PRE-SOLICITATION NOTICE IAW FAR 5.204: This is a pre-solicitation notice only. This notice replaces all previous notices for RFP: FA4890-13-R-0124. Air Combat Command, Acquisition Management Integration Center (ACC AMIC) anticipates issuing the final RFP on/or about 18 Mar 2014 with a closing date on/or about 18 Apr 2014. This will be a competitive acquisition set-aside 100% for small business. The Government intends to make one award from the solicitation. The North American Industry Classification System (NAICS) code for this requirement is 611512 with a small business size standard of $25.5M.
The primary objectives of this contract are: 1) Maximize operational effectiveness and combat capability for the RC/OC-135 / E-4B; 2) To preserve Air Force personnel and material resources. The contractor shall provide CAT/CWD support as required by the Performance Work Statement (PWS) for the 55th Wing, 55th Operations Group, at Offutt AFB, NE and other places of performance as required. Specific tasks for this contract are divided into three categories: 1) CAT, 2) CWD, and 3) General Tasks. The contract objectives shall be fulfilled by providing adequate site management and personnel having the requisite qualifications and security clearances to perform the services. The contractor will conduct academic instruction in support of formal course syllabi, training plans, event lesson plans, and Continuation Training (CT) to formal course students and permanent party aircrew to accomplish required event objectives and specific event tasks. Instructor duties will include providing Air Force or contract maintenance personnel with event data to transform training device events into software format for entry into the training device. The contractor will also support training device instruction, and flight phases of the training covered under this contract. The contractor will develop all courseware using the most current model of Instructional Systems Development (ISD) as defined in AFMAN 36-2234 and AFH 36-2235. Courseware materials will support formal course programs and CT programs, and may be used for resident and non-resident training. Courseware materials are affected by aircraft hardware, software, tactics, local course rules, flight information publications, and safety publications.
Performance will consist of a Phase-In period, one (1) Base Period, and four (4) one-year Option Periods. The Government anticipates making award on/or about 10 Sep 14 with the two month phase-in period scheduled for (1 Feb 15 – 31 Mar 15). Actual contract performance is scheduled to begin 1 Apr 2015.
The Government will use the Internet and email as the primary means of disseminating and exchanging any information concerning this requirement. The draft solicitation and attachments were posted on 18 Feb 14. It is the offeror’s responsibility to monitor the Internet for the release of the Final Solicitation and closing date. A pre-proposal conference is planned to be held at Offutt AFB, NE on/or about 2 Apr 2013. Offerors desiring to attend the conference must pre-register. Registration information shall include the company name and phone number, name of each individual attending to include their social security number. This information is for security purposes and access to the base/facilities. An interested parties listing will be posted with this notice to FBO in order to facilitate teaming and subcontracting opportunities. To be eligible for contract award, offerors must be registered in the System for Award Management (SAM) www.sam.gov.
Interested parties are to submit all correspondence pertaining to this requirement in writing to the POCs listed below. Hard copies of documents posted on FBO will not be made available. The Government will provide an email confirmation of receipt of information. If you have difficulty in emailing your response and/or an email confirmation of receipt is not received in a timely manner, you are encouraged to contact the POCs.
