ATTACHMENT 1 – SPECTRUM MONITORING SYSTEM SPECIFICATIONS

HQ ACC, LANGLEY AIR FORCE BASE (AFB)

SPECTRUM MONITORING SYSTEM

A. DESCRIPTION

The Directorate of Cyberspace and Information Dominance (ACC/A6) is seeking delivery, installation, and training for a fixed-site and portable Radio frequency (RF) spectrum monitoring system.

The planned outcome is for Langley AFB to have spectrum monitoring sensors and associated antennas in place on towers or poles at fixed locations that allow for all or some areas of the base to be monitored. The established framework for this requirement may be used to establish spectrum monitoring systems at additional ACC Installations.

B. BACKGROUND

ACC/A6 current operations do not capture the Electromagnetic Spectrum (EMS) operating environment (OE) and future threats to achieve EMS superiority. There is currently no way to de-conflict authorized spectrum assignments with what is being transmitted. Also, it is unknown when or where new transmissions occur unless they interfere with active links. The future of Electromagnetic Battle Management (EMBM) is still being defined, but it is known that protecting the base by defending and monitoring the Electromagnetic Environment (EME) will be a priority for future conflicts. Beyond conflict, the EMS is increasingly becoming more constrained/congested; ACC needs to have the ability to monitor and defend the spectrum at each ACC installation. The future goal, via a separate requirement is to deploy monitoring nodes at each ACC base and have the ability to monitor the EME from HQ ACC, Langley.

Planned Production Description:

ACC/A6 directorate plans to acquire a pilot Spectrum Monitoring system to implement a fixed-site commercial system to actively manage and monitor the radio frequency spectrum at Langley AFB VA and possibly, at all ACC Installations via a separate acquisition based on the lessons learned from the acquisition and implementation of this pilot system. The Contractor shall provide all labor, materials and travel to design, develop, install, and test a turn-key spectrum monitoring and recording capability that will make it possible to monitor and record the RF environment at Langley AFB VA. While this requirement will just be implemented at Langley AFB, the proposed system must be able to be configured to add additional sites. The Government will complete infrastructure connectivity with engineering support from the Contractor. The Contractor shall provide training and support ongoing hardware, software, technical support, warranty, software updates and provide design and test documentation.

The contractor shall also implement an industry leading spectrum monitoring, detection and identifying solution to actively monitor the Electromagnetic Operating Environment (EMOE) at Langley AFB VA with the ability to scale out to all ACC bases. Ability to monitor the EMOE at each base from one central location, Langley AFB.

C. DELIVERY PERIOD

The spectrum monitoring system installation shall be complete within 6 months after contract award or if ATO is not achieved until the 6th month, within 1 month after ATO approval, not to exceed 7 months.

D. PILOT SPECTRUM MONITORING SYSTEM MINIMUM REQUIREMENTS

(CLIN0001): The contractor’s proposal shall include pricing for a system that includes the following minimum requirements that will be included under CLIN0001:

1) Frequency Range: 30 MHz to 12 GHz, with a sensitivity of 125dBM

2) Monitor up to 1 square mile

3) Duration: Constant 24/365 usage

4) Integrations: Ability to include ACC known frequencies from Spectrum XXI files/text files.

5) The system must compare loadable SXXI data/text data with a complete EMOE picture and identify any anomalies.

6) The system must be self-learning and operate autonomously, record noted information, and notify users when unauthorized usage of the EMS occurs.

7) Data must be accessible back to a central command and control system within 2 seconds of signal activation.

8) The system must have the ability to add new sensors at a later date and be able to remotely monitor at least 100 sites/nodes.

9) Vendor must offer a portable/deployable RF monitoring system that will reach back to the control system via network and have same capabilities as the fixed monitoring system.

10) Security Requirements: This requirement is unclassified. Contractors having Government security clearance shall not be required.

11) The system must be capable of automatically or manually determining the modulation type.

12) All collected data must be accessible only by Government personnel

13) System must have ATO/ATC on Air Force Network within 6 months of award

14) The contractor shall provide all installation.

15) The contractor shall provide On-Site training after installation.

16) The contractor shall provide 12 months on-call technical support via phone that is available Monday-Friday 8:00AM – 5:00PM EST.

17) The contractor shall provide a minimum one-year warranty to include all parts and software, consistent with commercial warranties in accordance with FAR 12.404.

E. ADDITIONAL SYSTEM FUNCTIONS: The contractor’s technical solution must also meet the following requirements. The contractor must demonstrate that their system can be configured to meet these additional requirements under CLIN0001 or CLIN0002.

1) Monitoring EME Area at Langley: Up to 5 square miles and able to be replicated in other locations with a monitoring range of up to 10 square miles (pricing not required under this acquisition for 10 square miles of coverage at any location, to meet this requirement the offeror must provide pricing for monitoring up to 5 square miles at Langley AFB and assert the system has the ability to monitor up to 10 square miles).

2) Archiving: Record spectrum usage with time and locations (but no need to record intelligence of signal). System database shall have the ability to record and store 24/7 recordings for at least 30 days

3) Direction finding: Ability to RF unknown signals

4) System must have the capability to send notifications for system alerts via email or messaging format

5) System shall use IQ data and FFT to show changes in magnitude and/or amplitude and phase of a sine wave.

6) The system must support the ability to record or capture user defined portions of the

EMS in both In-phase/Quadrature (I/Q) and Fast Fourier Transform (FFT) (Amplitude, Frequency, and Time) modes in a Graphical User Interface that shows frequency, signal duration, and approximate origin location. Each sensor will be able to store captured spectrum locally, or transfer to a central database via a network connection.

7) The spectrum sweep of each sensor is programmable, but the system range must cover the whole spectrum.

9) Must be able to have tailorable automated frequency channel occupancy reporting and alerting

10) Drone detection - The system must be able detect, identify, and locate Commercial off the shelf (COTS) Drones. Send early warning indication notifications to the command and control system within 5 seconds of detections, identification, and location.

11) Unmanned Aircraft System (UAS) detection - The system must be able detect and locate Unmanned Aircraft Systems. Send early warning indication notifications to the command and control system within 5 seconds of detections, identification, and location.

12) Spectrum resolution must be refinable to 10 kHz with software programmable gain/attenuation, as well as antenna switch controls that cover the entire spectrum range.

13) The system must be weatherproof in an enclosure suitable for desert locations.

14) The system must be able to host demodulating applications for AM, and FM signals for audio processing.

15) System shall enhance user understanding of the signals of interest to correlate RF energy with known paramedics against a user defined database.

16) Frequency Range: 300 kHz to 18 GHz

17) Must be optimized for pulse or continuous wave (CW) collects
