PARACHUTE RIGGER & INSTRUCTOR TRAINING SERVICES

Performance Work Statement (PWS) for
Parachute Rigger & Instructor Training Services
Objective. To provide specialized instruction and support services in order to develop combat leaders, highly trained recovery specialists and military freefall jumpmasters (MFFJM) for the United States and its allies. The contractor will provide all equipment, tools, parts, transportation, supervision, and management, in the form of specialized and certified instructors and Federal Aviation Administration (FAA) Master and Senior riggers to perform military parachute rigging services and instruction in support of Air Force Special Warfare (AFSPECWAR) training requirements at Davis- Monthan AFB (DMAFB), AZ and other approved locations within the United States.
1.0. Description of Services. The contractor will provide specialized instructors and specialized personnel parachute riggers for training on approved course curriculum to assist in maintaining fully mission capable Pararescue Jumpers (PJ), Combat Rescue Officers (CRO), Survival, Evasion, Resistance, and Escape (SERE) Specialists, and other AFSPECWAR specialists as directed.
a. AFSPECWAR Weapons and Tactics Instructor (WEPTAC).
b. AFSPECWAR Instructor with a specialty in Joint Terminal Attack Controller (JTAC).
c. AFSPECWAR Medical Instructor.
d. AFSPECWAR Master Parachute Rigger.
e. AFSPECWAR Senior Parachute Rigger.
1.1. AFSPECWAR Instructor – WEPTAC Weapons and Tactics Instructor will conduct training for all students and cadre assigned. WEPTAC will serve as the primary and assistant instructor for approved course curriculum. WEPTAC will be required to perform instruction in a classroom and field environment. Instruction also includes live fire training on small arms, crew served weapons, and demolitions.
1.1.1.WEPTAC Tasks
a. Provide instruction to students on AFSPECWAR related Tactics, Techniques and Procedures (TTPs) to include but not limited to, Military Decision-Making Process (MDMP), Troop Leading Procedures (TLPs), Small Unit Tactics (SMUT), Military Operations in Urban Terrain (MOUT), basic and advanced Close Quarters Combat (CQC) skills, designated marksman training, and tactical vehicle employment techniques.
b. Comply with Higher Headquarters (HHQ) guidance in planning, developing, maintaining, and safeguarding personnel and equipment while conducting compliant, 14 March 2024 Page | 3 efficient, and safe training operations.
c. Assist in syllabi and instructional courseware development and modification in accordance with Command directives.
d. Conduct instructor and support duties in hazardous environments and conditions including instruction of students in and around military aircraft (i.e. rotary wing and fixed wing aircraft) during ground and flying operations, live fire operations on static ranges and dynamic realistic shooting environments during day and night. Instruction will also occur in the maritime environment on small boats and large merchant vessels.
e. Assist in the process for maintaining accountability for instructional material and student reference products such as collections (e.g. the syllabi of instruction (SOI’s), student critiques and end of course critiques, After Action Reports (AAR’s), and consolidated inputs from other instructors into weekly Commanders Update Brief
(CUB)).
f. Provide AFSPECWAR specific classroom and field instruction on knowledge and performance objectives in support of advanced tactical training courses, and other unit training courses that pertain to the contractor’s area of subject matter expertise.
g. Perform Drop Zone Control Officer duties in accordance with (IAW) United States Air Force (USAF) directives and regulations as required. Coordinate ranges, facilities, aircraft, aircraft loading, and equipment required to meet all tactical training objectives.
h. It is highly desirable for the contractor to have served in military parachuting duties which encompass High Altitude Low Opening (HALO) and High-Altitude High- Opening (HAHO) operations. Member may assist in Military Freefall (MFF) Jumpmaster Course support and to support airborne operations. If the contractor meets qualifications and currency defined as per AFI 10-3503, Personnel Parachute Operations, the contractor will perform jump operations.
i. Conduct support activities to support training requirements, including but not limited to operating safety boats, wing boats, advanced rescue crafts (ARC), and off-road tactical vehicles. Execute and provide instruction for support personnel on all support activities to include Opposing Force (OPFOR), Medical Patients, Mass Casualty Situation (MASCAL), equipment recovery, and safety swimmer. The Government will train the contractor on internal equipment and vehicle use.
j. Support logistical support activities for the squadron including, but not limited to, transporting equipment and/or personnel to and from training locations in government provided vehicles with trailer attached. Perform recovery and clean-up of equipment and facilities following training scenarios and end of week activities.
1.1.2. WEPTAC Qualifications.

a. Must have been qualified in at least two of the relevant Special Operations Forces (SOF) specialties, Special Forces Advanced Reconnaissance, Target Analysis, and Exploitation Techniques Course, (SFARTAETC), United States Army Sniper Course (SFSC Level 1), Marine Forces Special Operations Command (MARSOC) Sniper Course Graduate qualified or equivalent.
b. Must have minimum of four (4) years' experience serving as a Weapons and Demolition expert. Must have technical and tactical knowledge on and prior qualification of small arms and heavy weapons, including 240-Z, MOD-2 50 CAL, AT4, and the M72 Light Anti-Tank Weapon (LAW). Must have previous qualification, training, and experience in the use of Claymore anti-personnel mines.
c. MFF Jumpmaster desirable. The Government will provide upgrade and currency training for legacy or sister service systems qualifications that are transferable if the contractor meets minimum requirements.
d. USAF Instructor Course or sister service equivalent is required. The contractor must have graduated an approved USAF Principles of Instruction course (POI) or sister service equivalent in the past decade. The Government may provide a local course for personnel without qualification. The contractor must submit a request for training along with resume’ and certifications for review by the Government Contracting Officer’s Representative (COR).
e. During the execution of courses, the work will be physically demanding. This will require the contractor to perform training operations which will require the individual to maintain a level of physical fitness that is commensurate with the typical special operator. The contractor must be able to sit, stand and walk carrying 75lbs of equipment for up to four hours duration. Additionally, the contractor must be able to lift 225lbs from the floor to waist height. The employee must also be able to handle class C explosives, munitions, hazardous materials, and corrosive fuels.
f. Additional contractor regulatory qualifications are listed Appendix C.
1.1.3. WEPTAC Instructor Experience.
a. The AFSPECWAR WEPTAC Instructor must have a minimum of five (5) years of experience within the community, specifically in the last two decades. The SOF community is defined as including Army Special Forces, MARSOC, Marine Recon, Army Ranger Regiment, Navy Special Warfare Operator, Pararescue Jumper, Combat Control Team, and Special Operations Forces Tactical Air Control Party. Other Department of Defense (DoD) and/or Allied Forces assignments/experience will be considered on a case-by-case basis by submitting course certification to the Contracting Officer for review.
b. Must possess knowledge and experience in instructing the Military Decision-Making Process (MDMP), Troop Leading Procedures (TLP), Small Unit Tactics (SMUT), 14 March 2024 Page | 5
Military Operations in Urban Terrain (MOUT), and Close Quarters Combat (CQC).
c. Required experience related to United States Indo-Pacific Command (INDOPACOM) or other maritime environments, either through assignment to a unit within INDOPACOM or participation in INDOPACOM named exercises (i.e. Cobra Gold).
Other maritime service or named maritime exercises will be considered on a case-by-case basis through an interview process to ensure the experience is relative to the training curriculum.
1.2. AFSPECWAR Instructor – JTAC. Instructor will conduct training and support services for all students and cadre assigned. JTAC will serve as the primary and assistant instructor for approved training, course curriculum and perform duties as simulated aircraft and air boss in training scenarios as required. JTAC will be required to perform instruction in a classroom and field environment. Instruction includes training and execution aboard fixed wing and rotary wing aircraft.
1.2.1.Instructor JTAC Tasks
a. Provide instruction to students on AFSPECWAR related Tactics, Techniques and Procedures (TTPs) to include but not limited to, Small Unit Tactics (SMUT), Control of military aircraft in support of combat operations. Control of Drop Zone (DZ) and Landing Zone (LZ) Operations during training iterations. Conduct instruction on Close Air Support for combat operations, teach capabilities and limitations of military aircraft, act as Drop Zone Controlling Officer and Drop Zone Safety Officer
(DZCO/DZSO).
b. Comply with Higher Headquarters (HHQ) guidance in planning, developing, maintaining, and safeguarding personnel and equipment while conducting compliant, efficient and safe training.
c. Assist in syllabi and instructional courseware development and modification in accordance with Command directives.
d. Conduct instructor duties in hazardous environments and conditions including instruction in and around military aircraft (i.e. rotary wing and fixed wing aircraft) during ground and flying operations, live fire operations on static ranges and dynamic realistic shooting environments during day and night. j. It is highly desirable for the contractor to have served in military parachuting duties which encompass High Altitude Low Opening (HALO) and High-Altitude High- Opening (HAHO) operations. Member may assist in Military Freefall (MFF) Jumpmaster Course support and to support airborne operations. If the contractor meets qualifications and currency defined as per AFI 10-3503, Personnel Parachute Operations, the contractor will perform jump operations.
k. Manage Android Tactical Assault Kit (ATAK) usage to all personnel assigned to the unit that utilize ATAK. Ensure all software on all equipment is up to date. Manage inventory on consumables and high-break items to ensure healthy benchstock for assigned equipment.
l. May be required to represent the organization at the Special Warfare Assault Kit (SWAK) Advisory Group. Will perform actions and serve as the bridge between the Radio Frequency (RF) Shop and Imagery Analysts (AFSC 1N1) to appropriately load effective imagery onto ATAKs.
m. Perform Unit JTAC Program Manager Function. Will perform all assigned duties and act at the Units JTAC Program Manager in accordance with AFMAN 10-3505v1.
1.2.2. AFSPECWAR Instructor - JTAC Qualifications
a. Must be a former qualified JTAC assigned to SOF unit for a minimum of 5 years within the past two decades.
b. USAF Instructor Course or sister service equivalent is required. The contractor must
14 March 2024 Page | 7 have graduated an approved USAF Principles of Instruction course (POI) or sister service equivalent in the past decade. The government may provide a local course for personnel without qualification. Contractor must submit a request for training along with resume and certifications for review by the COR.
c. Ability to apply classroom and field instruction techniques and procedures.
d. Additional contractor regulatory qualifications are listed in the Performance Work Statement (PWS) Appendix C.
e. During the execution of courses, the work will be physically demanding. This will require the contractor to perform training operations which will require the individual to maintain a level of physical fitness that is commensurate with the typical special operator. The contractor must be able to sit, stand and walk carrying 75lbs of equipment for up to four hours duration. Additionally, the contractor must be able to lift 225lbs from the floor to waist height. The employee must also be able to handle class C explosives, munitions, hazardous materials, and corrosive fuels.
f. MFF Jumpmaster desirable. The government will provide upgrade and currency training for legacy or sister service systems qualifications that are transferable if the contractor meets minimum requirements.
1.2.3. AFSPECWAR Instructor – JTAC Experience.
a. Must have 5 years Special Operations Forces (SOF) Community Experience: The AFSPECWAR Instructor JTAC must have a minimum of 5 years of experience within the community, specifically in the last two decades. The SOF community is defined as including Army Special Forces, MARSOC, Marine Recon, Army Ranger Regiment, Navy Special Warfare Operator, PJ, CCT, and SOF TACP.
b. Must possess knowledge and experience in instructing in the following subjects: Small Unit Tactics (SMUT) - Military Operations in Urban Terrain (MOUT) - Close Quarters Combat (CQC).
c. Required experience related to INDOPACOM or other maritime environments, either through assignment to a unit within INDOPACOM or participation in INDOPACOM named exercises. i.e. Cobra Gold. Other maritime service or named maritime exercises will be considered on a case-by-case basis through an interview process to ensure the experience is relative to the training curriculum.
d. Must have a minimum of two (2) years of military instructor experience at a Formal Training Unit or an equivalent institution.
1.3. AFSPECWAR Instructor – Medic. Instructor will conduct training and support services for all students and cadre assigned. Medical Instructor will serve as the primary and assistant instructor for approved course curriculum and perform duties as primary medic in support of
14 March 2024 Page | 8 training scenarios in in a classroom and field environment. Instruction includes training and execution aboard aircraft, water vessels and other hazardous tasks.
1.3.1. AFSPECWAR Medical Instructor Tasks
a. Provide instruction to students on AFSPECWAR related Tactics, Techniques and Procedures (TTPs) to include but not limited to, prolonged field care of critical patients, PJ Medical Treatment Protocols, the structure of the Joint Military Trauma System, aero-medical evacuation platforms and capabilities. Advanced medical skills i.e.
instruction on escharotomy for burns etc.
b. Comply with Higher Headquarters (HHQ) guidance in planning, developing, maintaining, and safeguarding personnel and equipment while conducting compliant, efficient, and safe training operations.
c. Assist in syllabi and instructional courseware development/modification in accordance with Command directives.
d. Conduct instructor duties in hazardous environments and conditions including instruction of students in and around military aircraft (i.e. rotary wing and fixed wing aircraft) during ground and flying operations, live fire operations on static ranges and dynamic realistic shooting environments during day and night. Instruction will also occur in the maritime environment on small boats and large merchant vessels.
e. l. Perform Alternate Insertion/Extraction (AIE) instruction and support duties.
m. Perform medical instruction and support duties.
n. During the execution of courses, the work will be physically demanding. This will require the employee to perform training operations which will require the individual to maintain a level of physical fitness that is commensurate with the typical special operator. The contractor must be able to sit, stand and walk carrying 75lbs of equipment for up to four hours duration. Additionally, the contractor must be able to lift 225lbs from the floor to waist height. The employee must also be able to handle Class-C explosives, munitions, hazardous materials, and corrosive fuels.
1.3.2. AFSPECWAR Medical Instructor - Qualifications.
a. Must be a former trained medic qualified at the Joint Special Operations Medical Training Center (JSOMTC) as a special operations medic or possess equivalent qualifications, such as a PJ (Pararescue), Navy SARC (Special Amphibious Reconnaissance Corpsman), US Army Military Occupational Specialty (MOS) 18 Delta, 160th SOAR (Special Operations Aviation Regiment) medic, or Army Ranger Regiment Medic.
b. It is highly desirable that the contractor has graduated an instructor course such as
USAF Basic Instructor Course (BIC) or sister service equivalent. Must have knowledge of methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources. Will apply classroom and field instruction techniques and procedures.
c. MFF Jumpmaster. The Government will provide upgrade and currency training for legacy or sister service systems qualifications that are transferable if the contractor meets minimum requirements.
d. The ability to acquire or possess current certification as a National Registry of
Emergency Medical Technicians-Paramedic (NREMT-P) and maintain 20 hours in continued medical training and/or advanced medical training courses. The contractor
14 March 2024 Page | 10 must have separated from military unit in good standing and not have failed any medical skills evaluations during service.
e. Additional contractor regulatory qualifications are listed in PWS Appendix C.
1.3.3. AFSPECWAR Instructor – Medic Experience
a. Must have a minimum of 10 years of documented experience with Guardian Angel or Special Operations Forces (SOF) community experience. Experience must have occurred in the last two decades. The SOF community is defined as including Army Special Forces, MARSOC, Marine Recon, Army Ranger Regiment, Navy Special Warfare Operator, PJ, CCT, and SOF TACP.
b. Must possess knowledge and experience in instructing in the following subjects: Live Tissue Training, LTT Models, Trauma. Etc.
c. Highly desirable to have experience related to INDOPACOM, either through assignment to an SOF Community unit within INDOPACOM or participation in INDOPACOM named exercises (i.e. Cobra Gold). Other maritime service or named maritime exercises will be considered on a case-by-case basis through an interview process to ensure the experience is relative to the training curriculum.
d. Must have a minimum of two (2) years of military instructor experience at a Formal Training Unit or an equivalent institution. Proficiency in instructional techniques, principles, practices, and programs relevant to military training. Demonstrated ability to apply formal classroom and field instruction techniques and procedures effectively.
Capability to provide course syllabi, training plans, and input for courseware development.
e. Proficient knowledge of Prolonged Field Care procedures in the military setting.
Knowledge of Technical Rescue Techniques and Operations (i.e. technical rope rescue, confined space rescue, vehicle extrication). Thorough understanding of the Joint Trauma Management System.
1.4. Air Force Special Warfare (AFSPECWAR) Master Parachute Rigger. Master Parachute Rigger (MR) will pack, service, maintain and rig all parachute equipment and aerial delivery items for training scenarios and missions assigned to the unit. MR will supervise packing and rigging and directed. MR will conduct training to newly assigned and contractor support personnel as required. The contractor will maintain Personnel Parachute and Oxygen equipment, support logistical and course support requirements, and provide courses of instruction to assist in maintaining fully mission capable Aircrew Flight Equipment technicians.
1.4.1. Special Operations Master Parachute Rigger Tasks
a. Provide subject matter expert classroom and field instruction on knowledge and performance objectives for Special Operations Personnel Parachute Systems (PPS)
14 March 2024 Page | 11 and Aerial Delivery methods for both land and maritime airdrop operations.
b. Inservice, pack, inspect and maintain assigned premeditated and cargo parachute systems including but not limited to RA1, MC6, T11R-SP, Non-Tactical Ram-Air Parachute Systems, Raider Intruder, Military Tandem, and Butler Reserve parachute systems. Master riggers must be certified on all unit military systems and maintain FAA Master Rigger certification and currency IAW USAF and FAA regulatory guidance. Riggers are expected to pack no less than four (4) complete systems per day to include main and reserve parachutes. In the performance of In-Process Inspections (IPI), Master Riggers are expected to supervise/IPI no less than four (4) packers per day. Riggers may be tasked to Aerial Delivery, maintenance and/or other areas and will meet expected workload for specialized tasks.
c. Assist in building and rigging of aerial delivery loads, to exclude signature authority to
Joint Acceptance Inspection (JAI) forms or serve as the primary rigger. Prepare, maintain, and build aerial delivery equipment, includes, but is not limited to building combat expendable platforms and rigging AFSPECWAR and Special Operations and Maritime airdrop loads.
d. Inspect, service, and maintain high altitude supplemental oxygen equipment and accessories IAW USAF regulatory guidance.
e. Inspect, service, and maintain and repair ancillary equipment, including night vision devices, altimeters, emergency breathing systems, and floatation devices.
f. Perform Military Drop Zone Control Officer (DZCO) duties as needed during unit training jump operations. Perform Parachute Rigger Checks as needed during unit training jump operations. Perform Malfunction Officer duties as needed during Airborne Operations.
g. Recovery and retrograde of parachutes and airdrop items during land and water airborne operations. Contractor personnel will be required to recover Personnel Parachute Systems (PPS) and Air Drop Equipment (ADE) from land and open water aboard military approved vehicles and/or vessels. Riggers shall wash and hang parachute systems and operate a drying tower in order to maintain systems.
h. Assist in live action role player scenarios during training such as maritime and land full mission profiles. Contractor personnel may serve as OPFOR or non-invasive medical patients to assist in training.
i. Supervise and/or load airdrop loads, training equipment, and logistic supplies into aircraft or aboard water vessels in support of training scenarios.
j. Perform In-Process Inspections (IPI) or Rigger checks for USAF approved PPS.
Perform maintenance on all parachutes and Aircrew Flight Equipment (AFE) materials.

k. Participate in squadron information meetings and morale events as directed by the AFE Superintendent or Program Manager. Meetings and team building events will be considered work performed and conducted during normal working hours.
l. Maintain a clean and safe parachute rigger work area. The contractor will also assist in moving shelving, cleaning the work and break areas, and other general support tasks to enhance functionality, efficiency and safety of the work area.
1.4.2. Special Operations Master Parachute Rigger Qualifications.
a. Must be a US Citizen IAW AFMAN 11-301v4, Aircrew Flight Equipment (AFE) Career Field Development, para 5.2.2.1.
b. Maintain all Federal Aviation Administration (FAA) requirements, ratings, privileges, and performance standards in accordance with Title 14 Code of Federal Regulations (CFR) Chapter I, Subchapter D, Part 65, Subpart F, Section 65.111, 65.113, 65.115, 65.119, 65.125, 65.129, 65.131, and 65.133 for each respective certification and rating.
c. Maintain a 180-day currency on all Static Line and Military Freefall parachute systems in accordance with AFMAN11-301V1, Aircrew Flight Equipment (AFE) Program.
d. Must meet qualifications to operate a government vehicle. The contractor must be able to send master riggers to obtain a commercial driver’s license within one (1) year if requested by the unit. Commercial Driver’s License (CDL) Course cost and travel will be paid by the government.
e. Must be able to speak clearly and distinctly IAW AFMAN 11-301v4.
f. Must have visual acuity correctable to 20/20 IAW AFMAN 11-301v4.
g. Must secure/maintain access to the Air Force Network IAW AFMAN 11-301v4.
h. Must be a graduate on all the following formal training programs:
i. US Army Quartermaster Center and School (USAQMC&S) RA-1, Ft. Gregg-
Adams, VA or USAF approved RA-1 New Equipment Training (NET).
ii. Cobham Parachutist Oxygen Systems training course.
iii. USAQMC&S MC-6/T-11R Static Line Parachute Systems, Ft. Gregg-Adams, VA or USAF approved MC-6/T-11R New Equipment Training (NET) or Mobile Training Team (MTT) rigging courses.

v. USQMC&S Phase I Airdrop Training certification.
NOTE: The contractor must submit certificates of training on all premeditated and cargo parachute systems, to include RA-1 Military Free Fall (MFF), RA-1 Double Bag Static Line (DBSL), RA-1 Bottom Of Container (BOC), T-11R, MC-6, Military Tandem Vector System (MTVS), Military Tandem Tethered Bundle (MTTB), T-10 cargo, G-12 cargo, 15ft extraction, and all other parachute systems for which the contractor is qualified on.
j. Required certification as FAA Master Rigger with back and chest rating at time of contract award.
1.4.3. Special Operations Master Parachute Rigger Experience.
a. Must have a minimum of three years’ experience with AFSPECWAR units.
b. Master Riggers must have a minimum of one (1) year serving as an FAA Master Rigger or three (3) years serving as a uniformed 7-level parachute rigger assigned to an AFSPECWAR parachute loft or a DoD Special Operations or Test Facility.
c. Knowledge of Military Free Fall (MFF) and static line (S/L) jump operations.
d. Knowledge/application of Federal Aviation Administration (FAA) Master Rigger experience, competencies, and skills requirements. In accordance with 14 CFR Part 65, Subpart F, Section 65.119, 65.125, 65.129, 65.131, and 65.133.
e. The contractor must be physically fit enough to complete the rigorous physical acts of performing recovery, washing, and drying parachutes. Contractor personnel will be required to pack a minimum of four full parachute systems per day which will include the ability to carry at least 100 pounds for 50 yards and be able to pull at least 150 pounds on a pulley system.
f. Knowledge/application of USAF aviation flight safety program malfunction, mishap, and incident reporting.
1.5. Air Force Special Warfare (AFSPECWAR) Senior Parachute Rigger. Senior Parachute Rigger (SR) will pack, service, maintain and rig all parachute equipment and aerial delivery items for training scenarios and missions assigned to the unit. The SR will assist in training newly assigned and contractor support personnel as required. The contractor will maintain Personnel Parachute and Oxygen equipment, support logistical and course support requirements, and provide courses of instruction to assist in maintaining fully mission capable Aircrew Flight Equipment technicians.
1.5.1. Special Operations Senior Parachute Rigger Tasks.
a. Assist in subject matter expert classroom and field instruction on knowledge and
14 March 2024 Page | 14 performance objectives for Special Operations Personnel Parachute Systems (PPS) and Aerial Delivery methods for both land and maritime airdrop operations.
b. Inservice, pack, inspect and maintain assigned premeditated and cargo parachute systems including but not limited to RA1, MC6, T11R-SP, APS, Raider Intruder, Military Tandem, and Butler Reserve parachute systems. Senior riggers must be certified on all military systems and maintain FAA Senior Rigger certification and currency in all PPS IAW USAF regulatory guidance. Riggers are expected to pack no less than four (4) complete systems per day to include main and reserve parachutes.
Riggers may be tasked to Aerial Delivery, maintenance or other areas and will meet expected workload for specialized tasks.
c. Assist in building and rigging of aerial delivery loads, to exclude signature authority to Joint Acceptance Inspection (JAI) forms or serve as the primary rigger. Prepare, maintain, and build aerial delivery equipment, includes, but is not limited to building combat expendable platforms and rigging AFSPECWAR, Special Operations loads and Maritime airdrop loads.
d. Inspect, service, and maintain high altitude supplemental oxygen equipment and accessories IAW USAF regulatory guidance.
e. Inspect, service, and maintain and repair ancillary equipment, including night vision devices, altimeters, emergency breathing systems, and floatation devices.
f. Perform Parachute Rigger Checks as needed during unit training jump operations.
g. Recovery and retrograde of parachutes and airdrop items during land and water airborne operations. Contractor personnel will be required to recover PPS and ADE from open water aboard military approved vessels. Wash and hang parachute systems and operate a drying tower in order to maintain systems.
h. Assist in live action role player scenarios during training such as maritime and land full mission profiles. Contractor personnel may serve as OPFOR or medical patients to assist in training.
i. Supervise and/or load airdrop loads, training equipment, and logistic supplies into aircraft or aboard water vessels in support of training scenarios.
j. Perform maintenance on all assigned parachutes and AFE equipment.

This only applies to senior rigger positions.
i. Required certification as FAA Senior Rigger with back rating at time of contract award. Chest rating must be acquired within 6 months of hiring. Aircrew Flight Equipment Superintendent (AFES) and Aircrew Flight Equipment (AFE) Program Manager may extend the time to 12 months. This applies to senior rigger positions only.
1.5.3. Special Operations Senior Parachute Rigger Experience
a. Must have a minimum of two years’ experience with AFSPECWAR or SOF units.
Airmen Air Force specialty code or sister service special operations rigging detachments is highly desirable.
b. Senior Riggers must have a minimum of one (1) year serving as an FAA Senior Rigger with military parachute systems or a DoD Special Operations or Test Facility.
c. Knowledge of Military Free Fall (MFF) and static line (S/L) jump operations.
d. Knowledge/application of Federal Aviation Administration (FAA) Senior Rigger experience, competencies, and skill requirements. In accordance with 14 CFR Part 65, Subpart F, Section 65.119, 65.125, 65.129, 65.131, and 65.133.
e. Contractor must be physically fit enough to complete the rigorous physical acts of performing recovery, washing, and drying parachutes. Contractor personnel will be required to pack a minimum of four full parachute systems per day which will include the ability to carry at least 70 pounds for 50 yards and be able to pull at least 150 pounds on a pulley system.

2.0. Special Requirements
2.1. Industrial Security. Contractor personnel will have privileged access to Government systems must meet DOD 8570.01M and 5200.02_AFMAN 15-1405 table 2 (T3) security clearance levels. A DD Form 254, Department of Defense Contract Security Classification Specification, is required. Contractor personnel must be eligible to hold a Secret clearance throughout the duration of the contract. An active Secret clearance is required for AFSPECWAR WEPTAC, AFSPECWAR JTAC, and AFSPECWAR Medical Instructor only.
Master and Senior Riggers must be able to pass a background check and qualify to obtain a Secret clearance but do not require an active clearance. The Contract Security Classification Specification (DD Form 254) will encompass all security requirements. All contractor personnel
14 March 2024 Page | 17 must also comply with Operations Security (OPSEC) requirements as set forth in DoD Directive 5205.02E, DoD Operations Security (OPSEC) Program Manual and Air Force Instruction (AFI) 10-701, Operations Security. Application and cost for the appropriate Personnel Security Investigation (PSI) is the contractor’s responsibility. If the contractor is notified by any Government official having security cognizance over the contract that an employee’s security clearance has been revoked or suspended, the contractor must notify the Contracting Officer the same day the contractor receives the notice and all access revoked.
2.2. Personnel Clearances. An active Secret clearance is required for AFSPECWAR WEPTAC, AFSPECWAR JTAC, and AFSPECWAR Medical Instructor only. All contractor employees under this contract must be US citizens. The contractor is required to provide employee background information to comply with contract clearance requirements including Common Access Cards (CACs) and building access badges.
2.2.1. Clearance Revocation/Suspension. If the contractor is notified by any Government official having security cognizance over the contract that an employee’s Security Clearance has been revoked or suspended, the contractor must notify the Contracting Officer the same day the contractor receives the notice. The revocation/suspension will be reviewed by the security officer and the Commander of the supported unit for further action.
2.3. Contractor Travel. The contractor will be required to travel to various locations within the United States throughout the period of this contract. The purpose of this travel will be, but not limited to, the attendance of training and support of pararescue training courses and airborne operations. All contractor travel must be in accordance with the rate outlined in the Joint Travel Regulation. See PWS paragraph 4.18 for additional information regarding local area travel.
Travel is not included in the FFP but will be billed separately.
2.3.1. Contractor personnel may each be required to travel up to 60 days per year for each contractor employee to support training requirements.
2.3.2. The contractor will invoice for the actual cost of the trip. In the event that the actual travel costs exceed the unit cost the contractor may submit a request for equitable adjustment to the Contracting Officer (Contracting Officer). The request for equitable adjustment must be supported with thorough documentation of actual costs incurred. Any travel unused by the end of each task order will be partially terminated and de-obligated from the task order.
2.3.3. Unscheduled travel is any travel that is not otherwise included within the CLIN structure of the contract. These instances will be negotiated on a case-by-case basis and will be added to the contract via modification.
2.3.4. Illegal Substances. Illegal substance possession and/or use will not be tolerated on any military installation, including DMAFB. The contractor shall ensure contractor employees who have base access do not possess and/or use illegal substances. All contractors and subcontractors are required to adhere to all local, state, and federal laws concerning possession and/or use of illegal substances. Contractors found to be in possession of illegal substances will be barred from the installation and subject to arrest and prosecution by local authorities.

2.3.5. Drug Screening. Contractor personnel must pass a 10-panel drug screening annually.
Upon request, the contractor will provide the COR results of past drug screening test results.
Recreational drugs, legal in states where this contract is to be performed, are not permitted for persons performing services under this contract, including medical marijuana. The contractor is responsible for drug screening. Contractor personnel must not be under the influence of any intoxicating substance and must adhere to the same standards applied to military personnel. A drug is any controlled substance included in Schedules I, II, III, IV, and V in 21 USC § 812, or any intoxicating substance other than alcohol or tobacco, that is inhaled, injected, consumed, or introduced into the body in any manner to alter mood or function. Waivers for prescription medication will be submitted to the COR for review with USAF medical personnel.
2.4. Continuation of Essential DoD Contractor Services During Crisis. The requirements in paragraphs
1.1 through 1.5. of this PWS have been determined to be mission essential, in accordance with the Defense Federal Acquisition Regulation (DFARS) Supplement, Subpart 237.76, Continuation of Essential Contractor Service. The contractor providing services, designated as essential contractor services, shall be prepared to continue providing such services, in accordance with the terms and conditions of this contract, during periods of crisis. The contractor shall refer to DFARS contract clauses 252.237-7023, Continuation of Essential Contractor Services, and 252.237-7024, Notice of Continuation of Essential Contractor Services, for contractor’s mission essential services plan requirements, which the contractor shall provide with their offer.
2.4.1. Contractor Mission Essential Employee Identification. The contractor shall provide the name, address, and telephone number of a point of contact for purposes of continuation of essential DoD contractor services during crisis. The contractor shall also provide the names of contractor employees having military mobilization recall commitments and have adequate plans for replacing those employees in the event of mobilization, in accordance with DoDD 1200.7., Screening the Ready Reserve, and DoDD 1352.1, Management of Regular Reserve Retired Military Members, which the contractor shall provide with their offer.

4.0. General Information
4.1. Government Training. Training incidental to the contract will be provided by the Government to the contractor when the equipment and training requirements change. Certain military certifications are not available to civilian contractors and are required by DoD/USAF regulations. These certifications must be reviewed and approved by the CO to ensure compliance with USAF instruction and messages prior to accepting an employee. Workplace orientation, mission/system familiarization, and standard operational procedures training incidental to the contract will be provided by the Government to the contractor at the place of performance.
4.2. Listing of Employees. Upon receipt of a Task Order, the contractor will have 30 calendar days to provide a fully qualified employee with resume, the appropriate paperwork and certifications as proof of qualification. The contractor will maintain a current listing of employees performing services on DMAFB. The list must include employee's name, social security number, driver’s license number and state of issue, date of birth, and country of citizenship. Foremen, supervisors, and superintendents must be identified on the list of employees. The contractor must submit the list to the Contracting Officer and the COR, prior to the contract start date, and submit an updated list when an employee's status or information changes, within 5 working days of the change. The name of any contractor employee that is terminated during the period of the contract must be reported to the Contracting Officer in writing within one workday of the employee’s termination.
4.3. Security Training. All contractor employees will receive initial and recurring security education training from the Government sponsoring agency’s security manager. Training must be conducted in accordance with DoD 5200.01 V1-V4, Information Security Program, and AFI 31- 1404, Air Force Information Security Program. Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program.
4.4. Antiterrorism Awareness Training for Contractor Personnel. Contractor personnel who require routine physical access to a Federally controlled facility or military installation shall complete Level I antiterrorism awareness training within 30 days of requiring access and annually thereafter. In accordance with Department of Defense Instruction O-2000.16 Volume 1, DoD Antiterrorism (AT) Program Implementation: DoD AT Standards, Level I antiterrorism awareness training.
