About this file

This is a Request for Information (RFI) log documenting government responses to contractor inquiries regarding a solicitation for audio visual system upgrade and installation at Luke Air Force Base, Arizona. The solicitation (FA488726Q0062) is issued by the Department of the Air Force Air Education and Training Command and pertains to audio visual upgrades and installation for a CPTS conference room in accordance with stated salient characteristics and a statement of work.

The government has received multiple RFI submissions from potential contractors and has compiled responses in a log format to address common questions and clarifications. As of the September 21 update, the government modified the Statement of Work to remove language indicating that pendant microphone installation was not desired, with this change highlighted in the updated documentation. The RFI log serves as the primary mechanism for the government to communicate clarifications and guidance to all interested parties, with updates provided on September 17 and September 21 to reflect evolving responses and requirements refinements.

RFI LOG with Gov Responses: LAST UPDATE: 21 SEP 2026

1. The solicitation incorporates FAR 52.222-41/52.222-42 and states "please see wage determination attached in section J," but the Section J List of Attachments contains only five attachments and no wage determination is included. Will the Government issue the applicable Service Contract Labor Standards wage determination by amendment prior to the quote deadline

a. These clauses are not required and will be removed upon award. Please disregard 52.222-41 and 52.222-42.

2. Do we email our response to you for our submission?

a. Please email all responses/quotes to angelo.donisi.1@us.af.mil

3. Please confirm the SF1449, Supplies & Services Cost page for pricing, Technical Acceptability and Past Performance are what is required for the submission? Is there anything additional required?

a. Quotes, technical acceptability, and past performance are all required for submission and review.

4. Will the Government extend the offer due date? Quotes are due 23 Sep 2026 at 1:00 PM, only seven days after receipt.

a. No, the government will not extend the due date.

5. Will the Government schedule a site visit or provide interior photographs/dimensions of Room 1141, Building 1150, including display-wall construction, ceiling type, distance from the display wall to the Operator's Desk and conference table, and existing power/data locations? No drawings, floor plans, or reflected ceiling plans were provided

a. The government will hold a TEAMS meeting on 21 Sep at 0900 PST for a virtual site visit. Interested contractors must email angelo.donisi.1@us.af.mil for invite by EOD 20 Sep. Additionally, please see attached room photos 1-4 with space measurements of 15ft 9in x 22ft 6in. Ceiling type is drop tile.

6. Is the display in scope or out of scope? SOW paragraph 4.2.f labels the Display System as "Optional," but Acceptance Criteria 9.0.b and 9.0.f require verified display operation and Section 4.3 requires mounting the display. Please confirm whether a new display is to be included in the base price.

a. We will re-use the display we already have hanging in the conference room, if that TV is not compatible, we will use an additional display we already have on hand. No new display is needed.

7. How shall the three display options (new 85", new 75", reuse GFE Samsung UN75JU) be priced given that only one Lot CLIN (0001) exists and the evaluation clause states the Government will add the total price for all options to the basic requirement?

a. No new display is required

8. How shall the two raceway options be priced, given that the Government will not select the raceway option until as late as ten calendar days after award? Should the higher-cost option be carried in the base price?

a. Use the higher cost option in the initial quote.

9. The Salient Characteristics identify the display as a Samsung QN70H "4K Smart TV" (consumer model) while the SOW requires a "commercial-grade 4K display." Please confirm the required product class and whether a commercial panel (e.g., Samsung QM/QB series) is acceptable or required.

a. No new display is needed.

10. Please confirm the make/model, port configuration, and quantity of the GFE PC and GFE docking station, and confirm the Government will provide them on site prior to the contractor's integration and testing activities

a. Docking station- HP USB-C Dock G5 RMN HSN-1XO2 is the docking station type we have, used with ACE Mustang T730 laptops. Only one docking station required as personnel can use their assigned laptops to plug in as required.

11. Who is the designated COR for base access, scheduling approval, training, and final acceptance? No name or contact information is provided

a. SSgt Rebecca Fullington/Mr. William Lodge/TSgt Jeremy Balderas

12. Section 12.0 states optional helpdesk support and semi-annual PM visits will be priced by bilateral modification. Should these be omitted from the quote entirely, or quoted as separately priced option CLINs for TEP evaluation

a. Please list this as a separate optional cost outside of the physical aspects

13. Is there a formal RFI/question submission deadline and method, and will responses be issued to all offerors by amendment?

a. Please submit all RFIs to angelo.donisi.1@us.af.mil NTL COB 21 Sep. Answers will be posted to this RFI log on SAM for all contractors to see and will be updated as necessary. Final RFI log will be posted to SAM EOD 22 Sep.

14. Can you please confirm which statutory framework, either TAA or DFARS 252.225-7001, is required for all equipment to be compliant and whether the Government will approve TAA-Compliant equivalents for equipment not offered in TAA variants?

a. DFARS 252.225-7001 is required because the estimated value of this requirement is below TAA threshold. TAA compliance is not a legal prerequisite for award, despite references in the Statement of Work. This is a 'Brand Name or Equal' acquisition. The Government will evaluate and consider proposed equivalent equipment, provided the vendor explicitly demonstrates that the proposed substitutes meet or exceed all salient physical, functional, and performance characteristics outlined in the Statement of Work.

15. Are there any security requirements for the installation personnel?

a. You must have a REAL ID to access the installation. There can be no felonies on your record, and you must be escorted through the gate and accompanied by Air Force personnel.

16. For Microsoft Teams Rooms enrollment, will the Government provide the Teams Rooms license, resource account, AFNET port activation, and 56 CS coordination prior to the contractor's mobilization, and will the period of performance be extended if network access is delayed?

a. This should not be a MS Teams Room. It should be a desktop computer that used the MS Teams Application and a user logged in their CAC
