1. CONTRACTOR SHALL FIELD VERIFY ALL DIMENSIONS.

DAMAGE GOVERNMENT OR PRIVATE PROPERTY.

3. THE CONTRACTOR SHALL AT ALL TIMES KEEP THE WORK AREA FREE FROM ACCUMULATION OF WASTE MATERIALS. DEBRIS SHALL BE REMOVED ON A DAILY BASIS.

4. ALL WELDING AND / OR THE USE OF FLAME PRODUCING DEVICES SHALL BE CLEARED THROUGH THE FIRE DEPARTMENT.

5. ALL CONSTRUCTION PERMITS, FEES AND COORDINATION OF ANCILLARY ITEMS SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR.

6. THE WORK OF THIS CONTRACT SHALL COMPLY WITH APPLICABLE FEDERAL, STATE AND LOCAL CODES OR STANDARDS, INCLUDING BUT NOT LIMITED TO: ENVIRONMENTAL PROTECTION AGENCY, NATIONAL ELECTRICAL CODE, NATIONAL ELECTRICAL SAFETY CODE, NATIONAL FIRE PROTECTION ASSOCIATION, OSHA STANDARDS, FIRE CODES, INTERNATIONAL BUILDING CODE.

7. PROTECT ALL INFRASTRUCTURE AND UTILITIES NOT INCLUDED IN PROJECT THROUGHOUT CONSTRUCTION. UNINTENTIONAL DAMAGE MUST BE REPAIRED TO EXISTING CONDITION AT CONTRACTOR'S EXPENSE.

A. General

1. All electrical work shall be done in a thorough and workman-like manner as defined in the National Electrical Contractors Association (NECA-1).

2. All electrical work shall be installed in accordance with the requirements of the latest edition of National Electrical Safety Code (ANSI/IEEE C2), National

Electrical Safety Code (NFPA 70), applicable UFC standards, local codes.

3. All electrical work shall be performed under the supervision of a certified electrical administrator in accordance with Alaska Statues AS 08 and Alaska

Regulations 12 ACC 32.165 and 12 ACC 32.075.

4. All electrical equipment shall be new commercial grade listed by a nationally recognized laboratory.

5. Working clearance: The contractor is responsible for coordinating between subcontractors on electrical equipment working clearances and dedicated spaces in accordance with NEC 110.26

6. Contractor shall also be required to comply with State of Alaska requirements for occupational licensing of journeyman electrician and journeyman lineman and apprentice craftsman performing any work on-site a part of this contract.

The maximum ratio shall be 2 certified trainees for each journeyman.

B. Product Specifications

1. Underground Primary Cable (15kV):

Cables shall copper and conform to the requirements of NEMA WC 8 using ethylene-propylene-rubber (EPR), 15 kV, 133 percent insulation and a nonmetallic jacket with a separate 600v neutral conductor. Cables shall have both conductor and insulation shielding for each phase.

2. Transformer:

Transformer shall be a pad-mounted, 12,470/7200 - 120/208V grounded Y

(wye) configuration. Transformer shall be oil filled, through feed, and dead front construction with separate high and low voltage compartments complying with ANSI C57.12.26. An identification nameplate shall be provided on the transformer indicating the manufacturers name and type of fluid and that the insulation oil is non-PCB type. Transformer hall be equipped with primary fuse protection, surge arresters, connectors, bushings, parking bushings, Three (3), two position loop feed sectionalizer loadbreak switches, four (4) 2.5% tap changers (2 above and 2 below rated primary voltage), concrete pad and ground ring with ¾” x 10' copper ground rod at each corner.

3. Elevated Equipment Concrete Pads:

May be either pre-fabricated or cast-in-place and shall have minimum 4000 PSI compressive strength. Tops of concrete pads shall be level and shall project 6” above finished grade and sloped to drain. Edges of concrete pads shall have

3/4" chamfer all around. Where grounding electrode conductors are installed through concrete pads, PVC conduit sleeves shall be installed through the concrete to provide physical protection. To facilitate cable installation and termination, the concrete pad shall be provided with a rectangular hole below the primary and secondary compartment.

4. Low voltage conductor (600v or less):

Shall be copper with XHHW insulation.

C. Installation Requirements

1. Storage of Material and Equipment:

It is the responsibility of the contractor to ensure that all material and equipment to be used in construction must be stored so as to be protected from deteriorating effects of the elements. If outdoor storage cannot be avoided, the material and equipment must be stacked on supports well above the ground line and protected from the elements as appropriate, and with due regard to public safety.

2. Approved Raceways per locations:

a. Above ground exterior: rigid steel conduit.

b. Underground: rigid steel conduit, PVC schedule 80, HDPE schedule 80.

3. Conduit:

It is the responsibility of the contractor to ensure that all exposed ends of conduit must be plugged during construction to prevent the entrance of foreign matter and moisture into the conduit. Burrs or sharp projections which might injure the cable must be removed.

4. Underground Cable:

a. Conductor color coding:

- 208/120V, 3 phase:

(1) Phase A - Black

(2) Phase B - Red

(3) Phase C - Blue

(4) Grounded neutral - White

(5) Grounding conductor - green

- 12.47/7.2kV, 3 phase:

(1) Phase A - Red

(2) Phase B - White

(3) Phase C - Blue

b. Handling of Cable:

It is the responsibility of the contractor to ensure that the cable shall be handled carefully at all times to avoid damage, and shall not be dragged across the ground, fences or sharp projections. Care shall be exercised to avoid excessive bending of the cable. The contractor shall ensure that the ends of the cable be sealed at all times against moisture with suitable end caps. Where it is necessary to cut the cable, the ends will be terminated or sealed immediately after the cutting operation.

c. Minimum Bending Radius of Cable:

It is the responsibility of the contractor to ensure that the minimum bending radius of primary cable is 12 times the overall diameter of the cable or per manufacturer's recommendations, which ever is larger. The minimum bending radius of secondary and service cable is six times the overall diameter of the cable. In all cases the minimum radius specified is measured to the surface of the cable on the inside of the bend. Cable bends must not be made within 6 inches of a cable terminal base.

d. Installation in Conduit or Duct:

Where cable must be pulled through conduit or duct, the operation shall be performed in such a way that the cable will not be damaged from strain or dragging. The cable shall be lubricated with a suitable cable lubricant prior to pulling into conduit or duct.

In placing primary cables, the stress applied while pulling into ducts or during other pulling operations shall not exceed the least of the following:

1) Where a pulling eye is attached to the conductor, the maximum pulling strain in pounds shall not exceed .006 times the circular mil area for aluminum or .008 times the circular mil area for copper.

2) Where a basket grip is placed over the cable, the pulling strain shall not exceed the lesser of: (1) that calculated in above;

or (2) 1000 pounds. The cable under the cable grip and 1.0 foot preceding it shall be severed and discarded after the pulling operation.

3) Pulling tension shall be monitored at all times.

4) In no case shall the maximum pulling tension exceed that recommended by the specific cable manufacturer.

5) At bends the maximum sidewall pressure recommended by the cable manufacturer shall not be exceeded.

e. Tagging of Cables at Termination Points:

Cables shall be tagged and identified at all accessible locations as the cables are laid. The identification must be of a permanent type, such as that done on plastic or corrosion resistant metal tags. The tag must be securely attached to the cable. Paper or cloth tags are not acceptable.

f. Primary Cable Termination and Stress Cones:

It is the responsibility of the contractor to ensure that prefabricated stress cones or terminations must be installed in accordance with the manufacturer's instructions at all primary cable terminals. They must be suitable for the size and type of cable that they are used with and for the environment in which they will operate. Any indication of misfit, such as a loose or exceptionally tight fit, must be called to the Owner's attention.

The outer conductive surface of the termination must be bonded to the system neutral. A heat-shrink or cold-shrink sleeve must be installed to seal between the body of the termination and the cable jacket.

g. Special Precautions for Cable Terminations:

It is the responsibility of the contractor to ensure that a portable covering or shelter must be available for use when splices or terminations are being prepared and when prefabricated terminations are being switched. The shelter must be used as necessary to keep rain, snow and windblown dust off the insulating surfaces of these devices. Since cleanliness is essential in the preparation and installation of primary cable fittings, care shall be exercised to prevent the transfer of conducting particles from the hands to insulating surfaces. Mating surfaces must be wiped with a solvent such as denatured alcohol to remove any possible accumulation of dirt, moisture or other conducting materials. A silicone grease or similar lubricant should be applied afterwards in accordance with the manufacturer's recommendations. Whenever prefabricated cable devices are opened, the unenergized mating surfaces must be lubricated with silicone grease before the fittings are reconnected.

5. Grounding:

It is the responsibility of the contractor to ensure that all neutral conductors, grounding electrodes, and groundable parts of equipment shall be interconnected. All interconnections shall be made as shown on the construction drawings. A copper-clad or galvanized steel ground rod with minimum length of 10 feet shall be installed at all equipment locations as shown in the construction drawings and at all cable splices and taps.

All pad-mounted equipment enclosures, including transformers, shall be grounded in such a manner that two separate grounding paths exist between the enclosure and the grounding rod(s).

All below grade connections shall be exothermic weld.

Transformer ground ring shall be 12" below grade minimum.

6. Identification for electrical equipment:

Provide placards for all new transformer, service equipment disconnect switch and panelboard. Identification placards shall be black background with white lettering. Warning palcards shall be white bakcground with red letters. Placard text shall be

" mininum centered on the placard.

Coordinate with 673CES Construction Manager for transformer number.

Provide an arc flash warning label for service equipment disconnect switch and panelboard per NFPA 70E

D. Testing Specifications

1. Medium-Voltage Cable Test(s)

a. Perform a shield continuity test on each power cable by ohmmeter method.

Record ohmic value, resistance values in excess of 10 ohms per 1000 feet of cable must be investigated and justified.

b. Perform acceptance test on new cables before the new cables are connected to existing cables and placed into service, including terminations and joints. Tests must be very low frequency (VLF) alternating voltage withstand tests in according with IEEE 400.2.VLF test frequency must be 0.05 Hz minimum for a duration of 60 minutes using a sinusoidal waveform. Test voltages must be as follows:

35 kV 44kV rms(peak)

2. Pad Mounted Transformer Tests

a. Visual and Mechanical Inspection

1) Compare equipment nameplate data with specifications and approved shop drawings.

2) Inspect physical and mechanical condition. Check for damaged or cracked insulators and leaks.

3) Inspect anchorage, alignment, and grounding.

4) Verify the presence of PCB content labeling.

5) Verify the bushings and transformer interiors are clean.

6) Inspect all bolted electrical connections for high resistance using low-resistance ohmmeter, verifying tightness of accessible bolted electrical connections by calibrated torque-wrench method, or performing thermographic survey.

7) Verify correct liquid level in tanks and bushings.

8) Verify that positive pressure is maintained on gas-blanketed transformers.

9) Perform specific inspections and mechanical tests as recommended by manufacturer.

10) Verify de-energized tap changer position is left as specified.

11) Verify the presence of transformer surge arresters.

b. Electrical Tests

1) Perform resistance measurements through all bolted connections with low-resistance ohmmeter.

2) Verify Proper secondary voltage phase-to-phase and phase-to-neutral after energization and prior to loading.

3) Perform insulation-resistance tests, winding-to-winding and each winding-to-ground. Calculate polarization index.

4) Perform turns-ratio tests at all tap positions.

5) Perform insulation power-factor or dissipation-factor tests on all windings in accordance with test equipment manufacturer's published data.

6) Perform power-factor or dissipation-factor tests on each bushing equipped with a power-factor/capacitance tap. In the absence of a power-factor/capacitance tap, perform hot-collar tests.

7) Measure the resistance of each high-voltage winding in each de-energized tap-changer position. Measure the resistance of each low-voltage winding in each de-energized tap-changer position, if applicable.
