About this file

This is a Questions and Answers document from a Request for Information (RFI) dated 14 April 2026 regarding a Vindicator security system upgrade. The Q&A clarifies scope and technical requirements identified during an on-site walk conducted at two facilities (Buildings 4837 and 4413).

Key technical requirements include: installation of one standalone Vindicator Badge Manager (VBM) in Building 4837 (which already has a VBM installed); removal of the Vindicator Security Server requirement; firmware upgrade of eight ACS v5 panels (five originally in the SOW, plus three identified during the site survey) from version 3.2.23 to 4.5.2 VR22; and relocation of three Vindicator Enclosures with power supplies and v5 units housing the Event, Enrollment, and Central managers from Building 4413 to Building 4837 by the July 1, 2026 deadline. The database and related files from the current VBM must be migrated to the new VBM to preserve badge design and user information. Configuration backups are not required to be performed by the vendor. The government confirmed its willingness to simplify the Vindicator system design during the upgrade rather than maintain the current three-panel configuration (central manager, event manager, and enrollment manager). Security clearance requirements are not specified for the unclassified system itself, but work must be performed within a Top Secret facility.

Q&A - RFI’s dated 14 April 2026 (Site walk)

Q1) Could we have verified that only one Standalone version Vindicator Badge Manager (VBM) is needed and to be installed in Building 4837?

• Yes, But I believe we already have a VBM installed in 4837

Q2) Could we get verification that the Vindicator Security Server and second VMB is not needed?

• Correct, it is not needed if we can verify correct system operation once everything is moved and upgraded.

Q3) At the site visit we identified 3 additional ACS v5’s that are deployed as the Event, Enrollment and Central managers in building 4413 that will need to have the firmware updated, can we have this confirmed?

• Confirmed, they will need to be upgraded and then moved to 4837, new permanent location.

Q4) Could we have confirmed that the 3 Vindicator Enclosures, power supplies and v5’s that house the Event, Enrollment and Central managers will need to be removed from Building 4413 and permanently installed in Building 4837 prior to the July 1, 2026 deadline?

• Confirmed.

Q5) could we get the Firmware Version number that will be required to upgrade the ACS v5’s?

• firmware of the V5 would go from 3.2.23(Current) to 4.5.2 VR22(Upgrade).

Q6) Please confirm that there are 8 ACS panels (5 in the SOW & 3 found during the site survey) to be upgraded.

• Confirmed

Q7) Is the current configuration to be backed before and after firmware upgrade? Being that the case, is the new VBM used for backup storage?

• Not by Vendor

Q8) Data transfer: are the database and related files of the current VBM to be migrated to new VBM to keep the badge design and user information. Otherwise, badge design and user data are to be recreated.

• Yes, needs to be moved.

Q9) Are the current Badge design to be migrated to the new Vbm?

• N/A

Q10) What level of clearance is required for this Vindicator systems upgrade?

• The system is unclassed, but where the system is located is in a TS facility

Q11) The additional 3 ACS panels are a central manager, an event manager, and enrollment manager. For this small group of ACS & IDS, it looks overkill in terms of Vindicator system design. Will the government be willing to change this design simpler during upgrade?

• Yes
