Q1: What is the overall dollar value of the contract (including option years)?
Answer: The hard cap is set at $10,000,000, including all option years. The soft cap is set to $2,500,000 for each period.
Q2: Are we required to submit Attachment 6 with our proposal?
Answer: Attachment 6, Past Performance Information, should be submitted as soon as possible.
Q3: Are the 3 contracts required on Attachment 6 in addition to the 10 contracts required on page 92 of the solicitation?
Answer: No. Please limit Attachment 6 to the ten (10) most relevant contracts.
Q4: Page 90 of the RFP states, "Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale". Should this information go in Part I, Part II or Part III?
Answer: Submit these exceptions, in writing, to william.silvers@luke.af.mil.
Q5: The SF 1442 shows that an offer guarantee is required. Can you please clarify what the bonding requirements are? Should this be included at the end of Part II - Price Proposal?
Answer: The bid guarantee has been waived for this acquisition.
Q6: Page 91 of the RFP states we need to include a Sample Project Proposal. Is there a pricing form you want us to use for the sample project price?
Answer: There is no specific form. The offeror shall show the RS Means Total Bare Cost for every line item required to complete the project, the corresponding City Cost Index, and the Contractor’s derived coefficient.
Q7: Page 92 of the RFP states, "Offerors shall submit a consecutive list of all relevant present and past performance for the past five (5) years. Offerors shall submit the list no later than the date and time indicated on the Standard Form 1442, Block 13A, but are encouraged to submit data as early as possible in the acquisition process.” Does this mean you want the entire Part III - Past performance proposal as early as possible or just the Attachment 7, Past Performance Questionnaires?
Answer: Attachments 6 and 7, Past Performance Information and Past Performance Questionnaires, should be submitted as early as possible.
Q8: Please confirm that Attachment 7, Past Performance Questionnaires are to be submitted directly to the Air Force from our client and are NOT to be included in our proposal submission.
Answer: Attachment 7, Past Performance Questionnaires shall be submitted directly to the government.
Q9: Can you please clarify whether or not E4clicks software is required? In the previous solicitation, it was required to purchase a license for each the contractor and the government. Is this still the case?
Answer: Yes.
Q10: In the specs, it states that offering contractor must have a bona-fide office in the area. Is it acceptable for the contractor that is awarded the contract to set up an office, upon award rather than, prior to award?
Answer: The contractor must have a bona-fide office in Arizona prior to award.
