REPAIR ROOF OF YOUTH CENTER (B3303) QUESTIONS AND ANSWERS

EIELSON AFB, ALASKA 19 MAY 2016

FTQW 12-1040

Questions and Answers:

The following includes questions that were received in writing and the Air Force Civil Engineering’s response and clarifications to those questions.

Q1. During the site visit at this project, it was brought to our attention that the owner was going to remove the existing roof vapor barrier and insulation in the attic space and that the new roof assembly was going to become a "hot roof". Our concern here is how are you going to insulate from the exterior wall to the new R-38 roof insulation and seal the 2 vapor barrier barriers together?

A1. This does not reflect what is there. The façade is set up differently. There should be no issue insulating and sealing, according to the attached drawings (See Amendment 0002, attachment JA-6).

Walls travel up higher.

Q2. If it is found that roof deck "B" is actually concrete as shown in the plans, will be allowed to use the EPDM manufacturer's self-adhering vapor barrier and adhere all the layers of insulation, etc rather than mechanically attaching to the concrete deck?

A2. Yes

Q3. During the sit visit at the Youth Center it was discovered that the side of the building with the built-up asphalt membrane roof was a cold roof. During some discussion it was mentioned the government would like to convert the roof from a cold roof to a hot roof. If this is the intent will we get some direction from the Government how to accomplish this?

A3. It was provided in SOW. Contractors can request permission from CONS to perform core samples or field surveys to determine information.

Q4. How does the Government intend us to tie in the new roof vapor retarder into the existing vapor retarder at the exterior walls and the expansion joint separating the two roofs?

A4. See SOW, utilize expansion joints, so as long the roof is equally level/sloped accordingly to specs, as its minimum of R-38.

Q5. How would the Government like us to insulate and seal off the truss space around the perimeter?

A5. Contractor can use innovative field practices to in order to meet specifications in SOW.

Q6. To accomplish this (reference Q5.) the existing soffit would likely need to be removed and replaced.

What type of materials should we use for the new soffit?

A6. The soffit shall be enclosed, not replaced. All penetrations must be sealed the from the roof trusses into the façade area.

Q7. Will the Government be responsible for removing the existing insulation and vapor retarder above the ceiling so we don’t create a double vapor retarder?

A8. No

Q9. What are the hours of operation for activities inside the building during this project?

A9. 0630-1800 or 6:30AM – 6:00PM, Monday through Friday.

Q10. Are you able to identify the locations of the samples that were taken for the asbestos report?

A10. No.

Q11. Is the South-West fenced in area available for contractor use? There didn’t appear to be any playground equipment in there.

A11. This will have to be discussed with facility manager to ensure safety of occupants and protect business operations.

Q12. There seems to be some concerns in regard to changing the roof from a cold roof to a hot roof. Is it still the Governments’ intention to convert the current cold roof system to a hot roof system? And if so will there be additional work required to close off existing soffit venting? Will we be required to tie the new vapor barrier into the wall vapor barrier and remove the existing ceiling vapor barrier?

A12. Yes, it is still the Governments’ intention to convert the current cold roof system to a hot roof system. Yes, work is required to close off existing soffit venting. Yes, shall be required to tie the new vapor barrier into the wall vapor barrier, but no work is required by the contractor inside the building.
