2"Duration: Constant 24/365 usage" What is the required degree of reliability? And what is current network reliability?Att 1 - D-3The sensors will operate 24/7/365 and the expectation is 100%. The AF network reliabilty goal is 99%
3"The system must compare loadable SXXI data/text data with a complete EMOE picture and identify any anomalies." How often will this data be loaded/updated?Att 1 - D-5The SXXI data base can be updated weekly for the AOR.
4Does the requirement to load SXXI data (D-5), which is often classified, contradict Item D-10 which asserts unclassified security?Att 1 - D-5, D-10The majority of the SXXI datbase is unclassifed. The user is responsible for loading any unclassified SXXI data into the vendors system so the vendors system can compare what is legal (in SXXI database) and what is not or is an anomoliy
5"Data must be accessible back to a central command and control system within 2 seconds of signal activation." What is the current network hosting environment, throughput/bandwidth, storage available, routing rules, and reliability?Att 1 - D-7This information is not releaseable at this time. Reliabilty goal is 99%
6Must Spectrum Monitoring System software and storage be hosted on the Air Force Network? The contractor has no control over network issues (downtime, latency) if hosted by AFNET. Would a secure web-based cloud solution which would ensure a high degree of speed, reliability, and virtually unlimited storage be acceptable?Att 1 - D-3, D-7 and 13A secure web based cloud solution is acceptable as long as it stores unclassified information, and can be assessable only to authorized government personnel.
7The system must have the ability to add new sensors at a later date and be able to remotely monitor at least 100 sites/nodes. How is this demonstrated/how is a future capability metric met in Phase 1?Att 1 - D-8The vendor's system must have the capability to add nodes; up to 100. For example. If the control station was installed at Base X with 5 nodes, and later there was a need to add 95 additional nodes at Base X, Base Y, and Base Z, can the system add and support the 100 nodes for remote monitoring? The metric can be met in phase one in the technical proposal by describing if and how the proposed system is capable of incorporating additional nodes at a later date, listing the number of nodes that can be added for remote monitoring, and any other pertinent information to demonstrate the system can meet this requirement.
8"All collected data must be accessible only by Government personnel." Does this include contractor personnel supporting this effort?Att 1 - D-12It will include contractors that are performing spectrum management duties for HQ ACC/A6OF.
9"All collected data must be accessible only by Government personnel." What is the minimum desired level and mode of access authorization (i.e. password, 2FA, CAC) understanding that some modes are more costly to implement?Att 1 - D-12The intent is that any data collected can not be sent back to or collected/analyzed by a vendor. There is no minium level or mode of access authorization as long as access can be restricted to Government personnel only.
10"System must have ATO/ATC on Air Force Network within 6 months of award." Is the sponsor prepared to support this process to ensure timely execution of Governmental responsibilities in obtaining ATO/ATC?Att 1 - D-13Yes - Government can support.
11The contractor shall provide all installation. Will the installation be on an existing platform (e.g., tower/roof) or is a platform build within scope/required? Is there power and network connection at the site, and is site planning, such as environmental study and permits/air space clearance required?Att 1 - D-14The Government will facilitate installation on an existing platform. The Government will ensure sure power and network connections are available at the time of installation.
12The location, environment, terrain and buildings in the area of the sensor(s) impact the ability of the spectrum monitoring system to have a complete view of the EMOE and the optimal solution (e.g., number and type of sensor). Will the Government provide the specific location spectrum monitoring is required? Please provide the location where the monitoring system equipment is to be installed.Att 1 - D2 and D-14The Government and Contractor will determine the best installation location on Langley AFB after award. The agreed upon location will represent the area that can obtain the maximum/best coverage based on the contractor's proposed equipment and coverage range. The Government will ensure power and network connections are available once the install takes place.
13The contractor shall provide On-Site training after installation. Is this a single session? How many users are envisioned and what is their background?Att 1 - D-15The length and number of training sessions shall be proposed by the contractor. There will be no more then 10 government individuals in the training. These individuals will have knowledge of spectrum monitoring systems, but will require training on the specific system proposed.
14The contractor shall provide 12 months on-call technical support. Is this Mon-Fri 8 to 5 or a 24/7 support requirement? Will the technical support need to be available by phone only, or on-site?Att 1 - D-16M-F 8-1700, phone
15The contractor shall provide a minimum one-year warranty to include all parts and software. Is the warranty limited to issues affecting functionality? What is the review process for warranty claims/resolution?Att 1 - D-17Warranties shall be in accordance with FAR 12.404. The warranty claim/resolution process will be handled the same as a commercial warranty, and the contractor will include the post-award warranty administration procedures with their warranty.
16"Must have data mapping" - what is meant by data mapping - GIS?Att 1 - E-8The ability to add RF transmissions to the earth service to show location and spatial patterns/relationships through xml or vendor software managing the spectrum monitoring system.
17As stated in the RFQ, the plan is to respond to answers to questions on or about 3 September and the Quote submission is due 9 September. The responses to questions are critical to complete the quote submission. Therefore, due to the limited time between answers to questions and the quote due date, to include the Labor Day holiday weekend; we would like to respectfully request an extension to the due date of 1 week (or 16 September).RFQ Solicitation item #10Due to End of Fiscal Year funding restrictions, the due date can only be extended to 11 Sep 20.
18Who is responsible for providing power and communications (i.e.CAT6/7) cabling and services to the sensor locations (i.e. pole and/or tower)? Does this need to be included in our quote/proposal?Power and network (ethernet) will be provided by Government.
19What is the requirement for area coverage? Is it 1 square mile or 5 square miles? Both are mentioned in the specifications document and the Pricing Worksheet lists 5 miles for both CLIN0001 and CLIN0002. Just want to make sure we understand what’s required for CLIN0001 and CLIN0002.The system must be capable of providing coverage of up to 10 sq miles. For Pricing purposes, the Base Requirement for CLIN0001 is 1 sq mile. Offerors have the ability to quote 5 sq miles of coverage under CLIN0001 if they choose to provide this feature within the CLIN0001 ceiling price of $350K. If 5 sq miles pricing is not included under CLIN0001, it shall be included in CLIN0002 Pricing. All features listed in Attachment 1, Paragraphs D & E must be priced under CLIN001 or 0002, it is up to the offeror which CLIN the Paragraph E functions are listed.
