About this file

This file contains government responses to Requests for Information (RFIs) submitted by contractors for solicitation FA502526RB006, a design-build construction project at Matsushima Japan Air Self-Defense Force (JASDF) Base. The project requires construction of four membrane warehouse structures with associated utilities, security fencing, and climate control systems. Key technical clarifications address airfield height restrictions (maximum 25 meters for structures under Civil Aeronautics Act transitional surface restrictions), building code compliance under Japanese regulations, electrical system requirements (100 KVA transformer with 6,600V primary connection), HVAC specifications (maintaining 40°F minimum and 60% relative humidity throughout facilities), and drainage/stormwater management through oil-water separator and u-drain systems. The government confirmed that a bid bond is not required, and contractors may propose design alternatives (such as reduced eave heights of 7-8 meters instead of 9 meters, concrete floor slabs, or insulated metal wall panels) subject to approval.

Critical administrative requirements include: Prime Contractor must hold valid Japanese Construction License at proposal submission (mandatory, non-delegable requirement); all proposals must acknowledge Amendment 0 on SF 1442 block 19; updated site plans will be released with RFI responses; operations and maintenance manuals must be provided in both English and Japanese; early procurement submittals for long-lead items (membrane structures, structural steel, transformer, fire-alarm equipment, motorized gates) are permitted immediately after award at contractor's sole risk; and 150-day construction performance period applies to all work including utility tie-ins. Warranty requirements specify 10-year manufacturer warranties for membrane fabric and structural steel, 2-5 year warranties for doors depending on type, 1-5 year warranties for HVAC equipment, and 1-year standard commercial warranties for electrical equipment. The government will install conduit for secondary electrical and storm drainage, construct the stormwater retention pond, and provide as-built drawings post-award; the contractor is responsible for all other utility installations including primary electrical conduit, cable, transformer, and water line work.

PMWH26-3531SF1442, Block 13.bRegarding SF1442, Block 13.b, which states "an offer guarantee is required": does this refer to a bid bond required at the time of bid submission? If so, the Solicitation does not appear to include any information on the required bid bond amount or other details. What type of bid bond should we prepare?

Also, is a bid bond actually required for this solicitation in the first place? If so, where should the original bond documents be sent by mail? (We assume the bond would not be valid as a scanned copy, even though all other proposal documents are to be submitted electronically.) Should it be sent to Yokota, Guam, or Matsushima? A bid bond/guarantee is not required for this solicitation.

We cannot change the solicitation form, due to our internal programs when creating them. This correction will be included as an amendment to the solicitation on SAM.gov

PMWH26-3531SOW 11.c PermitsPlease clarify whether any airfield height restrictions (JASDF), crane operating height limits, or airfield obstruction clearance requirements apply to this project site. If applicable, please provide the maximum allowable height for temporary construction equipment and the completed structures (noting the specified minimum 9M/30FT eave height).Minimum eave hieght updated to 7M/23FT. To the right is the imaginary airfield height limits around the construction site. During design, JASDF will have to verify the structure. The details are still under review, and we will provide further information once available. Please note that the verification process typically takes approximately one month to complete.

Regarding crane operation, under the transitional surface restrictions stipulated by the Civil Aeronautics Act, the maximum allowable height of structures is 25 meters or less.In this case, please ensure that a red obstruction light and a daytime obstacle marker flag are installed at the top of the crane.

SOW 11.c Permits In addition to the height and crane restrictions addressed in Question 1 above, please confirm whether the project site itself is located within any airfield imaginary surface, runway clear zone, accident potential zone, or other airfield-related restricted/controlled area, and if so, identify any resulting construction restrictions (e.g., permitted construction hours, equipment staging limits, or additional coordination requirements). The project is located within an airfield imaginary surface, as seen on the image attached to the right. The maximum allowable height of structures is 25 meters of less.

・Regarding the Runway Clearance Zone The runway shoulder line is located at 150 meters.

・Regarding the Potential Aircraft Accident Area This area is the same as the runway shoulder line described above.

・Regarding Whether the Site Is Located Within Any Other Airport-Related Restricted or Controlled Areas JASDF are currently verifying this information and will provide an update once the confirmation process is complete.

SOW 11 Permits / Japanese Building CodeRegarding the Building Confirmation Application (Kenchiku Kakunin Shinsei): Since Matsushima Air Base is a JASDF (Japan Air Self-Defense Force) installation, please confirm whether this project will require a Building Confirmation Application or other administrative procedures under Japanese domestic law.As Matsushima is solely a JASDF base, any local, regional, or national regulations and codes apply. If there are any conflicting regulations within the contract that references US regulations, the Japanese regulation will take precedence. So, this project will require a Building Confirmation Application and any other applicable procedures under Japanese domestic law. We recommend consulting with the Building Guidance Division (or the relevant building authority) at the local municipal office regarding the specific building structure and its intended use. Similarly, we recommend consulting with the jurisdictional fire department regarding any applicable fire safety requirements and procedures.

PMWH26-3531SOW 15.k ElectricalSOW paragraph 15.k requires new underground electrical service to each of the four buildings from one new 100 KVA transformer fed from the closest available primary connection point. Please confirm the following:
1. Whether an existing single-line diagram, electrical utility plan, load information, or available-capacity study can be provided.Updated site plans are provided showing primary and secondary electrical layout.

・Regarding Utility Load Capacity As we do not have detailed information regarding the total utility service load requirements within the U.S. area, we believe that the contractor responsible for procuring the transformer should be provided with the load information for the relevant equipment and facilities. Based on that information, they can coordinate the design and determine whether the planned capacity will be sufficient or insufficient.

・Regarding Cubicle Design Capacity In general, the cubicle is designed in accordance with the manufacturer's standard specifications to accommodate the required electrical load capacity.

・Regarding the Specifications of the New Cubicle Before placing the order for the new cubicle, JASDF would like to review the manufacturer's drawings and technical specifications. During the design period, the US Government will forward this information to JASDF.

・Regarding Single-Phase Power Requirements Depending on the specifications of the air-conditioning equipment, a separate single-phase transformer may be required if a 100 V single-phase power supply is needed for the air-conditioning control system or for warehouse lighting.

・Regarding the Use of a Scott Transformer If a Scott transformer is adopted instead of a standard single-phase transformer, it may be necessary to increase the capacity of the three-phase transformer accordingly.

Site Visit Clarification / Sink and Water SupplySink Installation and Water Supply: At the site visit, the Government explained that a sink is planned to be installed as one of the utility fixtures within the membrane warehouse fence line, with potable water to be drawn from a nearby water supply line. However, the current SOW and drawings do not include any requirements for the sink, water supply equipment, or water supply/drainage piping. Please also provide the planned incoming point(s) for all other new underground utilities (communications, water, and sewer, as applicable) to be extended to this project site, including the routing corridor from the nearest existing main to the facility. Please confirm whether an SOW or drawing revision (Amendment) reflecting this sink/water-supply requirement is planned to be issued.Updated site plans and SOW is provided detailing additional utility tie-ins and distribution. Communications requirements have been removed.
Site Visit Clarification / Oil Water SeparatorRegarding Installation of an OWS (Oil/Water Separator): At the site visit, the Government explained that an OWS (Oil/Water Separator) is planned to be installed outside the membrane warehouse fence line. However, the current SOW does not appear to include any reference to an OWS. Please confirm whether an SOW or drawing revision (Amendment) reflecting this item is planned to be issued.Updated site plans and SOW is provided including OWS and location.
Matsushima -
PMWH26-3531SOW 12.a Field Verification / SOW 13If unknown underground utilities or structures are encountered during construction, or if utility relocation becomes necessary, will such work be considered a change to the contract (e.g., contract modification or equitable adjustment), or shall it be included in the Contractor's base proposal?A situation such as this would result in "unforseen site conditions" and would require a modification to the contract. The government would request a proposal from the company to account for any additional work, when needed.
SOW 7 Geotechnical Engineering DataDoes the Government possess any existing geotechnical reports, soil boring logs, groundwater information, or foundation investigation data for the project vicinity that can be shared for proposal preparation? We do not have official geotechnical reports or soil boring logs but will provide the testing that USAF personnel have conducted into the as-builts for the pad. Groundwater is about 1 meter below ground-level.
SOW 15.b / SOW 7 Ground Conditions and Floor StructureRegarding Ground Conditions and the Warehouse Interior Floor Structure: The SOW requires the Contractor to perform a Geotechnical Subsurface Investigation. During the site visit, the Government explained that grading work within the fence line is already underway, with asphalt paving planned; however, based on site observations, the ground appeared to be relatively soft/weak. In addition, SOW paragraph 15.b states that new concrete strip footings will replace the existing asphalt pavement only along the footing footprint, leaving the remaining asphalt in place as the interior/exterior surface. Under this approach, only the strip-footing areas would have the existing asphalt removed, while the remaining warehouse interior and exterior floor areas would continue to use the existing asphalt pavement as-is. The Contractor is concerned that this approach may result in (1) pavement deformation or damage from future movement of heavy loads/equipment in and out of the warehouse, (2) moisture rising up through the asphalt, and (3) an increased long-term maintenance burden. Accordingly, the Contractor recommends that (1) the asphalt pavement within the warehouse interior be fully removed and the necessary geotechnical investigation and soil resistivity testing be performed, and (2) the warehouse interior floor be constructed as a concrete slab designed for the anticipated traffic loading. Please advise the Government's position on this recommendation. For Matsushima, Contractors may propose and bid with work to replace the warehouse flooring with concrete slabs and geotechnical investigations performed. The Government does not require this.

PMWH26-3531SOW 4.e / SOW 6 Contaminated SoilSOW paragraph 4.e notes that the existing site is located within a previous natural disaster location and sea water inundation area. Please clarify:

1. Is any additional geotechnical testing, soil remediation, or corrosion-protection design for buried utilities and foundations anticipated as a result of this prior inundation, beyond standard UFC 3-220-01 requirements?

2. Consistent with SOW paragraph 6.a, please confirm that the Contractor is not required to assume any contamination or debris related to this prior event in the base bid proposal, and that disposal/remediation of any such material actually discovered during excavation will be treated as a change to the contract scope. 1. Corrosion and water protection is required for electrical utilities as the groundwater level is at a depth of roughly one (1) meter.

2. Correct, any disposal/remediation of contaminated material or debris will be treated as a change to the contract scope.

SOW 15.l Lightning Protection SystemRegarding the Lightning Protection System referenced in SOW paragraph 15.l, please confirm whether air terminals, down conductors, and grounding are to be integrated with the structure's steel frame or provided as a separate system. The Contractor may propose either method per the design they develop provided they meet all requirements in the SOW.
SOW 15.t Heating, Cooling and VentilationSOW paragraph 15.t requires climate control maintaining at least 40°F and no more than 60% relative humidity throughout the year, together with minimum two wall-mounted exhaust fans and interlocked motorized intake dampers for the large open storage bay. Please clarify:

1. Is mechanical cooling and heating required to maintain the 40°F/60% RH criteria throughout the full area of each building, or only in specific enclosed/conditioned spaces? Given the intended use of the building, the Contractor believes mechanical HVAC equipment may have limited practical effectiveness in this application — please advise the Government's view on this point.

2. Will the exhaust fans, intake louvers, and motorized dampers described in paragraph 15.t.3 be considered sufficient to satisfy the ventilation requirement for the storage bay, or is additional mechanical cooling/heating also required for that bay?

3. Please identify any enclosed rooms (e.g., office areas referenced in paragraph 15.r) requiring separate/independent climate control. 1. Climate conditions must be maintened throughout the entire facility for all four (4) tents. The intent behind climate control is to prevent corrosion and freezing for items stored within.

2. The Government confirms that humidity control is the governing requirement. Warehouses must remain above 40°F and below 60% relative humidity, and any mechanical measures necessary to maintain ≤60% RH shall be used. A maximum indoor temperature is not required, and mechanical cooling is not specifically mandated. Cooling shall only be incorporated if needed to achieve and sustain the humidity requirement under Matsushima summer conditions.

3. There are no enclosed or seperated rooms.

PMWH26-3531SOW 15.o Climate ControlSOW paragraph 15.o requires R-30 roof insulation and R-19 wall insulation, or alternatively a double-membrane system, provided the required thermal performance is maintained. Please confirm:

1. Is the required thermal performance to be achieved defined by the 40°F/60% RH criteria of paragraph 15.t, or by a separate thermal performance metric (e.g., U-value/R-value)?

2. What data or calculations (e.g., comparative U-value/energy analysis) are required to demonstrate that a double-membrane alternative provides equivalent or better thermal performance for Government approval? The Government confirms that the R‑30 roof and R‑19 wall insulation values are not mandatory. A double‑membrane system is acceptable provided it achieves the required overall thermal performance necessary to maintain interior conditions, with humidity control (≤60% RH) being the primary governing factor. Any mechanical or envelope measures— including a double‑membrane assembly—must be capable of maintaining above 40°F and below 60% RH under Misawa conditions. No specific maximum U‑value or minimum effective R‑value is mandated beyond achieving this performance requirement.
SOW 15.e.1 Membrane Structure Eave HeightThe SOW requires membrane warehouses with a 9-meter eave height. However, if the building height could be reduced to the extent operationally acceptable, this would be advantageous in terms of structural design, constructability, and construction cost. Accordingly, the Contractor respectfully requests that the Government reconsider whether a reduced eave height of 7 or 8 meters would be acceptable.A 7 or 8 meter eave height is acceptable.
SOW 2.b Storm GutterSOW paragraph 2.b confirms that the new warehouses include building storm gutter systems. Please confirm the final discharge point/destination for the storm gutter and roof drainage system (e.g., connection to an existing storm drain system, infiltration, or discharge to grade), and provide the applicable stormwater design criteria to be used for sizing the gutters and downspouts. Please also note that the membrane warehouse type to be provided by the Contractor does not include gutters or downspouts as a standard feature; please advise whether this is acceptable, or whether a gutter/downspout system must be specifically incorporated into the design.Storm water collected on the pad and warehouses must discharge to the central u-drains and pass through the OWS. Rainwater runoff must not cause drainage nuisances, erosion or pooling off the pad other than the installed detention pond, and must not drain off base. If the contractor can demonstrate that water coming off the warehouses will flow to the u-drains and through the OWS, then a gutter/downspout system is only required over doorways to prevent water or ice accumulation from creating hazards.

PMWH26-3531SOW 15.p Fence and GatesSOW paragraph 15.p requires two 6M (20FT) wide vehicle gates, two personnel gates, and a 2.1M (7FT) high security fence with 3-strand barbed wire, outriggers and additional supporting equipment/materials. Please confirm:

1. Whether the vehicle gates are to be manually operated or motorized/automated.

2. The required fence fabric type (e.g., chain-link mesh size and gauge), post material, and finish/color.

3. Whether the gates and fence must match an existing Matsushima Air Base standard fence type/color, and if so, please identify the applicable specification.

4. Whether any electronic access-control, card-reader, or intrusion-detection provisions are required at the gates under this contract. The Government confirms the following requirements for the SOW 15.p security fence and gates: Vehicle Gates – Manually operated. No motorized or automated gate operators are required. Fence Type – Chain‑link fabric, sized and gauged per Matsushima Air Base standard, with standard posts and finishes used across the installation. Fence Standard – Gates and fencing shall match the existing Matsushima AB standard type and color. The contractor shall follow the base‑standard specification provided during design coordination. Access Control – No electronic access‑control, card‑reader, or intrusion‑detection systems are required under this contract.
SOW 15.r.3 Interior / CommunicationsSOW paragraph 15.r.3 requires internal COM dedicated J-boxes 'as needed to support the office area' along with associated interior conduit runs. Please provide the anticipated office/administrative area size or layout (if defined) so that the required number and location of COM J-boxes, conduit runs, and the quad electrical receptacle circuit referenced in the same paragraph can be reasonably estimated for pricing purposes. The Government confirms that no internal communications (COM) requirements apply at Matsushima, and therefore no office‑area COM J‑boxes, interior COM conduit runs, or quad‑receptacle COM circuits are required under this contract. Paragraph 15(r)(3) does not trigger any office‑area communications build‑out because no office space is included in the warehouse concept and Matsushima AB has no COM requirement for these facilities.
SOW 18.a / 18.b AttachmentsSOW paragraph 18.a notes that the Project Location and Area Site Plans (Concept Drawings) will be provided at the RFP stage, and paragraph 18.b notes that previously constructed/design as-built drawings will be provided after award. Please confirm the anticipated timing for release of both attachments, and provide the final building footprint layout, gate locations, transformer location, and lighting layout — including any items instructed during the site visit/explanation meeting — to be reflected in the Contractor's design and proposal.Updated site plans will be released with these RFI responses.

4. Will the utility tie-in work be included within this contract's 150-day construction performance period, or will it be performed under a separate authorization after completion of the main utility work? 1. The updated SOW reflects Contractor-installed primary electrical conduit and cable, secondary electrical cable, transformer, and water line installation as detailed in the site plans. The Government will only be installing conduit for secondary electrical and storm drainage utilities.

2. The Contractor is responsible for installing utilities listed in the SOW. Government installed utilities will be complete prior to award.

3. The contractor should include all required utility work in their bid. If there are any unforseen circumstances, equitable adjusments will be negotiated with the Government.

4. All work is within the contract's 150-day construction performance period.

PMWH26-3531Based on the drawings, approximately 350 meters of new fencing is required. Please confirm whether the only applicable requirement is to provide a 2.1 m (7 ft) high security fence topped with three strands of barbed wire, or whether any additional material, coating, fabrication, installation, or security requirements apply. Additionally, may the fence be manufactured outside Japan?Fence Type – Chain‑link fabric, sized and gauged per Matsushima Air Base standard, with standard posts and finishes used across the installation. Fence Standard – Gates and fencing shall match the existing Matsushima AB standard type and color. The contractor shall follow the base‑standard specification provided during design coordination. Access Control – No electronic access‑control, card‑reader, or intrusion‑detection systems are required under this contract.

The Government prefers the fence be manufactured within Japan, but the Contractor may prospose materials manufactured outside Japan for Government review and approval.

Please confirm that all the gates (personnel and vehicle) shall be man operated only? The perimeter gates shall be manually operated.
Is there to be expected to install light fixtures on the fence as well or only on the membrane structures’ exterior at each door opening location with the fixtures downward facing. For Site lighting, eight (8) metal halide, 400 watt, aluminum pole, 20' high are required.
We understand that the intent is to install new strip footings only along the warehouse footing footprints, while leaving the existing asphalt pavement as the interior and exterior surface. However, the existing asphalt is sloped, and it is essential that the warehouses be installed level. This will create elevation differences between the interior asphalt surface, the strip footings, and the roll-up door entrances. Therefore, additional concrete transitions or ramps will be required at the roll-up doors. Please confirm whether the Government would accept, as an alternative solution, the installation of a level concrete slab across the entire footprint of each warehouse, together with the necessary concrete transitions or ramps connecting the slab to the existing asphalt at the roll-up doors. A full concrete slab would provide a suitable level and stable base for the warehouses.
Drawings are attached for reference ----------------->The Contractor can propose additional concrete work, but the Government is not requiring it.
