JOINT BASE ELMENDORF-RICHARDSON ALASKA

3 July 2025

COMBINED SYNOPSIS/SOLICITATION ‘Combo’:

24/7 Access and Surveillance System Maintenance

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted pursuant to FAR Part 13 procedures.

(ii) The Request for Quotation (RFQ) number FA500025Q0034 shall be used to reference any written quote provided under this RFQ.

(iii) The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04, effective 11 June 2025; Defense Federal Acquisition Regulation Supplement effective 17 January 2025, and Department of the Air Force Federal Acquisition Regulation Supplement 2024-10/16, effective 16 October 2024, all are available in full text through http://www.acquisition.gov/far/.

(iv) This is a 100% Small Business Set-Aside under North American Industry Classification System (NAICS) code for this project is 561621 with a size standard of $25M.

(v) The purpose of this combined synopsis and solicitations for the purchase of 24/7 Access and Surveillance Maintenance Services in accordance with the attached Performance Work Statement (PWS).

The bid schedule and contract CLIN schedule are below. Please see Attachment 1 - Performance Work Statement, for a full description of the Government’s requirement. The attached Pricing Schedule (Attachment 4) excel spreadsheet represents the proposed contract line items, estimated quantities, and unit of measure for each area of performance.

(vi) Place of Performance: Joint Base Elmendorf-Richardson, Alaska

(vii) Performance shall be in accordance with the Performance Work Statement (Attachment 1)

(viii) All items shall be delivered FOB destination, and the Period of Performance will be as follows:

a. Base Period: 30 July 2025 – 29 September 2205.

b. Option Year One: 30 September 2025 – 29 September 2026

c. Option Year Two: 30 September 2026 – 29 September 2027

(ix) Notice to Vendor(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this RFQ until funds are available. The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse a vendor for any costs.

(x) Any changes to this solicitation and any resultant contract must be completed in writing by the Contracting Officer. Changes made that are not authorized by the Contracting Officer are done at the risk of the contractor, to include costs. The Contracting Officer is the only government representative authorized to change the terms and conditions of this requirement.

(xi) 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services (SEP 2023) is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following addendum, all terms and conditions of FAR 52.212-1 remain in effect. The following have been tailored to this procurement and are hereby added via addendum:

a. To ensure timely and equitable evaluation of the quote, the Vendor must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation. If awarded the contract the contractor is required to submit a signed copy of the contract confirming receipt of the contractual document within one (1) business day.

b. Specific Instructions: The response shall consist of the following:

i. Part 1 – Technical Acceptability - Technical Capability Statement Submission: As part of your response to this solicitation, offerors are required to submit a technical capability statement. This statement, limited to a maximum of three (3) pages and presented on company letterhead, will be evaluated to determine the technical acceptability of your quote. The statement must provide clear and compelling evidence of your ability to meet all requirements detailed in the Performance Work Statement.

ii. Part 2 – Price – Submit one (1) completed copy of price schedule (Attachment 4). For the price section of your quote, you are required to fill out the yellow highlighted portions of the price schedule; offeror must take care to only complete the areas shaded in yellow.

The completed price schedule must be submitted with your quote.

The Total Proposed Price (TPP) is the sum of the proposed prices for all CLINs for the base period and all option periods, excluding the Option to Extend Services (OTES) amount.

Option to Extend Services (OTES) Amount: In accordance with FAR Clause 52.217-8, “Option to Extend Services”, the Government may extend the contract for up to six (6) months, exercisable in increments of not less than one (1) month. To evaluate this potential extension, an OTES amount will be added to the Total Proposed Price. The OTES amount is calculated as follows:

- Formula: [(Total Price of each CLIN in Final Option Year) / 12] * 6 = OTES Amount

- Total Evaluated Price (TEP) Formula: TPP + OTES Amount = TEP

Important Notes:

- The TEP calculation is for evaluation purposes only and does not represent a guarantee of actual contract performance or usage.

- All labor rates and escalation rates proposed will be fixed for the life of the contract and will be incorporated into any resulting award.

(xii) The vendor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the quote.

(xiii) All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.

NOTE: Failure to include the required technical information or completed price schedule, may deem your quote as non-conforming to the solicitation and the quote will not be considered for award.

(xiv) 52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021) this provision has been tailored to this procurement and is provided in full-text below:

a. The Government will award a contract resulting from this RFQ to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

i. Price: The Government will rank all quotation by Price. Award will be made to the lowest priced quotation that meets the acceptability standards for non-price factors (quote conforms to the requirements of the Performance Work Statement)

ii. Technical Acceptability: The Government will evaluate quotes on a pass/fail basis and assign an Acceptable or Unacceptable rating as described in Table 1 below:

Table 1. Ratings Pass The vendor demonstrates that the proposed services to be provided are able to meet the specifications contained within the solicitation, Performance Work Statement and any additional documents.

Fail The vendor does not demonstrate that the proposed services to be provided are able to meet the specifications contained within the solicitation, Performance Work Statement and any additional documents.

(a) To be eligible for award, a vendor must be determined responsible by the Contracting Officer in accordance with Federal Acquisition Regulation (FAR) Subpart 9.1, "Responsible Prospective Contractors." This determination includes an assessment of financial capability. The Contracting Officer may request vendors to provide the names, addresses, and points of contact for financial institutions they utilize. If requested, vendors must also provide written authorization for the Government to contact these financial institutions to verify information relevant to their financial capability.

(b) Evaluation of Quotes: For evaluation purposes, the government will calculate a Total Evaluated Price (TEP) that considers both the Option to Extend Services (OTES) under FAR 52.217-8 and the Option to Extend the Term of the Contract under FAR 52.217-9. The TEP includes the total proposed price for all CLINs associated with the base period and all option periods plus the evaluated cost of the Option to Extend Services (OTES). Separately, the government will evaluate the pricing proposed for any option to extend the term under FAR 52.217-9. The government may determine a quote to be unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the government to exercise the option(s).

See the "Instructions to Offerors -- Specific Instructions, Price" section for a detailed explanation of the TEP calculation methodology.

If the contract contains an unexercised option period, the Government may elect to exercise the option pursuant to FAR Clause 52.217-9, Option to Extend the Term of the Contract.

The government retains sole discretion in exercising options under FAR clauses 52.217-8 and 52.217-9.

(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) The Contracting Officer will make a determination of the conformity of the vendor quotes to the terms and conditions of the combined solicitation synopsis.

(e) Vendors are advised to submit complete and accurate quotes in the format specified in 52.212-1, Instructions to Offerors – Commercial Items. The Government may request clarifications to address minor or clerical errors, or to resolve ambiguities. Such clarifications will not be considered discussions or interchanges and will not necessarily result in an opportunity to revise quotes. While the Government intends to award without discussions, it reserves the right to conduct discussions or interchanges if determined to be in the best interest of the Government and award without the opportunity for a quote revision.

(f) Vendors are required to submit comprehensive and accurate pricing data for all highlighted items listed in the Price Worksheet. The Government anticipates that the submitted prices will reflect prevailing industry standards.

NOTE: Failure to complete the Price Worksheet, including providing pricing for all required items, may render the quote non-responsive and may result in its rejection. Incomplete or missing pricing information will not be assumed or inferred.

Additional terms and conditions incorporated herein:

52.212-3, Offeror Representations and Certifications—Commercial Items (May 2024) is hereby incorporated by reference with the same force and effect as if it were given in full text.

The Vendor shall complete only paragraph (b) of this provision if the Vendor has completed the annual representations and certification electronically via the System for Award Management (SAM) web site located at https://www.sam.gov. If the Vendor has not completed the annual representations and certifications electronically, the Vendor shall complete only paragraphs (c) through (u) of this provision.

(xv) The vendor acknowledges that should the quote terms and conditions and/or agreement conflict with mandatory provisions of the Federal Acquisition Regulation (FAR) and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.

(xvi) No Defense Priorities and Allocations System (DPAS) assigned rating applies to this acquisition.

(xvii) No additional contract requirements apply to this acquisition.

(xviii) An organized site visit has been scheduled for 1:00 P.M. Alaska Time on 14 July 2025.
