ACCOM RFP Q&A

Appendix H

This appendix provides a copy of the RMC CONOPS provided by AFCENT/A3.

Para 1 of the CONOPS states that "This document identifies responsibilities associated with AFCENT's Remote Maintenance (RM) concept for

Navigational Aids (NAVAIDS)." However, there is no definitive list in either this appendix or in the remaining solicitation documents that details which of the AFCENT deployed NAVAIDS have the capability to be connected to the RMC through the NARAS. Since some of the NAVAIDS listed in PWS

Appendix G, Site Location Information, are older systems pre-dating the

USAF development of the RM concept, some systems likely are not capable of RM unless they have been modified since deployment.

Request the Government provide an updated listing for PWS Appendix G, Site Location Information, that details which systems in the Equipment column of the table are capable of RM through the NARAS.

Equipment highlighted in Appendix G are NARAS capable. VSAT at

MeS is currently maintained by the Host Nation. VSAT at Kandahar is

NATO maintained.

Appendix H

This appendix provides a copy of the RMC CONOPS provided by AFCENT/A3.

Para 7.1 of the CONOPS provides a list of applicable references. One of the referenced documents is the "Architecture/System Description for the

USAFCENT Navigational Aids Remote Access System (NARAS)." This document does not appear to be available through the standard AF publications system and was not provided as part of the solicitation. Since

NARAS is a critical element in the implementation of the RMC CONOPS in this theater, bidders need access to this referenced document to prepare their proposals.

Request the Government provide as part of the solicitation a copy of the

"Architecture/System Description for the USAFCENT Navigational Aids

Remote Access System (NARAS)" document.

The full document contains proprietary information that is not releaseable in the RFP. A summary of the document is provided in

Appendix K.

Appendix J

This appendix provides a copy of the User Logistics Support Summary (ULLS) for the GATR system. Para 1.3 of this document, at the top of page 5, states

"Primary and backup generators and fuel tank(s) are required for all GATR systems or variants, where local shore power is not available at the deployed site. Where local shore power is available, the system will include only an emergency backup generator and fuel tank to provide power during power outages." Table 1-1, Power Requirements by Location, shows that shore power is only available at Bagram Airfield and NSA Bahrain.

Request the Government verify that all GATR systems other than those at

Bagram Airfield and NSA Bahrain do not have shore power and thus must run their generators 24/7 to provide power for operations.

ULLS documents are for reference only. The equipment configuration/power layouts can change based on site needs. The use of shore power versus generators should not affect the offerors proposal.

Offerors should assume the use of generators 24/7.

Appendix J

This appendix provides a copy of the User Logistics Support Summary (ULLS) for the GATR system. Para 1.3.5, Data and Audio Transport, states:

"Transport of signals and mode types between the host base Technical

Control Facility (TCF) or equivalent facility, and the BC3-T are determined by the operating Air Control Squadron (ACS) and responsible Communications

Squadron (CS). Transport modes can be satellite, fiber optic, or network based." However, no reference was provided in this appendix or other solicitation documents to identify how the current GATR systems are connected to their respective TCF or the BC3-T.

Request the Government provide technical data showing how the GATR systems are connected to their respective TCF or the BC3-T.

The Government does not deem the individual red-line diagrams showing the connectivity for each site to be required for a successful proposal. The offeror will be taking over existing architectures at contract award, not installing any new systems. The pertinent red-line diagrams will be provided after award to the successful offeror.

Technicians for the GATR system will be responsible for the connectivity of the data feed to a demarcation point which may include media transport such as coax cable, microwave, fiber, or satellite. The technician should be able to maintain multiple data transportation modes.

Appendix G

This appendix lists "MEARTS" systems at Al Asad AB and Bagram AB.

However, the GFP listings for these sites indicates no GFP for a MEARTS systems at either site. Further, research of existing fielded C2 and ATC systems does not indicate any standard contents, functionality, and support requirements for a MEARTS system as these are typically custom created for the application.

Request the Government clarify the contents and functionality of the

MEARTS systems at Al Asad AB and Bagram AB.

The contents of MEARTS is dependent on the local area maps and needs of the Air Traffic Control requirements. The contents are manipulated by an Air Traffic Controller (Automator). The functionality of these systems includes radar maps, data pulls from radar feeds, and navigational approach plate radar updates and similar functions.

Does a civilian air traffic controller who has previously been certified as a

Controller-in-Charge meet the USAF requirements for Watch Supervisor duties on this contract. If not, will the Air Force make available all of the required training/resource items to contract controllers?

Yes, a civilian controller-in-charge meets the watch supervisor requirement as long as the person has the required amount of career field experience time.

We assume that since vehicles used to perform airfield management official duties on the airfield are provided, vehicles used to perform maintenance work (ATCALS, Radio, HVAC, etc.) on the airfield will also be provided, please clarify No, maintenance vehicles are not provided by the government at Gulf

Coast Country locations referenced in Question 36 of the Q&A part 1.

We understand that contractors are responsible for any vehicle procurement (outside of vehicles used for airfield use). Please clarify whether or not there is a bus and/or similar transportation service available for contractors while on the base. If yes, will the Government provide it at their cost?

There is on-base public transportation. Contractors may use it at no cost.

Question #90 implies that contractors will reside on the base while Question

#101 states they will be staying on the economy in Jordan. Appendix G clearly states that “Contractors will be required to reside on installation”.

Can the government please confirm that contractors will be residing on the base. If yes, will lodging and meals be provided at the Government’s expense.

It is confimed that contractors will be staying on base at both MSAB and Site 6668. Meals and lodging are provided.

Per FAR 52.219-9 (l) “The Contractor shall submit ISRs and SSRs using the web-based eSRS at http://www.esrs.gov. …Only subcontracts involving performance in the United States or its outlying areas should be included in these reports with the exception of subcontracts under a contract awarded by the State Department or any other agency that has statutory or regulatory authority to require subcontracting plans for subcontracts performed outside the United States and its outlying areas.” To formulate the SB Subcontracting Plan for this ACCOM effort, is the contractor to include only subcontracts involving performance in the United States?

The Government encourages strong subcontracting participation for this effort. The goal is that 10% of subcontracting dollars are awarded to small business subcontractors. This does not limit subcontracting to only performance in the US.

If the offeror chooses to subcontract part of their performance outside of the US, this does not need to be put into eSRS. Only subcontracts performed in the US need to be put into eSRS. This does not prevent an offeror from subcontracting performance that is outside the US.

On the Surge Packages tab, the formulas for Tower Watch Supervisor do not match between what is shown for Afghanistan and the other countries.

They appear to be shifted by one for all of the countries other than

Afghanistan. Corrected. Updated pricing matrix included with amendment 4.
