CUTTING AND PATCHING

PART 1 GENERAL
1.1 REQUIREMENTS INCLUDED
This section covers cutting, patching, and cleaning for this project.
Requirements and limitations for cutting and patching of Work.
1.2 CONTRACT DOCUMENTATION REQUIREMENTS
Submit written request two weeks in advance of cutting or alteration which affects:
a. Structural integrity of any element of Project.
b. Integrity of weather-exposed or moisture-resistant element.
c. Efficiency, maintenance, or safety of any operational element.
d. Visual qualities of sight-exposed elements.
e. Work of Government or separate Contractor.
Include in request:
a. Identification of Project and Government's Project number.
b. Location and description of affected Work.
c. Necessity for cutting or alteration.
d. Description of proposed Work and products to be used.
e. Alternatives to cutting and patching.
f. Effect on Work of Government or separate Contractor.
g. Written permission of affected separate Contractor.
h. Date and time that Work will be executed.
PART 2 PRODUCTS
2.1 Materials
All materials, products and equipment utilized for repairing and patching shall comply with the Contract Documents. Where the Documents do not cover a required item, the Contractor shall select the item that most closely meets the needs of the Project. The Contractor shall submit his selected items to the Contracting Officer for approval prior to use.

PART 3 EXECUTION
3.1 General
All existing construction or finishes demolished, cut or damaged under this contract shall be returned to original or like new condition and finishes shall match original in material, color, surface, and appearance.
Locate penetrations to avoid structural members.
Execute cutting, fitting, and patching including excavation and fill to complete Work, and to:
a. Fit the several parts together, to integrate with other Work.
b. Uncover Work to install ill-timed Work.
c. Remove and replace non-conforming and defective Work.
d. Remove samples of installed Work for testing.
e. Provide openings in elements of Work for penetrations of mechanical and electrical Work.
3.2 Inspection
Inspect existing conditions, including elements subject to damage or movement during cutting and patching.
After uncovering, inspect conditions affecting performance of Work.
3.3 Preparation
Provide and install temporary dust covers, sheeting, runners, planking, taping, etc. required to protect the existing construction and surface finishes.
Provide supports to assure structural integrity of surroundings.
Provide protection from elements for areas that may be exposed by uncovering Work; maintain excavations free of water.
Provide devices and employ methods as required to protect Contractor and Government personnel from openings in walls, floors, and ceilings through which personnel may fall or through which objects may fall on to personnel below. Erect, mark, maintain and remove temporary safety barriers as necessary.
3.4 Performance
The Contractor shall exercise all due care and caution in minimizing disturbances or damage to existing construction and surface finishes.
For all new Work, employ original installer to perform cutting and patching for weather-exposed and moisture-resistant elements, and sight-exposed surfaces.
All cutting of existing surfaces and construction shall be performed in a manner and shape that shall allow inconspicuous patching and refinishing.

Cut rigid materials using masonry saw or core drill. Pneumatic tools and electric hammers are not permitted.
Existing construction that is disturbed or damaged by the Contractor shall be repaired or patched utilizing methods and materials equal to and compatible with the original.
Existing surface finishes that have been disturbed or damaged by the Contractor shall be repaired or refinished as to render the disturbances or damage inconspicuous
Restore Work with new products in accordance with requirements of Contract Documents.
Fit Work airtight to pipes, sleeves, ducts, conduit, and other penetrations through surfaces.
Seal pipe and conduit penetrations at rated floors and walls with firestopping installed in accordance with firestopping manufacturer's UL listed installation requirements for indicated rating.
All patches and repairs to existing construction shall maintain the original construction structural strength.
Patch work shall be finished to match the original surface finish so as to render the patched area indistinguishable from original adjacent surfaces.
3.5 FIRE SAFETY
Comply with all fire safety and protection requirements in effect on Eielson AFB. The government shall brief the contractor on these requirements at the preconstruction conference. For installation of fire-suppression systems that are chemical based, contact Air Quality Program Manager prior to purchase to ensure it complies with 40 CFR 82 (SNAP-approved chemical). B. Prior to beginning any welding, use of open flame device, or any activity that produces sparks, obtain a "hot work permit" (AF Form 592, Hot Work Permit) from base Fire Department. The permit shall be renewed each day welding or open flame devices shall be used.
a. If the contract work requires numerous days of hot work, the contractor may elect to have one of his on-site personnel designated as a Permit Authorizing Individual (PAI). The contractor's PAI may issue hot work permits at the work site, thus avoiding the requirement for daily permits issued by the Fire Department.
b. The contractor's PAI shall be the on-site superintendent, a foreman, the contractor's safety manager, or other individual with sufficient knowledge and experience to recognize unsafe work practices or conditions and having authority to stop work immediately if such unsafe practices or conditions are observed. To be designated as a PAI, a person must schedule and successfully complete PAI certification training offered by the base Fire Department. The PAI certification training is estimated to last 60 to 90 minutes and will be valid for the duration of the contract.
c. Fire Department personnel may periodically visit the site to ensure the contractor is complying with fire safety requirements. A PAIs
SECTION 01 73 29 Page 4 certification may be revoked if the PAI has failed to issue permits on days when hot work is performed, or if unsafe practices or conditions are observed.
d. Questions concerning these requirements may be directed to Fire Prevention Office, 354 CES/CEFT, Eielson AFB, 377-1293.
The contractor shall notify the Fire Department at 377-4156 and Fire Prevention Section at 377-1293 a minimum of 72 hours before, and again immediately prior to, temporarily closing any street or building access, interrupting water service to any fire hydrant or interrupting the operation of any fire detection, alarm or suppression system. The fire department shall be immediately notified upon reopening closed areas, restoration of water service to any fire hydrant, or reactivation of any detection, alarm or suppression system. Additionally, any out of service hydrants will be covered and secured with a black bag to easily identify it is "out of service". This notification requirement is in addition to other contract requirements.
Provide a 10 lb, ABC fire extinguisher at all work areas.
