FA5004-12-R-C003 Base Paving IDIQ Site Visit Questions and Answers
Q1. Will the Mullen Pit be available for sub-base gravel, if so will it be the responsibility of the contractor to dragline line or will the gravel be pulled from a stockpile?
A1. Availability will be determined on a task order basis. When a project goes out for request for proposal (RFP) we will let the company know if there is stock pile of material on base to pull from.
Q2. What was the total amount of completed works done by the existing (previous) IDIQ Paving contractor for the last three years?
A2. The maximum contract value for the previous contract (FA5004-09-D-C002) was $18M for the base plus two option years. Additional information may be requested through the Freedom of Information Act (FOIA).
Q3. What is the criteria to evaluate the past performance of each bidder (since it is more important than price alone)?
A3. Past performance will be evaluated based on recency, relevancy and overall confidence as defined in Section M of the solicitation.
Q4. Does the RFP specify sources of Construction raw materials such as aggregates, sand, and soils? (Government supplied? Or Contractor supplied? Is there any borrow pit nearby?)
A4. Availability of raw materials will be determined on a Task Order basis and will be specified in the Statement of Work for each individual task order.
Q5. I believe the Bid Bond (20%) and the Payment and Performance Bond (100%) will be based on the total for the Grand Total on the Summary Sheet of the Offer Schedule (JA-1). Is that correct?
A5. The bonding requirements are based on the minimum guaranteed amount which is $50,000 over the life of the contract. As Task Orders are issued and the contract value increases, additional bonding will be required.
Q6. On the JA-1 Offer Schedule, I do not see the PTO unit price listed, along with an estimated quantity and total. I understand that after the PTO is converted into a TO, the PTO will be credited and paid by the TO quantities, so the PTO costs for work performed will be included in the other unit prices. However, I would think that there may be many PTO’s that do not progress to the TO stage. Shouldn’t the Government give us a spot each year (CLIN 0002) on the Offer Schedule for 10, 12, 20 or whatever PTO’s at the contractor’s unit rate/PTO of $XXX for a total of $XXXXXX? Or do we just list somewhere the PTO Unit Price and it is not included in the total cost, Bid Bond Amount, or Payment and Performance Amount?
A6. Planning Task Order (PTO) quantities have been added to the solicitation. See Amendment 03 for additional details.
Q7. You are asking for asphalt prices out several years. As the price of oil has changed dramatically recently, could some escalation/de-escalation clause be included so the contractor isn’t at risk of OPEC opening/closing the spigot? This is common for asphalt contracts lately.
The risk of equipment and labor cost escalation is much less.
A7. After consideration, the Government has decided to reduce the number of option years from base plus four option years to base plus two option years in order to reduce potential risk when projecting future pricing. CLINS 3001, 3002, 4001 and 4002 have been deleted; see amendment 03 for additional details.
Q8. According to Section L, 2(b) offerors must complete a Past Performance Worksheet for each relevant contract the offeror wants the evaluation team to consider. This same section requires offerors to “Furnish the following information for each contract list” and then lists bullets i - x. This information does not exactly match the information required on the Past Performance Worksheet. Please clarify if offerors are required to provide the information outlined in bullets i to x in addition to the Past Performance Worksheet. Also, Section L, 2(b) has a page limit of one page per summary per contract. Please clarify if the one-page limit applies to the Past Performance Worksheet or bullets i to x.
A8. Bullets i-x have been deleted from paragraph 2(b). See amendment 03 revised Section L for additional details.
Q9. Where do we send information for approval of “equal” products in regard to the specification listed in the RFP?
A9. All products must meet applicable standards as provided in the specification. Individual products will only be evaluated for acceptability on an as needed basis and will be required as a submittal for individual task orders.
Q10. Where are we to dispose of waste including grubbing, dirt, gravel, rock, Portland cement concrete and asphalt cement concrete? This can greatly affect the cost of work.
A10. In accordance with section 02050 Paragraph 3.03 of the specification, “All materials resulting from demolition work, including asphalt pavement millings, shall remain the property of the Government, unless otherwise specified in the Task order, and shall be disposed of in accordance with the approved Waste Disposal/Borrow Pit Plan.”
Each task order will require the submission of a Waste Disposal/Borrow Pit Plan which will be approved prior to issuance of the Notice to Proceed and will outline availability of Waste/ Borrow Pit materials for the project.
Q11. Under Demo & Removal we are told to stockpile waste asphalt in a government stockpile.
The specifications for the cold-milling of bituminous pavement state that the milled material becomes the property of the contractor, yet the bid item directs us to haul the milled material to a government stockpile. Does the government want this material and where do you want it stockpiled?
A11. See answer to question A-10.
Q12. TAB 1 reads as though we can bail for gravel on base; however, there is no borrow pit location specified. Will a borrow pit be made available, and if so, where is it located? Will we be able to produce base course and asphalt in this pit?
A12. See answer to question A-10.
Q13. Do you have a source for topsoil?
A13. See answer to question A-10.
Q14. As the borrow used for this project will in all likelihood be bailed, is it your intention to measure the borrow for payment in the bailed stockpile?
A15. See answer to question A-10.
