SECTION A
DESCRIPTION OF SERVICES
1.0. SCOPE OF WORK
1.1. Mission: United States Air Forces Central Command (USAFCENT) is the air component of United States Central Command (USCENTCOM), a regional unified command. USAFCENT is responsible for air operations (either unilaterally or in concert with coalition partners) and developing contingency plans in support of national objectives for USCENTCOM's 20-nation Area of Responsibility (AOR) in Southwest Asia and boarding Areas of Interest (AOI).
1.2. Scope: AFCENT A3 requires Aviation Command and Control Operations and Maintenance (ACCOM) Services at bases and airfields located within the USCENTCOM's 20-nation Area of Responsibility (AOR) in Southwest Asia and boarding Areas of Interest. The program supports USAFCENT A3 requirements for air traffic control (ATC) operations, airfield management (AM), air to ground communications operations and maintenance, surveillance and precision radar systems operations and maintenance, voice communications systems operations and maintenance, aviation C2, navigational aids (NAVAIDS), and aviation weather observing and sensing systems operations and maintenance at multiple locations. Current service locations are as follows: Afghanistan, Bahrain, Iraq, Jordan, Kuwait/6667, Qatar and United Arab Emirates (UAE). Additional locations and countries as necessary to support AFCENT mission requirements.
1.3. Objective: The objective of this Performance Work Statement (PWS) is to define the requirements for a Contractor-provided 24/7 365 days a year service including, but not limited to labor and personnel necessary to perform the ACCOM mission. The Contractor shall provide a solution to perform maintenance, operations, and sustainment efforts necessary to effectively execute all required support activities.
2.0. PROGRAM MANAGEMENT
2.1. Program Manager: The Contractor shall provide a CONUS-based Program Manager as the single point of contact with the authority to act on behalf of the Contractor on all matters as they relate to this contract, including all administrative matters. The Program Manager or designated alternate shall be available to respond to Government inquiries within one (1) hour of initial notification.
| 2.2. | Program Management Plan: The Contractor shall develop, implement, and maintain a comprehensive program management plan that addresses the Contractor’s enterprise management approach to ensuring personnel, resources, life cycle management, training, site management, employment in peace, time of war, evacuations, expeditionary site, and security throughout all locations of the contract. The plan shall also address the specific topics listed below. The Program Management Plan shall be provided not later than (NLT) 30-days after contract award and be updated annually in accordance with (Appendix E, Deliverables). |
| 2.2.1. | Human Resources Plan: The Contractor shall provide overall management, supervision, personnel, and services necessary to execute requirements at the ACCOM Sites, to include, but not limited to: medical services for Duties Not Including Controlling (DNIC) actions, hiring all personnel; determining how personnel will be qualified, certified, retained, and terminated, compliance with a Contractor-developed Drug screening program; and following laws, directives, and regulations of the U.S. Government and Host Nation (HN), The Human Resources Plan shall include the Contractor’s staffing plan for each site. All vacancies shall be filled within 30 days or a mitigation plan shall be provided. For key personnel, a mitigation plan shall be provided within 15 days of notification of the vacancy. (Appendix E, Deliverables) |
2.2.2. Training Plan: The Contractor shall develop a Training Plan to ensure continuous compliance with all contract requirements. The Contractor will also maintain individual training records to document training requirements for each individual assigned to maintenance, logistics, ATC, and AM positions. The Contractor shall maintain each training record at the individual’s work location and make available to Government representatives upon request. (Appendix E, Deliverables)
2.2.3. Site Management Plan: The site management plan shall demonstrate how the contractor shall provide effective site management services, leadership for contractor personnel, and be responsible for execution of all contracted ACCOM site activities as defined in this PWS.
2.2.3.1. The Contractor shall identify a Site Lead and alternate Site Lead who will be responsible for support and management for each site. The Site Lead/alternate Site Lead shall also liaise with the Contracting Officer’s Representative (COR)/Liaison Officer (LNO) for fulfillment of contractual requirements.
2.2.3.2. The Contractor shall staff each site with personnel sufficient to provide the ACCOM Services. The Contractor shall utilize technically qualified personnel to perform the tasks outlined herein.
2.2.4. Management Information System (MIS): The Contractor shall develop, administer, maintain, utilize and provide Government access to a MIS. The MIS location and access instructions shall be delivered to the Government NLT 30 calendar days after contract award. All deliverables shall be posted to the MIS and notification provided to the government as specified in (Appendix E, Deliverables).
2.3. Performance Direction: The Contractor shall perform in accordance with the PWS or Contracting Officer’s (CO) direction. The Contractor shall notify the CO if direction outside the scope of this PWS occurs and shall not perform that work until such time it is authorized by the CO.
2.4. Meetings: The Contractor shall attend and support meetings and conferences convened by the CO or Program Manager. The Government will reimburse the Contractor for any Government-directed travel to support conferences, meetings, and reviews. Travel will be reimbursed IAW FAR 31.205-46 – Travel Costs. All trips shall be IAW regulatory requirements and all travel shall occur on an “as needed” basis. Travel costs cannot exceed the not-to-exceed (NTE) value cited in the applicable pricing model.
2.4.1. Contract Kickoff Meeting: The Contractor shall participate in a contract kickoff meeting with the requirement owner, Government Program Manager (PM), CO, COR, functional representatives, and others as required. The Government will coordinate and schedule the kick-off meeting. The meeting is projected to occur within 30 days of contract award.
2.4.2. Program Management Review (PMR): The contractor shall attend and support semi-annual Program Management Reviews (PMR) when required. Additionally, submit agenda items to the government PM when requested.
2.5. Problem Management: The Contractor shall identify, document, and report actual or potential Contractor program management problems and deficiencies to the CO and PM. The Contractor shall report site-specific problems affecting mission accomplishment or Contractor performance to the local Government representative and the Government PM within 6 hours; resolve at site level whenever possible.
2.6. Customer Notification: The Contractor shall notify affected personnel when any activities impact facility, equipment, and/or utility operations. The Contractor shall provide the job order and work request status to customers as requested/required.
2.7. Requests: The Contractor shall provide information and/or recommendations on support and related functions to various agencies or higher headquarters as requested by the CO or PM. (Appendix E, Deliverables).
2.8. Quality Management System (QMS): The Contractor shall implement a comprehensive higher-level QMS compliant with the most current ISO 9001 standards, Section B – Service Summary, and Appendix D – Quality Management System Requirements.
2.8.1. Metrics: The Contractor shall develop, maintain, and analyze achievable metrics for program requirements, and continually explore opportunities for process improvements. The Contractor shall provide the Government access to the metrics.
2.8.2. Corrective Actions: The Contractor shall perform corrective actions for all identified Contractor problems and deficiencies IAW time frames specified by CO.
The Contractor shall provide root cause analysis of problems as requested by the CO or PM.

2.8.3. Compliance Requirements: The Contractor shall comply with applicable U.S. and Host Nation laws, business practices, and restrictions as they pertain to management and execution of this contract.
2.8.4. Deliverables: The Contractor shall submit all deliverables in accordance with Appendix E, Deliverables. Deliverables will be posted to the Management Information System (MIS) identified in para. 2.2.4.
2.9. Financial Management:
2.9.1. Financial Management Report: The Contractor shall prepare and submit an itemized comprehensive monthly financial report in Microsoft Excel that reflects current and all previous fiscal year (FY) contract cost data (Appendix E, Deliverables). The following shall be included as a minimum:
2.9.1.1. A listing of cumulative authorized funding by contract modification and Contract Line Item Number (CLIN) for each FY, a listing of cumulative billing by CLIN, and a listing of cumulative funding by FY and CLIN.
2.9.1.2. A breakout of Firm-Fixed Price (FFP) funding status by CLIN for each FY showing total funded amount, cumulative billed amount, current month billed amount, and funds remaining.
2.9.1.3. A breakout of cost reimbursable funding status for each FY showing total funded amount, current month billed amount, funds remaining, cumulative percentage spent, and cumulative percentage remaining.
2.9.2. Travel Reimbursement:
2.9.2.1. Travel costs shall be based on estimated costs per FAR 31.205-46, Travel Costs. All trips shall be IAW regulatory requirements and all travel shall occur on an “as needed” basis. Travel costs cannot exceed the not-to-exceed (NTE) value cited in the applicable pricing model.
2.9.2.2. The Contractor shall be responsible for all travel arrangements including airline, hotel, and rental car reservations, in addition to meeting foreign travel processing requirements. Travel expenses will be invoiced through Wide Area Work Flow (WAWF) with appropriate receipts for reimbursement by the Government. (Appendix E, Deliverables)
3.0. CONTRACT LOCATION REQUIREMENTS
3.1. Locations:
3.1.1. The contractor shall be responsible for providing required operations and maintenance services at the following locations. These indicate initial services and locations which may be increased or decreased as requirements change.
3.1.2. Jalalabad Airfield/Afghanistan:
Airfield management and ATC services will be required IAW PWS 4.0-5.3. (Excluding para 4.8). Maintenance services are required for systems IAW PWS para 6.0 (excluding para. 6.2) and 7.0.
3.1.3. Ali Al Salem AB, Al Jaber AB, Al Mubarak AB, Site 6667/Kuwait:
Airfield management and ATC Liaison services will be required IAW PWS 4.0-5.3 at Ali Al Salem and Al Jaber (excluding para 4.8). Al Mubarak AB will only require a Deputy Airfield Manager position IAW PWS 4.0-5.3 (excluding para 4.8). Ali Al Salem Liaison controllers will be required to actively control as well. Maintenance services are required for systems IAW PWS para 6.0 (para. 6.2) and 7.0.
3.1.4. Al Asad AB/Iraq:
Airfield management and ATC services will be required IAW PWS 4.0-5.3 (excluding para 4.8). Maintenance services are required and IAW PWS para 6.0 (excluding para. 6.2) and 7.0.
3.1.5. Naval Support Activity (NSA) Bahrain/Bahrain:
Maintenance services are required for systems IAW PWS para 6.0 (excluding para. 6.2) and 7.0.
3.1.6. Al Dhafra AB/U.A.E:
Airfield management and ATC Liaison services will be required IAW PWS 4.0-5.3 (excluding para 4.8). Maintenance services are required for systems IAW PWS para 6.0 and 7.0.
3.1.7. Al Udeid AB/Qatar:
Airfield management will be required IAW PWS 4.0-5.3 (excluding para 4.8). Al Udeid AB will only require a Deputy Airfield Manager position for operations. Maintenance services are required for systems IAW PWS para 6.0 and 7.0 (excluding para. 6.2).
3.1.8. Muwaffaq Salti Air Base (MSAB) AB and Site 6668/Jordan:
Airfield management and ATC Liaison services will be required IAW PWS para 4.0-5.3 (excluding para 4.8). Maintenance services are required for systems IAW PWS para 6.0 (excluding para. 6.2) and 7.0.
3.1.9. Bagram AB/Afghanistan:
Airfield management and ATC services will be required IAW PWS 4.0-5.3 (excluding para 4.8). Maintenance services are required for systems IAW PWS para 6.0 (excluding para. 6.2) and 7.0.
3.1.10. Kandahar, Herat, Kabul, and Mazar-e Sharif (MeS)/Afghanistan:
Maintenance services are required for systems IAW PWS para 6.0 (excluding para. 6.2) and 7.0.
3.1.11. Langley AFB/VA:
Terminal Instrument Procedures (TERPS) services are required to support USCENTCOM's 20-nation Area of Responsibility (AOR) in Southwest Asia and boarding Areas of Interest (AOI. Location of performance will be at ACC/A3AO, Langley AFB VA. TERPS services will be required IAW PWS para 4.8.
3.1.12. Future Optional Requirements:
The potential exists to close sites at current locations, move sites from one location to another, or add sites. Additional CLIN(s) have been established and pre-priced to capture individual operational (ATC/AFM) and maintenance surge capabilities and these will be exercised as needed. To cover significant capability increases there is a Base X CLIN that covers similar services/scope to the baseline capability for Al Asad, Jalalabad, and Jordan to include ATC, Airfield Management and RADAR, airfield, and weather systems maintenance.
4.0. AIR TRAFFIC CONTROL (ATC) OPERATIONS/ATC LIAISON SUPPORT
The contractor shall be capable of providing ATC operational support in AFCENT AOR. The Contractor shall provide qualified air traffic controllers and certify their personnel as required per site mission requirements. The contractor shall staff controller personnel who hold a current Class II Flight Physical. The Contractor shall maintain physical certification and qualification documentation as required. The following tasks are separated into functional operational support:
4.1. Airfield Operations Manager (AOM):
The following tasks shall be the responsibility of the contractor personnel whose position is “Airfield Operations Manager”. The Airfield Operations Manager function supports day-to-day operational schedules and commitments in a safe and cost-effective manner, and shall provide coordination and control of air traffic movement within the applicable area of jurisdiction. The Contractor shall be capable of providing appropriate contracted resources to support the following tasks. This list is not all inclusive and may be supplemented by tasks as outlined in the documents in Appendix B, Publications and Forms.
4.1.1 Specific Tasks: Assist the government authority with the development of Standard/Local Operating Procedures (S/LOPs) in accordance with applicable regulations. Assist the government authority with the collection and safeguarding of accident/incident data in accordance with applicable regulations. Monitor NAVAID system Remote Status Indicators (RSI). RSIs will display the operational status of installed applicable NAVAID systems. Report NAVAID status changes to the Regionalized Maintenance Center (RMC) at Al Udeid Air Base, Qatar. Provide and implement a Contractor-developed training program in accordance with AFI 13-204 v1-3. Provide timely submission of all reports and documentation as required. Ensure compliance with a Contractor-developed Quality Assurance (QA) program. Maintain an up-to-date library of required charts and publications. Provide subject matter expert guidance in the development of documents such as Letters of Agreement (LOA) and Memorandum of Agreement (MOA), as required. Supervise and validate the certification/qualification of personnel. Develop and publish personnel work/watch schedules in response to staffing requirements and consistent with personnel position certifications/qualifications. Provide input for implementing equipment upgrade initiatives. Publish and implement a plan for the retention of logs, flight strips, and other related documentation according to appropriate official records and disposition instructions. Develop and submit various reports as outlined in the PWS such as initial and post-incident, accident and other post-action emergent reports within prescribed limits of controlling directives, instructions, and/or as specified at the task order level. Develop staffing and personnel work schedules to support operations which are dependent on operational site-specific requirements.
4.2. ATC Tower/RADAR/Non-RADAR Facility Operations:
The following tasks shall be the responsibility of the personnel whose position title is “ATC Tower/RADAR/Non-RADAR Facility Operations Chief Controller (CCTLR).” The contractor shall be responsible for the overall supervision and operation of the ATC Tower/RADAR/Non-RADAR facility. At locations that require a host nation liaison position, the CCTLR will manage U.S. contract assets in the overall supervision of the day to day operations. The contractor shall be capable of providing appropriate resources to support the following tasks. This list is not all inclusive and may be supplemented by tasks as outlined in the documents in Appendix B, Publications and Forms.
4.2.1 Specific Tasks: Develop staffing and personnel work schedules to support control facility operations services which are dependent on operational site-specific air traffic requirements, subject to government approval. Track and report on all controllers under DNIC conditions. Controllers who become DNIC for more than 21 consecutive days should be considered for replacement. Maintain flight physician grounding and return to controlling status documentation throughout the contract period of performance. Maintain library of applicable air traffic control/facility directives and standard/local operating procedures (S/LOPs). Maintain operational continuity and Crew Resource Management (CRM) procedures for each shift change over. Recommend personnel for certification/qualification in individual operating positions in accordance with the ATC Training and Certification Plan.
Ensure all controller monthly proficiency is maintained IAW the government predetermined time requirement, and tracked and reported IAW AFI 13-204 directives. Determine and report the operational readiness of tower/radar/non-radar branch ATC equipment as appropriate to the government airfield operations leadership. Supervise and/or participate in flight checks as required. Assist the government in the implementation of procedures for coordination with C2 facilities as required.
Ensure Airfield Operations (AO) voice and data recording media is checked, rotated, secured, and retained in accordance with AFI 13-204v3, Chapter 5. The Airfield Operations Flight Commander (AOF/CC) or CO government appointed representative will maintain custodianship for all voice and data recording media in AO facilities. Provide assistance for the secure storage/custody of voice and data recordings identified by the Government as part of any accident or incident.
4.3. ATC Facility Watch Supervision:
The following tasks shall be the responsibility of the personnel whose position title is “ATC Facility Watch Supervisor (WS)/Senior Controller (SC)/Controller in Charge (CIC).” The contractor shall be responsible for the overall conduct and supervision of the ATC Watch. The contractor shall be capable of providing appropriate resources to support the following tasks. This list is not all inclusive and may be supplemented by tasks as outlined in the documents in Appendix B – Publications and Forms.
4.3.1 Specific Tasks: Ensure proper equipment checks and discrepancy reports are accomplished at the start of each shift. Ensure position proficiency training is accomplished and recorded. Receive complaints; deliver initial report to the designated Government Representative. Apply proper control procedures IAW FAAO 7110.65, International Civil Aviation Organization (ICAO), AFI directives, and applicable Host Nation directives. Utilize effective inter/intra-facility communication. Coordinate with C2 agencies. Initiate the collection and of accident/incident records and forward to the designated Government Representative. Perform initial accident/incident notifications in accordance with local S/LOPs. Review and sign daily facility logs. Maintain physical security in accordance with local S/LOPs. Generate and submit various reports such as discrepancy, incident, accident and other post action emergent reports within prescribed limits of controlling directives, instructions. Maintain staffing and personnel work schedules to support ATC facility watch services which are dependent on operational site-specific requirements.
4.4. Control Tower Operations:
The ATC team, as a whole, shares responsibility for the safe and efficient operation of the air traffic control facility. The control tower operations function requires issuance of clearances and information to aircraft and vehicular traffic operating on runways, taxiways and other designated movement areas of the airfield, and to aircraft operating in the assigned airspace areas. Airborne traffic controlled by the tower will include both Visual Flight Rules (VFR), Instrument Flight Rules (IFR), and Special Visual Flight Rules (SVFR) traffic released to local control jurisdiction. Operational control positions may be added, deleted, combined, or integrated, consistent with pertinent directives in order to meet operational requirements at the discretion of the site specific government leadership. The contractor shall be capable of providing appropriate resources to support the following control positions and functions. This list is not all inclusive and may be supplemented by tasks as outlined in the documents in Appendix B, Publications and Forms.
4.4.1. Control Tower Watch Supervisor. Primary responsibilities of personnel supporting the Control Tower Watch Supervision position shall include the following tasks:
4.4.1.2 Specific Tasks: Manage all day to day facility operations pertaining to maintaining safe and efficient aircraft separation IAW FAAO 7110.65, AFI 13-204v1-4, and AFCENT Supplement 13-204v1-3. Coordinate and supervise the control of aircraft operating in assigned airspace areas and air and surface vehicular traffic operating on runways, taxiways and other designated movement areas on the airfield. Conduct shift crew relief briefings on applicable Notice to Airman (NOTAMs), weather conditions/forecast, equipment status, field conditions and special operations prior to assuming any control position. Assign personnel to operating positions according to an individual’s qualifications and training requirements. Notify responsible Search and Rescue (SAR) and crash/rescue agencies of aircraft distress and other emergencies. Evaluate equipment for operational readiness, recording equipment outages and actions taken to correct any discrepancies. Document all ATC equipment abnormalities. Supervise proper coordination with C2 agencies. Continuously monitor and report NAVAID status. Facilitate daily crew resource management operations. Accomplish operational equipment checks at every shift change. Provide trainee position qualification recommendations. (Operate Mardam-Bey Internet Relay Chat (mIRC) or other communication equipment as directed.
4.4.2. Local Control. Responsible for maintaining continuous visual surveillance of the airport traffic area and other movement areas. Primary responsibilities of personnel supporting the Tower Local Control position may include but are not limited to the following tasks to meet operational mission requirements:
4.4.2.1 Specific Tasks: Shall ensure separation of aircraft, issue safety advisories, and provide flight following as necessary due to frequency congestion and workload. Initiate operational control instructions. Monitor and operate communications equipment. Operate airport lighting, lighting systems and visual landing aids. Conduct notification and dispatch of emergency personnel and equipment for aircraft emergencies and accidents. Utilize approved air traffic control phraseology. Utilize tower radar displays where available. Report all ATC equipment abnormalities to the WS, SC or CIC). Safely and expeditiously coordinate the movement of vehicles operating within aircraft movement areas. Utilize crew resource management procedures. Continuously maintain situational awareness and surveillance of movement areas.
4.4.3. Ground Control. Responsible for exercising general surveillance of the airport movement areas, excluding the runway(s) in use; however, must assist local control in visually scanning all movement areas at all times. Primary responsibilities of personnel supporting the Tower Ground Control position may include but are not limited the following tasks:
4.4.3.1 Specific Tasks: Formulate and issue ground movement clearances to aircraft and vehicles operating on the airport. Disseminate current weather and field condition information, as required. Relay/amend VFR/IFR/SVFR aircraft clearances as required. Safely and expeditiously coordinate the movement of vehicles and taxiing aircraft operating in controlled movement areas. Conduct notifications, dispatch, and control of emergency personnel and equipment for aircraft emergencies and accidents. Utilize daily CRM procedures. Report all ATC equipment abnormalities to the WS/SC/CIC.
4.4.4. Flight Data. Primary responsibilities of personnel supporting the Tower Flight Data position may include but are not limited to the following tasks:
4.4.4.1 Specific Tasks: Operate/coordinate communications equipment associated with the flight data position. Receive and relay airfield status reports and aircraft movement data. Prepare and coordinate flight progress strips. Serve as Clearance Delivery by obtaining, posting and relaying ATC clearances and advisories. Operate the Flight Data Input Output (FDIO) and Automatic Terminal Information Service/Terminal Advisor Service (ATIS/TAS) equipment, or similar equipment as equipped. Utilize ATC approved phraseology. Operate mIRC or other communication equipment as directed. Assist local control in visually scanning the movement area. Report all ATC equipment abnormalities to the WS/SC/CIC.
4.5. RADAR/Non-RADAR Facility Operations:
The radar/non-radar operations function provides en-route and terminal ATC services to IFR and VFR air traffic within the facility’s assigned area of jurisdiction. The scope of services provided will vary according to the site equipment capabilities, the type of delegated airspace, and special use areas assigned. Operating positions may be added, deleted, combined, or integrated, consistent with pertinent directives in order to meet operational requirements. The contractor shall provide radar IFR and VFR services with required radar separation. The contractor shall be capable of providing appropriate contracted resources to support the following RADAR/Non-RADAR operations positions and functions, to include an Automator for ARTS, STARS, or Micro-EARTS ATC automation systems. This list is not all inclusive and may be supplemented by tasks as outlined in the documents in Appendix B, Publications.
4.5.1. Radar/Non-Radar Watch Supervisor: Primary responsibilities of personnel supporting the Radar/Non-Radar Watch Supervisor position shall include the following tasks:
4.5.1.1 Specific Tasks: Coordinate and direct the control of aircraft operating in assigned airspace areas. Conduct shift crew relief briefings on applicable NOTAMs, weather conditions/forecast, equipment status, field conditions and special operations prior to assuming any control position. Assign personnel to operating positions according to an individual’s qualifications and training requirements. Notify responsible SAR and crash/rescue agencies of aircraft distress and other emergencies. Evaluate equipment for operational readiness, recording equipment outages and actions taken to correct any discrepancies. Supervise coordination with C2 agencies. Continuously monitor and report NAVAID status. Facilitate daily crew resource management operations. Accomplish operational equipment checks at every shift change. Implement a flow control as necessary to support this task. Provide controller position qualification recommendations. Report all ATC equipment abnormalities to the facility management.
4.5.2. Approach Control: Approach Control is responsible for coordination and control of all aircraft within the assigned area of jurisdiction. Primary responsibilities of personnel supporting the Approach Control position shall include the following tasks:
4.5.2.1 Specific Tasks: Issue ATC clearances, control instructions, and advisory information to aircraft under approach control jurisdiction. Separate aircraft and issue safety alerts. Coordinate with appropriate operator positions and other facilities. Maintain surveillance of assigned areas and provide radar/non-radar services to aircraft, as required. Determine separation and sequence to be used between aircraft in both a radar/non-radar environment. Initiate/accept radar/non-radar hand-offs from adjacent facilities/sectors. Provide assistance and priority of services to aircraft in emergency situations as defined in local instructions. Utilize any or all other radar operating positions, as necessary. Report all ATC equipment abnormalities to the WS, SC, or CIC.
4.5.3. Departure Control: Departure Control is responsible for ATC services to departing aircraft within the assigned area of jurisdiction and providing radar/non-radar ATC services, as required. Primary responsibilities of personnel supporting the Departure Control position shall include the following tasks:
4.5.3.1 Specific Tasks: Issue clearances and advisory information to aircraft under departure control jurisdiction. Separate aircraft and issue safety alerts to IFR and VFR aircraft under their control. Initiate/accept radar/non-radar hand-offs from adjacent facilities/sectors. Report all ATC equipment abnormalities to the WS, SC, or CIC.
4.5.4. Arrival Control: Arrival Control is responsible for maintaining radar surveillance of the assigned area of jurisdiction and providing radar ATC services as required. Primary responsibilities of personnel supporting the Arrival Control position shall include the following tasks:
4.5.4.1 Specific Tasks: Maintain radar surveillance of the assigned area of jurisdiction and provide radar ATC services to aircraft, as required. Separate aircraft and issue safety alerts to IFR and VFR aircraft under their control. Issue clearances and control instructions to aircraft operating under arrival control jurisdiction. Accept radar handoffs from inter/intra facilities and providing radar ATC services to aircraft, as required, until the aircraft reaches approach minimums or is handed off to final control, or an adjacent facility. Control/monitor IFR arrivals such as PAR, TACAN, ILS, VOR, or Visual Approaches. Report all ATC equipment abnormalities to the WS, SC, or CIC.
4.5.5. Coordinator/Assist: Primary responsibilities of personnel supporting the Coordinator/Assist position shall include the following tasks:
4.5.5.1 Specific Tasks: Operate communications equipment associated with the flight data position. Receive and relay aircraft movement data. Prepare and post flight progress strips. Serve as Clearance Delivery by obtaining, posting and relaying ATC clearances and advisories. Operate Flight Data Input Output (FDIO) equipment. Monitor NAVAID alarm systems. Operate mIRC or other communication equipment as directed. Report all ATC equipment abnormalities to the WS, SC, or CIC.
4.5.6. Final Control: Primary responsibilities of personnel supporting the RADAR/ Final Control position shall include the following tasks:
4.5.6.1 Specific Tasks: Provide instructions necessary for an aircraft to conduct an ASR/PAR approach. Monitor approaches, as specified in Federal Aviation Administration (FAA) Handbook 7110.65, AFI 13-204 volume 3. Report all ATC equipment abnormalities to the WS, SC, or CIC.
4.5.7. En Route Control (RADAR and Non-RADAR): En Route Control is responsible for coordination and control of all instrument traffic within the assigned area of jurisdiction. Primary responsibilities of personnel supporting the RADAR/Non-RADAR En Route Control position shall include the following tasks:
4.5.7.1 Specific Tasks: Issue ATC clearances, control instructions and advisory information to aircraft under en-route control jurisdiction. Coordinate with appropriate operator positions and other facilities. Maintain radar surveillance (radar facilities) of assigned areas and provision of radar/non-radar service to aircraft as required. Determine separation and sequence to be used between aircraft in a radar/non-radar environment. Initiate/accept radar/non-radar hand-offs from adjacent facilities/sectors. Provide assistance and priority of services to aircraft in emergency situations as directed by local instructions. Utilize any or all other operating positions as necessary. Staff personnel for work schedules to support operations and RADAR/non-RADAR services which are dependent on operational site-specific requirements. Develop and submit various reports such as incident, accident and other post action emergent reports within prescribed limits of controlling directives, instructions, and/or as specified at the task order level.
4.6. ATC Liaison Tasks: The ATC Liaison function provides services from within a Radar or Tower ATC facility or an independent facility. The service shall be provided by a qualified tower or radar air traffic control watch supervisor who shall provide technical ATC expertise and advice to host nation ATC personnel. Contractor liaisons shall clarify miscommunications between host nation controllers and US military pilots resulting from language barriers in order to facilitate the safe and expeditious flow of air traffic. They may also be required to provide air traffic guidance to host nation controllers in the interest of flight safety. Liaison duties may involve actively controlling aircraft (as agreed to in an appropriate Memorandum of Understanding/Letter of Agreement (MOU/LOA) with the host nation) and, as such shall be staffed by an experienced controller who holds a current medical Class II Flight Physical. ATC Liaison position shall (as required) repeat/clarify host nation control instructions to ensure understanding and compliance by US military/coalition pilots. The ATC liaison shall make procedural air traffic control decisions based on the best interest of the U.S. government aircraft and assets.
4.7. ATC Training and Standardization Manager/Support: The ATC Training and Standardization Manager (TSM)/support function provides the necessary tools to ensure ATC personnel are properly trained and certified/qualified. The individual holding this position must meet all the same Watch Supervisor as the requirements for the facility they support. The ATC TSM function also provides the vehicle by which ATC personnel are kept current and proficient within their discipline in accordance with the Contractor developed training plan and program. The contractor shall be capable of providing appropriate resources to support the following tasks. This list is not all inclusive and may be supplemented by tasks as outlined in the documents in Appendix B, Publications and Forms.
4.7.1 Specific Tasks: Develop/update/modify the training program (Appendix E, Deliverables) annually, as required or when directed by the CO. Conduct ATC training IAW AFI 13-204 vols 1-3. Maintain documentation of required training and certification throughout the Period of Performance (PoP). Maintain individual training records. Track and document currency requirements and submit reports (Appendix E, Deliverables) to PM as required. Provide position qualification recommendations.
Develop and provide all reports, training plan(s), syllabi, and training analyses by the due dates specified in Appendix E, Deliverables.
4.8. ATC TERPS Tasks: Evaluate, develop, validate and submit for publication instrument flight procedures using US and International criteria. Applies valid FAA, North Atlantic Treaty Organization Standard Agreement for Instrument Approach and Departure Procedures and ICAO procedures for Air Navigation Services (PANS-OPS) criteria to evaluate procedures developed from host nation's instrument procedures development offices based on approved aeronautical information. Steer projects from conception to implementation, and through constant review, to ensure the accuracy and validity of the procedure. Prepares seminars on TERPs criteria and automation programs. Ensures compliance in accordance with applicable national and international standards. This list is not all inclusive and may be supplemented by tasks as outlined in the documents in Appendix B, Publications and Forms.
4.8.1 Specific Tasks: Ensures aeronautical procedures comply with United States, ICAO and NATO design standards for air navigation and air traffic control. Ensures that any deviations from standard criteria are identified and corrected. Corrects any deficiencies and notifies personnel and organization as required. Prepares presentations on US and international criteria changes before change implementation date, and notifies user community. Conducts theater-wide air traffic system review to identify shortfalls in the application of terminal instrument procedure criteria. Researches and validates maps, Aeronautical Information Procedures, aviation information networks, personal queries, intelligence imagery and surveys. Reformat host nation data and designs into the accepted DoD standards. Plans, organizes, and manages initiatives for correcting deficiencies. Coordinates with DoD and host nation air traffic agencies to ensure Air Force procedures meet theater-wide standards. The contractor shall be capable of providing appropriate resources to support the following tasks:
4.8.2. Evaluates existing host nation procedures; ensures accuracy and usability for the end-users. Thoroughly examines aeronautical source documents, identifies and verifies changes and applies changes to the DOD publication in a timely manner. Ensures DoD and international criteria meet existing operational standards. Advises the government on aeronautical information decisions on behalf of AFCENT, based on a thorough knowledge of regulations, aviation procedures, and needs of the USAF throughout the CENTCOM Theater. Aids the government in coordination with foreign aviation authorities and US assistance groups to renovate the aviation structure of developing countries. Conducts annual reviews of instrument procedures for assigned geographic region to ensure adherence to host nation requirements and/or waiver criteria. Coordinates with local authorities and develops TERPS procedures for operations at deployed and contingency locations. Ensures TERPS or waiver criteria are met, and nonstandard requirements are processed. Ensures information is technically accurate and all designs promote safety of flight.
4.8.3. Process Foreign Terminal Instrument Procedures within 7 business days containing no more than 1 error per procedure. Perform monthly maintenance (DVOF, DAFIF, FLIP reviews, (Auto-evaluation for Steady state locations) without error or assistance. Process NOTAM action within two hours of recognition without error and minimal assistance. Execute daily review of NOTAM data to ensure accuracy of published procedures without error. Accurately compile and submit all required data to FAA Flight Check team without error and minimal assistance.
5.0. AIRFIELD MANGEMENT OPERATIONS SUPPORT
Airfield Management Operations Support (AMOPS) is a service dedicated to providing safe airfield operations supporting USAFCENT and numerous Department of Defense and coalition organizations. Airfield Management support is critical due to its role in the tactical airlift mission. Aircrews and their aircraft are the most important customers, and the airfield and airfield management operations are the first impression of the base for many visitors. It is critical that the airfield be kept at a very high state of readiness at all times and that it presents a neat and orderly appearance. Conduct airfield support activities in strict compliance with DoD, Air Force, ICAO, Host Nation and FAA standards IAW site specific requirements. Maintain staffing and personnel work schedules to support ATC facility watch services which are dependent on operational site-specific requirements. Ensure employees meet the training, qualification, and prior experience requirements.
5.1 Airfield Management Support: Personnel must possess the required knowledge, skills, and abilities to manage and inspect the airfield environment for safety and compliance with established Air Force, FAA, lCAO, Host Nation, and NATO airfield planning and design criteria. Provide all services in accordance with applicable directives as listed in Appendix B, Publications and Forms.
5.1.1. Specific Tasks: The essential functions of the Airfield Manager, Airfield Management Support Personnel, Facilities and Equipment, Flight Planning Room, Airfield Driving Program, Determining and Reporting Runway Surface Condition (RSC), Airfield Restrictions and Closure Procedures, and Training shall be met IAW AFI 13-204v1-3 and AFI 13-213. 4.2.3.4.1. In addition, to provide Airfield Management Support through the employment of qualified, knowledgeable personnel with the capability of maintaining situational awareness of airfield activities according to established tours of duty or hours of operations to ensure safe, effective and efficient airfield operations. AMOPS shall comply with the duties and responsibilities listed in AFI 13-204 Volume 3. Airfield management support must have working knowledge and be able to operate via the Global Decision Support System (GDSS).
NOTE: An airfield check is required and performed by the contractor after emergencies, accidents, Indirect Fire (IDF) or other attacks to assess damage to airfield property and coordinate the necessary actions to repair and reopen airfield facilities. Also, when conducting airfield checks, the contractor is responsible for the removal of any Foreign Object Debris (FOD) and animal remains from the aircraft operations surfaces.
5.2 Airfield Manager (AFM): Airfield Manager (AFM): The AFM shall comply with the duties and responsibilities listed in AFI 13-204 Volume 3, paragraph 15.1.1. The AFM shall have Four (4) years of Airfield Management Experience and a minimum of Six (6) years of total airfield operations experience to include the responsibilities described in AFI 13-204v3 at a military or civil airport. Personnel selected to fill AFM must possess an advanced AFM certification or equivalent.
5.2.1. Deputy Airfield Manager (DAFM): The DAFM shall comply with the duties and responsibilities listed in AFI 13-204 Volume 3, paragraph 15.1.2. The DAFM shall have Four (4) years of Airfield Management Experience and may also be used to augment manning in event of temporary manning shortages (leave, staff hiring, etc.). In addition, serves as the Airfield Driving Program Manager. The contractor shall comply with the duties and responsibilities listed in AFI 13-204 Volume 3 and AFI 13-213. Personnel selected to fill DAFM must possess an advanced AFM certification or equivalent.
5.2.2. Airfield Operations Specialist (AOS): The airfield operations specialist shall support aircrew and airfield management activities to ensure safe, effective and efficient airfield operations. The AOS shall comply with the duties and responsibilities listed in AFI 13-204v3, paragraphs 4.6.4, and 15.1.3. This duty position may also be combined with other AM duty positions as necessary if training and experience levels are met for both positions.
5.2.3. Airfield Management Training: The contractor shall provide airfield management support by developing and managing a training program that meets the specifics of initial, recurring and refresher training in order to support aircrew and airfield management activity to ensure safe, effective and efficient airfield operations. Training shall be accomplished and/or performed IAW Air Force standards. The AOS shall comply with the training program requirements, duties, and responsibilities listed in AFI 13-204v3, paragraph 15.1.4. This duty position may also be combined with other AM positions as necessary.
5.2.4. Airfield Management Operations Shift Lead: The Airfield Management Shift Lead shall provide airfield management services by maintaining situational awareness of airfield activities, proficiency in the use of airfield management related equipment, and overall responsibility for the AMOPS section while on duty to ensure safe, effective, and efficient airfield operations. The Airfield Management Shift Lead shall comply with the duties and responsibilities listed in AFI 13-204v3.
5.3. Airfield Management Programs:
5.3.1. Managerial and Documentation Services: All personnel performing bird aircraft strike hazard procedures (BASH) duties under the contract must have the ability to use wildlife control devices, including firearms, as well as any other necessary equipment. All personnel performing the contract must be able to complete and maintain certification to operate a vehicle on the airfield, to include meeting all color vision testing requirements in order to operate a vehicle in the Controlled Movement Area.
5.3.2. Facilities and Equipment Requirements: Maintain and utilize government provided facilities and equipment to effectively manage the airfield and provide quality aircrew support. The facilities the contractor shall use and occupy include the AMOPS section, aircrew lounge/flight planning room (if location permits), and publication rooms IAW AFI 13-204v3. The contractor shall also maintain and utilize other designated rooms or areas to support aircrew and unique airfield requirements.
5.3.3. AMS Vehicle Support: Maintain vehicles to support AMS in order to execute action to include, but not limited to, airfield inspections, emergency response, aircraft mishaps, runway surface…
