SAM Posting Verbiage

This is a Request for Quote (RFQ) for commercial services prepared in accordance with the acquisition procedures of the Federal Acquisition Regulation (FAR) Subpart 12.6, FAR 13.106, and FAR Subpart

13.5. This announcement constitutes the only written solicitation as a combined synopsis and solicitation, a written solicitation will not be issued.

The Request for Quote (RFQ) number FA487724QA263, Parachute Rigger & Instructor Training Services, must be used to reference any written quote provided under this RFQ.

This RFQ incorporates provisions and clauses in effect through the Federal Acquisition Circular 2024-05 effective 22 May 2024, DFARS DPN 20240530 effective 30 May 2024, and DAFAC 20240612 effective 12 Jun 2024.

The associated NAICS Code is 611699 with a small business size standard of $16.5 million. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. A lack of a current SAM registration will make an offeror ineligible for award.

The expected award type is a firm-fixed priced, single award, indefinite-delivery indefinite-quantity (IDIQ) with a five (5) year ordering period with a minimum order of $1,000.00 and a maximum ceiling of $7,000,000.00. The right to make multiple awards or no award is reserved by the government. This RFQ is for Total Small Business Set Aside.

The contractor will provide the Parachute Rigger & Instructor Training Services requirement with the five

(5) following services: 1) Weapons & Tactics (WEPTAC) Instructor (2 Each), 2) Joint Terminal Attack Controller (JTAC) Instructor (2 Each), 3) Medical Instructor (1 Each), 4) Master Parachute Rigger (4 Each), 5) Senior Parachute Rigger (2 Each), as required, for both the 48th Rescue Squadron (RQS) and the 68th RQS at Davis Monthan Air Force Base (DMAFB). Reference the Performance Work Statement for the full details of this requirement.

The government will make an award in accordance with Addendum’s 52.212-1, Instructions to Offerors – Commercial Items and 52.212-2, Evaluation – Commercial Items attached to this solicitation.

Note: Positions will be ordered via task order.

The contractor will provide their pricing quote for all CLINs found in the Appendix_D_Total Evaluated Price (TEP) Matrix

Notice to Contractors/Vendors:

a. The USAF reserves the right to cancel this RFQ, at any time before or after the closing date of the RFQ. In the event that the USAF cancels this RFQ, the USAF has no obligation to reimburse a contractor for any costs.

b. The USAF requests that all quotes are valid for 180 days from the date of submission. This request must be acknowledged explicitly within all submissions.

Quotes must be submitted no later than 16 December 2024 by 5:00 PM Arizona Standard Time 5:00pm MST). Offerors are responsible for verifying the receipt of their quotes to this office before the RFQ due date and time.

The quotes will be submitted via the Government Point of Entry, SAM.gov.

Note: .zip files are not acceptable for the Air Force Network and will not go through our email system.

A site visit will not be conducted.

All questions regarding this RFQ must be submitted via email to christian.cooper.2@us.af.mil and jeremy.dedmon@us.af.mil by 5 December 2024 at 5:00 PM (Mountain Standard Time).

The USAF will not provide contract financing for this acquisition. Upon successful award and satisfactory performance, payment will be submitted via invoice through the Wide Area Workflow website.
