Eielson SABER Questions

Reference: RFP, Page 7 of 67: CONTRACT MINIMUM/MAXIMUM QUANTITY AND CONTRACT

VALUE

Question #1: Will the Government please provide the volume of work that was performed by either fiscal year or contract year and by location on the existing JOC contract?

Answer #1: Estimated at $3M per year over 5 years.

Question #2: Will the Government please provide a listing of task orders completed in effort to help bidding contractors to understand the number and magnitude of task orders being awarded.

Answer #2: There was an average of 37 task orders per year over 5 years.

Reference: RFP, Page 33 of 67, 52.228-1, (c): ―The amount of the bid guarantee shall be 20% of

$50,000.00.‖

Question #3: Will you please confirm the statement as written is accurate?

Answer #3: This statement is correct.

Reference: RFP, Page 19 of 67, Section I, 52.228-15 – Performance and Payment (P&P) Bonds –

Construction.

Question #4: Are P&P Bonds to be provided by task order or are blanket bonds required at the award of the base year and at each subsequent option year? If blanket bonds, in what amount should they be provided?

Answer #4: We require a blanket P&P Bond that will cover the maximum dollar amount per year of the contract or $5M.

Reference: Attachment 1, page 3 of 31, item 1.3: Task order proposal pricing is to be based on the most current RS Means Facilities Construction Cost Data catalog.

Question #5: Which column from the RS Means UPB is to be used in task order proposal development?

Answer #5: This question cannot be answered due to the fact that we are unaware of what columns you are referring to.

Reference: Attachment 1, page 31 of 31, 37.1: ―The contractor shall submit a Quality Control Plan as part of the proposal.‖ Since there are only two parts to the proposal (Pricing and Past Performance), there appears to be no place to include a QC Plan.

Question #6: Is a Quality Control Plan to be submitted with our proposal and if so, where is it included?

Or is the QC Plan to be submitted after award?

Answer #6: Per paragraph 37.1 of the Statement of Work, the contractor shall submit a QC plan with their proposal. It is not an evaluated volume of the proposal.

Reference: RFP, Section L, L-01.A., Page 60 of 67 – ―The response shall consist of three (3) separate parts…. .‖

Question #7: Is there a Part III?

Answer #7: This was a typo and should have read ―The response shall consist of two (2) separate parts…‖

Reference: RFP, Section L, L-01.C.2. – Past Performance Information – ―Limited to no more than 1 page per contract limit.‖

Question #8: Is there a page limit of six pages?

Answer #8: There is a one page limit for each contract reference, and a maximum of six contract references.

Question #9: If so, will you consider excluding C.2. (a), from the page count?

Answer #9: See revised section L, Amendment 1

Question #10: If there is a page count, will you consider excluding the cover letter, Tabs, Table of

Content, etc.?

Answer #10: See revised section L, Amendment 1

Question #11: Will you allow a 2-3 page introduction to Part II to allow the offeror to summarize contract relevancy and cover organizational change structure?

Answer #11: See revised section L, Amendment 1

Information, (a) & (b)

Question #12: Does the government intend for the contracts offerors identify in section (a) be the same contracts identified in section (b).

Answer #12: See revised section L, Amendment 1.

Question #13: Is it the government’s intent in section (b) for offerors to provide Attachment JA-3 for each contract, or are offerors to provide Attachment JA-3 as well as the list of information identified in (i) through (ix) of section (b)?

Answer #13: The contractor provides JA-3 to the customer of the relevant and recent contracts that the contractor wishes to be evaluated in addition to the information asked for in section (b) of section L, Amendment 1.

Information, (d)

Question #14: Can the government please provide specific instructions regarding Attachment JA-2? For example, does the government want any portion of this attachment provided with the proposal submission, such as the cover sheet? Or should the attachment simply be forwarded onto the point of contacts provided on page 6 of the attachment?

Answer #14: See revised section L, Amendment 1.

Reference: 2 Part II—Past Performance Information, (b)

Question #15: This section states, ―The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.‖ However, the government has not provided offerors the opportunity to identify how any of this information is relevant to the acquisition. Does the government intend for offerors to identify how this information is relevant to the acquisition? If so, how would this fit into the Part II requirements?

Question #16: If zero work is being undertaken what level of permanent, full time representation is the government requiring?

Answer #16: See paragraph 31.1 of JA-1 Specifications (Statement of Work).

Question #17: Other than a bid guarantee of ―20% of $50,000.00‖ is there a letter of commitment required from a surety? If so, for what amount?

Answer #17: Per FAR 52.228-15, Performance and Payment Bonds-Construction, a performance and payment bond will be required upon award for 100% of the award amount, but a letter of commitment will not be required with the proposal

Question #18: Is it the Governments intent to have the contractor procure completed performance questionnaires (PPQ’s) for relevant contracts?

Answer #18: See revised section L, Amendment 1.

Question #19: Is it possible to use PPQs from an Army Corp of Engineers project in lieu of the PPQs in the solicitation?

Answer #19: Contractors must use the PPQ supplied with the solicitation. Further information regarding the PPQ can be found in the revised section L, Amendment 1.

Question #20: In the interest of establishing a level playing field for offerors, will the Government please provide a basis (anticipated award date) upon which proposals may be based?

Answer #20: See block 13.D of SF 1442, solicitation.

Question #21: Should Part 1 be presented in a separate binder from part 2 or should both Parts be presented together in one binder?

Answer #21: There are no requirement for two separate binders. However both parts must be clearly distinguishable.

Question #22: What are the page limitations (if any) for Parts I and II?

Answer #22: Only submit items required by Section L, Parts I and II.

Question #23: Are there any special instructions for submission of the proposals, i.e., package markings, point of contact, address (same as on SF1442?)?

Answer #23: IAW FAR Clause 52.215-15 Alt 1, Instructions to Offerors—Competitive Acquisition;

―(C)(1) Unless other methods (e.g., electronic commerce or facsimile) are permitted in the solicitation, proposals and modifications to proposals shall be submitted in paper media in sealed envelopes or packages

(i) addressed to the office specified in the solicitation, and

(ii) showing the time and date specified for receipt, the solicitation number, and the name and address of the offeror. Offerors using commercial carriers should ensure that the proposal is marked on the outermost wrapper with the information in paragraphs (c)(1)(i) and (c)(1)(ii) of this provision.

Question #24: Does each party of a JV provide a list of 6 contracts (12 total) or does the JV provide a list of no more than 6 contracts combined?

Answer #24: See revised Section L, 2.c, Amendment 1

Reference: Paragraph 4.3 of Statement of Work

Question #25: Paragraph 4.3 requires a complete breakdown of what components are included in the coefficient. Where is this information to be included in the response and if contractors vary on what the components are to be included in the coefficient, how will this be evaluated?

Answer #25: See revised section L, Amendment 1 paragraph 1.b. Also the coefficient will be evaluated as a whole, not individual components.

Reference: Paragraph 1.8 of the Statement of Work

Question #26: Paragraph 1.8 requires maintaining an office at Eielson throughout the duration of the contract. Paragraph 9.2 requires full time representation. Are there minimum staffing requirements to be maintained at this office?

Answer #26: Throughout the Statement of Work it lists minimum requirements for staffing.

Question #27: Paragraph 6.1 of the SOW indicates that the coefficient will remain constant throughout the duration of the contract. If that is the case, are we to only fill out the base year or are we to fill out all years with the same numbers?

Answer #27: EPA will not be used per paragraph 6.1 of the Statement of Work. Instead RS Means data base will be used to reflect the most current changes for each succeeding option year. Also, the coefficient for base year and all option years are stand alone as options may/may not be exercised depending on the need of the Government.

Question #28: Are there charges for the hook-up and disconnect of utilities?

Answer #28: No

Question #29: Are there monthly utility charges for the use of the utilities?

Answer #29: No
