Performance Work Statement
(PWS)
for
Surveillance and Entry Control Systems Maintenance
Contract for Buckner Fitness Center (Bldg 690/691), Elmendorf Fitness
Center (Bldg 9510), Hangar 5 (Bldg 7309) 673d Force Support Squadron

1. General: The Joint Base Elmendorf Richardson Fitness Centers is seeking a maintenance and service contract for our facility access and surveillance system at multiple facilities located on Joint Base Elmendorf Richardson.
2. Scope: The contractor shall furnish all labor, materials, transportation and equipment necessary to inspect, repair the facility access and surveillance systems located on JBER. The contractor shall have the experience, training, certifications, necessary to work on the equipment installed at the fitness centers.
3. General Requirements:
3.1. The contractor shall be required to provide the government with a written log of all work performed on a monthly basis and prior to or with the invoice for that month’s services.
3.1. Log shall contain details of work performed by piece of equipment.
3.2. The contractor shall employee at least one service individual that at a minimum has the following experience:
3.2.1. Minimum of 5 years of experience maintaining entry control and surveillance systems.
3.2.2. Shall have personnel trained and certified to work on all of the equipment brands and software installed within the facilities (Gallagher, Exacq Vision, Illustra, Panasonic, Samsung, Vivotek, Digital Watchdog).
3.3. The contractor shall maintain a listing of all hardware used in the systems and anytime a piece of the system is replaced the contractor shall update the inventory and provide the updated inventory to the COR. At a minimum the contractor shall provide manufacturer name, item name, part number, serial number, date of replacement for any replacement parts.
3.4. The contractor shall maintain an adequate inventory of critical parts or have established relationships with equipment suppliers to ensure timely availability of replacement parts.
3.5. These access control and surveillance systems are non-networked and stand-alone, however, the contractor shall adhere to applicable cybersecurity requirements and implement appropriate security measures to prevent unauthorized access and data breaches to systems.
4. Preventive Maintenance Requirements:
4.1. Contractor shall conduct at least monthly preventive maintenance visits at each facility (B9510, B690, B7309).
4.2. Contractor shall update all equipment with software updates within 180 days of software updates becoming available.
4.3. Contractor shall update and maintain licenses for software and purchase hardware licenses as needed for replacement hardware for both entry control and surveillance systems throughout the period of performance.
4.4. The contractor shall perform preventative maintenance as outlined by the owner’s manual for each item in service.
4.4.1. Using the owner’s manual the contractor shall supply a preventive maintenance schedule for all entry control and surveillance equipment that is organized by type of equipment and by facility (B9510, B7309, B690) over the course of each period of performance. In the event the owner’s manual does not specify preventive maintenance schedules then the contractor shall submit a preventive maintenance plan for government approval that follows generally accepted industry best practices for that type of equipment to minimize downtime and extend equipment lifespan.
4.5. At least 1x per year contractor shall perform full system inspection of the entry control system and the surveillance system for each facility verifying full functionality of the equipment and software.
4.5.1. A list of worn/non-functioning parts identified during inspection shall be included in the service log outlined in 3.1. including at least the following information: part number, part name, manufacturer, and quantity.
4.6. Throughout the contract period the contractor shall identify and recommend to the government solutions to address obsolete operational equipment, software or components.
5. System Repair & Maintenance Requirements:
5.1. The contractor shall have a way to accept maintenance issues via phone, e-mail or web-based interface and respond with a work order number by the end of at least the next business day.
5.2. The contractor shall ensure a minimum system uptime for entry control of 99.9% at each facility, the surveillance system shall maintain a system uptime of 99.9% with at least 90% of the cameras recording activities.
5.3. Work shall be considered non –critical preventive maintenance/repair work if the system is still able to function with uninterrupted physical security by means of controlling entry to the facility and/or the surveillance system is still recording activities on at least 90% of cameras.
5.3.1. Contractor shall be on-site within 5 business days of notification for non-critical work to diagnose critical failures and provide a written plan to remedy the issue. Work shall be scheduled during facility staffed hours Monday – Friday in advance with the Fitness Center CORs. Work shall be scheduled within 10 business days and completed within 2-months. If a shipping or parts availability delay will result in failure to comply with the 2-month completion timeline the contractor shall communicate expected shipping timelines to the CORs prior to the expiration of the 2-month deadline.
5.4. Work shall be considered a critical/emergency maintenance issue if the system is unable to provide uninterrupted facility entry control and/or the surveillance system is not able to record activities or less than 90% of cameras are functioning.
5.4.1. Contractor shall be on-site within 48 hours of notification to diagnose critical failures and provide a written plan to remedy the issue. The contractor shall expedite all part(s) shipments to minimize down-time and reduce the risk of loss to AF resources.
Work shall be scheduled within 5 business days and completed within 2 weeks. If a shipping or parts availability delay will result in failure to comply with the 2-week emergency work completion timeline the contractor shall communicate expected shipping timelines to the CORs prior to the expiration of the 2-week deadline.
5.5. Contractor shall provide all parts and labor throughout the period of performance to maintain full system capability.
5.5.1. Parts/replacement components shall be fully compatible with the system and have technical specifications that match or exceed the component technical specifications that it is replacing. Parts/replacement components shall be shipped to the Contractor, the government will not accept deliveries on the Contractor’s behalf.
5.6. Any replaced equipment will be turned over to the government.
5.7. Equipment that requires repair caused by vandalism are excluded from this service contract.
Labor to complete these repairs shall be covered by this contract and completed at the next scheduled preventive maintenance or repair service visit after the government has procured the equipment. Contractor shall provide the government a list of parts required for the repair, including part number, part name, manufacturer, and quantity. The purchase of parts damaged due to vandalism will be separate from this contract.
6. Government Furnished Equipment: Current a/o 21 March 2025: list is not exhaustive of supporting items necessary for system functionality including switches, cables, wires, mounting plates, etc.

7. Failure to Perform:
7.1. Should the contractor fail to perform any of the required services as outlined in this PWS, the government may exercise one of the following options.
7.1.1. Accept the services at a later date.
7.1.2. Refuse to accept the service at a later date (in which case the government will bear no cost and make no payment for the missed service).
7.1.3. Procure the missed service, upon such terms and conditions as the Contracting Officer deems appropriate, from an alternate, responsible firm and the contractor shall be liable to the government for any excess costs incurred and to continue the performance as require thereafter.
8. Payments and invoices:
8.1. Contractor will invoice using Wide Area Workflow (WAWF) on a monthly basis.
9. Government Furnished Equipment and Support:
9.1. Arrange access for contractor employees into all applicable facilities. Commercial vehicles are restricted to specific entry control points.
9.2. Government will not provide storage space for tools or parts.
9.3. Public access Wi-Fi may be available at Buckner Fitness Center and Elmendorf Fitness Center.
10. Special Requirements:
10.1. Fourteen (14) business days prior to arrival the Contractor shall e-mail the COR a listing of the names, Real ID Act compliant government ID numbers, state of issue, date of birth and place of birth of the individuals who will be working on the base for approval. Contractors that already have (JBER) base access will not need to resubmit these items. Contractor may be responsible for obtaining signed statements showing permission from each person for completion of a background check. If a background check cannot be completed, entry onto the installation cannot be granted. Contact the installation site COR for further guidance.
10.2. Retrieving Identification Media. The Contractor shall be responsible for retrieving all identification media including vehicle passes from employees who depart for any reason before the contract expires e.g., termination for cause, retirement, etc.
10.3. Contractor and employees shall comply with base traffic regulations.
10.4. Weapons, Firearms, Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor or privately owned vehicles while on base.
10.5. The Contractor shall be responsible for safeguarding all government property, and controlled forms provided for contractor use. At the end of each work period, Contractor shall coordinate with supervisor on duty in order to ensure all Government facilities, equipment, and materials are secure.
10.6. The contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the government. Contractor shall not park or drive on sidewalk or grassy/snowy areas. Damage incurred shall be repaired at no cost to the government.
11. Safety:
11.1. Safety. The Contractor shall have a safety plan for their employees. The Contractor shall instruct each employee in the recognition and avoidance of unsafe conditions and regulations to his or her work environment to control or eliminate any hazards or other exposure to illness or injury.The contractor shall be responsible for compliance with OSHA and Alaska Department of Labor (AKOSH) standards. The contractor shall maintain a clean and debris free site at all times.
The contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated. Contractor must comply with the JBER Contractors Fire Safety Guide and contact the JBER Fire Prevention Office at 384-5555 prior to any hot work being conducted.
11.2. Accident/Incident Reporting and Investigation. Contractor shall record and report to the COR all available facts relating to each instance of any damage to Government property or injury to any Contractor or Government personnel. The Contractor shall secure the accident scene and wreckage until released by the accident investigative authority through the COR. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.
