Performance Work Statement for Chapel Support Services

355 Wing Davis-Monthan AFB

DESCRIPTION OF SERVICES

1. The contractor shall provide all personnel, labor, transportation, supervision, and management to provide Chapel Support Services for the 355th Wing Chapel at Davis-Monthan AFB (DMAFB), AZ. All work hours are at the Government's discretion and are subject to change.

2. The following positions are part of this Performance Work Statement (PWS) for Chapel Support Services:

Position 1: Catholic Religious Education Coordinator Position 2: Protestant Religious Education Coordinator Position 3: Catholic Music Director

Option Position 1: Protestant Music Director Option Position 2: Gospel Music Director Option Position 3: Catholic Music Accompanist

GENERAL INFORMATION

1. Contractor Employee Restrictions. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

2. Conflict of Interest. The contractor shall not employ any individual who is an employee of the United States Government if the employment of that individual would create a conflict of interest, nor shall the contractor employ any person who is an employee: of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval of the employment in accordance with Department of Defense Directive (DODD) 5500-7, Standards of Conduct. In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in Air Force Instruction (AFI) 64-106, Air Force Industrial Labor Relations Activities.

3. Military Personnel. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours, or deployment. Military reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor's ability to perform. Their absence al anytime shall not constitute an excuse for non-performance under this contract.

4. Contractor Employee Conduct. The Government reserves the right to require removal from the installation any contractor employee who endangers persons or property, whose actions are inconsistent with professional conduct, whose continued employment is inconsistent with the interest or military security or who is found to be incapacitated or under the influence of alcohol, drugs, or other substances. Removal of employees for any reason does not relieve the contractor of

Page | 3 the requirement to perform services specified here in.

5. Communication. Contractor employees shall maintain open, professional, and respectful communication with military personnel, Government civilian employees, customers, and other contractor employees. Contractor employees are required to identify themselves as a contractor at all times while on the job, (e.g. in the workplace, when attending meetings, when answering Government telephones, in e- mails, or when making phone calls on behalf of the Government).

6. Safety. The contractor shall comply with all local, state, and federal laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of contractor employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor's compliance or noncompliance with such responsibilities. The contractor is responsible for furnishing contractor employees with all necessary personal protective equipment to perform services.

7. Fire Prevention and Safety Standards. Contractor employees shall comply with the Occupational Safety and Health Act (OSHA), Davis-Monthan AFB Fire Protection Program, Air Force Occupational Safety, and the Fire Prevention and Health Program.

8. Smoking in AF Facilities. Contractors are advised that the AF has placed restrictions on the smoking of tobacco products in AF facilities. AFI 48-104, Tobacco Use in the Air Force, outlines the procedures used by the commander lo control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas.

SECURITY REQUIREMENTS

1. Criminal History Background Check. The Government will conduct a criminal background check on contractor employees providing services under this contract, using the procedures set forth in the Department of Department of Defense Instruction (DoDI) 140 2.5. Criminal History Background Checks on Individuals in Childcare Services. Background checks will be based on fingerprints or individual obtained by a government law enforcement officer and inquiries conducted through the Federal Bureau of Investigation (FBI) and state criminal history repositories.

1.1. Contractor employees may provide contract services prior to completion of background checks, provided the contractor employee is within sight of an individual who has successfully completed a background check.

1.2. Contractor employees have the right to obtain a copy of any background check pertaining to them and to challenge the accuracy and completeness of the information contained in the report.

Contractor employees shall contact the Chapel Operations NCOIC, for a copy of the background check and for procedures to challenge the accuracy and completeness of the information in the report.

1.3. If a contractor employee has previously received a background check, the employee shall provide documentation of the background check to the Contracting Officer or their designee.

Documents required for proof of recently received background check include FBI fingerprint check and state criminal history check. If the contractor employee cannot provide the documents to the Government, a new criminal background will be conducted by the Government.

2. Starting a Criminal Background Check. To begin the contractor employee background check, the contractor employee shall obtain a Standard Form (SF) 85P, Questionnaire for Public Trust Positions, from the Chapel Operations NCOIC. The contractor employee shall complete the SF 85P, and submit the form, along with their birth certificate, contract number and contract expiration date to the Chapel Operations NCOIC, who will then submit the items to the Wing security manager. The Chapel Operations NCOIC will also provide the contractor employee with the appropriate form for the DoD Common Access Card (CAC), if a CAC is necessary to perform services.

3. Security Background Investigation Maintenance. The contractor must maintain a current security background investigation and notify the chapel with changes with security or background changes to include off-base offenses. The contractor shall also comply with all Air Force Information Assurance (IA) and additional training requirements, in accordance with the DMAFB and chapel.

4. Security Training. All contractor employees shall receive initial and recurring security education training from the sponsoring agency's security manager. Training must be conducted in accordance with DoD 5200.1-R, Information Security Program, and AFI 31-401, Information Security Program Management.

4.1 Antiterrorism Awareness Training. Level I - Antiterrorism (AT) Awareness Training is available to all contractor employees. Non-Common Access Card (CAC) holders can accomplish Level 1 - AT Awareness Training at https:// jkodirect.jten.mil/Atlas2/page/login/Login.jsf.

Additionally, contractor employees may contact the 306 RQS Unit Antiterrorism Representative (UATR) to request Antiterrorism Awareness Training material.

5. Reporting Requirements. Contractor employees shall immediately report to an appropriate government authority any information or circumstances of which they are aware that may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified for unclassified defense information.

6. Incident Notification. Contractor personnel with access to a government computer shall update their AtHoc profile with current contact information to ensure receipt of incident notification. Contractor personnel without computer access should be alert for notifications from the base public address system (i.e. Giant Voice). Additional notifications can be received via the Davis Monthan AFB Facebook Page. In the event of an incident, contractor personnel should adhere to the guidance provided in the Antiterrorism Awareness Training.

7. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non- government owned vehicles.

8. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires, e.g.

terminated for ca use, retirement, etc., and turn them in to the issuing office.

9. Contractor Travel on DMAFB. Contractor employees shall not loiter in any working area before or after performing services. All contractor employees shall limit their travel on DMAFB only to the specific areas required for performance of services or in travel directly to and from these locations. Upon completion of contract work, contractor employees shall promptly depart DMAFB.

10. Traffic Laws. Contractor employees shall comply with base traffic regulations. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones is strictly prohibited while driving on DMAFB. Seat belt use is mandatory for all vehicle occupants.

11. Random Personnel and Vehicle Searches. Contractor employees are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.

12. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned while on DMAFB.

13. For Official Use Only (FOUO). The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. FOUO or FOIA material discovered by the contractor or contractor employees shall not be retained by the contractor and will be surrendered immediately to an appropriate Government authority.

14. Protection of Personally Identifiable Information. Personally Identifiable Information (PII) refers to information that can be used to distinguish or trace an individual's identity either alone or when combined with other information that is linked or linkable to a specific individual. PII may range from common data elements such as names, addresses, dates of birth, and places of employment, to identity documents, Social Security numbers (SSN) or other government-issued identity, precise location information, medical history, and biometrics. The contractor shall protect all PII encountered in the performance of services in accordance with Department of Defense Directive 5400.11, Department of Defense Privacy Program, and DoD 5400.11-R, Department of Defense Privacy Program. If a PII breach results from the contractor's violation of the aforementioned policies, the contractor shall bear all notification costs, call-center support costs, and credit monitoring service costs for all individuals who's PII has been compromised.

15. Physical Security. The contractor is responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, the contractor shall ensure all government facilities, equipment, and materials are secured.

16. Illegal Substances. Illegal substance possession and/or use will not be tolerated on any military installation, including DMAFB. The contractor shall ensure contractor employees who have base access do not possess and/or use illegal substances. All contractors and subcontractors are required to adhere to all local, state, and federal laws concerning possession and/or use of illegal substances. Contractors found to be in possession of illegal substances will be barred from the installation and subject to arrest and prosecution by local authorities.

17. Illegal Aliens. IAW ACC supplement to AFMAN 31-101V1, Integrated Defense, illegal aliens are unauthorized on DMAFB. The contractor shall not hire illegal aliens to perform contract services on DMAFB, nor attempt to bring illegal aliens on the installation. Corrective/ punitive action will be taken against the contractor and the illegal alien(s), if the contractor hires illegal alien(s) to perform contract services on DMAFB.

18. Key Control. The contractor shall establish and implement methods of ensuring all keys issued to the contractor by the Government arc not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government. The contractor shall immediately report any occurrences of lost or duplicated keys to Wing Chaplain or

NCOIC.

18.1 In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the Contracting Officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the contractor.

18.2 The contractor shall prohibit the use of key and/or cipher lock combinations, issued by the government, by any persons other than the contractor's employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.

GOVERNMENT PROVIDED PROPERTY AND SERVICES

1. Equipment and Supplies. All items required to complete assigned duties will be provided to include office space, computer, office supplies, shared use of a printer and copier.

2. Telephone Services. The Government will provide the use of telephones for the transmission of official Government information only. The contractor shall not use Government telephones to transact personal business. The Government is not responsible for charges for collect calls accepted by contractor employees. Telephone calls are subject to the standard monitoring requirements of the Government telephone network. The use of Government phones by the contractor constitutes consent to monitoring.

3. E-Mail Access. If necessary, the Government will provide the contractor with Government e-mail access through the Local Area Network (LAN). The contractor shall use e-mail "for official use only" and in accordance with AFI 17-130, Air Force Cybersecurity Program Management. The contractor shall not access any other e- mail system on Government computers. The contractor is advised that e-mail use is subject to monitoring.

4. Emergency Services. The Government will provide security forces services (call 228-4444, for emergencies only), and fire protection services (call 228-3333). There are no emergency medical services available on DMAFB, therefore the contractor must dial 911 for emergency medical services. If the contractor dials 911 from a base phone, the contractor must tell the operator they are calling from DMAFB.

5. Recycling Program. The Government will provide recycling services and the contractor is required to participate in the base-recycling program.

APPENDIX 1

CATHOLIC RELIGIOUS EDUCATION COORDINATOR

Catholic Religious Education Coordinator (CREC). The CREC shall coordinate all Catholic Religious Education Programs and Catholic Chapel Programs.

QUALIFICATIONS

1. Shall be a practicing Catholic. Upon contract award, the contractor shall submit a letter of reference from current Catholic Pastor to the Contracting Officer.

2. A bachelor's degree and/or a minimum of two years’ experience in Catholic religious education human resources, program management, and office organization.

3. Knowledge of Roman Catholic teachings, customs, and traditions along with current developments in religious education.

4. Be proficient in the use of Microsoft Office applications or become proficient in the use of the Chapel's computer equipment and software programs within two months of the contract start date.

5. Ability to work in and be fully conversant with the pluralistic environment of the United States Air Force Chaplain Corps and the ability to get along with other staff members and volunteers.

6. Possess experience in planning liturgies.

SPECIFIC TASKS

Religious Education

1. The religious education program will conform to the directives of the United States Conference of Catholic Bishops (USCCB) as given in the General Directory for Catechesis, the National Directory for Catechesis, and the Archdiocese of the Military Services.

2. Responsible for all religious education programs encompassing the following specific responsibilities: pre-kindergarten through twelfth grade weekly classes with at least 30 hours of instruction per school year offered for each grade, sacramental preparation, OCIA for adults and

OCIA adapted for children, and adult education programs. Coordinate all Scripture study programs within the Catholic Community in collaboration with the Catholic Priest. Assist in the curriculum selection of a Chapel Vacation Bible School Program and/or facilitates participation in an off base Catholic Parish Vacation Bible School Program.

Provide training to Catechists/assistants in the skills of teaching and classroom management.

3. Complete, and ensure that all Catechists/assistants complete, the annual Safe Environment Training required by the Archdiocese of the Military Services.

4. Communicate with parents/guardians concerning student absences or disciplinary problems.

5. Maintain computer attendance records for all religious education students and training documents for all Catechists/assistants.

6. Generate and record all forms with the Archdiocese for the Military Services, USA to include the Sacraments of Baptism, Eucharist, and Confirmation.

7. Manage roster of Catechists/Assistants for weekly classes, sacramental liturgies, and seasonal programs. Ensures all classes are staffed, securing the services of substitute Catechists/assistants as needed.

8. Maintain all Religious Education curriculum and supplies for Catholic Chapel sponsored small group studies, as approved by the Catholic Priest and Wing Chaplain.

9. Maintain stocks or religious education supplies at the Desert Dove Chapel for distribution, as needed, by the Religious Education Catechists/Assistants and maintains equipment and supply storage for the Catholic Community.

10. Plan, schedule, and attend all functions of the Religious Education school year, to include weekly class meetings. Catechists/Assistants trainings, parent meetings, and retreats with the approval of the Catholic Priest. Be present during Religious Education classes on Sunday mornings, arriving at the Desert Dove Chapel at least one-half hour before classes begin and remain until classes are over and the building is empty. Be present or assign a Catechist to be present for all rehearsals for children's religious education programs and sacramental celebrations.

11. Attend religious education conferences, workshops, and seminars to further professional development. Certified, or works toward certification while also ensuring that all Catechists/assistants arc certified or are working towards certification as required by the Archdiocese for the Military Services.

12. Recruit, interview, and recommend to the Catholic Priest for his approval a list of Catechists/assistants and other volunteer workers for the Catholic religious education program.

13. Develop an annual parent handbook of policies, procedures, and class calendars, as well as sacramental guidelines and norms. Distribute the parent handbook at registration. Develop an annual Teacher Handbook to include job descriptions, annual calendars, policies, and procedures, as

Page | 11 well as sacramental norms. The teacher handbook is to be provided to all teachers two weeks prior to the beginning or classes. The Catholic Priest must approve both handbooks prior to their distribution.

14. Maintain enrollment and attendance records for all classes including student and Catechist/assistants attendance and keep records current. Maintain current roster of Catechists/assistants names, addresses, phone numbers and e-mail addresses.

15. Identify, prepare, and submit annual curriculum order, library, and Priest supply requirements for approval. Selection and ordering or all curriculums will be coordinated with the Catholic Priest

1. Conduct annual registration for the religious education program during the months of August and September. Process ongoing registration and maintain a database of rosters of students, Catechists/ assistants, and candidates for the Sacraments or Baptism, Penance, Eucharist, and Confirmation. Submit updated lists quarterly to the Catholic Priest.

2. Organize and implement preparation programs for the following Sacraments: First Penance, First Communion, and Confirmation. This includes parent meetings, and rehearsals for parents and children.

3. Assist in development and coordination of programs for high school age Catholic youth.

4. Perform the services described above or coordinate performance by a substitute of equal or higher proficiency. Submit the names and qualifications of proposed substitute to the Catholic Priest at least 14 days prior to the proposed absence. Substitutes must meet the requirements for the position as outlined in this Performance Work Statement (PWS). The contractor is responsible for payment to the substitute.

5. Brief the Catholic Priest on all planned activities and ensure compliance with all health and safety codes, Air Force, and 355 Wing (WG)/ Chaplain (HC) Operating Instructions.

Communication

1. Maintain strict confidentiality for everything that is seen and heard with regards to persons and conversations within and outside the Chapel.

2. Coordinate publicity for programs and special events through weekly bulletins, base newspaper, and marquee in cooperation with the Religious Affairs in charge of publicity.

3. Attend the following meetings: weekly meeting with the Catholic Priest, monthly meeting with the Catholic Pastoral Advisory Council, and other meetings as requested by the Catholic Priest.

4. Submit after-action reports on special events/programs to the Catholic Priest, as required.

Management

1. Schedule, coordinate, and submit all facility requests relating to Catholic events and programs.

2. Assist in the development and implementation of an annual program by participating in the annual Catholic Community planning meeting and in preparing regularly scheduled reports.

3. Give a monthly report to the Catholic Community Pastoral Advisory Council.

4. Communicate details of current and upcoming programs to Catechists/assistants, parents, and students, in writing, as required.

5. Draft publicity, including design and layout for the religious education program.

6. Do not advertise any off-base church functions or distribute any literature on DMAFB without prior approval from the Catholic Priest and the Wing Chaplain.

7. Work with the Protestant Program Coordinator on chapel faith community programs and those which involve the use of shared facilities.

8. Participate in the preparation of and ensure all continuity binders are ready for Major Command and 355 WG directed inspections.

9. Comply with the mandatory training required for all contractors and maintain training records.

10. Coordinate and assist Catholic volunteers with the planning and carrying out of events, including the preparation and submission of facility and Chapel Fund requests in accordance with chapel procedures; assist the Catholic Priest and laity in ordering goods and services in support or the Catholic community programs.

11. Coordinate completed background check forms in accordance with Department of Defense Instruction (DoDI) 1402.5. Criminal history background checks on Individuals in childcare Services, for all Religious Education Catechists/assistants and Youth Ministry Catechists/assistants who work with children under 18 years or age.

12. Establish and maintain all Continuity Binders with current electronic backup that include, but not limited to, calendars, community census, curriculum order, facility requests, fund requests, Liturgical Ministers, procedures, rosters, stewardship survey and training.

13. Coordinate work assignments and hours for all religious education staff members, ensuring coverage of all religious education classes, events, and programs.

Liturgy

1. Schedule, in collaboration with the Catholic Priest, all sacramental celebrations and Religious Education liturgies.

2. If funding allows, attend conferences, seminars, and workshops that are liturgical in nature to further develop his/her knowledge of Catholic liturgy.

Funds/Finance

1. Act as requestor and religious education program leader for Catholic Chapel Tithes and Offerings Fund (CTOF).

2. Prepare fund requests to be presented to the Catholic Priest. Collect input for an annual operating budget for the Catholic chapel fund. Assist with the compilation of the Catholic budget based on program leader inputs and submits the Catholic budget to the Catholic Priest and the Catholic Pastoral Advisory Council for review and approval.

3. Coordinate and prepare all Catholic chapel religious education funds requests for the Catholic Priest. Comply with all 355 WG/HC operating instructions.

4. Advise the Chapel Financial Working Group and Catholic Pastoral Advisory Council on Catholic Fund issues.

SCHEDULE

Hours of Operation. The contractor shall work a maximum of 1560 hours per year, not exceeding 40 hours in any given week. These hours will include a normal average of 20 hours a week throughout the year spread out at a minimum of three days per week to include Sundays, mostly during normal business hours (7:30 a.m. - 4:30 p.m.) and will be dependent upon the needs of the Catholic Priest.

There will also be occasional surges to meet special occasion requirements. Flexibility is paramount as the schedule will also include evening hours and weekend duties. A weekly office work schedule will be coordinated with the Catholic Priest to ensure program coordination. Time off from work and leave will be coordinated with the Catholic Priest.

PERSONNEL

Replacement Personnel. The contractor is responsible for continuous contract performance through the contract period of performance. If a substitute is necessary, candidates must meet all Religious Education Coordinator/ Pastoral Coordinator Qualifications in this PWS. The government reserves the right to refuse any substitute that does not meet all required qualifications.

APPENDIX 2

PROTESTANT RELIGIOUS EDUCATION COORDINATOR

The Protestant Religious Education (PREC) Coordinator facilitates the Protestant religious education program for the Davis-Monthan AFB Chaplain Corps Protestant program. The Protestant RE Coordinator shall assist Wing Chaplain or designee performing services in accordance with the terms and conditions set forth in this Performance Work Statement (PWS). Responsibilities encompass the establishing of budgeting, planning, coordinating, advertising, and monitoring of various Protestant religious education programs. This includes but is not limited to directing the Protestant religious education program and its processes with the religious education chaplain, coordinating volunteer support and planning and implementing the Protestant religious education program development with the approval of the Wing Chaplain.

QUALIFICATIONS

1. Two years’ experience working in a similar or related field. A baccalaureate degree is recommended, but not required.

2. Proficient in the use of Microsoft Office applications or become proficient in the use of the chapel’s computer equipment and software programs within two months of the contract start date.

3. Proficient typing skills.

4. Possess prior experience working with children, ages infant to 18 years old, in a group setting.

5. Possess, or obtain within 90 days of contract start date, First Aid, CPR, and Infant CPR training at no additional cost to the Government. The contractor must provide a proof of training upon request.

SPECIFIC TASKS

1. Provide administrative support for all Protestant RE programs including but not limited to selection of curricula and supplies, annual budget submissions (for curricula, supplies, and other materials) records, reports, and correspondence—request from teachers for printing supplies— preparation of material for teacher training events, inventories of curricula, maintain a store of expendable supplies, and submit funds requests as needed in a timely manner.

2. Schedule, plan, and oversee the execution of Protestant RE programs as well as participate as a leader if needed. Develop, schedule, plan, and implement Protestant RE programs and activities. These activities include, but are not limited to: AWANA, children’s ministries, adult bible studies, and Vacation Bible School (VBS).

3. Provide reports to lead Protestant chaplain for staff meetings that will help facilitate continuity among staff members and chapel programs.

4. Participate in quarterly Protestant Parish Advisory Council (PPAC) meetings.

5. Comply with mandatory training required for all contractors and maintain current training records. Training includes but is not limited to internet-based training and chapel off-sites.

6. Participate in such professional and spiritual growth training as the Wing Chaplain or designee may approve and as funding may support.

7. Assist in the development of an annual Chapel Tithes and Offerings Fund (CTOF) budget and appropriated fund budgets as directed by the Wing Chaplain or designee.

8. Coordinate and assist Protestant volunteers with the planning and carrying out of events including the preparation and submission of facility use forms and CTOF request forms in accordance with chapel procedures; assist program leaders and laity in ordering goods and services in support of Protestant religious education programs.

9. Recruit, train, equip, and assign the religious education teaching staff and volunteers.

Review religious education curricula and disseminate relevant materials to the teaching staff.

10. Provide for their training including all necessary training materials, for example: literature, training forms, and supplies.

11. Ensure all adults (over the age of 18) who are working with children prepare the proper background investigation forms and provide the forms to the appropriate Chapel staff member.

12. Recruit, prepare, and assign volunteer teachers and substitutes, and other necessary staff, organize and provide teacher-training workshops/events as required.

13. Provide orientation to new volunteers in facilities, funding, policies, and resources, while presenting follow up training and education in coordination with the Wing Chaplain and Lead Protestant Chaplain.

14. Serve as a resource advisor to the children’s church program by recruiting children church coordinators for each of the protestant services.

15. Train volunteer staff as needed and supervise this ministry.

16. Ensure volunteers receive recognition and support for their work.

17. Keep proper records of attendance, volunteer worker’s time and financial expenditures.

18. Compile weekly, monthly, and annual statistics related to the program(s), when requested.

19. Draft publicity for Protestant RE programs as requested by the Wing Chaplain or Lead Protestant Chaplain.

20. Work with chapel support staff to submit information pertaining to the Protestant community for the base paper, chapel and base marquees, and other publicity venues. All publicity needs to be approved by the Wing Chaplain.

21. Submit after-action reports on special events/programs as required.

22. Account for security and cleanliness of all facilities utilized in conjunction with PREC programs.

23. Implement creative Sunday school promotion activities.

24. Review, select and submit the religious education various requirements determining curricula needs. The Wing Chaplain approves all religious education programs, events, publicity, literature, and curriculum ensuring that is meet the needs of the community and does not denigrate any religious group.

25. Maintain the Protestant religious education curriculum.

26. Oversee the weekly education programs including, but not limited to, unlocking and locking buildings, preparing and distributing materials, arranging and maintain on-site storage (as necessary), coordinating facility ability and arrangements.

27. Visit each RE class at least once per quarter, or as requested by volunteer staff providing assistance where necessary and ensuring a well-balanced educational approach.

28. Keep records of enrollment and attendance on file.

29. Maintain Protestant religious education files and submit attendance reports to chapel staff as needed.

30. Maintain a current roster of volunteer education staff, ensuring all volunteer staff are aware of local safety requirements.

31. Ensure timely follow up contact is made with all education program visitors and absentee members.

32. Be present at all AWANA club nights. Ensuring security, safety, and quality of the program.

SCHEDULE

Hours of Operation. The contractor shall work a maximum of 1560 hours per year, not exceeding 40 hours in any given week. These hours will include a normal average of 20 hours a week throughout the year spread out at a minimum of three days to include Sundays, mostly during normal business hours (7:30 a.m. - 4:30 p.m.) and will be dependent upon the needs of the Protestant Chaplain.

There will also be occasional surges to meet special occasion requirements. Flexibility is paramount as the schedule will also include evening hours and weekend duties. A weekly office work schedule will be coordinated with the Protestant Chaplain to ensure program coordination. Time off from work and leave will be coordinated with the Protestant Chaplain.

PERSONNEL

Replacements. The contractor is responsible for continuous contract performance throughout the contract period of performance. The contractor shall notify the Wing Chaplain or designated representative of any absences and, if absent, will arrange to accomplish Protestant RE Coordinator tasks at other times or provide a substitute of equal or higher. If a replacement becomes necessary, candidates must meet all Parish Coordinator qualifications. The government reserves the right to refuse any candidate it feels does not meet all required qualifications. The contractor is responsible for payment of any substitute.

APPENDIX 3

CATHOLIC MUSIC DIRECTOR

Catholic Music Director. The Catholic Music Director shall provide the necessary services to perform choir and congregational leadership, and musical expertise for the Mass, at the Davis- Monthan Air Force Base (DMAFB) Chapel.

QUALIFICATIONS

1. A willingness to provide the services in consonance with normal ecclesiastical liturgical practices.

2. A proven familiarity with the requirements of Catholic worship.

3. A recognition that the Catholic Chaplain or his designee will make the final decision as to the appropriateness of any part of a given worship event, rite, or observance including the music selected under this contract.

4. Demonstrated ability to maintain healthy, functional interpersonal relationships with co-workers, chapel staff and parishioners.

5. The maintenance of professional standards of conduct and public decorum, including, but not limited to dress and grooming.

6. The contractor shall certify appropriate professional competence by providing evidence of academic certification and/or experience in Catholic music performance and choral direction.

7. The contractor must have the ability to sight read, select, and prepare liturgical music, conduct choral and congregational singing, and direct accompanist and other instrumentalists.

SPECIFIC TASKS

1. The Catholic Music Director is responsible for the selection of music to be used at the liturgical services at the Catholic Community at the DMAFB Chapel, in collaboration with the accompanist and Catholic Chaplain or his designee. The music selections will be made from musical compositions which conform to the general Roman Catholic tradition. Both traditional and contemporary music is acceptable for use in liturgical/worship services, in keeping with the liturgical norms of the Roman Catholic Church.

2. Select and prepare music for choir members and the Catholic Accompanist without violating copyright infringement laws.

3. Meet regularly with the Catholic Chaplain and/or his designee for music selection and the general planning and leadership of the music program.

4. Conduct 1 rehearsal per week per liturgy. The rehearsals must be conducted separate from the liturgy itself. The warmup time prior to a service is considered part of the service and not a separate rehearsal.

5. Attend monthly Parish Advisory Council meetings and liturgical planning meetings. The contractor shall notify the Catholic Chaplain or his designee if unable to attend.

6. Attend a training session on the sound system for each of the two chapels on DMAFB.

7. Provide services for weekend masses – Mass times are determined by the Wing Chaplain or designee.

8. Perform at special services or liturgies, to include the Christmas Cantata, as determined by the Catholic Chaplain or his designee. These services will include a 15 to 30-minute warm up session before each service, and the performance of the service itself of generally one, but no more than two hours.

9. The maximum number of units available to the contractor is 300 units within a year. One unit is equal to one Mass, special service, liturgy, rehearsal, parish advisory council meeting, or liturgical planning meeting, and payment will be based on units performed.

PERSONNEL

The contractor is responsible for continuous performance through the contract performance period.

If a replacement becomes necessary, candidates must meet all contract qualifications. The Government reserves the right to refuse any candidate if the candidate does not meet all required qualifications.

EQUIPMENT AND SUPPLIES

Government-owned organ, piano, and sound equipment are available for the Catholic Music Director's use. Government-owned equipment will not be moved without the permission of the Wing Chaplain and/or the Chapel Non-Commissioned Officer in Charge (NCOIC)/ Superintendent.

The Music Director shall submit requests for supplies in writing to the chaplain responsible for the service, at least 30 days in advance of the required date. Each request for supplies shall include the title, cost, and source of the supplies.

SCHEDULE

The minimum number of sessions that the music director shall provide are 52 Sunday masses and 52 rehearsals for each Sunday Mass as well as 10 special services and practices. The music director could be asked for more services such as Saturday Mass for a total maximum of 280 services/units.

Each session (each Mass, special service, liturgy, or rehearsal) is considered a unit and payment will

APPENDIX 4

PROTESTANT MUSIC DIRECTOR

Protestant Music Director. The Protestant Music Director shall provide for a comprehensive contemporary music ministry and associated programming, including all necessary music direction, vocally lead congregational singing and musically lead a worship team, necessary advertising coordinated with responsible chaplain or chapel administrative staff for contemporary protestant worship service.

QUALIFICATIONS

1. Two plus years’ experience in leading music ministry.

2. The ability to play and direct music with emphasis in the contemporary worship tradition.

3. Experience in planning and leading music in church or chapel setting.

4. Ability to play keyboard, piano or guitar as needed.

5. Ability to sing and lead a team of musicians for congregational singing.

6. Adequate command of music theory to transpose, arrange, and lead music as needed.

7. Must have a mature command of speaking, writing, and reading the English language.

8. Knowledge and understanding of the various forms of music used in different Protestant worship settings.

9. The ability to work with individuals from different denominational backgrounds.

SPECIFIC TASKS

1. Provide all musical worship for the entire service, from prelude to postlude for each service, including but not limited to Holy Days, rehearsals, and special events and activities. Weekly protestant contemporary worship services are held every Sunday at 0900 in the Hope Chapel.

2. Prepare aspects of worship in presentation software for every contemporary protestant service.

3. Coordinate all musical activities with the chapel staff, utilizing proper chapel forms when necessary, and verifying that proposed activities are included in the chapel calendar.

4. Perform custodial responsibilities for musical supplies such as songbooks, sheet music, etc.

5. Total maximum sessions are 52 Sunday performances, 52 regular weekly rehearsals and 12 specials (Holy Days, rehearsals, special events/activities) for a total maximum of 116 units. One unit is equal to one service, special event/activities, rehearsal, and payment will be based on units performed.

6. Arrive no later than thirty minutes prior to the worship service to meet with the chaplain in charge of the service to review the order of worship, direct the praise team during warm-up, and ensure any other musical needs are met.

7. Lead all hymns and worship songs for congregational singing.

8. Recruit worship team members and participation from the parish.

9. Lead the worship team during rehearsals.

10. Prepare the worship team for special seasonal presentations, such as Christmas cantatas and Easter programs.

11. Provide inputs for advertising of seasonal or special musical programming.

12. Maintain good care and custody of Chapel property.

13. Conform to written policies and guidance by Government personnel regarding building, real property, and personnel security. The contractor shall submit written requests for any facility, equipment, or supply needs to the Chapel Non-Commissioned Officer in Charge (NCOIC) and use established Chapel procedures/forms and avenues of communication and coordination.

14. Comply with copyright laws.

MUSICAL SELECTIONS

The Protestant Music Director shall organize all song selections and coordinate such selections with worship team. The selections chosen by the contractor shall be appropriate church music for the type of worship service being conducted and related to the church season when possible. The chaplain responsible for the service will confirm all congregational songs and is the approval authority for all music selections.

REHEARSALS

The maximum number of sessions for the Contemporary Service Music Director will be 52 Sunday services and 52 worship practices with an additional 10 special services and 10 practices for a total of 124 units. Each session (worship service, special service, or rehearsal is considered a unit and payment will be based on the number of units performed. The praise team warm-up time prior to a service is considered part of the service. The Protestant Music Director work with the Contemporary Worship Chaplain for purposes of coordinating the musical program. The praise team warm-up time prior to a service is considered part of the service.

PERSONNEL

The contractor shall find a substitute if the Protestant Worship Director cannot perform services.

The substitute shall meet the qualification requirements in this PWS, and the substitute's musical ability must be acceptable to the Wing Chaplain, or designee. The Government reserves the right to refuse any substitute candidate if the candidate does not meet all required qualifications.

PLANNED ABSENSES

The accompanist shall provide a two-week notice of planned absences, when possible, but no later than a 24-hours' notice of the substitution to the Wing Chaplain, or designee, prior to the scheduled service or function.

GOSPEL MUSIC DIRECTOR

Gospel Music Director. Gospel Music Director shall provide for a comprehensive contemporary music ministry and associated programming, including all necessary music direction, vocally lead congregational singing and musically lead a worship team, necessary advertising coordinated with responsible chaplain or chapel administrative staff for Gospel worship service.

QUALIFICATIONS

1. Possess the ability to read or sight-read music and lead choral and congregational singing.

2. The ability to work in collaboration with volunteers, and the chaplain assigned to the Gospel worship service in the rehearsal and performance of music, including the solicitation of players of other musical instruments, as well as vocalists.

3. Possess an understanding of Gospel music and see music as integral to the celebration of the rites of the Church; be able to foster participation in those rites through song; and possess good organizational and communication skills.

4. Possess and maintain a balanced repertoire (traditional to contemporary) and be well grounded in the development of Gospel worship music and liturgical rubrics.

5. Must have a mature command of speaking, writing, and reading the English language.

6. Maintain a neat, clean, and well-groomed professional appearance and conduct yourself in a business-like manner.

SPECIFIC TASKS

1. Select music to be used in the worship services.

2. Order and distribute sheet music and or lyrics to choir members, keeping within copyright infringement laws. Music taken from the files shall be replaced properly and promptly when finished.

3. Provide a written list of music selections to the assigned chaplain of the service, or designee, at least one month in advance. All selections are subject to the approval of the Wing Chaplain, or designee.

5. Meet regularly with the assigned chaplain and Protestant Parish Coordinator for general planning and leadership of the music program.

7. Maintain proficiency. Any personal practice time is at no additional cost to the Government.

8. Provide all musical worship for the entire service, from prelude to postlude for each service, including but not limited to Holy Days, rehearsals, and special events and activities.

9. Weekly rehearsals, separate from Sunday services, will be conducted and lasting at least 60 minutes in duration.

10. The maximum number of sessions for the Gospel Service Music Director will be 52 Sunday services and 52 worship practices with an additional 10 special services and 10 practices for a total of 124 units. Each session (worship service, special service, or rehearsal is considered a unit and payment will be based on the number of units performed. The praise team warm-up time prior to a service is considered part of the service. The Protestant Music Director work with the Gospel Worship Chaplain for purposes of coordinating the musical program. The praise team warm-up time prior to a service is considered part of the service.

The contractor is responsible for finding a substitute if the Gospel Worship Music Director cannot perform services.
