About this file

This addendum modifies a solicitation for roof repair services at Building 2316 on Mountain Home Air Force Base. The solicitation is a total small business set-aside with an estimated value between $250,000 and $500,000. The addendum rescinds the requirement to use mechanical fasteners to attach new insulation and vapor barrier directly to the existing roof deck for Section B due to concerns about penetrating existing conduit. Insulation for Section B must now be adhered using adhesives only. Additionally, the requirement to use 4'x8' sections of polyiso insulation is changed to use 4'x4' sections instead. Bidders must submit all proposed materials, adhesives, and installation methods to the Contracting Officer for approval prior to ordering materials. The structural design criteria from the original solicitation remains in effect.

Repair Roof, Dining Hall Fac 2316 Project No. 1068396

Addendum #2 05 November 2019

Reference: Government Statement of Work for Repair Roof, Dining Hall, Fac 2316, Project No. 1068396

1) During a pre-bid site visit to Bldg 2316 on Nov 4, 2019 it was noted that several runs of metal conduit are attached directly to the bottom of B deck. Mechanical fasteners used to attach HD fiberboard and new insulation to the existing roof deck could penetrate conduit when installed and interrupt electrical, fire protection, and other utilities inside the building. It has been decided to install the PVC roofing system in Section B as a completely adhered system. The requirement to secure insulation using penetrating type fasteners as stated in Section 07 22 00, paragraph

3.2.1 is rescinded. No mechanical fasteners shall be used to attach the HD fiberboard, the R-30 insulation, or the vapor barrier directly to the existing metal roof deck. The requirement to install 4’x 8’ sections of polyiso insulation is changed to install 4’x 4’ sections of polyiso insulation instead.

2) The requirement for the new PVC roofing system to meet the Structural Design Criteria as stated in the Statement of Work remains. Contractor shall be responsible to comply with roofing manufacturer’s material and installation requirements. All materials, adhesives, and installation requirements associated with Addendum 2 shall be submitted to the Contracting Officer for approval prior to ordering materials.

3) The reference to EPDM 90 mil membrane in Section 07 22 00, paragraph 2.5 is incorrect. Any additional references to EPDM membrane in these contract documents should be ignored.
