About this file
This document contains the questions and answers from a site visit for the Air Combat Training Systems (ACTS) Operations, Maintenance, and Engineering (OM&E) contract opportunity. The site visit covered requirements for network and projector support at Seymour Johnson AFB, including expectations for 40-hour work weeks and reimbursable travel. Additional questions addressed system compatibility with new pod and display technologies, frequency of VIP visits, communications equipment locations, involvement of Communications Squadrons, and transition plans for the incumbent contract. The related federal contract opportunity notice seeks non-personal services for ACTS OM&E support at multiple Air Force bases and one Air Combat Command center. Support may include locations geographically separated from primary ACTS sites. Draft RFP documents are available for review with feedback requested by March 9, 2022. The opportunity is issued by the Air Force Air Combat Command Acquisition Management Integration Center.

ACTS OM&E Contract Site Visit Questions
Seymour Johnson AFB, NC
Thursday, 7 April, 2022 (0900‐1200)
Official Questions Submitted in Writing:
1. Are the 40 hours/week requirements for Projo & Network support requiring travel to other sites?
Gov’t Response: The 40‐hour week would cover wherever the Projo or Network Engineer are working. If travel is required, the contractor would submit a travel request for government‐ approval. Travel expenses are reimbursable per the PWS. If the travel also requires overtime
(above the 40‐hour work week), the contractor would submit an overtime request for government approval. Overtime rates are pre‐negotiated per the PWS.
2. Would Travel be a separate fund or should contractor build in the cost if travel is not covered?
Gov’t Response: Travel for government‐approved events is reimbursable per the PWS. The contractor is expected to cover costs for travel related to their business processes and program management of the contract.
3. Can we get a copy of the slides (presented today)?
Gov’t Response: Site Visit slides are posted.
Unofficial Questions Asked During the Visit:
1. Will the New P6 pods work with the new display systems?
Gov’t Response: Yes, current and future display systems will be agnostic to the type of pod flown so they will display P6 data as well as P5 data.
2. How often do VIPs visit the War Room?
Gov’t Response: Recently, it’s only been a couple times per year at SJ. For projecting workload, VIP visits or other government‐personnel visits are essentially system training (at a high level) and fall under the requirement for training provided to government personnel in the PWS (para 3.5.5.6) which are projected as quarterly at each location for a class size of 3 to
8 people.
3. How far from the War Room is the communications equipment located at other locations?
Gov’t Response: It varies by base. Some bases have more than one off‐site location. Most off‐ site locations are within a 3‐hour travel radius.
4. Is there Communications Squadron involvement in the maintenance of the equipment?
Gov’t Response: The local Communications Squadron typically covers up to their demarcation point for system/network interconnectivity. The local Communications Squadron also covers core service connectivity typically to the wall plug (phone, NIPRNET/SIPRNET connections, etc.)
5. Does the current contract have a “cut over” (transition) plan?
Gov’t Response: Yes, the current contract has an Outgoing Transition plan and all proposals will be required to provide both an incoming and outgoing plan as well.
6. Does the Government foresee the current contract and subsequently the award of the new requirement being pushed out further?
Gov’t Response: It is not the government’s intent to push the award of the recompete, however, things sometime happen that are beyond our control.
