1Does this contract require a bonafide local office for bid/award?No
2What will be the maximum bonding capacity per year? Given that the requirement will be for a base year plus four one-year options and the magnitude of construction is between $5-10 million, it is conceivable that there will be total orders per year totaling $2,000,000.Bonding will be based off of each task order, up to $750K. It is possible to have task orders up to $2M each year. Which is no indication of future projects.

Also there will not be option years, this is a 5 year order period IDIQ.

3Is a General Contractor's License required?No. However, the successful bidder needs to be registered in SAM.gov and will need to provide insurance capabilities and will require performance and payment bonds for each task order. Also, in accordance with FAR clause 52.236-7, the Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work.
4Is the cost of the security training to be included in the Pre-Conference Meeting or included in the various line items on Bid Schedule (Attachment 5)?The Pre-Conference Meeting is a fixed price line item priced to satisfy the minimum order amounts of the IDIQ ($2000). Contractors are NOT allowed to change this price. How contractors want to spread various incidental costs for the overall project is up to them.
5Is the Anti-Terrorism training required or optional?Successful awardee will be given Anti-Terrorism training in the form of slideshow provided via email.
6Are Certs & Representations as contained in SAM sufficient, or are you also requiring the corresponding “x’s” to be shown in the solicitation, and be included with the proposal package?Annual Representations and Certifications on Beta.Sam are sufficient as long as they are current.
7Is this a new requirement? If a previous contractor was awarded and if so, what was the total awarded amount and duration period ?
No it is not a new requirement. FA487717DA001 was awarded as a 3 year ordering period for a maximum amount of $4M.
8What other evaluation factors in addition to attachment 5 (IDIQ Bid Schedule) will the government use to make an award?It is an IFB, award will be made to the low responsive bidder that provides a fair and reasonable price, see Section M of the solicitation (pages 59). Please pay attention to the bid submission requirements in section L especially concerning gaining access to the base when hand carrying bids.
9Please confirm the commencement of work under this contract is within 10 calendar days after a task order is issued?The 10 calendar days is a generic contraction requirement. Since this contract will result in the issuance of individual task orders, the performance period for each task order will be established at the task order level, each individual task order will typically start within 10 days of award.
10What were the average annual and task order spends over the previous five year ordering period?Our data goes back to the last contract awarded. The last contract was for 3 years (Sep 2018 – Sep 2020), we don’t have the average annuals but it maxed out at the end of the 3 years at $4M.
11What is the incumbent contract number and total contract value at award?FA487717DA001, $4M estimated quantity
12Is there a geographical restriction on the 8(a) participant, or is any 8(a) firm capable of performing the work able to bid on this project?No there is no geographical restriction.
