Combined Synopsis/Solicitation for
ACC/A4 Access Control System (ACS) Update from
ACC AMIC/PKAB
Joint Base Langley-Eustis, VA 23665
18 August 2025
This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. A written quote is required (an oral offer will not be accepted). Submission of the quote must be in accordance with FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services. The solicitation will be evaluated and awarded per the prescribed procedures of FAR Part 13 as a Purchase Order (PO). The PO will be awarded to the Offeror whose quote represents the best value to the Government based on the evaluation criteria included herein.
1. The solicitation number is FA489025Q0008 and is hereby issued as a request for quotation (RFQ).
2. This acquisition is for a PO to be issued under North American Industry Classification System (NAICS) code 334290, Other Communications Equipment Manufacturing, with a size standard of
800. This acquisition is being solicited as a small business set-aside under this NAICS Code.
3. This RFQ is issued in accordance with FAR Part 13 to update the existing Access Control System (ACS) for ACC/A4DX at Joint Base Langley-Eustis, VA. Please take note that the facility currently has a Genetec Advantage Security Center 5.9.3.0 installed. This RFQ is summarized in the below table.

4. The Government intends to award a single PO as a result of this RFQ. A quote that does not conform to the solicitation will be considered ineligible for award.
5. The Government reserves the right to cancel this RFQ, either before or after the closing date. The Government has no obligation to reimburse an Offeror for any costs incurred in the development of the quote.
6. The CLIN Structure is below. Please provide a quote for the requested items and structure your quote IAW Table 2. The Offeror shall submit a quote that meets the requirements in Table 2, Attachment 1 – ACC/A4DX Statement of Work (SOW), Attachment 2 – Bldg 681 Genetec ACS Update, and Attachment 3 – Bldg 681 Map of New and Existing Doors. Again, please take note that the facility currently has a Genetec Advantage Security Center 5.9.3.0 installed.
The quote must include sufficient detail to support a technical analysis of the proposed ACS update and conform to the requirements of this RFQ and its attachments; any exceptions should be submitted with your quote. The Government is requesting that the quote also include pricing for a five-year Service Plan; however, the Government will only fund the first year of the Service Plan at contract award.

7. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Products and
Commercial Services, applies to this acquisition. Addendum to this provision is as follows:
a. GENERAL INFORMATION: To ensure timely and equitable quote evaluation, the Offeror must comply with the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this RFQ. Non-conformance with these instructions may result in an unfavorable evaluation. Failure to meet a solicitation requirement may result in the quote being ineligible for award.
b. QUOTE PREPERATION INSTRUCTIONS: The Offeror shall include with its submission:
i. A quote for the requested items structured IAW Table 2 above.
c. SUBMISSION OF QUOTE. The quote shall be submitted via email no later than 26 August 2025 @ 1:00 PM EST to jennifer.judkins@us.af.mil and timothy.overby.1@us.af.mil.
Incomplete and late quotes will not be considered for evaluation. Offerors are solely responsible for ensuring the Government receives any submission prior to the established response deadline.

d. SYSTEM FOR AWARD MANAGEMENT. The firm must be registered in the System for Award Management (SAM) database at (www.sam.gov) to be considered for award. The prospective awardee shall be registered in the System for Award Management (SAM) prior to award, during performance, and through final payment of a contract agreement, IAW FAR 52.204-7, System for Award Management. Also, IAW FAR 52.204-13, System for Award Management Maintenance, a contractor is responsible for the accuracy and completeness of the data within the SAM database and is required to review and update their SAM registration on an annual basis.
e. Additionally, the firm must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of quote submittal. UEI, Cage Code, Tax ID, and Terms & Conditions shall be submitted with the quote.
8. The provision at FAR 52.212-2, Evaluation – Commercial Products and Commercial Services, applies to this acquisition.
As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows:
Evaluation—Commercial Products and Commercial Services (Nov 2021)
a. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
i. Technical Acceptability
ii. Price
9. BASIS OF AWARD
a. Award will be made in accordance with FAR Part 13 procedures, the procedures specified in the RFQ and on the basis of the lowest priced quote meeting the acceptability standards. A PO may be awarded to a contractor who is deemed responsible IAW FAR 9.1, as supplemented, whose quote conforms the RFQ’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the RFQ instructions) and is judged, based on the evaluation factors, to represent the technically acceptable quote with the lowest price.
b. The Government intends to make award based on the initial quote submissions without conducting interchanges. Therefore, each offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges using Interchange Notices (INs) if, during the evaluation, it is determined to be in the best interest of the Government. Offeror responses to INs will be considered in making the award decision. Interchanges may be conducted with one, some or all Offerors as the Government is not required to conduct interchanges with any or all contractors responding to this RFQ.

10. TECHNICAL ACCEPTABILITY
a. The quote will be evaluated against the following Technical Acceptability criteria. An Unacceptable rating on any criteria in this section renders the entire quote unacceptable, and therefore ineligible for award.
i. The quote shall include a cover letter that contains the Offeror’s name, address, CAGE Code, UEI, Business Size under NAICS Code 334290, and Company Point of Contact email and phone number. The cover letter shall also include a statement that the Offeror’s quote is valid for three (3) months from the quote due date and a statement acknowledging any RFQ amendments.
ii. Acceptability will be determined by the Offeror’s ability to demonstrate a clear understanding of the scope of work and their capability to fulfill this requirement for ACC/A4. To fulfill this requirement for ACC/A4, the Offeror must be able to submit a quote that meets the requirements in Table 2 above, Attachment 1 – ACC/A4DX Statement of Work (SOW), Attachment 2 – Bldg 681 Genetec ACS Update, and Attachment 3 – Bldg 681 Map of New and Existing Doors. As stated above, please take note that the facility currently has a Genetec Advantage Security Center 5.9.3.0 installed. An Offeror who cannot provide this will be determined ineligible for award. Please see the table below for the Acceptable/Unacceptable rating definitions.
Rating Definition Acceptable The quote demonstrates a clear understanding of the scope of work and the Offeror’s capability to fulfill this requirement for ACC/A4. The quote includes pricing for the required items and is structured IAW Table 2 above. The quote meets the requirements in Table 2, Attachment 1 – ACC/A4DX Statement of Work (SOW), Attachment 2 – Bldg 681 Genetec ACS Update, and Attachment 3 – Bldg 681 Map of New and Existing Doors.
Unacceptable The quote does not demonstrate a clear understanding of the scope of work and the Offeror’s capability to fulfill this requirement for ACC/A4. The quote does not include pricing for the required items and is not structured IAW Table 2 above. The quote does not meet the requirements in Table 2, Attachment 1 – ACC/A4DX Statement of Work (SOW), Attachment 2 – Bldg 681 Genetec ACS Update, and Attachment 3 – Bldg 681 Map of New and Existing Doors.
11. PRICE
a. The Government will organize the quotes based on the lowest price and will evaluate the lowest priced Offeror for technical acceptability first. If the lowest priced Offeror is technically acceptable and that offer represents the best value for the Government, award of the PO will be made to that Offeror. This process will cease once the lowest priced technically acceptable quote is selected.
i. The price evaluation will be based on the Offeror’s total quoted price for the required items.
ii. Additionally, pricing will be evaluated for completeness and reasonableness. An Offeror whose price is determined to be incomplete or unreasonable will not be considered for award.
1. Completeness: The quote will be reviewed to determine the extent to which all price elements have been addressed. To be considered complete, the Offeror shall provide a quote for the requested items and structure the quote IAW Table 2 above.
2. Reasonableness: For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques in FAR Part 13.
12. The Offeror is advised to include a completed copy of the provision at FAR 52.212-3, DEV 2025- O0004, Offeror Representations and Certifications-Commercial Products and Commercial Services. (DEVIATION 2025-O0003 and 2025-O0004), with its offer.
13. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.
