About this file
This is a Brand Name Justification document for a simplified acquisition by the 673 Contracting Squadron. The 773rd Civil Engineering Squadron (773 CES) at Joint Base Elmendorf-Richardson (JBER) requires a commodities indefinite-delivery, indefinite-quantity (IDIQ) contract for streamlined procurement of asphalt emulsion and pavement sealcoat products. The contract is needed to complete facility and roadway projects on the base, with the primary mission being maintenance of all pavements for airfields, taxiways, overruns, shoulders, base side roads, and parking lots. The requested products are GSB-78 and GSB-88, which are approved by the Air Force Civil Engineering Center (AFCEC) for use on JBER's aprons, taxiways, overruns, and shoulders.
The contracting officer has justified a single-brand acquisition under FAR 12.102 Restricting Competition because these products cannot be ordered and shipped in advance; they must be mixed, kept in specialized containers, and used immediately when needed. Additionally, CSS-1 products must be acquired at a minimum temperature to ensure proper flow and spray application, and JBER lacks the capacity to continuously store and heat products beyond what is contained in the HAZMAT government tanker. Although only three AFCEC-approved seal coat types exist, the justification acknowledges that multiple companies can provide GSB-78 and GSB-88 products. The requirement will be posted at www.SAM.gov to promote maximum competition. The document was signed by Christina E. Shorkey, GS-12 Contracting Officer, on April 9, 2026, and the estimated contract cost is redacted.

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 673 Contracting Squadron
Project/Program Name: Asphalt Emulsion and Pavement Sealcoat
Purchase Request / Local ID Number: F1W3EB6007AG01
Estimated Contract Cost (including Options):
The 773rd CES requires a commodities indefinite-delivery, indefinite-quantity (IDIQ) contract for streamlined procurement of asphalt emulsion and seal coat products to complete facility and roadway projects on JBER. 773 CES/CEOHP mission is to maintain all pavements for airfield, taxiways, overruns, shoulders, base side roads, and parking lots. The organization uses various types of emulsions and seal coating products to preserve and extend the lifespan of asphalt surfaces. The requested items are approved by the Air Force Civil Engineering Center (AFCEC) and include GSB-78 and GSB-88 products.
There are only three types of GSB products that are AFCEC approved for use on JBER's aprons, taxiways, overruns and shoulders, including GSB-78, GSB-88, and gripflex, according to Chief of Heavy Repair, . This requirement is for both GSB-78 and GSB-88. These products can not be ordered and shipped, as they are mixed, kept in specialized containers and used immediately when needed. Furthermore, the CSS-1 product has to be a minimum temperature when acquired by 773 CES so the product flows and sprays properly. JBER does not currently have the means or capacity to store and heat any products on a continuous bases, apart from the small volume contained in the HAZMAT Gov tanker.
Ultimately, there are only three (3) types of seal coats that can be used according to AFCEC mandates. Manufacturers of other seal coats would need to work with AFCEC to have it tested/approved for Air Force use.
AFCEC is the lead agency for AF Civil Engineering requirements and product brands utilized will be at their discretion. While there is no foreseeable product replacement for GSB-78 and GSB-88, the 773rd CES will continue to monitor the market to determine availability of potential alternatives and up-channel findings to AFCEC on future acquisitions.
