RFI Answers - FA487724B0002- Repair Command post Bldg. 2300

1. Are you going to decertify the space during construction or will the IDS need to remain operational throughout the duration of the project.

Response to RFI 1: IDS will be inactive during construction.

2. The design does not meet AirForce IDS regulations of 2 lines of protection at the points of egress will need motion detection at minimum at the doors.

Response to RFI 2: Motion detection protection required at all perimeter doors.

3. Will a glass brake sensor be required to be added at the skylight?

Response to RFI 3: Glass brake sensor not required for skylight.

4. Another observation on door 1104B. it would appear that this door will be the new vault main entry, you would need a X-10 lock on this door, also the other exterior doors should have no outside hardware.

Response to RFI 4: Door 1104B will require KABA MAS CDX-10 lock to meet security requirements. Door 1107A should be equipped with exit only hardware.

5. Ref: E1.3, Keynote 1” fiber connection between server racks” could we get the grade of fiber and strand count required for these cables?

Response to RFI 5: Provide12 strand single mode (OS1) fiber connection between racks.

6. Ref: E1.3 Keynote 2” Relocated IT Racks” – could we get the number of active Copper communication circuits that feed the areas outside of the space outside of scope?

Response to RFI 6: Information requested not readily available. A Comm survey can be provided after award.

7. Ref: E1.3 Keynote 2” Relocated IT Racks’ there is a PDS system with a dozen or so fiber optic cables that leaves the scoped space. Will this PDS need to be replaced or will it be abandoned?

Response to RFI 7: PDS is not in service. Remove exisitng PDS.

8. Ref: E1.3 Keynote 2” Relocated IT Racks” If the PDS is to be replaced could we get a floor plan for where the existing locations are outside of the area in scope?

9. Ref: E0.1 Data Symbols SC & NC, these symbols call out 2 x USB 3.1 cables and an HDMI. USB 3.1 with has a maximum operating length of 49ft. Several of these locations will be out of operating distance for USB3.1 If this configuration is being used to connect to laptops would a KVM extender of Cat 6 be a more viable solution?

Response to RFI 9: Provide KVM USB 3.1extender over Cat 6 for SC and NC locations.

10. Ref: ED1.3 Camera symbols. There are only 2 camera symbols on ED1.3. There are 4 camera symbols on E1.3 Could we get specifications for the 2 new cameras?

Response to RFI 10: Camera specifications not available. Assume similar make and model of exisitng.

11. The fire protection plans do not provide much information. The demo plan has a note that states to remove the branch fire protection piping back to the riser, does branch piping mean the entire sprinkler system of the whole building?

Response to RFI 11: Remove fire suppression piping supporting Command Post area only

12. The fire protection floor plan just says to provide electric fire bell. Are we replacing the entire fire sprinkler system?

Response to RFI 12: The intent is to replace Command Post fire suppression system with a new system and replace other selective fire suppression components (e.g. fire bell) as noted in drawings. Protect all other facility fire suppression system.

13. The drawings state to re-use existing fire alarm devices. The layout on sheet E1.3 does not reflect an adequate number of fire alarm devices to satisfy UFC requirements or DM fire requirements when re-installing the old devices as noted.

Does the fire device locations and quantity etc need to be engineered and upgraded to meet current UFC and DM fire requirements by a Fire protection engineer?

Response to RFI 13: Assume exisitng FAMNS is at capacity and cannot support additional devices. Install devices as noted. Contractor also shall engage with NICET certified engineer for design of the Fire Alarm Mass notification system. New installation shall be iaw current NFPA and UFC codes and criteria to maximum extent possible.

14. The existing MNS system is an original amber strobe only with 1-2 speakers at only a couple locations in the command post space as a whole. It does not meet or satisfy UFC requirements or DM fire requirements as currently exist. Does the area need to be upgraded to meet the current Mass notification requirements by installing more head end equipment and devices in every occupied room space as spelled out by the UFC?

15. Would it be a consideration to upgrade the Fire panel to a DM current fire panel (Monaco Maap-X) Fire MNS panel and remove the old Maap plus System and SP-40 MNS panels and install a new combined Fire/MNS (Monaco Maap-X) system thru out the entire 2300 facility as a whole as part of this project due to the importance of the facility?

Response to 15: Upgrade of exisitng Fire alarm panel is not a project requirement.

16. In reference to wall monitors and work stations will any Audio and Video Control equipment, Desk Monitors, UPS’s, Audio Video equipment Racks, to include audio and video setup and training by manufacturer/installer to the gov need to be provided under this project? NOTE: (This question is in reference to what was provided and installed for audio video equipment and work stations with big wall monitors and equipment racks at the alternate command post during project construction a few years back).

Response to RFI 16: Wall monitors and workstations are government provided government installed.

17. Per plan sheet D2.1 references bid alternate #1, Per the Offers Schedule there is no reference to bid alternate #1? Is there a bid alternate #1 or is to be included or excluded in Base Item?

Response to RFI 17: Pricing for bid alternate #1, which is referenced throughout the drawings and specifications, shall be included in the contractor’s total price. This clarification emphasizes that bid alternate #1 is a part of the base item and its pricing shall be included accordingly.

18. During the site visit it was discussed that the construction area will not be occupied during construction. Is this correct?

Response to RFI 18: Command Post will not be occupied during construction.

19. Where on the project will the contractor be able to set up a laydown area for the project?

Response to RFI 19: Laydown area will be coordinated after award. Assume area located North of exisitng Command Post main entrance will be available for laydown.

20. During the site visit the visitors was not able to bring electronic devices into the building. Will electronic devices be allowed in the construction area during construction?

Response to RFI 20: Use of electronic devices is allowed during construction.

21. During the site visit visitors had to go through security check point at the building.

During construction will the contractor have to go through a building security check point?

Response to RFI 21: Entrapment area will not be operational during construction. Project area will be turn over to contractor for control.
