FA4897-19-B-A007 Repair Sewer Lines Questions and Answers

Q: Do you have a time frame when we mite see the CIPP plans ?

A: No

Q: Want to make sure that UV cured CIPP is acceptable it meets/exceeds all specified requirements, there is no smell of styrene, no resin loss and no contaminated water to dispose of at the end of the installation.

A: No. CIPP materials and installation must comply with requirements listed in the contract documents.

No alternative CIPP material or installation methods will be considered.

Q: Is there existing CCTV video available that we can view and also can we get depths of the manholes that the work is taking place through?

A: Video 1 link: https://youtu.be/BJauUD94Hk0 Video 2 link: https://www.youtube.com/watch?v=RJh1DEHf87E&feature=youtu.be

Q: Per the attached index, the pipe size and length has been determined. Is there any further informaiton that might not have made it to the solicitation, Amendment 1 and 2 that could help us determine these figures.

A: No further information is available. Videos of each pipe section showing current conditions will be made available as part of the pre-bid site visit.

Q: Advertisement and Specifications state 150 days for time of completion from the Notice to Proceed.

Is it the intent to award the project and have it completed in 2019 or is the time frame flexible enough to allow for early 2020 work?

A: Construction is required to start and to complete within the period of performance listed unless there are delays due to adverse weather conditions or other unforeseen conditions.

Q: Are the depths of the manholes available for each pipe segment requiring repair and/or rehabilitation?

A: No. Depths of manholes are not available.

Q: Are videos of the pipelines requiring repairs available?

A: Video 1 link: https://youtu.be/BJauUD94Hk0 Video 2 link: https://www.youtube.com/watch?v=RJh1DEHf87E&feature=youtu.be

Q: On the plans, page GI004 (Sheet 4 of 14) there are 2 color coded schedules of work, the orange Structural section is detailed in the following pages, the blue Operation & Maintenance is not detailed that I can find.

1. What are the requirements for these blue sections of pipeline? Cleaning & Video Inspection per PACP protocol? Cleaning and videotaping requirements are listed in the specifications.

2. What are the sizes, lengths and locations of these blue sections if work is required?

3. Is a list of these segments, along with the above needed information available? (Size, Depth, Length, Location) A: 1) Pipe sections highlighted in blue indicate point repair(s). Line section Bldg 1126 to D3B has been mislabeled. This section also requires a point repair.

2) Review contract drawings.

3) Information such as size, depth, length, and location of individual pipe sections will need to be reviewed and determined by contractor, based on what information is available in the project documents.

Q: For the Following Locations would a Cured-In-Place-Pipe Point Repair (CIPP Pt. Repair) be an acceptable method of repair?

1. Plans Page PP01, Repairs A & C

2. Plans Page PP03, Repairs A & C

3. Plans Page PP04, Repair A A: No. Repair A and Repair C refer to separate sewer line segments. The directions provided in the drawings must be followed for point repairs. No alternative repairs will be considered.

Q: Plans Page PP04 requires 24” CIPP Rehabilitation to take place near the fuel storage depot. Signs indicate that no open flame can be used within 50’ of that area and contractors will likely need access inside that range with heat sources (Diesel Fired Boiler Trucks).

1. What will the process be to ensure everyone’s safety and the safety of the surrounding property during construction?

2. How will contractors be able to access that area to complete construction as entry & exit will likely happen multiple times with multiple vehicles/equipment?

A: 1) The base fire department and the fuel storage facility management will be contacted and will provide necessary safety precautions that the contractor will be required to follow while working inside the fenced area surrounding the fuel yard. 2) CE will coordinate with the fuel storage facility management to allow contractor access when required.

Q: Normal Duty hours are between 7 am & 5 pm on post, will work be permitted outside of the normal duty hours?

CIPP Work typically does not stop until the work is complete and can run over 10 hours straight if any issues are encountered during the installation and/or curing process.

A: As of now no however, that can be addressed on a case by case bases by CE

Q: The Trench excavation detail calls for a trench width of exterior pipe diameter plus 2’ on each side, this would make each trench a minimum of 54” wide, would it be acceptable to narrow the minimum distance to 12” or 18” on each side of the pipe in order to reduce the excavation footprint?

A: No. Follow the required trench width for outside of each pipe diameter as listed in the Typical Trench Detail.

Q: As this work is on an Air Force Base (Federal Installation), is the work Tax Exempt? State Tax Exempt?

A: No, this is not Tax exempt

A: Specific information regarding location proximity average and depth average for bidding purposes is not available.

Q: Per the attached CIPP Line Segment index, the pipe size and length has been determined for the first 6 line items . Are there pipe sizes and lengths figured for the remaining 7 designations?

A: Only those sewer line sections requiring either immediate repairs or CCCP liners within 1 year are listed in the lower right corner of Drawings PP01 – PP06. Other sewer line segments highlighted in blue or orange on the site plan have been identified as requiring maintenance or repairs that may be completed at a future date under another contract.

Suggestion from a contractor: Bypass pumping of sewer pipes can be a traffic control nightmare. Vylon Slipliner pipe can be installed in live sewers without the need to bypass pump. The process does not require a specialty contractor either. The pipe can be used for pipes from 24 to 60 diameter. If we can ever answer any questions, let me know.

A. Section 33 01 30.72, Item 3.3 (Bypassing Existing Sewage flows) instructions must be followed. No alternatives to bypass flows will be considered.
