About this file
This document is a Single Source Justification (Simplified Acquisition) form prepared by the 355th Contracting Squadron (355 CONS) for the US Air Force.
The procurement is for purchase and upgrade of Intrusion Detection Systems (IDS) and badging system equipment compatible with Windows 10, with work to be performed at Bldg 4413 to Bldg 4837 at Davis-Monthan Air Force Base. The project is titled "IDS - ACS to WIN 10 UPGRADE." The contractor must provide all labor, transportation, materials, and equipment for installation, programming, and testing of Vindicator-branded equipment in accordance with the Performance Work Statement, Non-Nuclear Configuration Management Database Equipment Approval Memo (dated 29 April 2024), and applicable DoD/AF regulatory guidance. Work will be performed within a Defense Intelligence Agency (DIA) accredited Sensitive Compartmented Information Facility (SCIF). The justification for single-source procurement is based on Air Force restrictions limiting IDS equipment to that authorized by the AF Non-Nuclear Configuration Management Database, compatibility requirements with existing Vindicator infrastructure, and the need to maintain SCIF accreditation standards. The document indicates that despite the brand-name restriction, sufficient competition exists to support a Women-Owned Small Business (WOSB) set-aside solicitation on SAM.gov under NAICS 561621. The contracting officer (Micky L. Hallman, GS-13, DAF) signed the justification on 19 March 2026, determining that only a single source is reasonably available under FAR 13.106-1(b)(1).
