Performance Work Statement (PWS)

For

Numbered Air Force (NAF) Air & Space Operations Center (AOC)

Operational and Technical Services

1.0 BACKGROUND: The AOC weapon system is the senior Command and Control (C2) element of the Theater Air Control System (TACS) and operational level focal point for C2 of air and space forces during Air Force (AF) and combined (coalition)/joint operations. Headquarters

(HQ) Air Combat Command (ACC) is the Lead Command, Combat Air Force (CAF) lead, and force provider of AOC equipment and personnel as an Air Force component of United States

Strategic Command (USSTRATCOM) - [AFGSC], United States Central Command

(USCENTCOM) – [AFCENT], and United States Southern Command (USSOUTHCOM) –

[AFSOUTH]. There are numerous AOC entities at separate locations world-wide, providing fixed and deployable, training and innovation, functional, and manpower augmentation capabilities.

2.0 OBJECTIVE: The objective of this PWS is to acquire specialized contract AOC functional operators, technicians and subject matter experts (SME) to augment and enhance forces and operations at 608 AOC (AFGSC) Barksdale Air Force Base (AFB) LA, 609 AOC (AFCENT)

Shaw AFB SC, 612 AOC (AFSOUTH) Davis Monthan AZ, 15 Air Mobility Operations

Squadron (AMOS) (Travis AFB), 21 AMOS (McGuire AFB), and deployed in the Continental

United States (CONUS) and Outside the Continental United States (OCONUS) AOC locations.

3.0 REFERENCE: Air Force Instruction (AFI) 13-1 AOC Volume 3 Operational Procedures –

Air and Space Operations Center.

4.0 TASK REQUIREMENTS: The Contractor shall assist in the daily execution of operations of the AOC. Specific operational sub-tasks are documented in paragraphs 4.1 – 4.12.

4.1 608, 609, 612 AOC Weapon System Manager (WSM). The contract WSMs shall provide knowledge and expertise with the overall functional and technical operations of the AOC to support responsibilities as outlined in AFI 13-1 AOC Volume 3. Managers will be located at 608

AOC, and 612 AOC; optional manager location is to be determined (TBD).

4.1.1 The Contractor shall:

4.1.1.1 Provide liaison between the AOC Director and the Chief of AOC Systems to ensure approx. 80 AOC Command, Control, Communications, Computer and Intelligence (C4I) systems are setup, configured and operating in a manner that meets operational needs.

4.1.1.2 Work with the Community of Practice (COP) Manager to design, execute, and manage the AOC COP architecture.

4.1.1.3 Coordinate approx. 80 C4I system requirements per month (e.g., systems, software, user account, data, etc.) with the AOC Divisions/Cell/Teams.

4.1.1.4 Submit approx. 80 validated C4I requirements per month to the Chief, AOC

Communications Support Team (CST).

4.1.1.5 Submit user account information to the System Administrator on a daily basis, or as required.

4.1.1.6 Coordinate for sourcing of operational system data (e.g. mapping and imagery data, Air

Tasking Order (ATO)/Airspace Control Order (ACO) databases, etc.) on a daily basis.

4.1.1.7 Validate and prioritize operator approx. 25 User Support Requests on a daily basis.

4.1.1.8 Validate and prioritize C4I system software problem reports (SPR), baseline change requests (BCR), and documentation change requests (DCR) (approx. 20/quarter).

4.1.1.9 Direct, perform and coordinate AOC weapon system (WS) end-to-end validation test prior to and during exercises and operations. Approx. once/month.

4.1.1.10 Ensure receipt of information and proper data exchange from other C4I system equipment into the AOC weapon system on a continuous, daily basis.

4.1.1.11 Ensure systems and versions compatibility with sister and coalition forces on a continuous, daily basis.

4.1.1.12 Establish system access and password issue processes.

4.1.1.13 Establish and modify AOC weapon system profiles and permissions to meet AOC

Divisions/Cell/Team requirements on a continuous, daily basis.

4.1.1.14 Ensure proper levels of security are maintained for approx. 100-300 personnel on a continuous, daily basis (e.g. United States (US) Only vs. Coalition).

4.1.1.15 Develop, maintain, and coordinate AOC weapon system downtime and upgrades and timelines, establishing and coordinating priorities as appropriate on an approx. quarterly basis.

4.1.1.16 Assist in C4I architecture development at the AOC level on an approx. monthly basis.

4.1.1.17 Provide AOC weapon system expertise and technical advice to the AOC Configuration

Management process at the AOC level on an approx. monthly basis.

4.1.1.18 Oversee the AOC Floor organization and equipment placement at the AOC level on a daily basis.

4.1.1.19 Coordinate with the AOC Division Chiefs and CST to determine database backup process and timelines on an approx. weekly basis.

4.1.1.20 Coordinate with the AOC Knowledge Management Officer (KMO) to develop web server, shared file server, and data archiving requirements at the AOC level on an approx.

weekly basis.

4.1.1.21 Act as the United States Message Text Format (USMTF) focal point for the AOC for collecting and submitting recommended changes to the AOC WS Lead Command at the operational level on an approx. quarterly basis.

4.1.1.22 Coordinate with higher headquarters (HHQ) on theater-wide C4I systems issues at the operational level to include acting as focal point for coordinating theater-wide operational cutover to new versions of systems and software on an approx. quarterly basis.

4.1.1.23 Travel in support of operations in support of war, contingency and humanitarian operations, exercises and experiments that may require CONUS and OCONUS travel.

4.1.2 Knowledge Skills and Ability: The Contractor shall provide personnel that meet the following qualifications:

4.1.2.1 Bachelor’s degree required, Master’s degree desired.

4.1.2.2 Minimum three years of experience working with AOC Intelligence, Surveillance and

Reconnaissance (ISR) systems and software (five years or more experience is highly desired).

4.1.2.3 (Desired) Completion of formal AOC Field Training Unit (FTU) Course or equivalent.

4.1.2.4 Completion of Configuration Management II course or American National Standards

Institute (ANSI) Electronic Industries Alliance (EIA) 649 certification.

4.1.2.5 Participation in AOC exercises or operations as AOC C4I System Manager or Deputy

AOC C4I System Manager. Real world contingency experience is highly desired.

4.1.2.6 Experience supporting AOC operations within classified environments to include Secret

Internet Protocol Router Network (SIPRNet) and Joint Worldwide Intelligence Communications

System (JWICS).

4.1.2.7 (Desired) Air Staff, major command (MAJCOM) or NAF staff experience.

4.1.2.8 At contract start, Contractor shall possess T3, M1, M2, and M3 certification(s) in accordance with (IAW) Department of Defense (DoD) Manual 8570.1-M. If system administrative privileges are required at site, Security+ is required (T1 and T2); if Information

Assurance Officer (IAO) tasks are assigned IAM Level 1 is also required.

4.2 608, 609, 612 AOC Configuration Manager (CM)/Deputy WSM. The contract Deputy

CMs/WSMs shall assist the C4I WSMs and in their absence, manage the health, welfare, and setup of all AOC systems in direct support to the AOC Director as outlined in AFI 13-1 AOC

Volume 3. Provide specialized knowledge and expertise with the configuration management and control of AOC baseline systems and capabilities IAW established AOC weapon system processes and procedures. Managers will be located at 608

AOC and 612 AOC; optional manager location is TBD.

4.2.1 The Contractor shall:

4.2.1.1 Provide liaison between the AOC Director and the Chief of AOC Systems to ensure approx. 80 AOC C4I systems are setup, configured and operating in a manner that meets operational needs.

4.2.1.2 Work with the COP Manager to design, execute, and manage the AOC COP architecture.

4.2.1.3 Coordinate approx. 80 C4I system requirements per month (e.g., systems, software, user account, data, etc.) with the AOC Divisions/Cell/Teams.

4.2.1.4 Submit approx. 80 validated C4I requirements per month to the Chief, AOC CST.

4.2.1.21 Coordinate with HHQ on theater-wide C4I systems issues at the operational level on an approx. quarterly basis.

4.2.1.22 Report to AOC Director implementation and strict compliance of System Program

Office (SPO) and MAJCOM CM policies as well as site specific standards on an approx. weekly basis.

4.2.1.23 Maintain current as-built site configuration in the CM status accounting tool at the management level on an approx. weekly basis.

4.2.1.24 Maintain as-built CM status accounting records at the management level containing baseline information on approx. 15 site systems' floor plans and architectures.

4.2.1.25 Prepare, submit and monitor approx. five Request for Variance letters for any site variance on an approx. monthly basis.

4.2.1.26 Travel in support of operations in support of war, contingency and humanitarian operations, exercises and experiments that may require CONUS and OCONUS travel.

4.2.2 Knowledge Skills and Ability: The Contractor shall provide personnel that meet the following qualifications:

4.2.2.1 Bachelor’s degree required.

4.2.2.2 Minimum three years of experience working with AOC ISR systems and software (five years or more experience is highly desired).

4.2.2.3 (Desired) Completion of formal AOC FTU Course or equivalent.

4.2.2.4 Completion of Configuration Management II course or ANSI EIA 649 certification.

4.2.2.5 Demonstrated knowledge and experience of joint and AF ISR capabilities. Real world contingency experience is highly desired.

4.2.2.6 Participation in AOC exercises or operations as C4I System Manager, Deputy C4I

System Manager or AOC ISR SME.

4.2.2.7 Experience supporting AOC operations within classified environments to include

SIPRNet and JWICS.

4.2.2.8 (Desired) Air Staff, MAJCOM or NAF staff experience.

4.2.2.9 At contract start, Contractor shall possess T1 and T2 certification(s) IAW DoD Manual

8570.1-M. If system administrative privileges are required at site, Security+ is required (T1 and

T2); if IAO tasks are assigned IAM Level 1 is also required.

4.3 608, 609, 612 AOC C2 Systems Administrator. The contract C2 Systems Administrator shall support the Chief of AOC Systems and C2 Systems Team to ensure servers, workstations, peripherals, communications devices, and software is on-line and available to the user as outlined in AFI 13-1 AOC Volume 3. Managers will be located at 608

AOC, 609 AOC, 612

AOC, optional manager locations are TBD.

4.3.1 The Contractor shall:

4.3.1.1 Install, configure and maintain approx. 80 C2 systems servers at each location on an approx. daily basis.

4.3.1.2 Administer approx. 80 C2 operating systems.

4.3.1.3 Load approx. 150 C2 system application software and patches on an approx. monthly basis.

4.3.1.4 Install, configure and maintain approx. 60 system workstations on an approx. weekly basis.

4.3.1.5 Perform backup of approx. 80 C2 systems.

4.3.1.6 Manage approx. 900 AOC small computer/terminal resources.

4.3.1.7 Manage approx. 150 user computer software configurations and tactical LAN systems.

4.3.1.8 Coordinate with users, workgroup managers, and communications focal point personnel to resolve computer software and hardware problems on an approx. daily basis.

4.3.1.9 Coordinate with communications focal point personnel for changes to approx. 150 computers, servers, or LAN systems on C2 systems network.

4.3.1.10 Participate in Development Test and Evaluation (DT&E) and Operational Test and

Evaluation (OT&E) of C2 systems and new technologies on an approx. quarterly basis.

4.3.1.11 Provide C2 systems administration and engineering planning, integration, implementation and operations in support of approx. eight operations, exercises and major experiments per year.

4.3.1.12 Provide mentorship to newly assigned C2 systems administrators and engineers on an approx. weekly basis.

4.3.1.13 Collaborate with local AOC Training Managers as necessary to ensure mission qualification training (MQT) requirements and instruction are accurate and reflect the individual

AOC configurations, technologies and support responsibilities on an approx. quarterly basis.

4.3.1.14 Travel in support of operations in support of war, contingency and humanitarian operations, exercises and experiments that may require CONUS and OCONUS travel.

4.3.2 Knowledge Skills and Ability: The Contractor shall provide personnel that meet the following qualifications:

4.3.2.1 Bachelor’s degree or equivalent related military work experience (United States AF

[USAF], United States Army [USA], United States Navy [USN] or United States Marine Corp

[USMC]).

4.3.2.2 Minimum of three years experience working with operational-level C2 systems with demonstrated experience performing AOC (Falconer) C2 systems administration (five years or more experience is highly desired).

4.3.2.3 Participation in AOC exercises or operations as AOC C2 Systems Administrator. Real world contingency experience is highly desired.

4.3.2.4 Experience supporting AOC operations within classified environments to include

SIPRNet and JWICS.

4.3.2.5 Demonstrated proficiency using unclassified Non-Secure Internet Protocol Router

Network (NIPRNet) and classified SIPRNet network enterprise environments

4.3.2.6 Demonstrated systems administration proficiency with Microsoft Windows operating system software for servers and workstations.

4.3.2.7 Demonstrated systems administration proficiency with Sun Microsystems Solaris operating systems software for servers and workstations.

4.3.2.8 (Desired) Completion of a formal C2 FTU AOCIQTSYS and/or AOCIQTNET course or equivalent.

4.3.2.9 Microsoft Certified Systems Engineer (MCSE), A+, Security+, or equivalent commercial certification.

4.3.2.10 At contract start, Contractor shall possess T1 and T2 certification(s) IAW DoD Manual

8570.1-M, if system administrative privileges are required on site.

4.4 608, 609, 612 AOC Database Manager. The AOC Database Manager provides operational subject matter expertise for database management of Air Order of Battle Database (AOBD) and

Tactical Information (TACINFO). Provides overarching requirements analysis and operational support to AOC Combat Plans, Operations and ISR Divisions for AOC and deployed Coalition

Air Operations Center (CAOC) personnel. Manager will be located at 609 AOC; optional manager location is TBD. Level of effort for all of the following is daily, with increased focus of effort 4-6 weeks prior to 3-4 major exercises per year.

4.4.1 The Contractor shall:

4.4.1.1 Provide operational management of AOC database requirements as applicable to applications supporting AOC planning and offensive execution functions and interactions with intelligence functions, especially target planning.

4.4.1.2 Manage AOBD and TACINFO standards; coordinate AF/Joint/Allied/Coalition friendly order of battle inputs to ensure standards are maintained.

4.4.1.3 Facilitate other service C2 data exchange via applications or established Interface Control

Document (ICD) standards.

4.4.1.4 Develop functional checklists to assists operators with managing and using AOC database capabilities.

4.4.1.5 Identify and define future AOC Weapon System requirements.

4.4.1.6 Participate in operational planning, fielding verification and validation of AOC upgrades and modifications.

4.4.1.7 Participate in DT&E and OT&E as Database Manager, Combat Plans and Combat

Operations SME.

4.4.1.8 Provide mentorship to newly assigned AOC personnel to include the proper management and access of AOC database information.

4.4.1.9 Collaborate with local AOC Training Managers as necessary to ensure MQT and Combat

Mission Readiness (CMR) requirements and instruction are accurate and reflect AOC database management functions, configurations, technologies and support responsibilities.

4.4.1.10 Provide specialized training on Combat Plans and Operations applications as required.

4.4.1.11 Travel in support of operations in support of war, contingency and humanitarian operations, exercises and experiments that may require CONUS and OCONUS travel.

4.4.2 Knowledge Skills and Ability: The Contractor shall provide personnel that meet the following qualifications:

4.4.2.1 Bachelor’s degree required or minimum three years of experience working with AOC combat plans and combat operations applications and management of AOBD and TACINFO

(five years or more experience is highly desired).

4.4.2.2 (Desired) Completion of formal AOC FTU Course or equivalent.

4.4.2.3 Demonstrated knowledge and experience of AOC C2 of air assets in joint and combined operations.

4.4.2.4 Participation in AOC exercises or operations as a Database Manager for Combat Plans or

Operations Division. Real world contingency experience is highly desired.

4.4.2.5 Experience supporting AOC operations within classified environments to include

SIPRNet and JWICS.

4.4.2.6 (Desired) Air Staff, MAJCOM or NAF staff experience.

4.4.2.7 MCSE, A+, Security+, or equivalent commercial certification.

4.4.2.8 At contract start, Contractor shall possess T1 and T2 certification(s) IAW DoD Manual

8570.1-M, if system administrative privileges are required on site.

4.5. 608, 609, 612 AOC ISR SME. The AOC ISR SME shall manage all AOC intelligence systems in direct support to the AOC Director as outlined in AFI 13-1 AOC Volume 3. Provide operational ISR subject matter expertise on AOC ISR to ensure that configuration, capabilities, and database information supports AOC ISR Division requirements. Managers will be located at

608 AOC, 609 AOC, and 612 AOC and optional SME location is TBD.

4.5.1 The Contractor shall:

4.5.1.1 Coordinate with ISR Division personnel to ensure intelligence information systems are integrated and support all AOC processes for approx. two exercises/tests per year.

4.5.1.2 Provide operational assistance to users of intelligence information systems and initial troubleshooting of system failures for approx. two exercises/tests per year.

4.5.1.3 Ensure receipt of information and proper data exchange, i.e. target lists, MIDB, etc. from other C4I system equipment into AOC ISR systems for approx. two exercises/tests per year.

4.5.1.4 Develop, maintain, and coordinate AOC ISR systems downtime and upgrades and timelines, establishing and coordinating priorities as appropriate approx. two times per year.

4.5.1.5 Participate in DT&E and OT&E as ISR system and application SME approx. five times per year.

4.5.1.6 Provide daily mentorship to approx. 12 newly assigned ISR Division personnel per year.

4.5.1.7 Collaborate with local AOC Training Managers for approx. 300 personnel in 20 classes per year to ensure MQT requirements and instructions are accurate and reflect AOC ISR configurations, technologies and support responsibilities.

4.5.1.8 Travel in support of operations in support of war, contingency and humanitarian operations, exercises and experiments that may require CONUS and OCONUS travel.

4.5.2. Knowledge Skills and Ability: The Contractor shall provide personnel that meet the following qualifications:

4.5.2.1 Bachelor’s degree required or minimum three years of experience working with AOC

ISR systems and software (five years or more experience is highly desired).

4.5.2.2 (Desired) Completion of formal AOC FTU Course or equivalent.

4.5.2.3 (Desired) Completion of service intelligence course.

4.5.2.4 Demonstrated knowledge and experience of joint and AF ISR capabilities.

4.5.2.5 Participation in AOC exercises or operations as AOC ISR division member.

4.5.2.6 Experience supporting AOC operations within classified environments to include

SIPRNet and JWICS.

4.5.2.7 (Desired) Air Staff, MAJCOM or NAF staff experience.

4.5.2.8 (Desired) At contract start, Contractor possess T1 and T2 certification(s) IAW DoD

Manual 8570.1-M, if system administrative privileges are required on site.

4.6. 608, 609, 612 AOC Weapon System Operations and Plans SME. AOC Weapons System

Help Desk SME on AOC Operations and Plans. Additionally, an Operations and Plans SME will be located at the 609 AOC. Optional SME locations TBD.

4.6.1. The Contractor shall:

4.6.1.1 Function as a technical SME on AOC operations and planning for an information processing organization that provides field level support for AOC operations worldwide, including:

4.6.1.2 Assess correct/in-range performance and utilization of installed C2 and related applications affecting theater air and space operations, as well as performing trouble reporting and basic operating system and applications troubleshooting functions approx. five times/week for approx. eight systems.

4.6.1.3 Provide on-site system administrators and/or operational C2 system application expertise.

Troubleshoot C2 system application problem reports. Advise and assist in the investigation and analysis of incidents, and failures associated with hardware/software platforms and TBMCS applications. Work independently and in conjunction with organic personnel to determine statistical inference approx. daily for approx. eight systems.

4.6.1.4 Prepare oral/written reports/recommendations to correct deficiencies in all aspects of data maintenance and database administration. Assist in establishing quality standards and in the evaluation of suggestions in the specialty approx. weekly for approx. three systems.

4.6.1.5 Provide technical assistance for solutions to problematic issues and concerns. Serve as the operational SME on all supported C2 systems in developing processes and procedures, system integration criteria and documenting implementation standards and policies approx. three times/week for approx. three systems.

4.6.1.6 Write and assist in writing assessment reports, new application software/hardware configuration sheets, and updates to training/load sum/system configuration modules/documents approx. monthly for approx. three systems.

4.6.1.7 Maintain applications documentation, notices, and other related data, and integrate into local unit training activities. Attend C2 system application refresher and/or update training at specific Contractor or Government-designated locations approx. quarterly for approx. three systems.

4.6.1.8 Interface with other AF C4I organizations, Electronic Security Command (ESC), HQ

ACC, Unified Commands and other organizations as necessary. Participate in technical interchange meetings, system studies, forums and integrated concept teams; provide briefings as required. Conduct briefings and attend support functions requiring technical input. Plan and coordinate future system requirements. Provide system integration expertise as tasked by local site user representative. Do all of the previous approx. weekly for approx. three systems.

4.6.1.9 Travel (as approved by the Contract Officer Representative (COR)) to operational exercises and testing to synchronize efforts with AOC field operating locations approx. quarterly for approx. four systems.

4.6.1.10 Attend conferences and other top-level meetings at HHQ, other MAJCOMs, depots, and private industry regarding logistics matters requiring higher technical knowledge. Attend local and off-base Government and factory training to ensure technical skills meet projected changes/new equipment/systems requirements. Do all of the previous approx. quarterly for approx. four systems.

4.6.1.11 Systems/Equipment Supported. The Contractor shall be responsible for supporting the current identified AOC baseline systems/approved variations and all future blocks of AOC WS.

As required, funding TBD.

4.6.1.12 Travel in support of operations in support of war, contingency and humanitarian operations, exercises and experiments that may require CONUS and OCONUS travel.

4.6.2 Knowledge Skills and Ability: The Contractor is responsible for providing personnel with experience in the following areas:

4.6.2.1 Bachelor’s degree required or two years of AOC operational experience required.

4.6.2.2 (Desired) Completion of AOC FTU Initial Qualification Training (IQT) course or equivalent.

4.6.2.3 Two years AOC (or combined/joint equivalent) experience in Combat Plans and/or

Operations. Real world contingency experience is highly desired.

4.6.2.4 Demonstrated working knowledge of the following AOC Processes: Strategy

Development; Target Development; Guidance, Apportionment, and Targeting (GAT); Master

Air Attack Plan (MAAP) development; and ATO Execution.

4.6.2.5 Two years working experience with the following applications: Execution Management

4.7. 608, 609, 612 AOC Weapon System Intelligence SME. AOC Weapons Systems SME on

AOC Intelligence Systems.

4.7.1. The Contractor shall:

4.7.1.1 Function as a technical subject matter expert on AOC intelligence operations and planning for an information processing organization that provides field level support for AOC operations worldwide, including:

4.7.1.2 Assess correct/in-range performance and utilization of installed C2 and related applications affecting theater air and space operations, as well as perform trouble reporting and basic operating system and applications troubleshooting functions. Daily for approx. 20 applications.

4.7.1.3 Provide on-site system administrators and/or operational C2 system intelligence application expertise. Troubleshoot C2 system application problem reports. Advise and assist in the investigation and analysis of incidents, and failures associated with hardware/software platforms and TBMCS applications. Work independently and in conjunction with organic personnel to determine statistical inference. Daily for approx. 20 applications.

4.7.1.4 Prepare oral/written reports/recommendations to correct deficiencies in all aspects of data maintenance and database administration. Assist in establishing quality standards and in the evaluation of suggestions in the specialty. Approx. once/week.

4.7.1.5 Provide technical assistance for solutions to problematic issues and concerns. Serve as the operational SME on all supported C2 intelligence systems in developing processes and procedures, system integration criteria and documenting implementation standards and policies.

Daily for approx. 20 applications.

4.7.1.6 Write and assist in writing assessment reports, new application software/hardware configuration sheets, and updates to training/load sum/system configuration modules/documents.

Approx. once/month.

4.7.1.7 Maintain applications documentation, notices, and other related data, and integrate into local unit training activities for approx. 20 applications. Attend C2 system application refresher and/or update training (approx. quarterly) at specific Contractor or Government-designated locations.

4.7.1.8 Interface with other AF C4I organizations, ESC, HQ ACC, Unified Commands and other organizations (approx. monthly). Participate in intelligence related technical interchange meetings, system studies, forums and integrated concept teams (approx. quarterly); provide briefings as required. Conduct briefings and attend support functions requiring technical input.

Plan and coordinate future system requirements. Provide system integration expertise as tasked by local site user representative.

4.7.1.9 Attend conferences and other top-level meetings at HHQ, other MAJCOMs, depots, and private industry regarding intelligence logistics matters requiring higher technical knowledge.

Attend local and off-base Government and factory training to ensure technical skills meet projected changes/new equipment/systems requirements. Approx. quarterly or as necessary as determined by AOC leadership; funding TBD.

4.7.1.10 Systems/Equipment Supported. The Contractor shall be responsible for supporting the current identified AOC baseline system (RE11 11-08 or RE 10 Rel 1066), approved variances, and all future blocks or additional software.

4.7.1.11 Travel in support of operations in support of war, contingency and humanitarian operations, exercises and experiments that may require CONUS and OCONUS travel.

4.7.2 Knowledge Skills and Ability: The Contractor is responsible for providing personnel with experience in the following areas:

4.7.2.1 Bachelor’s degree required or three years AOC experience in ISR activities and exercises. Real world contingency experience is highly desired.

4.7.2.2 Two years of working experience with applications on the following systems:

Modernized Integrated Database (MIDB), Digital Point Positioning Database System (DPPDS), JWICS, Image Product Library (IPL) or Demand Driven Direct Digital Dissemination (5D), Personal Computer Integrated Imagery and Intelligence (PC-I3), Joint Deployable Intelligence

Support System (JDISS).

4.7.2.3 (Desired) Two years NAF or MAJCOM staff experience

4.7.2.4 Graduate of a service intelligence school.

4.7.2.5 (Highly desired) Joint experience and/or instructor qualification training.

4.7.2.6 At contract start, Contractor possess T1 and T2 certification(s) IAW DoD Manual

8570.1-M, if system administrative privileges are required on site.

4.8 15, 21 AMOS (C2) Systems Administrator. The contract C2 Systems Administrator shall support the Chief of AMOS Systems and C2 Systems Team to ensure servers, workstations, peripherals, communications devices, and software is on-line and available to the user as outlined in AFI 13-1 AOC Volume 3. Contractors will provide support to AMOS training suites to facilitate interface between the Air Mobility Division and the AOC for training. Managers will be located at 15 AMOS and 21 AMOS, optional manager locations are TBD.

4.8.1 The Contractor shall:

4.8.1.1 Install, configure and maintain approx. 80 C2 systems servers on a daily basis.

4.8.1.2 Administer approx. 80 C2 system operating systems.

4.8.1.3 Load approx. 150 C2 system application software and patches on an approx. monthly basis.

4.8.1.4 Install, configure and maintain approx. 60 system workstations on an approx. weekly basis.

4.8.1.5 Perform backup of approx. 80 C2 systems.

4.8.1.6 Manage approx. 60 AOC small computer/terminal resources.

4.8.1.7 Manage approx. 150 user computer software configurations and tactical LAN systems.

4.8.1.8 Coordinate with users, workgroup managers, and communications focal point personnel to resolve computer software and hardware problems on an approx. daily basis.

4.8.1.9 Coordinate with communications focal point personnel for changes to approx. 150 computers, servers, or LAN systems on the C2 systems network.

4.8.1.10 Participate in DT&E and OT&E of C2 systems and new technologies on an approx.

quarterly basis.

4.8.1.11 Provide C2 systems administration and engineering planning, integration, implementation and operations in support of approx. eight operations, exercises and major experiments per year.

4.8.1.12 Provide mentorship to newly assigned C2 systems administrators and engineers on an approx. weekly basis.

4.8.1.13 Collaborate with AOC/AMOS Training Managers as necessary to ensure MQT requirements and instruction are accurate and reflect the individual AOC configurations, technologies and support responsibilities on an approx. quarterly basis.

4.8.1.14 Travel in support of operations in support of war, contingency and humanitarian operations, exercises and experiments that may require CONUS and OCONUS travel.

4.8.2 Knowledge Skills and Ability: The Contractor is responsible for providing personnel with experience in the following areas:

4.8.2.1 Bachelor’s degree or equivalent related military work experience (USAF, USA, USN or

USMC).

4.8.2.2 Minimum three years of experience working with operational-level C2 systems with demonstrated experience performing AOC (Falconer) C2 systems administration (five years experience is highly desired).

4.8.2.3 Demonstrated experience in AOC exercises or operations as AOC C2 Systems

Administrator.

4.8.2.4 Experience supporting AOC operations within classified environments to include

SIPRNet and JWICS.

4.8.2.5 Demonstrated systems administration proficiency with Microsoft Windows and Sun

Microsystems Solaris operating systems software for servers and workstations.

4.8.2.6 Demonstrated system proficiency with the following: Global Decision Support System

(GDSS 2), Theater Battle Management Core System (TBMCS), Intra-Theater Airlift Request

System (ITARS), Joint Operations Planning and Execution System (JOPES), Global Command and Control System (GCCS)

4.8.2.7 (Desired) Completion of a formal C2 FTU AOCIQTSYS and/or AOCIQTNET course or equivalent.

4.8.2.8 MCSE, A+, Security+, or equivalent commercial certification.

4.9. Optional Full Time Equivalent (FTEs). Additional FTEs may be added to this task at the

Government's discretion based on expanding workloads. The optional FTEs identified in the

PWS will be used to calculate pricing for contract bids, but once the contract is let, the

Government reserves the right to exercise any of the FTE sub-tasks. The Government will notify the Contractor at least 30 days prior to start date for any optional FTE exercised. Each optional

FTE must be approved prior to start date. The Government reserves the right to review optional

FTE candidates and to reject any proposed FTE that does not meet the minimum qualifications set forth in this contract. Resumes of optional FTEs are not required as part of the initial proposal for this statement of work.

4.10. Key Personnel. The Contractor shall identify the Program Manager and all key personnel in the technical proposal regardless of the task type. The Contractor shall develop an action plan to show how absences, to include vacations and sick time, of key personnel are covered. All key personnel position vacancies will be filled within 14 calendar days of vacancy unless approved in writing or otherwise directed in advance by the CO. The Contractor shall provide qualified personnel with required security clearances at contract start, unless previously negotiated by the

CO. NOTE: Key personnel may not be added or removed without the express approval of the

Contracting Officer.

4.11. Deliverable(s): The Contractor shall provide contract deliverable(s) in a format mutually agreed upon by the Government and the Contractor as follows:

4.11.1 Monthly Progress Report: The Contractor shall deliver a monthly progress report on the tenth work day of each month to cover the progress and status of efforts for the preceding month.

As a minimum the Progress Report shall include the following:

4.11.1.1 Contract Number.

4.11.1.2 Brief task description(s).

4.11.1.3 A narrative review of work performed by position.

4.11.1.4 Problems and Issues.

4.11.1.5 A narrative review of work anticipated in the following reporting period.

4.11.1.6 Travel conducted and anticipated within the next period.

4.11.1.7 List of current employees and any unfilled vacancies.

4.11.2 Trip and Meeting Reports. The Contractor shall deliver trip and meeting reports by the fifth work day following return from trip or conclusion of meeting. Format will be coordinated between the Contractor and COR. Content will include key points of interest to include:

4.11.2.1 Contract Number.

4.11.2.2 Purpose of trip or meeting.

4.11.2.3 Subject attendee(s).

4.11.2.4 Other key attendees.

4.11.2.5 Synopsis of discussion topics to include solutions and actions items.

4.11.2.6 Recommendations.

4.11.3. Technical Report. The Contractor shall deliver technical report(s) as directed by the

COR. The Contractor will work with the COR to determine form, content and delivery date of all Technical Reports.

4.11.4 Reference Attachment 3 for report format examples.

5.0. GOVERNMENT FURNISHED PROPERTY

5.1. The Government will provide office space for all part time and FTE personnel, supplies, computer equipment, access to military Local Area Network (LAN) services (classified and unclassified), telephone and fax (local, Defense Switch Network (DSN), and long distance), electronic mail, office automation software, LAN support, reproduction facilities, and facilities to store classified working papers and data (media disks, hard drives, etc.).

5.2. The Government will provide access to relevant Government organizations, information and documentation, manuals, texts, briefs, and associated materials as required and available. All materials will remain the property of the Government and will be returned to the Contracting

Officer or COR upon request or at the end of the period of performance.

6.0. DATA: The Government has unlimited rights to all deliverables of this contract to include intellectual property rights.

7.0. TRAVEL AND TRAINING:

7.1. The Contractor will be required to travel to attend meetings in support of tasks listed above to fulfill this PWS. All trips will be IAW regulatory requirements and actual travel shall be coordinated and pre-approved by the Government COR in writing. IAW Federal Acquisition

Regulation (FAR) 31.205-46 travel costs to be reimbursed under the ‘lodgings-plus’ method, (the per diem allowance for each travel day is the actual amount the traveler pays for lodgings plus an allowance for Meals & Incidental Expenses (M&IE); the total may not exceed the applicable maximum per diem rate for the Temporary Duty (TDY) location. Reimbursement will be limited to actual expenses, subject to the limitations of the Joint Federal Travel Regulation. Contractors may not exceed the travel allocation. All invoices for travel reimbursement shall be accompanied by supporting receipts. Any additional travel will be fully coordinated with the Government

COR prior to conduct of the travel. Where feasible, the Contractor shall use teleconferencing and electronic media transfers of data as much as possible to limit travel costs. Projected travel listed below.

7.2. Travel will include various CONUS and OCONUS locations to provide operational support during times of war, contingency, exercise and experimentation. Extended (greater than 2 weeks) duration is possible for all tasks.

7.3. Local travel to attend meetings within the local city or base of assignment commuting vicinity shall be considered a cost of doing business and shall not be separately reimbursed.

7.4. Total annual travel cost is estimated to be $40,000.

7.5. The Contractor shall be responsible for providing qualified site personnel. Government furnished training will be provided to the Contractor when the training is unique and available only to Government personnel. The Government will provide initial familiarization; orientation and standard operational procedures training to the Contractor at the place of performance. The

Government will allow the Contractor access to Government sponsored training for AOC related systems on a case-by-case basis as approved by the Primary COR. Training on new AOC equipment and technologies may be funded by the Government or reimbursed with prior written approval from the primary COR.

8.0. SECURITY:

8.1. Contractor Clearances: The Contractor must possess or obtain a facility security clearance at the classification level of Top Secret (TS) prior to performing contract work. If the Contractor does not possess a facility clearance the Government (Contracting Office) will request one. The

Contractor shall request security clearances (Submit Clearance Paperwork through DISCO to the

Office of Personnel Management) for personnel requiring access to classified information within

15 days after receiving a facility clearance or, if the Contractor is already cleared, within 15 days after contract award. Due to costs involved with security investigations, requests for Contractor security clearances shall be kept to an absolute minimum necessary to perform contract requirements.

8.2. Personnel Clearances

8.2.1. All Contractor personnel assigned to this contract shall possess a minimum TS/ Sensitive

Compartmented Information (SCI) security clearance at contract start. All Contractor employees working on this contract must be US citizens. The Contractor may be required to provide employee background information to comply with contract clearance requirements including

Common Access Card (CAC) cards and building access badges

8.2.2 If the Contractor is notified by any Government official having security cognizance over the contract that an employee’s Security Clearance has been revoked or suspended, the

Contractor shall notify the Government the same day as the Contractor receives the notice.

8.2.3 Work on this task involves TS/SCI, SAP/SAR access for selected individuals based on their assigned subtask. SAP/SAR will only be authorized by HQ ACC/A3C on a case by case basis as the mission requires. The subtasks described in this PWS require Contractor personnel to have varying degrees of clearances at time of contract closing. They are as follows:

8.3. Visitor Group Security Agreement (VGSA): The Contractor shall enter into a long term

VGSA if contract performance is on base for 90 days or more. This agreement shall outline how the Contractor integrates security requirements for contract operations with the AF to ensure effective and economical operation on the installation. The agreement should address:

8.3.1. Security support provided by the Air Force to the Contractor to include storage containers for classified information/material, use of base destruction facilities, classified reproduction facilities, use of base classified mail services, security badges, base visitor control, investigation of security incidents, base traffic regulations, the use of security forms, and conducting inspections required by DOD 5220.22-R, Industrial Security Regulation, and AFI 31-601, Industrial Security Program Management.

8.3.2. Security support requiring joint AF and Contractor coordination includes packaging classified information, mailing and receiving classified materials, implementing emergency procedures for protection of classified information, security checks, and internal security controls for protection of classified material and highly pilfer-able property.

8.3.3. On base, the long term VGSA may take the place of a Standard Practice Procedure (SPP).

8.4. Security Manager Appointment: The Contractor shall appoint a security manager for the on base Visitor Group. The security manager may be a full time position or an additional duty position. The security manager shall provide employees with training required by DOD 5200.1-

R, Information Security Program Regulation, and AFI 31-401, "Information Security Program

Management". The Contractor will also provide initial and follow-on training to Contractor personnel who work in AF controlled/restricted areas. AF restricted areas and controlled areas are explained in AFI 31-101, The Air Force Installation Security Program.

8.5. Pass and Identification Items: The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-Government owned vehicles.

8.6. Retrieving Identification Media. The Contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires;

e.g. terminated for cause, retirement, etc.

8.7. Traffic Laws: The Contractor and its employees shall comply with base traffic regulations.

8.8.1. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within Contractor-owned vehicle or privately-owned vehicle while on a DoD installation.

8.9. For Official Use Only (FOUO): The Contractor shall comply with DoD 5400.7-R, Chapter

4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

8.10. Reporting Requirements: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of

DOD personnel, Contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.

8.11. Physical Security: The Contractor shall be responsible for safeguarding all Government property and controlled forms provided for Contractor use. At the end of each work period, all

Government facilities, equipment, and materials shall be secured.

8.12. Controlled/Restricted Areas: The Contractor shall implement local base procedures for entry to AF controlled/restricted areas where Contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued. Contractor employees must have a favorably completed National Agency Check plus written Inquires (NACI) investigation before receiving a Restricted Area Badge. Interim access can be granted IAW AFI

31-501, Personnel Security Program Management.

8.13. Key Control: The Contractor shall establish and implement methods of making sure all keys issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The Contractor shall not duplicate any keys issued by the Government.

8.13.1. The Contractor shall immediately report to the COR or Program Manager any occurrences of lost or duplicated keys.

8.13.2. In the event keys, other than master keys, are lost or duplicated, the Contractor may be required, upon written direction of the Contracting Officer, to re-key or replace the affected lock or locks without cost to the Government. The Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.

8.13.3. The Contractor shall prohibit the use of keys, issued by the Government, by any persons other than the Contractor’s employees and the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in performance of contract work requirements in those areas.

8.14. Lock Combinations: The Contractor shall control access to all Government provided lock combinations to preclude unauthorized entry. The Contractor is not authorized to record lock combinations without written approval by the Government Program Manager. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.

8.15. Privacy Act: The Contractor shall ensure that employees assigned to this task understand and comply with Title 5 of the U.S. Code, Section 552.a and DoD 5400.7-R, “DoD Freedom of

Information Act Program.” Agency procedures must be followed to identify and safeguard reports and data accordingly. The Contractor will ensure that Contractor employees assigned to this task are briefed annually on properly identifying and…
