You posted what was identified as an Amendment on Monday August 6, 2018. However, there was no Amendment cover page associated with this posting. We believe we need to acknowledge receipt of all Amendments on the SF33 signature page when we submit the proposal. Will an

Amendment 0001 cover page be posted, or how should we acknowledge receipt?

The SF33 page for Amendment 0001 was uploaded in Amendment 0002.

Sec. L Para

3.1

Section L paragraph 3.1 states the following: 3.1 The proposal as specified in this document shall be sent to the issuing office listed in Block 9 of

Standard Form (SF) 33; on or before the date and time specified in Block 9 of SF33. However, block 9 of the SF33 has not been completed. Will you provide the official due date and time on the SF33?

There was a system issue that would not allow this info to be completed when it was posted originally. This was updated in Amendment 0002.

Sec. L Para

6.1

Section L paragraph 6.1 states the following: 6.1 It is the responsibility of the Offeror to ensure the Contracting Office receives the past performance information. Offerors must use the Past Performance Information (PPI)

Tool (entitled: "ppi_tool.accdb") and Attachment 3, PPI Tool Instructions, uploaded to FedBizOpps to submit past performance information electronically. It does not appear that the link to the PPI Tool was included with the RFP package. When will this link be provided?

The blank Microsoft Access Database file was stripped by FBO. I has been uploaded as part of Amendment 0002

Sec. L Para

6.2

Section L paragraph 6.2 indicates the term “major subcontractor”. Can you define what this term means so that we can determine which of our subcontractors need to submit a past performance citation and a PPI file?

The Government would consider a major subcontractor to be one that will provide 20% or more of the work under this RFP.

9 Subfactor A

The answer to Question 119 posted in July on the FBO site for this solicitation indicates bidders can use an Excel worksheet in Volume I, Subfactor B Transition Strategy for a large amount of content, and it count as one page. Can we use this same logic for an Excel worksheet in

Subfactor A Program Management Plan and allow it to count as one page?

An Excel workbook will be acceptable as well for the Program

Management Plan required in Subfactor A, and will count as one page.

10 Subfactor A

Regarding Subfactor A Program Management Plan, element C, “A workload analysis that clearly explains all proposed training, logistics, deployment requirements, and operational management for each site.

This analysis must clearly show how the Offeror arrived at the proposed manpower and demonstrate how all PWS requirements will be met.” To fully develop a response that describes these things at each site would require a substantial amount of content, which translates to a large number of pages. Given that all of Volume 1 is limited to 75 pages, would it be acceptable to describe all proposed training, logistics, deployment requirements, and operational management for one site only as an example of our workload analysis for the purposes of the proposal version of the Program Management Plan, and then to include those details for all other sites in the deliverable version that is due 30 days after contract award? If not, would you consider increasing the page limit to 100 pages?

All locations must be included in the Offeror's proposal.

As stated above in response to Question 11, an Excel workbook will be acceptable for the Program Management Plan. Worksheets for each site showing the required information will be acceptable for this requirement.

The Excel workbook will only count as one page.

No change will be made to the page limit.

11 PWS 3.1.2

Can you please clarify if 4.5 and 4.6 are required at Jalalabad.

3.1.2. Jalalabad Airfield/Afghanistan:

Airfield management and ATC services will be required IAW PWS 4.0-5.3.

(Excluding para 4.8). Maintenance services are required for systems IAW

PWS para 6.0 (excluding para. 6.2) and 7.0.

4.5 and 4.6 are NOT required at Jalalabad.

Can you please clarify if 4.5 is required at Ali Al Salem and Al Jaber.

PWS 4.0-5.3 (excluding para 4.8). Ali Al Salem Liaison controllers will be required to actively control as well. Maintenance services are required for systems IAW PWS para 6.0 (para. 6.2) and 7.0.

4.0-4.7 are NOT required at Al Mubarak.

Can you please clarify if 4.5 is required at Al Dhafra.

Can you please verify if 4.0 – 4.7 is required at Al Udeid

Can you please clarify for Al Mubarak and Al Udeid AFM if the Deputy is required to work 7 days a week?

Yes, the Deputy AFM function is required 7 days a week.

17 PWS 5.2.1

Can you please clarify the meaning of the Red Text below.

5.2.1. Deputy Airfield Manager (DAFM): The DAFM shall comply with the duties and responsibilities listed in AFI 13-204 Volume 3, paragraph 15.1.2.

The DAFM shall have Four (4) years of Airfield Management Experience and may also be used to augment manning in event of temporary manning shortages (leave, staff hiring, etc.). In addition, serves as the Airfield

Driving Program Manager. The contractor shall comply with the duties and responsibilities listed in AFI 13-204 Volume 3 and AFI 13-213. The

DAFM must have Personnel selected to fill the DAFM must possess an advanced AFM certification or equivalent.

This should state: Personnel selected to fill DAFM must possess an advanced AFM certification or equivalent.

The PWS has been updated to reflect these changes.

C - 5.0

Can you clarify that Al Mubarak is still a work location? It is not listed under PWS SECTION C - 5.0 WORK LOCATIONS.

C. 2.3.2

Section C. 2.3.2. OCONUS Contractor Travel states “for travel to some locations, such as Iraq and site 6667, there may be additional coordination required with AMIC that could impact personnel in-place dates and this should be factored in travel timelines.” Additionally, section 2.3.2.1 provides direction to utilize U.S. Department of State website. The website provides the following guidance for USG contractors for Iraq:

“Government Contractors: The Government of Iraq’s requirements for entry and residency for U.S. government contractors vary based on many factors. Persons traveling to Iraq to work on U.S. government contracts should check with their contracting company and contracting officer’s representative to determine entry and residency procedures and requirements. Contractors receive an Iraqi visa tied specifically to the contract and will be in violation of Iraqi immigration law if found to be violating the terms of the visa, including by overstaying. The process for obtaining these visas can be lengthy, so contractors should apply early and remain in close contact with their contracting company during the visa process.”

Since the information in the RFP and the state department website only allude to some level of government support or country agreements for obtaining entry and residency procedures, please advise and clarify the current AMIC practice with the current level of support the USG provides for the contract to obtain work visas or work permits on the contract.

The Government signs Contractor generated Visa Request Letters that are sent to the Iraqi government by the Contractors.

20 PWS 2.3.2

If there is USG processes specific to contractors working on USG DOD contracts, does AMIC consider the USG support and processes efficiently meet the needs of the contract from a cost and timeframe perspective?

Offeror's concern should only be with fulfilling contractor requirements detailed in PWS Section C. 2.3.2.

21 PWS 2.3.2

What level of support is provided by USG that the offeror can expect for securing entry level visas or meeting residency procedures?

The Government will sign Contractor generated Visa Request Letters to substantiate their employment under the contract. The Government does not provide any support for meeting residency procedures.

Will AMIC, a DOD agency on the contract, or a sponsoring DOD office provide the necessary request letter and be the named sponsor on sponsorship invitation letters that are required to obtain work visas for

USG contract employees in Kuwait?

See response to question 21 above.

23 PWS 2.3.2

If the answer to the preceding question is no, is the expectation the offeror develop their own methods to obtain sponsorships, work visas/permit and residency requirements for the durations necessary to fulfill the contract requirements in the various countries?

The Government assists with Visa requests. Not residency requirements nor permits.

23 PWS 2.3.2

In any country in the RFP, is the current contract operating by USG/host country processes or DOD requirements for obtaining residency and work permits that are unique or specific to locations or this contract, or does

AMIC encourage the offeror to follow non-DOD commercial company practices for obtaining employee sponsorship, work visas and residency requirements?

The Government does not require specific processes. The Offeror can choose to follow commercial practices for obtaining employee sponsorship, work visas and residency requirements if they so choose.

24 PWS 2.3.2

Per Section 2.3.2.1. The Contractor shall ensure that all requirements for foreign travel, as specified in the DoD Foreign Clearance Guide, currently, are met prior to traveling to work locations OCONUS. As part of Foreign

Clearance Guidance compliance, some countries currently require medical and/or emergency evaluation from that country. When traveling

OCONUS, Contractor personnel will have in possession all the documents necessary for foreign travel and in accordance with the U.S. Department of

State website. The Contractor shall ensure all employees meet country clearance requirements within specific timeframes.

Unless the offeror is a current contract holder accessing the DOD Foreign

Clearance Guide isn’t available. Therefore, how does the non-contract holder offeror gain access to the Guide to fully prepare the bid?

Any Offeror who has a .mil, .gov, .int, or .edu email address can request access to the site from the webmaster (EFCG@leidos.com) by sending the following information:

-Full Name

-Unit/Company

-Complete physical mailing address including street, city, state, zip or

APO

-Complete telephone number to include area code and /or country code, city code

-The organization's .mil/.gov/.int/.edu email address

If an Offeror does not have the ability to get a login to the site please contact the CO to make arrangements to view the site.

25 Pricing

Please clarify that the travel NTE provided is to cover all travel related expenses in the course of personnel movement, such as all transportation, lodging, meals and incidentals, mileage, gas, rental cars, etc.?

This NTE is to cover all travel related expenses incurred for Government directed travel and would include those listed in the question.

26 Pricing Any personnel costs for daily living and transportation are priced as part of the FFP CLIN?

This is correct.

27 Pricing Can the fringe rate field be modified to fit the offerors accounting or is it required to follow the average fringe rate formula set up in the model?

As stated in #2 on the Worksheet Instructions sheet: You may adjust formulas to accommodate your rate structure. If you modify the formulas, make sure the results are mathematically accurate, free from formula errors, and are understandable when they are examined. It is the Offeror's responsibility to ensure their pricing submission is accurate and complete.

AND

As stated in #3 on the Worksheet Instructions sheet: You may insert columns to allow for multiple indirect rates, however, the formulas in the blue cells are linked specifically to the rate cells in row 3. If you have multiple rates (for example, more than one overhead), make sure you clearly identify the individual rates and adjust the formulas accordingly.

28 Pricing

The classification for Station has historically been reserved for Flight

Service personnel. Since the FAA contracted all flight service stations, a conformity was requested and issued by the DOL that is higher than the rates listed in the wage determination. Our market research to date shows that contract personnel working TERPS contracts for the FAA and NAVFIG are making substantially more than the wage rates listed in the RFP and possibly working under the Terminal or Center classification. Please confirm that we are to utilize the Station classification for these ATC personnel, or what SCA WD 2015-4341 Rev 8 labor category for TERPs position should be used: 30010 - Air Traffic Control Specialist, Center;

30011 - Air Traffic Control Specialist, Station; or 30012 - Air Traffic Control

Specialist, Terminal?

The correct category to use is 30010 Air Traffic Control Specialist, Center

(HFO).

29 Pricing

The Pricing Matrix (Attachment 4 Section B) provides an opportunity to enter pricing for each of the transition CLINs (CLIN 51 through CLIN 59).

The spreadsheet includes a transition period (3 or 4 months), a cell to enter the unit (monthly} price, and a total that multiplies the unit price times the number of months.

If we need less than the allocated months for transition at a given site, should we prorate the price (i.e. divide the total by the number of months and enter that as the unit price) or may we modify the spreadsheet to adjust the number of months required? If we modify the number of months required for transition, should we also modify the number of months of normal operation during the base year at each site, for a total of 12 between transition and normal operations?

If the offeror chooses to propose fewer months than allocated for transition at a given site, the offeror should prorate the price by dividing the total by the number of months and entering that as the unit price.

The number of months for normal operation shall not be altered. The dates of full performance start shall not be changed.

If an offeror does choose to prorate the transition CLINs it is important to remember that these prorations should be explained in the pricing volume and should be consistent with what the offeror proposed in

Subfactor B.

30 L.6.5.4

The RFP mentions a one (1) page summary. Is this for each of the Past

Performance Projects/References (totaling five pages) or a one page limit for all five?

This is intended to be a one page snapshot that contains all references.

Not separate pages for each reference.

L.6.5.5, L.6.5.6, and

L.6.5.7

These sections seem to request identical information to what is contained in the previous section 6.5.4 (PPI Tool). Are offerors required to complete and submit the PPI Tool printout AND provide additional (duplicate) past performance narrative in Volume II?

There is no need to provide duplicate narratives. All of the past performance information for these sections should be input in the PPI

Tool which must be submitted in the database format: .accdb

32 L.4.5

According to the RFP, “Executive Summary shall be included in Volume I, II, and III – each summary shall not exceed 3 pages”. Does this requirement refer to three different Executive Summaries addressing the contents of the corresponding volume, or one Executive Summary triplicated for inclusion in each volume?

Three different executive summaries should be included to address the contents of the corresponding volumes.

33 L.6.5.7

6.5.7 states that Offerors “must provide a list of no more than three (3) past and present recent and relevant references” but paragraph 6.2 instructs Offerors to provide information for a minimum of three (3) references and a maximum of five (5). Please clarify.

Also, please confirm that “references” refers to Points of Contacts (POC’s) for past performance projects submitted in the PPI Tool.

The "no more than three" verbiage applies only to a first time joint effort for a joint venture and allows each party to said joint venture to submit no more than three references.

The term "reference" means the actual past performance work being done…the offeror is referencing the work they've done. It does not mean the specific POC. Each reference would be for a different contract/subcontract (Ref. 1 - Contract A, Ref. 2- Contract C, etc.)

34 5.2.6.b

Is Microsoft Project an acceptable alternative to an Excel spreadsheet?

Microsoft Project displays all transition activity with start and completion dates in a time phased approach ensuring transition completion within the designated transition period.

The Government's computers do not have MS Project licenses and therefore cannot open Project documents. Excel is the only option that can be used.

35 GFP

There is some confusion regarding the Scheduled Government Furnished

Property (SGFP) form. In many instances throughout the PWS this form is referred to as Attachment #2. However, we cannot locate said Attachment

#2, and in paragraph 17.0 of the PWS it refers to this form as Attachment

#1. Can you please clarify this?

These references to Attachment #1 and Attachment #2 have been removed. The GFP information is provided as Appendix C.

36 GFP

Will the government confirm that there are airfield management vehicles already assigned to the section in Kuwait, UAE, Qatar and Jordan for the contractor to use to perform official duties on the airfield?

There are vehicles assigned to the locations in Kuwait, UAE, Qatar and

Jordan, with the exception of Al Mubarak.

37 GFP

Are there airfield management vehicles already assigned to the section at

Al Mubarak and Al Udeid for the contractor use to perform official duties on the airfield?

There are NO vehicles assigned to Al Mubarak.

There are vehicles assigned to Al Udeid.

Medical

Facilities

Answers provided to previously submitted questions regarding the availability of medical facilities for contractor use at each work location did not provide enough information from which to draw a conclusion about a bidder’s need to include Doc in a Box or other medical support, especially for DNIC scenarios. Only the incumbent bidder knows whether a TMH or other vendor provided medical facility is at each location and available for contractor use. Without more clarity around this specific topic, non-incumbent bidders are at a disadvantage and must include costs for a Doc in the Box or other medical support option while the incumbent will know for certain whether those costs need to be bid. We respectfully ask again that information about medical facilities available at each location be provided. Please reference questions and previously provided responses in the PDF file attached to this email

There are no government provided medical facilities at any of the locations that are available for offeror's routine use. The offeror needs to include required medical services/support in their proposal.

CLIN

numbering

The RFP Section B lists the surge CLINs as 0020, 1021, 2021, 3021, 4021.

The Pricing Matrix (RFP Attachment 4, Worksheet 3-Section B) lists the surge CLINs as 0020, 1020, 2020, 3020, 4020. Will that discrepancy be resolved with an amendment? Section B has been updated to correct the discrepancy.

40 L 7.1

Section L paragraph 7.1 states, “The breakout of costs for CLINs 0020 will include the fully burdened FFP rates strictly used for any future contingency requirements under CLIN 0020 and its subsequent option

CLINs and will be captured in worksheets 4 – 10. Although these rates will not be included in TOEP the Government will evaluate them IAW FAR

15.404-1(b). These rates will be used to drive the FFP packages of work identified in worksheet “11 – Surge Packages” that can be requested by the Government directly under CLINs X020 without requiring a Surge proposal from the Offeror.“ There appears to be a couple inconsistencies between this paragraph and the Attachment 4 – Pricing Matrix. In particular, Tab 11 in the worksheet is TERPS Rates, whereas Tab 12 is Surge

Packages, which is inconsistent with the language in paragraph 7.1. Can you please clarity this discrepancy? Also, are the TERPS Rates included in the Surge Packages? Should the language in paragraph 7.1 read “… captured in worksheets 4 – 11”?

The reference in L.7.1 has been updated to indicate that Worksheet 12 is for Surge Packages.

Although the Government does not anticipate the need for any TERPS

Surge Packages, Worksheet 11 is included to ensure that the requirements of SCA WD 2015-4341 Rev 8 are met for the TERPS employees.

41 Pricing matrix

In a question related to the one above, it appears from the formulas in the

Surge Packages tab (tab 12)of the Pricing Matrix that only Afghanistan rates are included in the Surge Packages. Is that correct? Will there potentially be a surge requirement for any of the other locations?

On Worksheet 12, the formulas include all of the sites for the base and all of the options. While those for Afghanistan are shown first ( Columns

B-P) the other sites are included as you go across the worksheet. For example: the packages for Iraq can be found in columns Q-AE; the packages for Bahrain can be found in columns AF-AT, etc.

PPI Tool

Instructions

Page 7 paragraph 2 of the Attachment 2 PPI Tool Instructions reads, “Select separately each of the two options, “Business Relationships” or

“Past Performance.” The Business Relationships and Past Performance documents will print separately; combine the two to create your Past

Performance Volume.” This instruction implies that we are to print out these reports and include them in Volume II. Please confirm this is correct, and that these reports would be preceded by the one-page summary for each of the [up to] five past performance references These reports should be saved as a PDF file and included, along with the summary. There should not be any paper documents submitted.

PPI Tool

Instructions

Page 7 paragraph 4 of the Attachment 2 PPI Tool Instructions reads, “Follow the submission instructions. Note: Submit an electronic copy (e.g.

CD) of the saved PPI database file with your proposal.” Please confirm that in addition to the printed version of the PPI reference in the question above, we are to also include on the CD in Volume II a Microsoft Access file for each of the PPI records we generate.

The Offeror should include the MS Access database file they complete on the CD for Volume II.

44 Labor Rates

Based on instructions and the answer to DRAFT RFP question 45, the rate sheets are only to establish the labor rates for the surge packages and they are not used for determining the day to day O&M. Therefore, on the labor rate sheets, only capture labor category ODCs anticipated to be incurred in a surge event?

This is correct. Only capture labor category ODCs anticipated to be incurred in a surge event.

So that the Attachment 4 Pricing Matrix aligns with the PWS Appendix F

Position Requirements, would the Government please add the PWS

Appendix F positions of Program Manager and Logistics/ Material

Management Technician to the pricing matrix

There will not be any surge nor WD requirements for these positions so there is no need for the Government to require the rate information for these positions. These will not be added.

46 L.5.2.5.e

Concern/Issue: The most current version of ISO is 9001:2015. The fundamental principles of this version are: context of the organization, leadership, planning, support, operation, performance evaluation, and improvement.

Recommendation: Change L 5.2.5.e to read: “The Offeror shall demonstrate an effective, integrated Quality Management System (QMS) that creates a quality culture and meets the requirements of Appendix D and addresses processes needed to address the fundamental principles of the most current ISO 9001 standard. Processes should include context of the organization, leadership, planning, support, operation, performance evaluation, and improvement.

The Government's intent is for the Offerors to demonstrate that their

QMS utilizes the most current version of the ISO 9001 standards to ensure effective monitoring, measurement and analysis of the elements listed in L.5.2.5.e.

This section will remain as is.

47 M.3.2.2.1.e

Concern/Issue: Annex D, 1.0(b) states:” …any exclusion is limited to the requirements within clause seven.” The requirements of clause seven, product realization, are from ISO 9001:2008. These are now included in

ISO 9001:2015, clause 8.

Recommendation: Change Appendix D, 1.0(b) to read “…any exclusion is limited to the requirements within clause eight.” Adjusted.

Schedule B /

PWS 3.1 (all subparagraph s)

Most CLINs in Schedule B make reference to one or more PWS paragraphs.

However, the CLIN descriptions do not align with the PWS element cited under each CLIN. For example, CLIN 0002 "O&M Kuwait - Base" references

PWS 3.1.6 which is for "Al Dhafra AB/U.A.E"

Please clarify CLIN structure and referenced paragraphs. Adjusted.

Appendix H

This appendix provides a copy of the RMC CONOPS provided by

AFCENT/A3. Para 1 of the CONOPS states that "This document identifies responsibilities associated with AFCENT's Remote Maintenance (RM) concept for Navigational Aids (NAVAIDS)." However, there is no definitive list in either this appendix or in the remaining solicitation documents that details which of the AFCENT deployed NAVAIDS have the capability to be connected to the RMC through the NARAS. Since some of the NAVAIDS listed in PWS Appendix G, Site Location Information, are older systems pre-dating the USAF development of the RM concept, some systems likely are not capable of RM unless they have been modified since deployment.

Asad AB GFP listing has 76 GFP items for the TTRS, including a total of 55 transmitters and receivers. However, the GFP listing for Bagram AB lists only 17 GFP items for the TTRS, of which none are transmitters and receivers. Additionally, the GFP listing for the TTRS at Al Dhafra AB lists only 8 GFP items for the TTRS, of which none are transmitters and receivers. With such variances between the locations, bidders cannot accurately determine the contents, functionality, and support requirements of the TTRS systems at Al Asad AB, Bagram AB, and Al Dhafra

The PPI tool prompts offerors to enter “Business Relationships,” which requires a “percentage of work” entry. If Offerors are the Prime contractor on all the Past Performance references, we assume one (1) business relationship entry with the percentage of work at “100%” even if they employ subcontractors. If that is not correct, please clarify how to adapt the percentage since it does not permit one (1) entry for each reference at

100% for percentage of work.

For Business Relationships, the offeror is inputting information about the business relationships for this RFP effort. Basically, who is the prime and who are the subcontractors for the ACCOM recompete effort you are bidding upon in this proposal.

The actual past performance references are for prior or current contracts. The percentages do not show up in the past performance references.
