Performance Work Statement for

Mobile Office Equipment & Services

1. Description of Services. The contractor shall provide all parts, tools, equipment, materials, transportation, servicing, personnel, labor, supervision, and management to provide, operate, and maintain turnkey mobile office capabilities in support of operations at Davis Monthan. No alterations, additions, or deletions shall be made to this Performance Work Statement (PWS) unless by prior approval of the Contracting Officer (CO). All work must be accomplished in accordance with provided specifications, unless express written permission is received from the CO for any deviations. All work must meet or exceed acceptable standards and codes of the landscaping trades and shall be performed in a neat, substantial, and workmanlike manner.

2. Basic Services.

a. Mobile offices: The contractor shall provide:

• 4 (25’x10’) mobile offices and 1 generator at the North Ramp location (delivery by 28 Apr)

• 4 (25’x10’) mobile offices and 1 generator at the LOLA location (delivery by no later than 3 May)

• 1 (25’x10’) mobile offices and 1 generator at the Taxiway Charlie location (delivery by no later than 28 Apr)

• 1 (18’x10’) mobile offices and 1 generator at the King Ramp

(delivery by no later than 3 May)

• 1 (18’x10’) mobile offices and 1 generator at the Whiskey Ramp location (delivery by no later than 3 May)

• 7 (mixed) mobile offices and 1 Generator (or 2 if needed) at bldg.

• 3 (8'x40') mobile offices and minimum number of generators to power all offices at the building 1226 location (delivery by no later than 28 Apr for 1 / 3 May for remaining 2)

• 4 (8'x20') mobile offices and minimum number of generators to power all offices at the building 1226 location (delivery by no later than 28 Apr for 2 / 3 May for remaining 2)

b. Generators: The contractor shall provide electrical generators to Davis Monthan AFB to adequately supply power to all mobile offices in their desired locations. It is estimated that 5 will be required to power mobile offices on the flight line. The Mobile offices, which will be located at bldg 1226 will require 1 generator. Assume each office will require sufficient power for 5 laptops and 1 printer. Generators must be able to provide the following for each office simultaneously in each location:

• Generator Size: 30 kw (or 30 kva)

• Voltage: 220V

• Disconnect: 125 Amp Minimum

• Wire Size: Sufficient to carry minimum ampacity as required by local building codes.

Contractor will perform installation, connect/disconnect generators, and ensure fully operational and capable of maintaining electrical power for above mentioned mobile offices in place during the exercise at Davis Monthan Air Force Base, Tucson, Arizona, in accordance with paragraph 2.1. of this PWS. Generators must be able to run for 24 hours per day from drop/set up to pickup. The contractor shall provide any additional materials or items other than standard fuel required to maintain and operate the generators for the duration of the contract. This includes but is not limited to DEF

(Diesel Exhaust Fluid) and any other required support fluids.

2.1. Requirements. The contractor shall provide and install a mobile offices that meets the following criteria:

a. Operational and Securable Doors/Windows for mobile offices

b. Operational Air Conditioning/ Cooling system for mobile offices

c. Clean and Sanitized mobile offices

d. Adequate sized generators to provide sufficient electrical power to mobile office trailers

e. Connection/Disconnection to and from mobile offices

f. Mobilization/ Set-Up for mobile offices and generators

g. Mobilization/ Tear-Down for mobile offices and generators

h. Provide Sufficient Dunnage for ground/surface damage prevention for mobile offices and generators

i. No furniture necessary (open bay)

2.2. Equipment Maintenance. The contractor shall maintain all mobile offices and generators, so that they have a professional appearance and ensure they are free of unpleasant odors, dirt, debris, and pests at all times. All mobile units must remain in good, workable condition, with no leaks, and must remain easily accessible to government personnel Contractor mobile units and equipment shall not have any waste or equipment leaks. Should any mobile offices, generators, equipment, or transport vehicles have any leaks, the contractor is responsible for immediate cleanup.

2.3 Transport and Disposal of Waste. The contractor shall comply with all Federal, State, and local laws, regulations, and ordinances while transporting waste for disposal. The contractor shall dispose of all waste at an off-base permitted site.

3. General Information

3.1. Contract Manager. The contractor shall designate a Contract Manager (CM) who is responsible for contractor-performed services. Upon contract award, the contractor shall submit the name and telephone number of the CM, in writing, to the Contracting Officer. The CM shall have full authority to act for the contractor on all matters relating to daily execution of the contract. The CM must be available by telephone 24 hours/day, 7 days/week to respond to emergency service calls.

3.2. English Language. All contractor employees must be able to read, write, speak, and understand English fluently.

3.3. Contractor Employee Conduct. The Government reserves the right to require removal from the installation any contractor employee who endangers persons or property, whose actions are inconsistent with professional conduct, whose continued employment is inconsistent with the interest of military security or who is found to be incapacitated or under the influence of alcohol, drugs, or other substances. Removal of employees for any reason does not relieve the contractor of the requirement to perform services specified herein.

3.4. Contractor Travel on Davis Monthan Air Force Base. Contractor employees shall not loiter in any working area before or after performing services. All contractor employees shall limit their travel on Davis Monthan Air Force Base only to the specific areas required for performance of services or in travel directly to and from these locations. Upon completion of contract work, contractor employees shall promptly depart Davis Monthan Air Force Base.

3.5. Work Schedule. The contractor shall complete all set-up and mobilization operations in order to begin services no later than 0800 on 28 April 2022 or 3 May 2022 (as listed above) and begin tear-down no earlier than 0800 on 25 May 2022.

3.5. Work Area Evacuation. There may be occasions, due to Air Force mission requirements, when the contractor personnel must discontinue work and vacate the work area. If this is the case, contractor employees shall vacate the work area. Government personnel will inform the contractor when they must vacate the work area and when work can resume.

3.6. Government Point of Contact. The name and phone number of a Government Point of

Contact (POC) will be provided to the contractor upon contract award. The POC will be designated to provide the contractor with information regarding the work area locations and

Government escorts. The POC does not have the authority to make any changes to the contract, nor can the POC add services to the contract. If any changes to the contract are necessary, requests shall be submitted to the Contracting Officer by the Government POC.

3.7. Safety and Sanitation. The contractor shall comply with all local, state and federal laws and safety regulations. Compliance with OSHA, AFI 48-117, Public Facility Sanitation, and other applicable laws and regulations for the protection of contractor employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such responsibilities. The contractor shall furnish contractor employees with all necessary personal protective equipment to perform services.

3.8. Work Area. The contractor shall, at all times, keep work areas free from accumulations of waste, rubbish, tools, equipment, and materials. Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises in a clean, neat, safe and workmanlike condition. The contractor shall remove and properly dispose of all job related waste material.

3.9. Smoking in AF Facilities. Contractors are advised that the AF has placed restrictions on the smoking of tobacco products in AF facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas.

3.10. Illegal Substances. Illegal substance possession and/or use will not be tolerated on any military installation. This includes the use, possession, distribution, or purchasing of marijuana, even if it has been medically prescribed. The contractor shall ensure that contractor employees who have base access do not possess and/or use illegal substances. All contractors and subcontractors are required to adhere to all local, state and federal laws concerning possession and/or use of illegal substances. Contractors found to be in possession of illegal substances will be barred from the installation, and subject to arrest and prosecution by local authorities.

4. Security Requirements

4.1. List of Employees. Upon contract award, the contractor shall submit to the Contracting

Officer a list of contractor employee names, social security numbers, and driver’s license numbers, or other means of positive identification of all employees that will perform services on

Davis Monthan Air Force Base. Foremen, supervisors, and superintendents must be identified on the list of employees. The contractor shall submit an updated list when an employee's status or information changes. The name of any contractor employee that is terminated during the period of the contract must be reported to the CO in writing within one workday of the employee’s termination.

4.2. Safeguarding of Information. The contractor shall ensure that contractor employees do not notify, repeat, comment upon, disclose, or use in any way information seen, observed, or derived from documents or conversations of a sensitive or confidential nature overheard by them. The contractor shall comply with, and assume responsibility for compliance of this provision by its employees.

4.3. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance on Davis Monthan Air Force Base are obtained for employees and non- Government owned vehicles.

4.4. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires;

e.g. terminated for cause, retirement, etc, or upon contract completion. The contractor shall notify the CO in writing when an employee departs, and return the employee’s identification to the office that issued it.

4.5. Traffic Laws. Contractor employees shall comply with all Davis Monthan Air Force Base traffic regulations and state traffic laws. Contractor employees are subject to random vehicle speed control checks. Failure to adhere to base traffic regulations may result in the loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones is strictly prohibited while driving on Davis Monthan Air Force Base, unless the phone is hands free. Seat belt use is mandatory for all drivers and vehicle passengers.

4.6. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base. Denial of entry to contractor personnel who refuse to be searched, or detention of personnel found to be in possession of contraband, may result in loss of base driving privileges, debarment from the base, or other administrative action. Detention of contractor employees for any reason does not relieve the contractor of the requirement to perform contract services.

4.7. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor owned vehicle or privately owned vehicle while on Davis Monthan Air Force Base.

4.8. For Official Use Only (FOUO). The contractor shall comply with DoDD 5400.07, Chapter

4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. FOUO or FOIA material discovered by the contractor or contractor employees shall not be retained by the contractor and surrendered immediately to an appropriate Davis Monthan Air Force Base authority.

4.9. Reporting Requirements. Contractor employees shall immediately report to an appropriate Davis Monthan Air Force Base authority any information or circumstances of which they are aware that may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.

4.10. Physical Security. Contractor employees are responsible for safeguarding all Government property and controlled forms provided for the contractor’s use. At the end of each work period, the contractor shall secure all Davis Monthan Air Force Base facilities, equipment, and materials.

5. Government Provided Property and Services

5.1. Emergency Services. For fire, police, and medical emergencies call 911. When calling 911, tell the operator that you are calling from Davis Monthan Air Force Base.

5.2. Technical Specifications. Technical specifications can be found in Air Force Instruction 91-

203 – Air Force Consolidated Occupational Safety Instruction, which can be provided upon request.
