About this file
This document is a Questions and Answers (Q&A) file for solicitation FA500025Q0034, covering 24/7 Access and Surveillance Maintenance Services for Joint Base Elmendorf-Richardson (JBER) Fitness Centers. The Q&A provides critical details about the existing surveillance and access control systems across three facilities: Buckner Fitness Center (Bldg 690/691), Elmendorf Fitness Center (Bldg 9510), and Hangar 5 (Bldg 7309). Key technical insights include the systems being standalone and segmented, with Power over Ethernet (POE) cameras, varied licensing status across locations, and some inoperable cameras (5 at Elmendorf PFC, 1 at Buckner PFC, 0 at Hangar 5).
The document reveals that the previous maintenance contract (FA500022P0158) was terminated in April 2025, with the last regular maintenance performed in October 2024. The total contract value for the previous contract was $1,056,024.00. The government seeks a contractor to provide comprehensive maintenance including parts, labor, software updates, and repairs, with preventative maintenance CLINs covering all associated expenses. The solicitation requires demonstrated experience with systems from manufacturers like Gallagher, Exacq, and Illustra, and clarifies that existing software licenses are government-owned, with the contractor responsible for procuring any new licenses needed during contract performance.
