Reference: Attachment 1, page 3 of 31, item 1.3: A task order proposal price is to be based on the most current RS Means Facilities Construction Cost Data Catalog.

Question #30: The RS Means Facilities Construction Cost Data Catalog contains two total prices for each line item. One price includes overhead and profit and one is bare cost only, and does not include any overhead and profit. As the contractor’s overhead and profit are to be included in the coefficient, we assume pricing will be using the bare cost total for each line item.

Please confirm this statement.

Answer #30: Confirmed

Question #31: The RS Means Facilities Construction Cost Data Catalog is designed to be localized by use of the City Cost Indexes, which are listed in the back of the catalog. Are we to use these indexes in the development of our price proposal?

Answer#31: The CCI is not included in the creation of the co-efficient. But rather used in the development of the individual total proposed price for each task order.

Question #32: If we are to use the City Cost Index as noted above, on similar type contracts the weighted average city cost index is utilized to localize the pricing. Please confirm that this is your intent for localizing the pricing for this contract.

Answer#32: There is no need for a weighted average.

Question #33: If we are to use the City Cost Index as noted above, the City Cost Index is updated quarterly by the RS Means Company. Please confirm we are to update this index quarterly?

Answer#33: No. For this contract, RS Means is updated annually.

Question #34: Similar RS Means-based contracts use the following formula in computing total project cost. Please confirm we are to use the formula listed below:

Total Line items bare cost=A

City Cost Index=B

Contractor’s Coefficient=C

Total Project Price=A*B*C

Answer#34: Yes

Reference: Paragraph 4.3, Attachment 1, Statement of Work

Question #35: The items identified as being included in the offeror’s coefficient include many of the items listed in Division 01 of the UPB. On similar RS Means-based contracts the

Government has limited the Division 01 items which are allowed to be included in the task order proposal in order to prevent duplication of costs. If the Government has such a list for this contract please provided it, so that we may use this information in development of our coefficient.

Answer #35: Division one, Sections 11, 21, 31, 32, 41, and 52 should be considered when developing the coefficient.

Question #36: In which Part of the proposal should the bid bond be placed?

Answer #36: Part 1

Reference: RFP, Standard Form 1442, block 13, A

Question #37: Should our proposal be addressed to the attention of Mr. Jacob Tackett or Mr.

Gregory Johnson?

Answer #37: Either is acceptable.

Question #38: Eielson AFB is considered a “remote location” by our preferred shipping method

(FedEx), and the window for delivery on any given (no matter the urgency) day is between

8:00AM and 4:30PM. Will you accept a FedEx confirmation number showing the estimated delivery time to be between 8:00AM and 4:30PM on March 30, 2012 as proof of delivery on time to meet your suspense?

Answer #38: No. Proposals must be received by 354 Contracting, NLT 2:00PM local time, 30

March 2012. Reference Federal Acquisition Regulation 15.208 concerning late proposals.
