Q1. Question: The CBA between PKA and The Mountain Home Contractor Aviation Instructor’s Association has expired. Will a new CBA be posted with the updated wages?
A1. In the case where a new CBA has not been agreed upon (and thus has “expired’), by law, terms and conditions such as wages and fringe will continue until a new contract is negotiated between the parties. Therefore, for purposes of FAR 22.1008-2 Successorship with incumbent contractor collective bargaining agreement, all proposals must adhere to the posted CBAs unless updated CBAs are provided on this solicitation.
Q2. Question: Upon review of Section L it is noted that "However, offerors are requested to submit Volume III, Past Performance Information, so that it is received ten (10) calendar days prior to the required due date for proposals" but the request for DoD SAFE received would only be usable one time, and "On 21 February 2022, the Government will send a ‘drop-off request’ through DoD SAFE to the Offeror email provided." This would be less than the 10 days requested for submission of Volume III. Additionally, will two drop off codes be sent (one for Volume III documents and one for the rest of the proposal package)?
A2. The government does not anticipate Volume III, past performance information to exceed the file size allowed to be sent to DOD e-mail addresses. After sending past performance information to the government, follow-up with a separate e-mail containing no attachments indicating that your company has submitted past performance information. DOD SAFE will be utilized in situations where e-mails do not reach the government. The government will confirm receipt of past performance information via e-mail reply.
