About this file
This is a Questions and Answers amendment to Request for Quote FA500026Q0031 for the Joint Base Elmendorf-Richardson Flooring Project. The document addresses nine clarifications regarding project scope, materials, and logistics for a conference room flooring installation.
The project involves installation of commercial-grade luxury vinyl plank (LVP) flooring in a 36' x 18' conference room (648 square feet). The Government specifies mid-tone oak wood grain style vinyl meeting these parameters: 5mm thickness with a 0.5mm wear layer, with brand flexibility as long as commercial-grade standards are met. The scope includes removal of existing 6" rubber wall base and installation of new wall base. The concrete subfloor has no known damage, moisture issues, or unevenness, but contractors must perform scraping and floor preparation. Asbestos testing has been completed with negative results. The correct Service Contract Act wage determination is WD #2015-5681 (Published 28 April 2026, Revision 26). The Government has previously purchased similar services under Contract FA500020P0176. No work hour restrictions apply. A site visit was conducted on 8 May 2026, and no additional site photos or floor plans are available beyond those captured by contractors during that visit.

AMENDMENT 0001
TO REQUEST FOR QUOTE (RFQ) FA500026Q0031
Joint Base Elmenorf-Richardson Flooring Project
Questions and Answers The following questions were received, and the Government's official responses are provided below:
1. Question: The solicitation documents do not specify the total square footage or dimensions of the conference room. Can the Government provide the room dimensions?
Answer: The conference room is 36’ x 18’ ft (648sq ft).
2. Question: Are there any known issues with the existing concrete subfloor, such as damage, moisture problems, unevenness, or significant adhesive buildup that contractors should be aware of prior to bidding?
Answer: There are no known issues with the existing concrete subfloor, such as damage, moisture problems, and unevenness. Scraping and floor prep are required by the contractor.
3. Question: The PWS calls for "commercial-grade LVP" but does not specify a brand name, product line, thickness, wear layer, or color. Is there a specific product the government requires, or an approved equals list?
Answer: The brand does not matter to us. We would like a mid-tone oak wood grain style vinyl.
If the material is commercial grade and meets these parameters:
(5mm Thick and a wear layer of .5mm) any product will work for us.
4. Question: The PWS states the existing 6" rubber wall base will be removed. Does the scope include the installation of new wall base?
Answer: Yes, installation of new wall base is a required.
5. Question: Are there any restrictions on the work hours or days during which the work may be performed?
Answer: No, there are no restrictions to working hours.
6. Question: The solicitation references Service Contract Act (SCA) Wage Determination 2015- 5683 for Anchorage, but the wage determination attached to the SAM.gov posting is for a different region of Alaska. Can the Government confirm which wage determination applies?
Answer: The correct SCA wage determination is Service Contract Act WD #: 2015- 5681, Published 28 April 2026, Revision number 26.
7. Question: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Answer: The government has previously purchased similar services. Contract
NO: FA500020P0176
8. Question: Can the Government provide any site photos or floor plans?
Answer: No, there are no photos available outside of those taken by contractors present at the site visit held on 8 May 2026.
9. Question: Has there been any asbestos testing? Is there positive results for asbestos?
