18. With regards to supervisory management the PWS provides little information and is very broad in scope. We request additional information (if possible) for the following: CMMS, financial reporting requirements, Project Management Office, purchasing integration with financial systems, IMS systems, critical positions etc. Without this information, the incumbent has significant advantage.

ANSWER: This is a performance based service contract. The Government is not directing how the work is to be performed and how the company needs to staff personnel.

23. What is the Contractor’s responsibility for providing any tools or equipment needed to complete the requirements of the PWS, or for Government users of the facilities and equipment to complete all their mission requirements? PWS 1.1.1 states that contractor supplies all tools, equipment, and material except as listed in Appendix 3. However, Appendix 3 has no current place to list such items. For example, who will provide and if necessary replace the following: specialized hand tools and equipment, test equipment, calibration services, cranes and hoists, and similar? If the contractor is to purchase these items, are the costs reimbursable (say, under a CAP CLIN, or non-reimbursable under the fixed price)? Who will own all these items at the end of the contract, the contractor, or the Government?

ANSWER: Appendix 3 is complete and anything not listed is the Contractor's responsibility and is not reimbursable.

24. During the latest industry day a briefer stated that the use of NexGen IT as the primary

CMMS was optional, however PWS 1.6 states that the contractor SHALL use NexGen IT as the primary system. Is the NexGen IT system mentioned the standard COTS software package, or has it been modified to meet Government requirements. Please clarify.

ANSWER: Primary CMMS language is being updated in the PWS. NexGen IT has been modified to meet the Government’s needs.

25. PWS 3.3.1 states that the contractor will be provided access to the Government LAN to receive work requests and to allow monitoring of HVAC systems and EMCS. However, the paragraph does not specifically state that any necessary computer equipment and software would also be provided by the Government. Is the Government’s intent to require the contractor to supply all computer hardware and software needed to meet all PWS requirements? If so, will the Government authorize contractor owned computer equipment to access the Government LAN and data systems as needed to accomplish all PWS-required tasks?

ANSWER: See section 3.7.1.

26. What is the spending history for materials for all PM tasking?

ANSWER: Current Contractor has reports annual PM cost of $70K

27. What is the spending history for material for all work tasks under $5K?

28. Historically, how many of the work tasks fell under $5K?

ANSWER: 95% of work task on current contract fell under $5K. PWS has been updated with more accurate workload data, to include estimated labor hours and materiel costs for <$5K and >$5K.

29. Oil Water Separators (OWS) are listed as being maintained under separate contract.

Section 1.6.4.4.21 (p 14) includes requirement for servicing OWS. Are OWS included in the contract?

ANSWER: Yes

30. This paragraph states that “The Contractor shall use NexGen IT as their primary CMMS.” Since many SPs use another CMMS to generate work orders, generate efficiencies (mobile Maximo), interface with their cost and accounting systems, will the Govt permit importing data from an external Maximo flat file into NexGen IT?

ANSWER: Next-gen IT does not support importing any types of data files.

31. Is the $5,000 threshold for work tasks based on labor, subcontractor costs, materials, and supplies?

ANSWER: Yes, the $5K is for subcontractor costs, materials, and supplies cost. Labor is intended to be part of the FFP of contract, see table 1.6.1 of the PWS in conjunction with the workload estimates in the appendices.

32. Is it correct to assume that work task over $5K-$100K work tasks are above and beyond the FFP of the contract?

ANSWER: Yes, see table 1.6.1. Anything outside of the $5K>$100K will be negotiated IAW the Over and Above language.

34. What are the estimated annual pounds associated with Mold abatement?

ANSWER: Mold abatement is minimal <100 lbs.

35. Does 773 CES R&O already have an RCM program?

ANSWER: No

36. Suggest the RCM program be targeted towards critical and/or high value assets vice the entire equipment list (Appendix 7). This allows the RCM Engineer to perform an in-depth analysis and improving the reliability of those critical assets. This could be supplemented with those assets experiencing the low mean time between failures (assets that continually require corrective maintenance).

Currently the Draft PWS states RCMP applies to:

Appendix 7- Equipment to Receive PM Appendix 8- Exterior Workload

Appendix 13-Winter/DE winterize list Appendix 15- Road Signs Appendix 16- EMCS-DDCs We believe it would be beneficial to the government to provide a critical asset listing or focus the SP RCM program on high value assets or a combination of both (e.g. critical assets/systems with an acquisition value greater than $100K).

ANSWER: Yes. The RCM program will be focused on HVAC equipment and critical facilities. This will be reflected in the RFP upon release.

37. What incentives will the Govt provide to enhance the number and type of predictive and condition-based maintenance initiatives the SP might bring? Implementing an RCMP doesn't necessarily promote smart technology.

ANSWER: The Government has not decided on the acquisition approach at this time.
