INDUSTRY QUESTIONS & ANSWERS AS OF 8 Jan 2014 (Part 3)
111. Will all technical volumes be evaluated regardless of pricing volumes? Or will only the
Lowest Price Technical volumen be evaluated?
No. See Amendment 0003.
112. On the RFP, page 73, section 3.0 of the Evaluation Methodology, what is the process that will be taken for review of the proposals? Will all proposals be reviewed? Will only the lowest cost proposal be opened at first, and if found technically acceptable be chosen for award without review of other proposals? Will all proposals be reviewed and given a score of Pass or Fail, and then costs reviewed?

113. On solicitation, page 54, section 3. Submission of Proposals, What is the process that will be taken for review of the proposals? Will all proposals be reviewed? Will only the lowest cost proposal be opened at first, and if found technically acceptable be chosen for award without review of other proposals? Will all proposals be reviewed and given a score of Pass or Fail, and then costs reviewed? Will the Government consider an all-electronic submission, instead of hard copy submissions?

114.A. PWS, Paragraph 4.1.2.8. Please explain the meaning of T3, M1, M2 and M3 certifications. Rationale: We could not find this nomenclature used in DoD
Manual 8570.1-M Change 3, dated 01/24/2012.

114.B. DoD Manual 8570.1-M does not use the acronyms T3, M1, M2, and M3 specifically. For the purpose of this solicitation is the government equating T3 to IAT Level III and M1/M2/M3 to IAM Level 1, 2, and 3?

115. Question 6. In your answer to the subject question, you comment on the 609th; however, the PWS only requires WSM at the 608th and 612th. Did you mean 612th instead of 609th in your answer to question 6?
Yes, refers only to 608 th and 612

The PWS only requires a Deputy WMS/CM at the 608th and 612th. Did you mean 612th instead of 609th in your answer to question 8?

117. Reference PWS Para 4.1.2 would the government consider an equivalent amount of years of experience in lieu of having a bachelor’s degree? We don’t feel that a degree is indicative of a successful performance especially considering some of the candidates have years of experience working in this environment and with these technologies.

118. Q&A answers like "608th concurs" or "608th recommends", do these answers relate just to or are these answers for all AOCs?
These were the 608
’s inputs so only refer to that unit. However, we’ve consolidated answers from all 3 AOCs and have updated PWS to reflect specific units. See amendment 0003.
119. Q&A question #3 not answered.
Solicitation, Page 75, Section 7, Paragraph 4.2.2.C. “Detail plan to ensure adequate continuity, knowledge and products for critical and existing processes given if there is no transition period. Comment: Recommend the Government remove this evaluation criteria and plan on awarding the contract on time to support the two week transition period as documented in the
PWS. Rationale: The Government has created a criteria that is virtually impossible to satisfy unless you are the incumbent contractor. It is unrealistic to require a non-incumbent bidder to begin performing task requirements without any transition period to hire incumbent personnel or provide overlap with incumbent staffs.

120. Reference PWS page 3, Section 4.1.2.8, which states: “At contract start, Contractor shall possess T3, M1, M2, and M3 certification(s) in accordance with (IAW) Department of Defense
(DoD) Manual 8570.1-M. If system administrative privileges are required at site, Security+ is required (T1 and T2); if Information Assurance Officer (IAO) tasks are assigned IAM Level 1 is also required.”
(1) Which sites require System Administration privileges?
(2) At which sites are IAO tasks assigned?

121.Reference Industry Questions & Answers as of 20 Dec 2013. Q&A #37 states that RFP
Section 4.2.1, Aspect I, item C is “Reworded to show that a Program Manager is required. The individual will be at the contractor’s discretion and by definition, is the key person.” However, Q&A #45 states the Program Manager “is not a separate position.”
(1) Amendment 0001 did not reword Section 4.2.1, Aspect I, item C as stated in Q&A
#37. When will the Government provide the new wording?
(2) The 2 aforementioned Q&As seem contradictory. Is the Program Manager the only key personnel required, and is the Program Manager position separate from the other 14 positions identified in the PWS
A Program Manager is not required. See Amendment 0003 for the revised RFP &
PWS.
