About this file

This document contains a pricing worksheet for a federal contract solicitation seeking a spectrum monitoring system. The solicitation is seeking proposals for a basic spectrum monitoring system as well as optional additional capabilities. The basic system must include minimum functions for monitoring spectrum usage, while the optional capabilities cover enhancements such as increased monitoring area, long-term data storage, signal detection and analysis, weatherproofing, and an expanded frequency range from 300kHz to 18GHz. Offerors must provide pricing for both the basic system and any optional capabilities they are proposing. The solicitation is being issued by the Department of the Air Force Air Combat Command for Langley Air Force Base, with proposals due by the date and time specified in the combined synopsis/solicitation document.

CLIN 0002 OPTIONAL CLINIncluded Capabilities from Attachment 1 - Paragraph EPrice
Additional Features from Attachment 1 - Paragraph E not included under CLIN0001

E1 - Ability to monitor up to 5 square miles and be replicated in other locations up to 10 square miles E2 - Record usage w/time & location with the ability to record and store 24/7 recordings for at least 30 days E3 - Ability to RF unknown signals E4 - Capability to send notifications for systems alters via email or messaging format E5 - System can use In-Phase/Quadrature (IQ) data and Fast Fourier Transform (FFT) to show changes in magnitude and/or amplitude and phase of a sine wave E6 - System has the ability to record or capture user defined portions of the EMS in both the In IQ and FFT modes in graphical user interface that shows frequency, signal duration, and approximate origin location. Each sensor will be able to store captured spectrum locally, or transfer to a central database via network connection E7 - The spectrum sweep of each sensor is programmable, but the system range must cover the whole spectrum.

E8 - System has data mapping E9 - System has tailorable automated frequency channel occupancy reporting and alerting E10 - The system must be able detect, identify, and locate Commercial off the shelf (COTS) Drones. Send early warning indication notifications to the command and control system within 5 seconds of detections, identification, and location.

E11 - 13) Unmanned Aircraft System (UAS) detection - The system must be able detect and locate Unmanned Aircraft Systems. Send early warning indication notifications to the command and control system within 5 seconds of detections, identification, and location.

E12 - Spectrum resolution must be refinable to 10 kHz w/software programmable gain/attenuation, as well as antenna switch controls that cover the entire spectrum E13 - The system must be weatherproof in an enclosure suitable for desert locations.

E14 - The system must be able to host demodulating applications for AM, and FM signals for audio processing.

E15 - The system shall enhance user understanding of the signals of interest to correlate RF energy with known parametrics against a user defined database E16 - Frequency Range: 300 kHz to 18 GHz E17 - System is optimized for pulse or continuous wave (CW) collects E1 - Ability to monitor up to 5 square miles and be replicated in other locations up to 10 square miles E2 - Record usage w/time & location with the ability to record and store 24/7 recordings for at least 30 days E3 - Ability to RF unknown signals E4 - Capability to send notifications for systems alters via email or messaging format E5 - System can use In-Phase/Quadrature (IQ) data and Fast Fourier Transform (FFT) to show changes in magnitude and/or amplitude and phase of a sine wave E6 - System has the ability to record or capture user defined portions of the EMS in both the In IQ and FFT modes in graphical user interface that shows frequency, signal duration, and approximate origin location.
