1. Question. How are these services currently being performed? Under contract? In-house?
Answer. Under contract.
2. Question. If these requirements are currently being performed under a contract, who is the
Contractor?
Answer. BOSH Global Services.
Question. What is the contract number?
Answer. Contract FA4890-09-C-0008.
3. Question. Is there an estimated value range for this requirement?
Answer. N/A.
4. Question. Is there a projected date for the release of a pre-solicitation notice or an RFP?
Answer. 29 Jul 2013.
5. Question. How many C2 Systems Administrators are required?
Answer. There are 5 Systems Administrators (608 AOC, 609 AOC, 612 AOC, 15 AMOS, 21
AMOS).
6. Question. At what locations will these positions be posted? (Shaw, Barksdale, Davis-Monthan, Langley?)
Answer. 608 AOC (Barksdale), 609 AOC (Shaw), 612 AOC (Davis-Monthan), 15 AMOS (Travis), 21 AMOS (McGuire).
7. Question. Is the completion of a formal C2 FTU AOCIQTSYS and/or AOC IQTNET course required, or highly desired?
Answer. Highly desired.
8. Question. Will pricing be based on minimum requirements, or desired/highly desired requirements?
Answer. Pricing based on minimum requirements.
9. Question. Has a procurement timeline been established yet?
Answer. Yes.
Question. How about the acquisition strategy?
Answer. Lowest Price Technically Acceptable (LPTA).
10. Question. How do you anticipate the Help Desk portion will be fulfilled?
Answer. AOC Help Desk is separating into completely different contract – will have to inquire with that source selection team.
Question. A sole source through the 8(a) program?
Answer. N/A.
11. Question. The number of positions noted in several of the paragraph headers is inconsistent with what is stated in the narrative that follows. Can you please synchronize the headers and the narrative so that we are sure of what positions are required where and which are TBD and/or Optional?
Answer. Narratives are correct and headers are wrong.
For examples, please see the following:
Question. Section 4.2 - 609th mentioned in header but not in last line of narrative in that paragraph.
Answer. 608 and 612 AOCs only for this task.
Question. Section 4.4 - Header mentions three locations, narrative only mentions one.
Answer. Only one location at 609 AOC.
Question. Section 4.6 narrative is not clear. Will there one be one position at 609th? Or, will this position also be required at 608th and 612th? Are the 608 and 612 positions optional?
Answer. Only one position at 609 AOC.
Question. Section 4.7 states locations but does not indicate if required or optional.
Answer. This task is being removed (will be identified in next revision of PWS).
Question. Section 4.8 - Header mentions Systems Administrator, but last line mentions
“manager” – is this the same or different from the Systems Administrator?
Answer. Last line should be “administrator.”
12. Question. For the Intelligence SME and ISR SME that require Service Intelligence Training - will the government accept Joint Schoolhouse Training? For example, there are very few Service
Intelligence training schoolhouses, but there are more Joint Intelligence Schoolhouses.
Answer. Yes, Joint Service Intelligence Training will be acceptable.
13. Question. How do you want us to handle OCONUS pricing?
Answer. Utilize Not To Exceed (NTE) estimated amount.
Question. Will this be a separate category?
Answer. See above.
14. Question. Since training for AOCCIQTSYS and AOCCIQTNET are usually reserved for military personnel, will accommodation be made for contractor personnel to attend?
Answer. Contractor personnel should be fully trained to accomplish task requirements at start of contract. If contractor wishes to send personnel to IQT, they can do so at contractor’s expense and coordinate through the COR to secure slots in training sessions (on a case by case basis). No special accommodations will be made for contractor personnel to attend.
15. Question. Please clarify, Section 4.4.1.7 - Are you expecting the Database Manager to also act as the
Combat Plans and Operations SME at 609AOC when there is already a Plans and Ops position slotted for 609AOC (per 4.6)?
Answer. No, will remove reference to Plans and Ops SME from PWS in next revision.
16. Question. For optional / TBD positions, when will it be known where, how many positions, and timeline for placement?
Answer. These optional positions will allow for flexibility. There is no plan, at beginning of contract, to ever utilize them. If and when funding becomes available and if changing mission requirements dictate, additional positions could be added. Expect a 30 day timeline from notification of exercising an optional position until work starts.
17. Question. For pricing, are you expecting Labor Hour or Firm Fixed Price? If Labor Hour, are we supposed to price for “minimum” personnel requirements,” desired” requirements or “highly desired” requirements?
Answer. Expect Firm Fixed Price.
18. Question. Please confirm that you only want an action plan for those personnel considered “key” by the contractor, and not for all personnel. (See Section 4.10, second sentence).
Answer. Yes, only need action plan for key personnel.
19. Question. Section 7.4 - Does the estimated $40,000 annual travel cost apply to each location or as a total for all locations?
Answer. No, the estimated $40,000 is for travel for the entire contract from all locations.
20. Question. Does the Government furnished training referred to in Section 7.5 apply to the T1 and T2 training referred to, for example, in 4.1.2.8?
Answer. Contractor personnel should be fully trained to accomplish task requirements at start of contract. No, the contractor will be provided access to government training by coordinating through the COR (on a case by case basis, if extra slots are available). Expect training only if slots are available and at contractor expense.
21. Question. Which FTU course(s) does the Government prefer for the WSM and CM/Deputy WSM positions? What does the government consider as “or equivalent” for FTU training?
Answer. Any FTU course is sufficient (no preference) as AOC experience is considered more important that formal training attendance. Will remove the “or equivalent” statement from the PWS.
22. Question. Regarding Section 9.1, advance planning for vacations and notices for unplanned absences - Will the COR be located at Langley?
Answer. Yes. If so, how will the government manage timely communication/action regarding coordination of personnel matters such as advance planning for vacations and notices for unplanned absences (3 hours before start) with the COR given the geographic dispersion and time zone variances for the remotely supported AOCs? This situation should only be relevant during periods of travel
(remotely supported AOCs does not equate to contractor personnel located at those AOCs). For vacation, e-mail and/or telephonic communication are sufficient (given that 2 weeks is appropriate time for planned vacations). Regarding unplanned absence, the requirement is only that the COR be notified (not coordinated) – official telephonic or e-mail correspondence is sufficient.
23. Question. What will be the possible CONUS/OCONUS travel locations?
Answer. Worldwide (US military installations) as determined by AOC requirements.
24. Question. Can a Security+ and other required certifications be obtained by individuals within a certain period of time after starting on the program (e.g. within 3 months of contract start)?
Answer. No, contractor is required to have personnel meet all minimum requirements at contract start.
25. Question. Will personnel with a previous, but currently inactive SCI level clearance be eligible to start on this program? (e.g., Can we place someone that has a current TS that previously held a
TS/SCI, and have them read into an SCI on this program?)
Answer. No, if the task requires a TS/SCI clearance, then personnel must have a TS/SCI clearance at start.
26. Question. The current requirements for the 615 and 621 AMOS C2 System Administrators is currently at the Secret level, but the new PWS requires all C2 Sys Ads to have TS/SCI. Will a separate requirement or statement be placed in the PWS that addresses the AMOS unit’s security clearance requirement?
Answer. The PWS (section 8.2.3) already separately identifies AOC and AMOS system administrator security clearance requirements. They all require a TS/SCI clearance.
