About this file

This is a Brand Name Justification document for a simplified acquisition submitted by the 673 Contracting Squadron on behalf of the 773rd Civil Engineering Squadron (CES) at Joint Base Elmendorf-Richardson (JBER). The contracting activity is requesting an indefinite-delivery, indefinite-quantity (IDIQ) contract valued at $250,000.00 for the procurement of asphalt emulsion and pavement sealcoat products, specifically GSB-78 and GSB-88 products approved by the Air Force Civil Engineering Center (AFCEC). The requirement is identified by Purchase Request/Local ID Number F1W3EB6007AG01.

The 773rd CES requires these products to maintain pavements on JBER's airfield, taxiways, overruns, shoulders, base side roads, and parking lots. The justification for single-source procurement centers on AFCEC approval requirements and product handling constraints: only three types of GSB seal coats are AFCEC-approved for use on JBER facilities, and the requested products must be mixed, kept in specialized containers, and used immediately upon delivery due to temperature sensitivity. JBER lacks the infrastructure to store and continuously heat these products. While the document acknowledges that multiple companies can supply GSB-78 and GSB-88 products and commits to posting the requirement on SAM.gov to promote competition, the Contracting Officer (Christina E. Shorkey, GS-12) determined on April 9, 2026, that only a single brand is reasonably available under RFQ 12.102 Restricting Competition. The 773rd CES committed to monitoring the market for alternative AFCEC-approved products on future acquisitions.

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 673 Contracting Squadron

Project/Program Name: Asphalt Emulsion and Pavement Sealcoat

Purchase Request / Local ID Number: F1W3EB6007AG01

Estimated Contract Cost (including Options): $250,000.00

The 773rd CES requires a commodities indefinite-delivery, indefinite-quantity (IDIQ) contract for streamlined procurement of asphalt emulsion and seal coat products to complete facility and roadway projects on JBER. 773 CES/CEOHP mission is to maintain all pavements for airfield, taxiways, overruns, shoulders, base side roads, and parking lots. The organization uses various types of emulsions and seal coating products to preserve and extend the lifespan of asphalt surfaces. The requested items are approved by the Air Force Civil Engineering Center (AFCEC) and include GSB-78 and GSB-88 products.

There are only three types of GSB products that are AFCEC approved for use on JBER's aprons, taxiways, overruns and shoulders, including GSB-78, GSB-88, and gripflex, according to Chief of Heavy Repair, Mr. Dennis Sessler. This requirement is for both GSB-78 and GSB-88. These products can not be ordered and shipped, as they are mixed, kept in specialized containers and used immediately when needed. Furthermore, the CSS-1 product has to be a minimum temperature when acquired by 773 CES so the product flows and sprays properly. JBER does not currently have the means or capacity to store and heat any products on a continuous bases, apart from the small volume contained in the HAZMAT Gov tanker.

Ultimately, there are only three (3) types of seal coats that can be used according to AFCEC mandates. Manufacturers of other seal coats would need to work with AFCEC to have it tested/approved for Air Force use. However, there are multiple companies that can provide the requested GSB-78 and GSB-88 products. This requirement will be posted at www.SAM.gov to promote maximum competition.

AFCEC is the lead agency for AF Civil Engineering requirements and product brands utilized will be at their discretion. While there is no foreseeable product replacement for GSB-78 and GSB-88, the 773rd CES will continue to monitor the market to determine availability of potential alternatives and up-channel findings to AFCEC on future acquisitions.
