Addendum to FAR 52.212-1 Instructions to Offerors - Commercial. The following have been tailored to this procurement and are hereby added via addenda:
This is a Request for Proposal (RFP) in accordance with FAR Part 13. FAR part 15 does not apply to this RFP unless specified elsewhere.
The Government intends to award a Firm Fixed contract with a five (5) year ordering period. The Government intends to make award without discussions; offeror should submit their best possible offer. The Government retains the right to enter into discussions if it is determined to be in the best interest of the Government.
To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The proposal must include:
1. Proposed unit prices on the Pricing Schedule will be multiplied against the quantities listed, which are for evaluation purposes only. The total of all CLINs will be used as the total evaluated price (TEP). The non-price factors for the proposal with the lowest TEP will be reviewed. If any non-price factors are determined unacceptable, then the next proposal with the lowest TEP will be reviewed until a technically acceptable proposal is found.
2. Proof contractor has experience with large-scale (1000+ acre) regular full grounds maintenance services must be verifiable by government personnel. Contractors are encouraged to provide contact information for previous customers in order to meet this requirement. (Acceptable/Unacceptable)
3. The proposed use of tractors must demonstrate a firm understanding of the magnitude and needs of the government's requirement. The proposal must also demonstrate a clear responsible approach to performing the requirement. Page limit for this part of the proposal is 5 letter sized pages with no less than 10 point font.

4. Responses to the following provisions/clauses will be reviewed for completeness: 52.209-11, 52.204-24, 52.204-26, 52.209-7, 52.212-3 Alt I, 52.229-11, 52.223-22 (Acceptable/Unacceptable)
In accordance with FAR Clause 52.204-22, Alternative Line Item Proposal, this solicitation may not conform to the Offeror's practices. The Offeror is invited to propose alternate line items for which proposals are requested in this solicitation. The Offeror may submit one or more additional proposals. Regardless of the total number of proposals submitted, each proposal must be a separate package that contains a complete, accurate, and final proposal. No proposal may reference any document not contained within the proposal package.
NOTE REGARDING FAR 52.217-8: The extension option authorized by 52.217-8 will be considered evaluated as being the same rate as the period of performance preceding its use. Offerors are NOT to submit separate pricing to account for this option; separate pricing will not be evaluated or included in the resultant contract.
Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:
