| No. | RFP Reference | Solicitation Content | Question | Answer |
PWS_Ver_1_12_Feb_2014, paragraphs 3.4.7 and 3.5.1, pg. 17 | 3.4.7. SERVER. All computer and computer related items will meet or exceed HQ ACC TRSS standards. HQ ACC TRSS will review current technology standards on an annual basis. Written policy guidance will be provided establishing the minimum acceptable baseline for computer and computer related equipment. 3.5.1 Server. …Once a contract computer is plugged into the government network it shall comply with all DoD/AF/ANG mandated security and protocol procedures. | Will the Government please provide an AFNIC EPL list? | The govt cannot provide the APL however accessing the Approved Products List is available through the DISA web site at https://aplits.disa.mil
PWS_Ver_1_12_Feb_2014, paragraph 1.5.2.2(4), pg. 6 | (4) Major Block, Baseline or System Changes. …The contractor is required to develop new or revise existing courseware within 60 days of receipt of required program and technical documents or in accordance with the Courseware Development Schedule (CDS) adjustments that have been agreed to by the government and the contractor. | For scheduled major baseline changes, if the contractor is required to develop new or revise existing courseware within 60 days of receipt of required program and technical documents without CDS changes, does the 60-day requirement take precedent in the approved milestones in the CDS? | This development supersedes the CDS. We historically have not exercised this option, but the possibility exists that it could occur and if it did then the 60 day timeline would take precedence over CDS related timelines.
| Should this sentence read: “The contractor is required to develop new or revise existing courseware within 60 days of receipt of required technical documents and in accordance with the Courseware Development Schedule (CDS) adjustments that have been agreed to by the government and the contractor?” | The sentence is correct as written.
PWS_Ver_2_13_Mar_2014, paragraph 1.5.2.2(4), pg. 6 | (4) Major Block, Baseline or System Changes. … If new academic or training device courseware will replace any existing courseware, the government will initiate a Training Improvement Proposal (TIP) to replace the old lesson with the new lesson from the applicable syllabus. Existing academic and training device courseware will be developed using the Review/Revision Process. | a. What information is conveyed in a Training Improvement Proposal? b. Does replacing the old lesson with the new lesson from the applicable syllabus mean the government has an updated syllabus which identifies the new lesson? | A. The TIP identifies proposed changes to a syllabus. I.E., due to xyz upgrade, lesson xxx is removed from the syllabus and lesson xyz replaces it. B. The syllabus usually is not changed for TIPs. Substantial syllabus changes will result in a revised syllabus, which will drive new courseware development.
PWS_ Ver_2_13_Mar_2014, paragraph 1.5.2.2(4), pg. 6 | (4) Major Block, Baseline or System Changes. The contractor will develop new academic and training device courseware or revise existing academic and training device courseware in response to major block, baseline or system change to the RC/OC-135 and E-4B aircraft. The contractor is required to develop new or revise existing courseware within 60 days of receipt of required program and technical documents or in accordance with the Courseware Development Schedule (CDS) adjustments that have been agreed to by the government and the contractor. New academic and training device courseware will be developed at the 100% rate and will reflect a brand new lesson with a new lesson ID. If new academic or training device courseware will replace any existing courseware, the government will initiate a Training Improvement Proposal (TIP) to replace the old lesson with the new lesson from the applicable syllabus. Existing academic and training device courseware will be developed using the Review/Revision Process. | How is courseware development credit calculated when a major system change drives changes to, for example, 75% - 90% of a lesson’s content? | As stated in Paragraph 4, New courseware will be developed at the 100% rate and all other courseware will be developed using the Review (10%) /Revision (30%) process.
PWS Ver_2_13_Mar_2014, paragraph 1.6.11, pg. 11 RFP pg. 29 | PWS 1.6.11 Transition Plan …Phase-In period is planned for 1 Aug 14-30 Sep 14 RFP pg. 29 DELIVERY INFORMATION: CLIN 0001 Delivery Date POP 01-FEB-2015 TO 31-MAR-2015 | PWS transition dates conflict with the RFP CLIN 0001 delivery dates. | The RFP dates are correct, the PWS will be revised to reflect the new PO for Phase In.
PWS_Ver_1_12_Feb_2014, Appendix 1, para 2.1.2, pg. 44 | CONTINUATION TRAINING (CT) EVENTS PER FY15-FY19 Table Note 2: Nav, EWO and ASE events include brief and debrief times. | This note below the CT Events Table mentions ASE events, yet no ASE are shown in the CT table. Is this an oversight? | Correct, it was and oversight and the PWS will be revised.
PWS_Ver_2_13_Mar_2014, para 1.6.6, pg. 10 | The contractor shall provide the initial CDS to the Chief Courseware QPC no later than 45 days after contract award | Can the Government please define the QPC acronym? Is the Chief Courseware QPC the ACC TRSS Det 10/CC? | The QPC acronym is an old term and the PWS will be revised to reflect delivery to the Chief Government Courseware SME.
PWS_Ver_2_13_Mar_2014, para 1.6.7, pg. 10 | The contractor shall publish and distribute the minutes to each attendee and the appropriate Chief SME within 5 business days of the conference/meeting. | Is the Chief SME referenced in 1.6.7 synonymous with Chief Courseware QPC a.k.a ACC TRSS Det 10/CC? | This depends on who is the designated Government SME at the meeting. In the case of Formal Meeting between the contractor and Det 10 it will be the Det /CC.
PWS_Ver_2_13_Mar_2014, para 4.1.4, pg. 20 | The Chief Government Courseware SME will subjectively evaluate the resumes and approve all contractor personnel employed as Instructional Developers and Education Technologists | Is the Chief Government Courseware SME synonymous with the Chief Government Training SME? | Yes, the PWS will be revised to reflect the change.
PWS_Ver_2_13_Mar_2014, para 1.6.6, pg. 10 | The contractor shall provide the initial CDS to the Chief Courseware QPC no later than 45 days after contract award. | It is our understanding that contract award date estimate is Sep 14 and contract transition start date is 1 Feb 15. Providing the initial CDS 45 days after contract award is potentially too early to reflect April 2015 and forward requirements/needs. Would the Government consider requiring the initial CDS 30 days after start of transition to ensure forward requirements/needs are considered? | Yes. See PWS para 1.6.6.
1. Does the 100 page count limit to the technical approach submittal include the required plans? | Yes, per the RFP para 5.6. | |

3. What is the current LMS in use? | The LMS used in para 1.6.14.1 is proprietary to and managed by the contractor. | |
4. Is the LMS also used to keep track of student flight training? | No. Flight training is handled by the FTU. | |
5. The Phase-in period outlined in the PWS para 1.6.11 indicates it is planned for 1 Aug 14 - 30 Sep 14. These dates do align with FBO notification for award and phase in dates. Please confirm planned phase-in dates. | The correct Phase-In dates are 1 Feb to 31 Mar 2015. This will be revised in the PWS. | |
PWS Table of Contents (TOC) – deliverables 8, 10 and 11 listed in the TOC do not match the Appendix 4 Deliverables listed on page 49 of PWS. Please clarify. | Attachments on TOC reference the deliverables which are described on associated pages. This is basically a style guide. For each deliverable listed it presents how the govt would like that product produced. The deliverables on page 49 are a list of all deliverables that the contractor is required to produce. Atch 8 should be Instructional Media Package but Atch 10 and 11 are correct with the TOC. | |
Attachments 10 and 11 listed on page 49 of the PWS (CDS and Test Bank Master Question File) are not the attachments described on pages 64 and 65 (Contractor FT Equivalents and Incorporation of Contractor’s Proposal). Please clarify. | Numbers 10 and 11 in parenthesis on page 49 are deliverables but don't have corresponding attachments explaining them. Explanations for numbers 10 and 11 are found in the PWS (#10 is found in para 1.6.6 and #11 is found in 1.6.8.1). Numbers 1-9 do have attachments to explain them but not 10 and 11. | |

PWS, 1.6.14 | Does the government own the academic database, learning management system, or the training management system software? (PWS, 1.6.14) | The Academic database is govt property. The system running it is owned by the current contractor.
PWS, 1.6.14 | What software and version is currently used for the academic database, learning management system, and the training management system? (PWS, 1.6.14) | The requirement in the PWS for this contract period is not the same as for the previous contract period and doesn't directly apply. Previous contractor systems are not applicable to this contract.
PWS, 1.6.14 | What software is being used to develop the courseware and does the government own it? (PWS, 1.6.14) | Para 1.6.14 addresses the systems to deliver CW and track and manage CW; not developing CW. Please reference Para 1.5.5.4 to answer your question.
PWS section 1.6.14.7 | PWS section 1.6.14.7. states “The system will be able to begin operations on contract start and will be fully functional by the end of the Base Year.” What is the definition of “begin operations”? Please clarify. | The system the contractor uses must have the Ability To Operate (ATO) completed by the contract start and should be able to start running with system hardware/software in-place

The instructor positions which are necessary for CT training must comply with instructor requirements listed in the PWS. |
Is there a specific linguist qualification requirement for contract instructors for this proposal? | No, see PWS Para 4.1.4.2.4 lists the instructor qualifications. |
PWS Appendix 1 Workload Estimate, paragraph 3.4 FY15-19 Courseware Development Chart | When the summary totals of the “New Equivalent” column of the chart are added together, the overall New Equivalent hours total actually equals 729.4 hours not the 709.4 hours indicated. When the New Courseware column of the chart are added together, the overall New Courseware hours total actually equals 304 hours not the 284 hours indicated. It appears that the Syllabi/SRR Prep Support 20 hours was not included in the totals of the chart. Can the government confirm the actual New Equivalent total hours is 729.4 hours and the New Courseware total hours is 304 hours? | Math error has been corrected via PWS version 1, dated 8 Apr 14.
PWS Section/Reference 1.6.14 | If the current Academic Database is COTS, what are the brands/specifications of each component and how many users are supported? | The current Academic Database is not COTS. It is currently a proprietary product of the incumbent contractor.
| a. Learning Management Function Software Brand/Manufacturer & Version: | |||
| b. Training Management Function Software Brand/Manufacturer & Version: | |||
| c. Lastly how many users are required to be supported by a contractor's proposed LMS. | See para 1.6.14.1 If used, the LMS must support all students in the projected PFT and the 338th CTS | ||
What (if any) is the preferred courseware format? (ie. Adobe flash…) | CW Development Standards can be found in para 1.5.5, specifically subpara 1.5.5.4. |
Are the new equivalents that are listed in PWS section 3.4 is expected to be provided by offeror | The "New Equivalent" Column in the FY15-FY19 CW Development Table in Appendix 2 are the hours of CW that the Offeror has to produce each year. The column reflects the number of hours of CW for each category, i.e. Combined ICW/CBT, Instructor-Led Academic CW, Instructor-Led ATDs and Syllabi/SRR Prep. For instance, in the Combined ICW/CBT Row, the amount of estimated New CW to be developed at the 100% percent rate is 4 hours. The amount of 30% Revision rate for the same ICW category is 7 hours, and the 10% Review Rate is 13 hours. So the formula is this: 4 hours new X 1.00 rate = 4 hours; 7 hours X .3 rate = 2.1 hours, and 13 hours X .1 rate = 1.3 hours. Then add 4+2.1+1.3=7.4 New Equivalent Hours. Repeat this formula for all rows in the table and that is how you compute the amount of New Equivalent hours required of the Offeror each year.
The hours listed are gov't requirements for CW production in the various categories and amount of work effort. The specific lessons and work effort are generated and approved within the CDS. See para's xxx and xxx.
What courseware development tools were used in the development of the existing courseware | See Para 4.6.5. |
What overall percentage of the total courseware is classified? | Approximately 25% which covers the CW for the AMS, AA, DLO, ACLA, IIO, SSD courses/programs. |
PWS 3.5 page 17 | Does "all equipment" include contractor supplied computers to produce and deliver classified material as well? Is the contractor required to supply a server and/or CMS for classified (SIPRNET) as well? | Classified CW resides on the computers on the NSANET and is developed using Air Force standarized software (currently Microsoft Office 2010). The CW is stored on PC's on the NSANET that is accessed in the Aircrew Training Center (ATC). The gov't owns all the classified PC's and equipment and software that the contractor would use to develop classified CW. The classified CW is mainly Instructor-Led CW that is presented to the students in a classroom environment. A classified server/LMS/TMS is not necessary.
Training device chart 4.3.2 on page 25 | Can you explain the difference between the column labeled "device" and the one labeled "number of devices"? Please use an example if possible. | Deleted the "Number of Device" Column.
Does the Government furnish telephones? | Yes. See Para 3.3.(4) |
Is there a style guide for lesson slides? | The Gov't doesn't mandate a style guide in the current PWS. The contractor builds its CW using a contractor developed style guide agreeable to the Gov't. |
What buildings currently house CWD activities? | CWD occurs primary in two locations: Dyess Hall and the ATC. |
CLIN 0104 Data Deliverables - are the “deliverables” the ones listed in Appendix 4 of the PWS? | Correct, the data deliverables are anything required by the PWS to be delivered by the conttractor to the government over the life of the contract. (Courseware, Reports, Media). This includes items listed in appendix 4. |
Where would the gov. expect to see the initial and recurring cost of the Academic Database? | The academic database will be maintained throughout the contract period and costs will be spread throughout the contract to maintain it. |
At the Pre-Proposal Conference, the Govt indicated that the chart on PWS page 43 was in error. Will this be corrected in the Govt’s Q&A response early next week or by formal revision to the PWS? | Tables have been corrected via version 1, PWS dated 8 Apr 14 |
Please confirm that the chart on page 46 of the PWS details 2,944 courseware requiring service (i.e. New, Revision, or Review) every year for five years (i.e. 14,720 courseware servicing for five years)? | The 709.4 New Equivalent Hours are the required hours of CW work to be done every year for the 5 year period of the contract. The 2,944 CW hours do not represent the total lesson inventory hours. |
Where is the unclassified courseware currently stored? Is it in PowerPoint/Word format and stored on a NIPRNet LAN drive via Oracle 11 or is Oracle 11 a cloud environment accessible from any computer via internet with proper credentials? | Unclassified CW is digitally stored via contractor provided database/systems. |
For Courseware marked Classified (Confidential or Secret), where is the classified courseware currently stored? Is it in PowerPoint/Word format and stored on a SIPRNet LAN drive via Oracle 11 and accessible from any computer via with proper credentials or is it just on the SIPRNet LAN/WAN? | CWD occurs primary in two locations: Dyess Hall and the ATC. The PWS does not address specific Databases such as Oracle. |
How much of the current courseware (UNCLASS and Classified) is SCORM 2004 compliant? | CW should be developed using the standards stated in Para 1.5.5. ICW/CBT courseware should comply with these standards, specifically para 1.5.5.2. The amount of CW that might need to be SCORMed per year is limited to the total of 7.4 New Equivalent Hours…see the FY-15-19 Courseware Development Table, page 47 |
Will Oracle 11 database and Success Factors software for Evaluation Database licenses be GFE until the courseware is transferred to the new LMS/KMS/CMS database? | The contractor will address in their Transition Plan per Para 1.6.11 any phase-in/phase-out issues regarding software licenses. |
Will any future courseware need to be TS and therefore be required to be stored on JWICS? | JWICS is not used…NSANET is. |
Do we need to launch and run content in multiple classification levels? That is, do we need separate servers/LMS/CMS/KMS licenses for NIPRNet, SIPRNet, JWICS? | The LMS/TMS systems are addressed in para's 1.6.14.1 and 1.6.14.2; these systems handle unclassified CW and are managed by the contractor. No LMS/TMS is currently serving classified CW. |
How many users will need to access the training material concurrently for each classification level (NIPR/SIPR/JWICS)? This helps to determine the licensing costs for the server and Client Access Licenses (CAL). | Doesn't apply at the classified level. The LMS at the unclass level can be open source and'/or commerically based as long as it meets the requirements for training in the PWS. On average, most of the unclass CW is Instructor-Led with a small percentage that is ICW/CBT that would be delivered via an unclassified LMS. See para 1.6.14.1
