Response to Questions for ACC ACTS FA4890-22-R-0010
Industry Question #1: The PoP in the RFP shows 12 months for the base and each option year (5 options), with no extension reflected. The Pricing Schedule Attachment included in the solicitation reflects a 6-month base and then 12 months for the option years (5 options) plus a 6-month extension. Can the Government clarify which is correct?
Government Response: It is the government’s hope that the contract is awarded in time to have a full 12 month base year with 5 1-year options following and the RFP reflects those full periods. The length of base year in the Pricing Schedule attachment can be adjusted to reflect a more real time and up to date length of the base year as the award is made. If used by a proposing contractor, the pricing schedule can be changed by altering the number of hours on the OCONUS and CONUS Site Detail tabs, respectively. Additionally, the 6 month extension is reflected in the RFP by the inclusion of FAR 52.217-8, Option to Extend Services clause and the evaluated price will be included in the review for approval of the contract award.
Industry Question #2: PWS v3.7 para. 3.5.5.1.3, page 46 – it is our understanding that contractors do not have correct access/permissions to the Procurement Integrated Enterprise Environment (PIEE) to accomplish these tasks as stated. Can the government please confirm if offerors will still be required to accomplish these tasks as stated?
Government Response: PWS para. 3.5.5.1.3 and Tech Exhibit 1 have been amended to clarify contractors responsibilities regarding GFP/GFE documentation.
Industry Question #3: PWS v3.7 Appendix 8J para. 5.2, page 123 – can the government clarify this paragraph and expected impact to OY3 for this solicitation?
Government Response: PWS Appendix 8J para. 5.2 is no longer applicable and has been deleted.
