Install Electrical Services B10571 Questions and Assumptions
FXSB 23-1031
1. With the current supply constraints, the new transformer will be a long lead item and with the short period of performance; would the Government accept the use of a temporary transformer?
a. 773CES Electric shop would provide a loaner transformer for the project if the new transformer required under this contract was not arrived on time for the installation. When the new transformed specified under this project arrived, contractor shall deliver the new transformer to 773CES storage yard.
2. Does the new personnel gate require any electrical power or controls?
a. No power, new personnel gate will require a new 5-key mechanical cypher lock (see revised
SOW).
3. REF E.2 Detail 1 – Can the Government confirm backfill requirements around 4” conduit is stone free/sand and not concrete?
a. Confirmed.
4. What are the electrical trench backfill requirements for compaction? If Compaction is required how many compactions test is required?
a. Under asphalt, backfill compaction requirement is 95%. Asphalt compaction is located under spec section 401. For compaction test frequency, 1 test per lift for 100’ of trench.
5. Are there any bollard required around the equipment? If yes how many bollards are required and where?
a. No.
6. Is there a requirement to provide temp fencing after the primary fencing is removed to access the Service Connection (SC) given the project is still within a secure area?
a. Per the user, “We have C-wire in the hangar to string out just West of the MCLIPS Generators, so while the fence is open for trenching, it will be in place, once the fence is closed off and the contractor is working near the MCLIPS, we will have an escort in the area.”
7. With the Government providing Escorts during project operations are there any additional airfield training requirements?
a. The detachment will provide escorts as needed for the duration of this project. We will just need a schedule of when they will be required.
b. See section 01100, part 14 of the specifications for additional airfield requirements.
8. REF E.2 Detail 4 – In the Conduit run between the transformer to New Services disconnect calls for five 3/O/AWG in a 2” PVC schedule 80 conduit. This amount of 3/O/AWG being called out will not properly fit inside the 2” PVC due to overfill. Contractor recommends going with 2 ½” PVC conduit size to meet code requirements.
a. Service entrance have only 4 – 3/0AWG conductors, not 5. 2” PVC schedule 80 should be able to accommodate 4 – 3/0 AWG XHHW insulated conductors per NFPA 70, NEC, chapter 9, Annex C, table C10.
