REPAIR CH&PP FIRE ALARM SYSTEM, EIELSON AFB, ALASKA
SOICITATION FA5004-15-R-C006, PROJECT: FTQW 08-1025
QUESTIONS AND ANSWERS 0001
9 JULY 2015
Q1. Question: Does the owner consider the supplied drawings to be the final design set?
A1. Yes, with the exception of the new Control Shop on the Water Deck described below.
Q2. If so, will changes that are found to be necessary and that affect the quantity, type or location of devices be applicable for equitable adjustment?
A2. If changes, other than the ones related to the new Controls Shop, become necessary, a modification to the contract may be negotiated.
Q3. If not, shall questions regarding the design approach be submitted prior to solicitation response?
A3. Concerns regarding the design should be brought to the Contracting Officer’s attention as soon as possible. Note that if the time needed to respond to bidder questions pushes the contract award date past September 30 th
, available funds will expire and the project will be re-advertised if FY 16 funds become available.
Q4. Subject: Monaco UL Listing. Reference: Spec Section 28 31 00, Part 1.4 Quality
Assurance, A. Question: The owner specifies the Monaco FACP, however the panel is not UL listed as required in the specification. Will the owner require that the panel be UL listed or will this requirement be waived in consideration of the sole source?
A4. Monaco MAAP + panel is FM approved and is approved as a sole source equipment item for the CHPP Fire Alarm project. Although the panel is not UL listed it meets the same requirements of UL 864. System components shall be listed by a Nationally Recognized Testing
Laboratory (NRTL). Revise 28 31 00 Para 1.4.A to read, “The system, including all components, shall be listed by UL, FM, or other NRTL” (See revised spec. section.).
Q5. Subject: System Component Clarification. Reference: Spec Section 28 31 00, Part 2.
System Components. Question: Can the owner provide additional information on devices that do not appear to have sufficient detail:
a. Sheet F301, device ADI-1. There is no specified device type for a Fire Alarm Bell/Strobe for Class II Div 1 or 2 areas.

b. Sheet F204, device 115q-3 (Office area). There is no specified device type for a photoelectric smoke detector, and mounting back box if required.
c. Sheet F100, Legend, Fire Alarm Remote Annunciator Panel. There is no specified type or requirements for the remote Annunciator.
A5. a. The design intent is not to have a combined Fire Alarm Bell/Strobe unit and to provide discrete horns and strobes as shown in the contract documents. This is why separate lines are shown to both the strobe and the horn. Symbol legend shows a Bell/Strobe but it is not a combined device. Basis of design for the Horn is a Monaco 585-032-00 and for the strobe a
Monaco 367-033-00 unit with the appropriate mounting brackets to fit the installed location.
b. Devices in these rooms use a basis of design Monaco 723-353-00 detector with the appropriate adapter bases 729-127-00 or 729-132-00 bases depending on conditions at the site. Final selection by the implementation contractor.
c. Basis of design for the remote annunciator is a Monaco 710-054-01 with any other related equipment and/or mounting boxes, power supplies, etc. needed to make a complete installation.
Q6. Reference: Spec Section 28 31 00, Part 1.5, Submittals, A-I. The contractor is required to submit multiple items that are already included in the design set of drawings provided by the owner. Will the owner consider the items already included in the design set to meet the requirements (i.e. shop drawings, sequence of operations, etc) as already being met or will the contractor be required to reproduce these items?
A6. No. All items in 28 31 00 Para 1.5A-I shall be provided by the contractor.
Q7. After award, will the contractor be supplied with the original CAD files for use in completing these submittals?
A7. Yes. The AutoCAD files will be provided.
Q8. If the calculations for voltage drop, submittal F, require a revision of the supplied design and the revision results in substantive changes to the device or conductor quantity, will the changes be applicable for equitable adjustment?
A8. If a significant change to material quantities or labor are determined to be necessary, a modification to the contract may be negotiated.
Q9. Subject: Monaco Distributers. Reference: Spec Section 28 31 00, Part 1.1, Scope, B: The manufacturer or his authorized distributor shall have an established agency, which stocks a full complement of parts within the Fairbanks area. Question: The selected manufacturer, Monaco, does not have authorized distributorships or established agencies. Would the owner consider this
3 / 5 criteria met if the installing contractor shows a history of ordering and stocking Monaco material within the Fairbanks area?
A9. Delete paragraph 1.1.B from spec section 28 31 00 (See revised spec. section.).
Q10. Can the project be extended for more than 280 days to 360 days? Currently the project is set for 280 days. 170-190 days is a very tight timeline for the install – which does not include holidays. A quick breakdown of the 280 days is something like this:
30-45 Days for shop drawing and submittal review
30 Days for equipment procurement – standard on all Monaco orders
30-40 Days for demolition
10-14 Days for system commissioning/testing
170-190 Days reaming for install
A10. The performance period will remain unchanged. 280 days is an optimum timeframe.
Delays in contract performance should be discussed promptly with the Contracting Officer.
Changes in schedules may be considered if it is determined that the delay is excusable.
Q11. What are the weight restrictions on for the floors on levels 2-6? Most of these floors are metal grate.
A11. The load rating for those floors is not known. If the contractor is concerned about the load limitations, he should engage the services of a structural engineer to make those determinations.
Q12. Will a dig permit be required for setting the pad for the new transformer?
A12. An Air Force Form 103, Work Clearance Request will be required to be completed prior to commencing ANY work at the site.
Q13. Will all new fire alarm conduit and fittings need to be red in color?
A13. Specification 26 05 53 3.1 G requires “All raceway systems AND junction boxes” be painted. Painting of the conduits is beneficial for maintenance personnel to clearly identify Fire
Alarm systems from the myriad of other systems in the plant.
Q14. Will red markings on the conduit suffice or will all the conduit need to be painted red?
A14. The conduit shall be painted red.

Q15. The drawings show explosion proof detection in some areas while the solenoids, j-boxes, and sprinkler switches in the same areas are not shown as explosion proof. Is this correct, or will explosion proof devices be required. Example F201 details 1 and 2 as well as F210 detail 1.
A15. Equipment installed in the classified areas is shown on sheet F500, which shall govern for selection and installation of the equipment in these areas. For the main power plant, these are
Class II Div 1 areas which are for combustible dusts and have different installation requirements than Class I Div 1 or Div 2 areas which are for combustible gasses. The only Class I Div 1 area is the module associated with the ammonia injection systems.
Q16. There is a new Instrument Shop located on the Water Treatment Deck (between grid lines
1 and 3, and G & I) that does not appear on the drawings (drawing sheets F106, F206 & F306).
How should work in this new room be addressed?
A16. The construction contractor shall utilize the services of a registered fire protection engineer to design modifications to the new system shown in the drawings. The modification shall provide appropriate heat detection and notification in the new Instrument Shop. The interior of the new room is approximately 315 ft , has a hard ceiling, is air-conditioned, and currently has a single heat detector installed. Demolish the existing heat detector, wiring and conduit serving the room. See revised spec. section 28 31 00.
Q17. Are there any areas within the plant that will have restricted access or times in which work cannot be performed? If so, can you let us know these areas?
A17. Yes. In the Coal Handling & Unloading Area, Coal Thawing Room and the Tripper Room work will be allowed only at night, from 5:00 pm until 5:00 am. See revised spec. section 01 10
00.
Q18. Is there going to be a staging area for material onsite? Is there any area inside the building that can be used to stage material?
A18. There will be a designated outdoor staging area on the west side of the plant, inside the fence. The exact size and location will be coordinated with the contractor who is awarded the contract. There is limited space available inside the plant for staging materials.
Q19. Will the owner be responsible for elevator compliance/contractor or will that fall under this contract?
A19. No work or integration between the existing freight elevator and the new fire alarm systems is required under this contract. The elevator will not be used for firefighter response or during evacuation of the building, so integration of the elevator with the fire alarm system is not required.

Q20. In Section L, 3., in italics it states, “Submit original plus four (4) copies.” But in Section
L, 3., (a), the third sentence states ”Submit original plus one (1) copy.” How many copies do you wish to receive?
A20. Submit original plus one (1) copy. Section L has been amended to reflect this.
Q21. On Amendment 1, Section E - neither box was checked, to designate if or how many copies of signed amendment to be returned.
A21. Amendments don’t require Section E to be accomplished. Section E is used for contract modifications. Amendments are to be acknowledged on block 19 of the SF 1442. SF 30’s are not required to be signed and returned.
Q22. If a vendor has a major role, do you require past performance worksheets/questionnaires from them?
A22. The government will evaluate recent and relevant performance information on all offerors based on (i) the references provided by the offeror (through example construction projects), and
(ii) any past performance information obtained from survey/questionnaires (Attachment JA-4), and (iii) any data independently obtained by the government. If a reference identified by the offeror in accordance with Sec L, paragraph 3(b), does not submit a survey/questionnaire, the government will follow up with the reference POC, but it is not responsible for the failure of a reference POC to provide a survey/questionnaire.
Q23. Is bid bonding required?
A23. Yes, see Section I, FAR 52.228-1 Bid Guarantee. In accordance with 28.101-2(b), “The bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million.
When the penal sum is expressed as a percentage, a maximum dollar limitation may be stated.”
