Ques ons and Answers

Solicita on FA500023Q0035 Amendment 02

Ques on 1. [Will the Government] provide a copy of the site visit sign‐in sheet.

Answer 1. Site visit sign‐in sheet is a ached to this amendment.

Q2. [Is there] an approximate date of construc on and /or dates of any substan al renova ons for the four buildings?

A2. The original plans state an original build date of 1943, with substan al renova on in 2001. There are no foreseen plans for construc on nor substan al renova on of the four buildings.

Q3. Could you please adjust the solicita on document‐ page 3‐4 (each CLIN 0001‐0004) – from “ XX square feet” to “approximate footprint of XX”. Also on Page 5 of 51‐ From “Approximately 23,166 square feet total.” To “Approximate total building footprint of 23,166.”

A3. Ver cal dimension was included in total building footprint. Each building’s footprint is approximately 4,580 square feet. All references to footprint/area in the solicita on have been updated.

Q4. For the work that is general to the project, but not located in a specific building‐ such as demoli on of asphalt/sidewalk/curb along with site regrading/topsoil/seed and new curb, should the bidder divide those costs by 4 and associate equal costs to each building demoli on CLIN?

A4. The Government has no preference for how these costs should be allocated. FAR Provision 52.204‐ 22, Alterna ve Line Item Proposal is included in this solicita on and Offerors are encouraged to submit alterna ve line items.

Q5. The Solicita on Document references FAR 52.212‐2‐ Evalua on‐Commercial Products and Commercial Services. Nov 2021. It states the following,” Price and Technical Capability. The Government will apply a Lowest price technically acceptable source selec on process. The decision to award will be made on the basis of the lowest evaluated price of proposals mee ng or exceeding the acceptability standards for non‐cost factors. Proposals are evaluated for acceptability but not ranked using the non‐ cost/price factors.”

a) What will the bidders be asked to provide to prove Technical Capability?

b) What are the acceptability standards for non‐cost factors?

c) What are the non‐cost factors?

A5. To prove Technical Capability, Offerors must submit a narra ve within their Quality Control Plan (QCP) which demonstrates the Offeror’s understanding of the PWS. The QCP must include a plan on how the Offeror will accomplish the work. The QCP must not merely restate the goals of the PWS. The

QCP should provide the Offeror’s approach to iden fying/addressing HAZMAT survey requirements, Abatement / HAZ waste disposal, environmental protec on, site safety, and site restora on requirements. Refer to PWS para. 1.9. Technical capability is the only non‐cost factor.

Q6. Please provide 2 documents that were referenced in the SOW‐ PWS A achment #5 JBER Natural Resources Management Plan and A achment #6 Unified Facili es Guide Specifica ons (UFGS) 02 41 00 Demoli on. The current A achment 5 in SAM.gov is tled JBER Hazardous Waste Management Plan and A achment 6 is missing in SAM.gov.

A6. JBER Integrated Natural Resources Management Plan is available at h ps://www.jber.jb.mil/Portals/144/Services‐Resources/environmental/public‐ Docs/%28U%29%20JBER%20Integrated%20Natural%20Resources%20Management%20Plan%20%28INR MP%29%2021%20January%202021.pdf.

UFGS Specifica on 02 41 00 is available at h ps://www.wbdg.org/ffc/dod/unified‐facili es‐guide‐ specifica ons‐ufgs/ufgs‐02‐41‐00.

Q7. For clarifica on, Scope of Work (SOW) Sec on 1.1 states that U li es will be located a demolished by Doyon.

a) We understand that the government will cover all costs for that work. Please confirm.

b) If the contractor is to cover / or carry that cost for that scope of work, please provide a dollar value or es mate that each bidder should include in their bid as a con ngent sum.

A7. The u lity has been contracted to complete the demoli on from the point of demarca on to the main feed. Electrical ‐ from the source to transformer and the contractor is responsible from the transformer to the building. Water ‐ The u lity is disconnec ng the water lines from the main and abandoning the rest in place. Sewer ‐ the u lity is disconnec ng from the main and abandoning the rest in place. Gas ‐ capped at the main, regulators removed, and remaining underground pipe abandoned in place by u lity.

Q8. As a complete hazardous materials and hazardous waste survey is required for each building‐ per SOW sec on 1.4.1, please provide a dollar value or es mate that each bidder should include in their bid as a con ngent sum for expenditure on aspects of the project that were unforeseen or unforeseeable at the me of bid prepara on. Allowing each contractor to carry various costs for unknown hazardous materials disposal places risk on both the Owner/Government and Contractor.

A8. For this requirement, the contractor is required to complete hazardous materials and hazardous waste survey for buildings 455‐458, including tes ng, test reports and iden fica on of all hazardous containing materials and lead containing materials that exist, as well as remove and properly dispose of all hazardous materials and hazardous waste, including but not limited to, asbestos and lead‐containing materials, fluorescent bulbs, ballasts, glycol, thermostats and other reportable materials in accordance with the JBER SUPPLIMENTAL HAZ‐MAT SPECS, local, state, and federal regula ons. The Government currently has limited survey informa on for these buildings, included in bid informa on, and it is assumed that the contractor may encounter asbestos and/or other hazardous material.

Addi onally, while not required, contractors are able to sample areas prior to submi ng a proposal at their own discre on.

Q9. Are the dumpster enclosures and concrete pads shown on the plans [As‐Built Drawing sheet, SE and SW corner of Bldg 456] (C‐101) to be demolished and removed?

A9. Yes.

Q10. Were other plans (from construc on or renova on projects) available for any of the four buildings? If yes, please provide copies or a link for access.

A10. Public contract reports indicate work was done in 2013, 2014, 2015; by ASRC Civil Construc on, and White Mountain Construc on. No records/plans were found; files were past their reten on date and likely destroyed.

Q11. Could you please provide a specifica on and plan sheet for the sidewalk and curb that is to be installed post‐demoli on. We want to make sure that each bidder is providing the same finished product for you.

A11. Unified Facili es Criteria (UFC) UFC 3‐250‐01 Chapter. 9‐8 and 13‐6 refer to UFC 3‐201‐01; UFC 3‐ 201‐01 Chapter 2‐11.1 contains the specifica on for sidewalks. Chapter 2‐11.2 is for curbs.

Q12. For site restora on, is there a compac on or other guideline to follow for the material below the topsoil [subsoil]?

A12. Unfied Facili es Guidelines Specifica ons (UFGS) 31 23 00.00 20, Excava on and Fill. Para. 3.10.1, General Site recommends 85‐90%, or another determined percentage of ASTM standards. Since the contractor will be using, most likely some borrow material from a source on JBER, the compac on rate normally used for an area like this is 90%, however, without knowing the material composi on it is difficult to get an accurate compac on rate. The Government will only require the contractor to compact the material in li s, but we will not require compac on tes ng. The contractor needs to compact the area so it doesn't sink so they won't need to fill the area with topsoil a second me.

Q13. PWS para 1.7.4 reads: The Contractor shall remove and dispose of all mechanical equipment within building 57, 1113, and 1114, and properly remove and dispose of any hazardous material and hazardous waste from any equipment prior to disposal. [Was this meant to be included/pertain to Bldgs 455‐458?]

A13. PWS para 1.7.4 was updated with the correct building numbers.

Q14. Please confirm the contractor must be Small Business Administra on (SBA) Economically Disadvantage Woman‐Owned Small Business (EDWOSB) cer fied.

A14. Offerors must be cer fied as EDWOSB in the System for Award Management (SAM), or have a pending applica on with the SBA. If the apparent successful offeror’s applica on is s ll pending with the SBA, the procedures at 13 CFR 127.504(a) will be followed.

Q15. Please confirm the contractor is responsible for removing approximately 2,500 – 3,000 LF of 4’ wood fencing.

A15. Confirmed, though the contractor is required to verify all measurements and the Gov’t will not be responsible for missed quan es.

Q16. Have the building materials and paints been tested for PCB content? There is no landfill in the state of Alaska that will accept materials or paints containing PCBs in concentra ons greater than 1 ppm. If the materials and paints have been tested, please provide the results. If not, please confirm that if the materials/paints DO contain PCBs in concentra ons greater than 1 ppm, the addi onal costs associated with shipping and disposing of the demoli on debris outside of Alaska will be handled as a Changed Condi on, and the Contractor will be compensated for addi onal costs.

A16. No, please see test results.

Q17. Changes in applicable standards and methods of tes ng for hazardous waste characteriza on are currently being evaluated by the State of Alaska Solid Waste Program as being not protec ve enough of the environment at in‐state unlined disposal facili es and may result in changes to current legisla on during the period of performance. Accordingly, the findings of the HBM surveys may be invalidated, wholly or in part, by changes beyond the Contractor or USAF control that would require addi onal tes ng with no limits to compensa on required for said evalua on. To account for these current regulatory condi ons and to formulate a representa ve baseline cost for all bidders, should contractors assume all iden fied HBM as RCRA hazardous waste requiring out of state disposal?

A17. There are 2 courses of ac on. One would be to conduct the addi onal TCLP sampling for disposal at an unlined landfill and the second would be to con nue to TCLP sample as usual and dispose of all non‐RCRA hazardous lead waste at a lined class I or II municipal solid waste landfill. Basically, ADEC is s ll ok with the tradi onal TCLP sampling method if the waste goes to a lined landfill.

Q18. FAR provision 52.212‐1 requests a Quality Control Plan that includes a Demoli on and Safety Plan.

Contractor means and methods are considered proprietary. Normally this work is paid for during the period of performance post‐award. Reques ng this informa on pre‐award seems overly burdensome for small business. Please consider alternate language and post‐bid requirements to determine bidder qualifica on. For example:

OFFERORS QUALIFICATIONS:

To establish its responsibility, the apparent low bidder may be requested by the Government prior to award, to submit a statement regarding her previous experience in performing comparable work, her business and technical organiza on, financial resources and plant/equipment available to be used in performing the work. This ac on may be requested to determine if the contractor is responsible.

A18. We are not reques ng complete plans for the bid presenta ons, however a brief synopsis of how this will be accomplished is acceptable.

Q19.. Please clarify the number of trees that the Government an cipates transplan ng. Please provide the loca on that the trees will be transplanted to?

A19. Any tree within 10 of the structure can be removed, the inten on is to save as many as possible on the site that can be saved, transplan ng may not be possible.

Q20. Is there a bonding requirement for this project? Given it’s set aside for EDWOSB firms, I did not see any formal bonding requirements.

A20. No bonds are required for this effort.

Q21. The provided hazardous material survey was limited in size and scope. Should the contractor use this survey to assume asbestos is also present in other basement wall systems at non‐sampled buildings?

A21. Refer to PWS. Contractor should assume ACM and PCB is present.

Q22. Will discovery of addi onal hazardous materials during the contractor’s hazardous material survey be handled by change orders?

A22. Discovery of addi onal hazardous materials shall be brought to the Government’s a en on. The Government will make a determina on on how best to proceed.

Q23. There was no es mated quan ty of other regulated materials in the AKEC report for Building 455.

Prior to demoli on, can all other regulated materials iden fied (PCB ballasts, mercury switches, radioac ve exit signs/smoke detectors, Ozone Deple ng Substances, and glycol) be removed by the selected contractor and transferred to TSDF on JBER for disposal?

A23. No, the contractor will be responsible for disposal.

Q24. Can you give us confirma on that a two‐volume offer is required (Price and Technical) and that the technical volume must contain a Quality Control Plan including both a Demoli on Plan and a Safety Plan.

A24. Yes. Please refer to solicita on provision 52.212‐1, Instruc ons to Offerors—Addendum.

Q25. Can you clarify the insurance requirements?

A25. As work is performed on a Government installa on, the clause 52.228‐5 applies. The minimum insurance shall be in accordance with FAR 28.307‐2(a‐c):

a. Employers Liability: at least $100,000.

b. General Liability: Bodily Injury, Comprehensive; at least $500,000 per occurrence

c. Automobile: Comprehensive. Must provide for bodily injury and property damage. $200,000 per person and $500,000 per occurrence. $20,000 per occurrence for property damage.

Q26. Is there a defined project boundary?

A26. Yes

Q27. What is the expected finished grade eleva on for the site? PWS states the site is to be leveled.

A27. Match exis ng ground contours preferably with a slight slope toward the street for drainage.

Q28. Are there any material specifica ons for the backfill material? Will unprocessed borrow (from the government supplied source) suffice for all of the backfill material needed.

A28. There is no material specifica on, however, the material supplied by the Gov’t will suffice for backfill material but the contractor shall an cipate bringing in topsoil.

Q29. Is the government paying for all the u lity disconnect fees under other agreements?

A29. Yes.

Q30. To what extent do the sewer, and water services need to be demolished by the contractor?

A30. The u lity company has been contracted to complete the demoli on from the point of demarca on to the main feed. Electrical: from the source to transformer and the contractor is responsible from the transformer to the building.

Q31. There was a mold contamina on sign on a unit to be demolished. To what extents are mold hazards known?

A31. Unknown, there was a burst pipe event this past winter and we have not been in the buildings since.

Q32.What HVAC system components are an cipated to be reclaimed by Aurora Housing?

A32. All HVAC components have been claimed by Aurora Housing.
