001AV, B001AV, and C001AV, Repair Cracks of existing AC or PCC Pavement with Routing and Crack-cutting and Hot Apply Sealing, 1 - 20 mm in width and depth

Repair cracks of existing AC or PCC pavement with crack-cutting and hot apply sealing, 1-20 mm in width and depth shall be per linear meter (LM.), including but not limited to crack-cut, clean & dry at crack, primer coat, heating at thermo-melter, machine injection of crack sealant, spreading of stone dust for surface protection and curing. , Saw cutting is not included in this line item.

SubELIN A001AW, B001AW, and C001AW, Sealing Cracks or Joints in between new and existing AC or PCC Pavement with saw cutting and routing, approx. 20 mm in width and depth

Sealing cracks or joints in between new and existing AC or PCC pavement with saw cutting and routing, approx. 20 mm in width and depth shall be per linear meter (LM.), including but not limited to saw-cut, remove existing concrete chips & sealant, clean & dry surface, primer coat, application of joint sealant or bituminous mixture, protection from traffic until cured, and clean-up.

SubELIN A001AX, B001AX, and C001AX, Place Expansion Joint Filler and Sealant

Place expansion joint filler and sealant shall be per liner meter (LM.), including but not limited to saw cutting, installation of full depth pre-molded 13mm thick joint filler not including sealant depth, bond breaker if required, application of joint sealant, protection from traffic until cured, and clean-up.

SubELIN A001AY, B001AY, and C001AY, Surface Treatment on existing AC Pavement (Cold-Application Mixture, not less than 1.26 kg per square meter)

Surface treatment on existing AC pavement (Cold-application mixture, not less than 1.26 kg per square meter) shall be per square meter (SM.) of applied, including but not limited to clean, dry out surface with burner, cold mixing of reactant type emulsion & sand, surface slushing with rubber rake, continue raking, brush finish, protection from traffic until cured, and clean-up.

Crack sealing is not included in this line item.

SubELIN A001AZ, B001AZ, and C001AZ, Place Portland Cement Concrete

Placing Portland Cement Concrete (PCC) shall be per cubic meter (CM.) of miscellaneous 211 Kg/sq.cm. (3000psi) concrete complete in-place, including but not limited to surface preparation, incidental formwork, concrete placing, vibrating, finishing, curing and protection, restoration work and testing. This item is to place miscellaneous concrete for the items not already includes the PCC placement, such as saddles, thrust blocks, etc. This item does not contain topographic survey.

SubELIN A001BA, B001BA, and C001BA, Install Concrete Formwork

Install concrete formwork shall be per square meter (SM.) of formwork measured by the finished dimensions of the formed structure and oiled and ready for use, including but not limited to preparatory work, pre-fabrication, installation, ties, shims, stakes, braces, etc., and removal. This item is limited to only those items which do not already include formwork in the line item, such as exterior concrete columns, and etc.

SubELIN A001BB, B001BB, and C001BB, Install Concrete Reinforcement Bars

Install concrete reinforcement bars shall be per kilogram (KG.) of re-bar, including splices, complete and tied in place and ready for concrete placement, including but not limited to preparatory work, bending, cutting, pre-fabrication, chairs, seats, installation, splicing, tie wire, snap ties and all other miscellaneous materials and work. This item is limited to only those items which do not already include re-bar in the line item, such as exterior concrete columns, and etc.

1.1.1.5 RECYCLED AC PAVEMENT

SubELIN A001BC, B001BC, and C001BC, 50 mm Thick Recycled AC Overlay of Paved Surfaces, including Edge Preparation & Restoration

50 mm thick recycled AC overlay of paved surfaces, including edge preparation & restoration shall be per compacted square meter (SM.) of recycled AC overlay, including but not limited to cleaning and preparing existing surface, edge preparation & restoration, produce and deliver recycled mixtures, spreading, compaction and testing. Application of prime coat or tack coat is not included in this line item.

SubELIN A001BD, B001BD, and C001BD, 50 mm Thick Recycled AC Pavement over Base Course, including Fine Grade and Compaction

50mm thick recycled AC pavement over base course, including fine grade and compaction shall be per compacted square meter (SM.) of recycled AC pavement, including but not limited to fine grade preparation, grading, compaction, produce and deliver recycled mixtures, spreading, compaction and testing. Application of prime coat or tack coat is not included in this line item.

1.1.1.6 PAVEMENT MARKINGS

SubELIN A001BE, B001BE, and C001BE, Removal of Pavement Marking

Removal of pavement marking shall be per square meter (SM.) of removed paint without damage to existing AC or PCC surfaces, including but not limited to preparatory work, application of water-blasting and/ or light sand-blasting, and

SubELIN A001BF, B001BF, and C001BF, Pavement Marking Stripes, Reflective, 150mm Wide, White

Pavement marking stripes reflective, 150mm wide, white shall be per linear meter (LM.) of painted pavement markings, measured and approved, including but not limited to preparatory work, application of glass beads for reflective markings, protection until dry, and clean-up.

SubELIN A001BG, B001BG, and C001BG, Alphanumeric Concrete Curb Marking

Alphanumeric concrete curb marking shall be per each (EA.) of location of painted curb background and alphanumeric set of markings, including but not limited to preparatory work, protection until dry/ cured, and clean-up.

SubELIN A001BH, B001BH, and C001BH, White, Handicap Symbol Parking Stall Pavement Marking

White, handicap symbol parking stall pavement marking shall be per each (EA.)

of painted pavement markings, including but not limited to preparatory work, protection until dry/ cured, and clean-up.

1.1.1.7 SIDEWALK/STAIRS/SIGN POSTS/BARRICADES

SubELIN A001BJ, B001BJ, and C001BJ, Construct New Concrete Sidewalk, Complete in Place

Construct new concrete sidewalk, complete in place shall be per square meter (SM.) of placed concrete sidewalk and ready for use, including but not limited to excavation, placing base and sub-base course, compaction of base, sub-base course, and sub-grade, formwork, placing concrete, finishing surface, curing, application of transverse contraction joint testing and site clean-up. Application of saw cutting and joint sealing is not included in this line item.

SubELIN A001BK, B001BK, and C001BK, Remove and Replace existing Concrete Sidewalk, Complete in Place

Remove and replace existing concrete sidewalk, complete in place shall be per square meter (SM.) of replaced concrete sidewalk and ready for use, including but not limited to preparatory work, removal/disposal work, compaction of base course, formwork, placing concrete, finishing surface, curing, application of transverse contraction joint testing and site clean-up. Application of saw cutting and joint sealing is not included in this line item.

SubELIN A001BL, B001BL, and C001BL, Construct New Accessible Sidewalk Ramp, Type A, B, or C, Complete in Place

Construct new accessible sidewalk ramp, Type A, B, or C, complete in place shall be per each (EA.) of placed concrete sidewalk ramp and ready for use, including but not limited to excavation, placing sub-base and base course, SECTION 01 11 00 PAGE 8 compaction of base, sub-base course, and sub-grade, formwork, placing concrete, finishing surface, detectable warning system, concrete grooving, curing, application of transverse contraction joint testing and site clean-up.

Application of saw cutting and joint sealing is not included in this line item.

SubELIN A001BM, B001BM, and C001BM, Place Inter-Locking Concrete Tiles (300x300x60 mm)

Place inter-locking concrete tiles (300x300x60 mm) shall be per square meter (SM.) of inter-locking concrete tiles placed in-place and ready for use, including but not limited to excavation, placing base and sub-base course, preparatory work, compaction of base, sub-base course and sub-grade, placing inter-locking concrete tiles, finishing surface, testing and site clean-up.

SubELIN A001BN, B001BN, and C001BN, Construct New Concrete Stairs, Complete in Place

Construct new concrete stairs shall be per square meter (SM.) of concrete stairs installed in-place and ready for use, including but not limited to preparatory work, excavation/disposal work, compaction of base course/sub-grade, leveling mortar, formwork, re-bars, placing concrete mixture, finishing surface, joints, curing, application of transverse contraction joint testing and site clean-up. Application of saw cutting and joint sealing is not included in this line item.

SubELIN A001BP, B001BP, and C001BP, Install New Stair Handrails

Install new stair handrails shall be per linear meter (LM.) of stainless handrails installed in-place and ready for use, including but not limited to preparatory work, pre-fabrication of stainless handrails, installing, curing and site clean-up.

SubELIN A001BQ, B001BQ, and C001BQ, Install Traffic Sign & Post

Install traffic sign & post shall be per each (EA.) of traffic sign & post installed in-place, including but not limited to removal and disposal of excavated materials, leveling mortar, formwork, concrete footing, installation of post/sign, curing, and

SubELIN A001BR, B001BR, and C001BR, Install Traffic Sign

Install traffic sign shall be per each (EA.) of traffic sign only installed on existing post or new traffic post in-place, including but not limited to fitting accessories, installation of sign plate and clean-up.
