1. DESCRIPTION:
1.1 The contract is for a broad range of maintenance, repair, and minor construction work on real property at Eielson AFB, Alaska; and Clear AFS, Alaska. The work is required to support the operations of the Base Civil Engineer, 354 Civil Engineer Squadron (CES) and the Civil Engineer, 13 SWS, Clear AS.
1.2 The contract will be an indefinite delivery indefinite quantity (IDIQ) type contract and will require a wide variety of individual construction tasks as described in the Technical
Specifications.
1.3 The firm, fixed price for line items of each individual construction task shall be taken from the most current RS Means Facilities Construction Cost Data. Line items shall be selected that most accurately and completely represent the work being accomplished in a task order scope. The government and contractor shall use e4Clicks Professional Project estimator system or equal as described in section 8.3 to develop proposals.
1.4 During the contract period, the SABER project manager will identify specific requirements on individual task orders and generate a conceptual scope of work
(approximately 15% design). The contracting office will issue task orders to the contractor for accomplishing the identified work. The contractor shall be required to furnish all equipment, materials, and personnel necessary to complete designs, accomplish construction, and manage the task orders in the time period and to the quality required in the contract.
1.5 The contractor shall prepare a proposal to include a complete scope of work, design, construction drawings, schedules, and cost estimate. The Technical Specifications shall be used as the minimum standard for building code compliance, quality and general requirements applicable to every project. The pricing database will be used as the basis for establishing the value of the work. In preparing the proposal, the contractor shall research existing record drawings and independently conduct as many site visits as necessary to have a satisfactory knowledge of the site conditions that can affect the work or its cost. The contractor's proposal must be complete and supported by necessary documentation to indicate adequate engineering, planning and cost estimating has been performed to accomplish the requirement. Documentation required in the proposal includes: basis of design; engineering calculations supporting design approach; detailed scope of work; scaled sketches or drawings reflecting floor plans, elevations, sections, construction details, equipment layout, finish schedules; construction or performance time schedules; material submittal schedules; cost estimates identifying tasks and calculations supporting quantities of materials required to perform each task.
Construction schedules will be based on a notice to proceed date given by the government.
1.6 Work will require expertise in various trades to include, but not be limited to, carpentry, road repair, roofing, excavation, interior renovation, electrical, plumbing, HVAC, sheet
JA-1 Specifications (Statement of Work) Page 4 of 31 metal, welding, painting, demolition, concrete masonry, arctic engineering, asbestos and lead based paint surveys and abatement, and soil remediation.

4. OFFERS:
4.1 Each offeror must submit two percentage factors, or coefficients, for each location in order to be considered acceptable. The first coefficient is to be applied to the work anticipated to be accomplished during standard working hours (0730 hrs to 1630 hrs, Monday through Friday, excluding holidays). The second coefficient will be applied to the work anticipated to be accomplished on a nonstandard basis. It is estimated that five
(5) percent of the work required under the contract will be accomplished on a non-standard basis. These coefficients shall be submitted on the Pricing Offer Schedule. All of the work anticipated to be accomplished under the contract will be performed on
Eielson AFB (using the Eielson AFB coefficients) or Clear AFS (using the Clear AFS coefficients).
4.2 The offeror’s coefficient shall be “net” (e.g., 1.00), a percentage “decrease from” (e.g., 0.95), or a percentage “increase to” (e.g., 1.20) the unit prices listed in the Unit Price
JA-1 Specifications (Statement of Work) Page 7 of 31
Book. Offerors who submit separate coefficients for the individual tasks will be considered nonresponsive and the offer will be rejected.
4.3 The offeror’s price coefficient must contain all the offeror’s contract costs including, but not limited to, mobilization, demobilization, overhead, profit, bond premiums, insurance, project drawings, materials testing, and all contingencies in connection therewith.
Offeror must provide a breakdown of the components that make up their coefficient to include items mentioned earlier in this paragraph and any mark ups on direct labor. No allowance shall be made later for any other costs incurred.
4.4 Any change in the applicable minimum hourly rates of wages during the contract period shall not affect the unit price to be paid by the government for work performed under the contract.
5. STANDARD VS NONSTANDARD WORK HOURS:
5.1 Standard Working Hours: The contractor shall be prepared to pursue the contracted tasks during the standard working period of 0730 hrs to 1630 hrs, Monday through Friday, excluding federal holidays. The contractor may elect to work hours other than normal duty hours provided that:
5.1.1 The requirement is submitted in writing at least three workdays in advance.
5.1.2 The contracting officer approves the request.
5.1.3 Work on weekends or federal holidays that the contractor chooses to do will be considered standard hours
5.2 Non Standard Working Hours: Work required by the government at other than standard duty hours will be considered nonstandard working hours. Other than standard working hours shall be calculated by the unit price sum specified in the RS Means Facilities
Construction Cost Data multiplied by the coefficient for non-standard hours.
6. ECONOMIC PRICE ADJUSTMENTS:
6.1 Previous SABER contracts utilized a Unit Price Book (UPB) in which all line item costs remained the same throughout the life of the contract. This required an economic price adjustment to the contractor’s coefficient for each option year. Because this contract will utilize a MEANS database that is updated each succeeding option period to reflect economic adjustments, the contractor’s coefficient shall remain constant throughout the life of this contract, including all exercised option periods.
7. CONTRACT START-UP PERIOD:
JA-1 Specifications (Statement of Work) Page 8 of 31
The first 30 calendar days following contract award will be designated a start-up period, after which the contractor shall have all equipment and personnel in place to fully execute the requirements of this contract. The contractor will be allowed the first 30 calendar days of the start-up period to mobilize without being notified by contracting of a performance requirement.
8. CONTRACTOR PROVIDED MATERIALS:
8.1 All contractor provided materials shall become the sole property of the Government.
8.2 Technical Library: The contractor shall, within 30 calendar days following contract award, provide two copies of the following publications to 354 CES/CEPM and one copy to 354 CONS/LGCA (unless noted otherwise), and shall provide updates as published at no additional cost to the government.

8.3.2 The contractor shall be required to update the database on each computer at the beginning of each calendar year. Updates shall incorporate all of the latest updates from R.S.
MEANS for individual line items and it shall be localized for the Fairbanks, AK area.
8.4 Contractor Provided Services: The contractor shall provide a 2-day initial training course to government personnel not to exceed 15 persons per class for software identified in 8.3, at no additional cost to the government. Additionally, refresher training will take place once per year for government personnel, not to exceed 10 per class, at no additional cost to the government. The training will be conducted by a trainer that is approved by the estimating software company.
9. TASK ORDER PROCEDURES:
9.1 As the need exists for performance under the terms of this contract, the contracting officer or his authorized representative will notify the contractor of a performance requirement or Statement of Objectives (SOO), to include any lead base paint or asbestos survey for the project area.
9.2 The contractor shall have permanent, full time representation at Eielson AFB to receive such notification for work.
9.3 The SABER project manager will submit a Statement of Work in the Statement of
Objectives to the contracting officer who will then forward the SABER contractor the request for proposal. Upon receipt of this notification, the contractor shall respond to the needs of the government by scheduling a site visit within three workdays. The site visit will be conducted in the company of the contractor, contracting personnel, the end user or facility manager, and the SABER project manager at the proposed work site. If the project is complex and the specific disciplines are needed at the meeting, other base agencies (fire department, safety, communications, etc.) may also be invited to attend.
9.4 Once the site visit is complete, the contractor shall accomplish their proposal and return it to the contracting officer by the suspense date reflected on the request. The suspense date will be based on Magnitude, Complexity, and Urgency of the project. Contracting
Officer’s representative will determine a suspense date of three, five, or ten workdays, taking these factors into consideration. The contractor shall have enough staff to ensure proposals are completed within the established suspense dates.
9.5 The contractor shall identify the pre-priced line items that address the requirement and quantities thereof. The appropriate database listed in section 8 shall serve as the basis for establishing the value of work to be performed on a unit price basis. The contractor shall then submit a proposal for accomplishment of the task, which shall include a print out from the cost estimating software stating specific quantities. If the line item varies
JA-1 Specifications (Statement of Work) Page 10 of 31 slightly from the description described in the Means, notes shall be added in the notes section of the printout to clarify the use of line items.
9.6 The contractor shall submit three independent quotes for non-prepriced items deemed necessary for the completion of work under a task order. The estimate is then compared to an independent government estimate provided by SABER personnel. Non-prepriced items of work to be included in an individual requirement must be presented by the contractor in a proposal format comparable to those of pre-priced items. These non-prepriced items shall not be multiplied by the coefficient for a total unit price; they shall be negotiated at full cost prices. If the non-prepriced item is to be added to the Unit Price
Book, the price shall be divided by the coefficient and added to the contract for future use as a supplement to the RS Means guide.
9.7 The contractor’s proposal must be supported by adequate documentation to demonstrate that thorough engineering and planning necessary to complete the task order have been accomplished. Examples of minimal documentation expected in the proposal include:
surveying, AutoCAD drawings, calculations, catalog cuts, specifications, architectural renderings, etc. The contractor’s proposal must not contain additional overhead, profit, bond premiums, insurance, and all other costs including, but not limited to, compliance with environmental laws, tax laws, protection or moving of government property and engineering services, as these allowances are included in the established coefficients.
The contractor will give the completed proposal to contracting who will then forward the proposal to the SABER project manager. Upon receipt of the contractor’s proposal, the government will accomplish a technical evaluation of the proposal. If the SABER project manager has questions about the contractor’s proposal, the contract administrator may call a fact-finding meeting in order to clarify government questions and misunderstandings in the pre-priced line items.
9.8 A negotiation meeting will be scheduled by contracting to discuss and negotiate all variances in quantities, line items, non-prepriced items, start date, and performance times.
Contracting, the contractor, and a SABER project manager will be present.
9.9 After negotiations have been completed and if funding is available, a contracting officer will then issue a task order using DD Form 1155. The notice to proceed date will be based on the contractor’s construction schedule in coordination with the end users. If full funding is not available, the contractor will be paid according to negotiated amounts for the level of magnitude and complexity of the proposal.
9.10 The negotiated price for the project will be good for 90 calendar days, unless otherwise negotiated with the Contracting Officer.
9.11 Actual construction on the site will not occur until an AF Form 103 (Base Civil
Engineering Work Clearance Request) has been completed and the government has received the construction start request letter and approved the start date.
JA-1 Specifications (Statement of Work) Page 11 of 31
9.12 The contractor, subcontractors, contracting, SABER project manager, building manager, and other pertinent base officials (i.e. Safety, Security Forces, Communications) will have a pre-construction meeting to discuss specific issues for the task order.
9.13 The contractor shall not begin actual construction until the Construction Start Letter is received and approved. This letter is written by the contractor and coordinated through contracting and SABER personnel. It shall coincide with the negotiated start date. The requested start date will be approved once all necessary paperwork is received and notifications have been made.
9.14 When the work is complete, the contractor will request a final inspection from the contracting officer and a date will be scheduled with the facility manager/user, a SABER project manager, the contractor, and contract administrator within 7 working days. More information regarding final inspections is included in sections 10 and 11.
9.15 Proposal Task Order Procedures
9.15.1 The following procedures allow the Government to issue a task order for proposal preparation without obligating the Government to issue an order to construct the work described in the resulting negotiated proposal. One contract line item will be used (per option year) for task orders issued for proposal preparation. Following are the steps involved in a Proposal Task Order:
1. SABER submits request for proposal (RFP) to Contracting. Include:
Magnitude/Complexity determination for pricing purposes and recommended number of days for proposal return.
2. Contracting Officer (CO) submits abbreviated RFP to Contractor for
Magnitude/Complexity determination review. (Site Visits can be arranged at this time at the Contractor’s request.)
3. Contractor submits response (agreement or disagreement) to Magnitude/Complexity determination/proposal return days.
4. A task order will then be issued (upon agreement by both parties on the Magnitude, Complexity, and Proposal Return Time) using scale (see schedule B) for pricing against the appropriate CLIN on the Basic Contract:
5. Contractor prepares and submits the proposal in the agreed upon time frame.
6. Government reviews proposal and schedules negotiation (as required).
7. Government and Contractor negotiation (as required).
8. Government approves final negotiated proposal.
9. Contractor invoices and Government pays for Proposal Task Order.
9.15.2 Supplemental Information
9.15.2.1 Upon completion of the steps listed above, the project is considered “on the shelf” and awaiting funds.
9.15.2.2 The negotiated/accepted cost resulting from the task order shall remain valid for a period of 90 calendar days unless otherwise negotiated by the Contracting Officer.
JA-1 Specifications (Statement of Work) Page 12 of 31
9.15.3 Prior to invoicing, the contractor shall submit a Progress Report (AF Form 3065) indicating 100% progress to meet receiving report requirements. (No AF Form 3064 will be required).
9.15.4 If funding to build the project becomes available at any time during the proposal process, the Proposal Task Order may be converted to a normal Build Task Order.
9.15.5 Issuance of Build Task Orders from Proposal Task Orders(PTO):
If within 90 days of a negotiated PTO, upon receipt of funding, a new task order will be issued to build the project. The previously paid proposal fees will be deducted from the overall price of the new task order
10. PERFORMANCE OF WORK BY THE CONTRACTOR:
10.1 The Contractor shall perform on the site, and with its own craftsman, work equivalent to at least 15 percent of the total amount of work to be performed on each task order under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the
Contracting Officer determines that the reduction would be to the advantage of the
Government.
10.2 Contractor shall maintain a professional work area to include the entire job site. Smoking shall not be allowed except in designated areas. No noxious or harmful fumes shall be allowed to infiltrate occupied facilities or work areas.
10.3 SABER Project Review Meetings: Contractor shall host project review meetings at the request of the government with applicable 354 CONS and 354 CES personnel.
