2In Appendix A item #10 Debris Removal/Policing states twice per week and the estimated workload schedule for growing and non -growing totals 52 times please clarify how often debris and policing are required.Davis-Monthan AFB is split into 2 main pieces for landscaping services: AMARG (Appendix A) and Main Base (Appendix B). For certain aspects, the level of service will be different.

In this case:

AMARG, Appendix A #10 twice per week BASE, Appendix B #14 once per week

Separate CLINs have been made for each level of service.

3 P.W.S. 1.2.5 Old Golf Course - How many acres is the old golf course? I do not see it on Attachment 4 map which Clin is this under? 141 AC serviced 3 times pr/yr on scheduled months.

CLIN 0023 has been added for Golf Course service 4 Clin 0033 – Adding Vegetative Beds How many square feet should be priced and what is included in this service? Do you want weed stop, gravel, mulch, decorative rock, pavers, trees, or shrubs, a barrier? If so, how many and what size? Please clarify the requirement. It will be a project with requirements identified at time of request. No pricing is needed at this time.

5Clin 0036 Palm Tree Skinning – How far up the tree is to be skinned and are the trees skinned now and we just maintain them or is this the first time they will be skinned. How bad are the palms that need skinned?Skinning as needed in height and quantity. Most palms only need 50% skinned. Priced by Linear Foot
61.6. MAINTAIN SURFACE DRAINAGE DITCHES- How deep are the ditches on the Airfield and is it possible to put equipment in them?Variable in depth and width up to 7' deep, some ditches will not accept equipment
7Clin 0030 Xeriscaping- What type of plant, how many, and what size do you want in this price? What type of ground cover is to be priced and at what depth? Is a border and weed stop also needed in this price? Will we have to remove sod, rock, or bring in the dirt?It will be a project with requirements identified at time of request. 8 Evaluation for award #3 Artificial Turf qualifications:

a) It is not normal practice for landscapers to have such a certificate for government contracts. This requirement seems to limit fair competition. Can the certificate be presented after award as we do with a pesticide license?

b) What is meant by Certification from organization mean? The certificate requirement has been removed.

9 PWS 1.1.12.5 If 2 years minimum experience is needed to conduct services on these fields, how would one get a certificate? The certificate requirement has been removed.

10Instruction for bidders #54 Could you clarify if this is a technical proposal you are looking for?If this question is refencing the requirement to explain tractor usage, then yes. This submission can be considered a technical proposal. A page limit has been added to the instructions.
11Attachment 2 states that CLIN 0010 consists of 8,605 non-airfield acres. However, the math on Appendix A and B equals 8,185 acres (17 acres x 21 plus 412 acres x 19). Can the government please confirm the correct acreage?Please note that this is a performance based service. The quantities in the pricing schedule are for evaluation and estimation purposes only.

Also, unless explicitly stated within the PWS (excluding the estimate columns in the appendices) the contractor is responsble for maintaining the grounds in accordance with the PWS criteria. The estimated number of services are provided just to show historical trends.

12Appendix B of the PWS states Golf Course Mowing/Trimming should occur three times annually. However, there is no CLIN with associated acreage for this service. Under which CLIN would the government like this price to be included?A separate CLIN, CLIN 0023, has been added for this part of the requirement.
13PWS 1.1.7.1 states that Fertilization/Weed Control is required however there is no CLIN for this service. Under which CLIN would the government like this price to be included?A new CLIN, CLIN 0002, has been created for Improved Grounds - Turf which is where fertilization/weed control should be priced under.
14Is the contractor responsible for supplying the Artificial Turf Field Grooming and Edging Brooming Tool?Yes, the contractor is responsible for all equipment and tools.
15If there is damage to the artificial turf fields not caused by the contractor, who is responsible for the repairs? If the contractor is responsible for making the repairs, will the contractor provide a price for these repairs to the government as part of a work order?Government would be responsible for the repairs. Yes, the contractor would be required to submit a proposal for the repairs.

CLINs 0009 and 0010 have been created for this purpose.

20In regards to Attachment 2 – Pricing Schedule, will the government accept four decimalsplaces for CLIN 0002 – Artificial Turf Maintenance, CLIN 0014 – Vegetation Control, and CLIN 0020 –Maintain Vegetative, Flower, Rock Beds, and Related Areas? Because the cumulative unit of measure forthese CLINs is over 11 million SF, every .01 cent increases the total annual value by over $110k.Alternatively, the unit of measure needs to be transmitted in acres.Unit of measure for the Artificial Turf Maintenance, Vegetation Control, and Maintain Vegetative, Flower, Rock Bed, and Related areas has been changed to Square Yard.

21Can you please tell me if maintaining area S2, weedeating under all aircraft was included in the previous grounds maintenance contract?Maintaining under aircraft was required as part of the previous grounds contract.
22If it was a separate contract, what was that contract number and previous awarded dollar amount?N/A - There was no separate contract.
23Amendment 1 states to Correct minor PWS references in CLINS 0033 and 0030 , What are those references that were to be corrected? I do not see where they were applied.The corrected PWS references were on the Standard Form (SF) 30. An updated version of the SF1449 has also be uploaded to beta.sam.gov.
24Evaluation for award 3. says certifications from the organization will be acceptable. What organization are you referencing?The certificate requirement has been removed.

25What is the LF of the interior fences in PWS 1.2.3? Are they included in the perimeter fence LF on the workload estimate?Measurement of Interior Fences unknown. Service of interior fences is included with the service for each area.
26Who is the Grounds contractor now? What was the award for there contract?The current contract number is FA487716CA005. All publicly available information can be found on fpds.gov and/or beta.sam.gov
27Is the current contract scope of work the same as this solicitation?Scope was increased with the addition of the artificial turf, Exterior Fence, and Palm services
